Chile: The role of asset redistribution in poverty-focused development strategies

In recent years, Chile has instituted both a land reform programme and an industrial nationalization programme. These are designed to further the progress of Chilean development as well as increase the degree of equity within the Chilean economy. This article begins with a treatment of redistributive strategies in general, and then treats in detail the ways in which land reform and nationalization create redistributive effects. Finding that the direction of the effects is not always unambiguous, the paper turns to an examination of the results of these two programmes. Whereas definite redistributive flows can be identified, their direction and magnitude are not as satisfactory as theory would suggest they could be. The paper closes with some brief recommendations for future policy, including an enlarged role for state management.

The Catholic Historian in Nineteenth Century Chile

Church-State relations in nineteenth century Chile remained relatively calm when compared with tempestuous events occuring in Mexico during the War of the Reform. While tempers flared in both nations when the rights of the Church in a secular society were discussed, the problem was resolved in Chile without bloodshed or violence. The question of the economic power of the Church had already been settled by 1830, as the financial genius of the new Republic, Manuel Rengifo, urged that all lands that had been confiscated by Bernardo O’Higgins in 1824 be returned to the original owners. Despite a well-intentioned belief that Church ownership of land was smothering the economic development of the new nation, the expropriation of these lands failed to produce any dramatic change. While the Treasury received 226, 442 pesos for the sale and rental of these lands, the government was forced to spend 181,297 pesos from 1824 to 1830 in order to finance religious affairs and pay the congregations for the expropriation of their lands. After the Conservative victory at Lircay in 1830 the lands were returned to the Church, providing considerable relief for the heavily burdened state treasury. The minor importance of Church property to the Chilean economy was symbolized by the relative ease of the confiscation and return of the lands, while similar attempts in Mexico unleashed civil war.

What Does Chile Mean: An Analysis of Events in the Health Sector before, during, and after Allende's Administration

An analysis is made of the events in Chile before, during, and after the Allende administration, through the mirror of the Chilean health sector. The paper is divided into three sections. The first shows how the underdevelopment of Chile and the country's concomitant maldistribution of health resources are brought about precisely because of the existence offactors which make up the Rostowian assumptions for development, i.e., (1) the cultural, technological, and economic dependency of Chile, and (2) the economic and political control of resources by specific interests and social groups the national lumpenbourgeoisie and its foreign counterparts. Moreover, these two factors bring about the so-called dual economy in Chile, with an urban, technologically based economy, and a rural, underdeveloped one. The second section describes and analyzes the three main policies of Allende's government in the health sector. These policies were (1) to change the priorities in the health sector to emphasize community and rural medicine, (2) to democratize the health institutions with citizens' and workers' control of those institutions, and (3) to establish a classless health service.

Chile's Democratic Road To Socialism

N NOVEMBER 1970, Marxist socialist Salvador Allende took office as President of Chile, vowing to bring about revolutionary change by working within, and not against, the country's constitutional democratic tradition. Through its skillful use of powerful executive prerogatives, Allende's Popular Unity (UP) government brought a major part of Chile's economy under state control. In addition, it nationalized the country's once foreign-owned copper mines, eliminated its latifundia, and secured important material benefits for popular and working-class groups.

Short-Run Flexibility in a Developing Economy

In analysis of and policy recommendations for developing economies, frequently the assumptions are made that the degree of capacity utilization is not an important consideration and that short-run flexibility is extremely limited. These assumptions are examined in the case of the postwar experience of nine sectors of the Chilean economy. The basic conclusion of this examination is that considerable short-run flexibility does exist in the Chilean economy; therefore, the frequently assumed rigidities lead to a too narrow set of policy alternatives. Not insignificant benefits may be gained from anticyclical policies, and there may be a high payoff to policies which improve the functioning of markets.

Chilean Antitrust Law

Chile, which has just elected a marxist-socialist for its president, carries on its books a very conventional antitrust law,' in the best traditions of such capitalist economic systems as the United States and the European Common Market. Chile's law, enacted in 1959, is not likely to be repealed by the new regime; it fell rapidly into disuse after its promulgation and was recently an almost-defunct piece of legislation moldering in the back offices of the Chilean bureacracy. An analysis of antitrust's rise and fall in Chile may explain much about the legal environment in which the economy functions in that country and peripherally shed some light on why so many of the Latin American countries have antitrust laws2 and do not apply them. Until the 1930's, Chile and other Latin American governments maintained a strict hands-off policy in matters economic, consistent with the Liberal thought which had characterized the era after 1850. Tensions began building early in the 20th Century, but little change occurred until after the catalyst of the Great Depression. Chile's economy, so dependent on foreign trade, was perhaps harder hit by the world's commercial slowdown than any other. Then, the country's economic legislation began to change rapidly. By 1940, Chile had a dirigiste state, emphasizing government controls and participation in almost all sectors of the economy.3 The years from 1930 to 1950 were atypical, however, and while many Chileans felt they were forging a new permanent public economic order, others significantly felt that they were only enduring a jerry-rigged regime to help the nation through the special problems of depression and wartime. Thus, for example, did extensive price controls enter into the Chilean economic scheme, advocated by some, suffered by others.

The Role of the Banking System in the Chilean Inflation

THE CHILEAN ECONOMY has undergone almost continuous inflation since the 1870's, with only a few major interruptions. The inflation has been particularly severe in the last few years, during which Chile has provided a more or less classical illustration of the operation of the quantity theory of money. Partly because of the stage of economic development, and partly because of lack of confidence in the value of the currency, the Chilean people have been unwilling to hold as savings any appreciable proportion of new additions to the money supply, and therefore such additions have had a pronounced effect on prices. Nevertheless, inflation has never been sufficiently severe to cause a flight from currency as a medium of exchange for settling nearterm transactions. In these circumstances, Chile's history of chronic inflation is very closely related to the policies and activities of its banking system. Although the activities of the banking system have been only one element in the whole complex of forces determining the nature and magnitude of the inflation, they have been a dominating element, and one susceptible to analysis more or less independently of the other forces. Accordingly, the present study is focused on only this one aspect of the Chilean inflation, the role of the banking system.
