Breaking ground: transformative partnerships for inclusive bean breeding in Zimbabwe

Common bean is often considered a woman’s crop because they play important roles from production to marketing. However, breeding programs often focus on farmers without adequate attention to the interconnectedness between gender and other socioeconomic variables and how they influence varietal and trait preferences of other value chain actors. This study analyzed gendered differences in bean production and trade, implications of socioeconomic conditions on bean production and marketing, and the role of partnerships in closing gender gaps in the bean value chain in Zimbabwe. The results obtained from the analysis of survey data collected from 131 farmers and 18 trades revealed beans as a dual-purpose crop for male and female farmers and traders. Varietal and trait preferences were the same for both male and female farmers and traders but were prioritized differently. While female farmers prioritized cooking time, men farmers prioritized biofortification and market traits. Whereas male traders equally preferred price, color, and appearance, female traders prioritized price over color and appearance. Poverty and marital statuses of respondents influenced the number of varieties preferred by male and female farmers. We found that the effectiveness of partnerships in closing gender gaps in marketing is variety specific. While having partners closed the gender gaps in the marketing of the NUA45 variety, such partnerships did not have the same effect on closing gender gaps in the marketing of Cherry, Gloria, and other varieties. The results show that considering socioeconomic characteristics of actors and partnerships can reduce gender disparities in the bean value chain. Therefore, breeding programs should recognize the interconnectedness between socioeconomic variables and gender when developing breeding products.

Особенности использования кластерного подхода при организации государственно-частного партнерства в сфере туризма

The study of the features of using the cluster approach in organizing public-private partnerships in the field of tourism is highly relevant in the context of the continued sanctions regime against Russia by the United States and the European Union. This is due, on the one hand, to the multiple growth of domestic tourism in many regions of Russia, and on the other, to high geopolitical risks and limited financial resources of Russian business. The article describes the dynamics of the development of public-private partnerships and its organizational features in the Russian Federation. In particular, the absolute priority of the share of concession agreements in the overall structure of public-private partnership projects in 2022 is shown; the structural differences between the initiatives of public-private partnership projects in Europe and the Russian Federation in 2020-2022 are identified, as well as the national characteristics of public-private partnerships in relation to the tourism complex, the organization of which is still a poorly developed method of improving national tourism. A significant difference between a domestic organization and a foreign one is that in Russia tourism is considered as a separate sector, while in Europe public-private partnership projects indirectly influence the improvement of tourism in the regions through the development of transport and social infrastructures. Whereas in Russia, in addition to projects of indirect importance, much attention is paid to potentially useful objects for increasing direct endogenous tourism indicators, such as the number of tourist arrivals, the number of foreign arrivals, increasing the share of tourism in GDP, passenger traffic, etc. It is concluded that a characteristic feature of the development of the tourism complex in the public-private partnership (PPP) format can be considered the use of the cluster approach as the main one. This allowed the authors to reveal a set of advantages of PPP in tourism; formulate the characteristics of a tourism cluster formed through the association of representatives of government agencies and private business; propose a scheme for the effectiveness of PPP design in tourism using a cluster approach.

Characterizing Food Policy Councils' Network Partnerships and COVID-19 Responses.

The COVID-19 pandemic pushed millions of Americans into food insecurity. Food policy councils (FPCs) across the country played a vital role in organizing coordinated food responses across multiple sectors. We used a social network analysis (SNA) approach to investigate: (1) the network of partnering organizations and agencies within FPCs; (2) how the characteristics of FPCs' network partnerships (i.e., degree, coreness, and density) related to programmatic, policy, and advocacy actions in response to the pandemic; and (3) how FPCs' use of a racial or social equity framework shifted their network partnerships and responses. Local government agencies and food supply chain actors were core in FPCs' network partnerships, while public utilities, correctional facilities, social justice groups, and others were non-core partners. Network density was more likely to be associated with any action by FPCs, and it was especially pronounced for advocacy actions taken by FPCs; trends were similar among FPCs that reported using a racial or social equity framework. The findings begin to uncover core actors in FPCs' partnerships and opportunities to establish new partnerships, particularly with social justice groups. The results also suggest that network density (interconnectedness) may be more important than other network characteristics when responding to food-related needs.

Social innovation in university-community partnerships in Latin America: Exploring collaborative models

Social Innovation (SI) has become vital for addressing societal issues and uplifting community well-being. This article explores how universities are crucial in fostering SI through collaborative partnerships with communities. The main objective is to elucidate the primary characteristics of such partnerships that promote sustainable entrepreneurship. Universities, while communities, provide invaluable insights into localized challenges. The methodology combines abductive reasoning and case studies, evolving as theoretical frameworks, empirical fieldwork, and case analysis. Four carefully selected case studies meet specific criteria related to academia-community relationships, knowledge generation, SI narratives, socioeconomic and environmental contexts, accessibility, and participation. The study employs abductive and dialogical reasoning, combining induction and deduction to generate innovative ideas. Co-design interviews with researchers enhance the co-production process, providing a deeper understanding of SI initiatives. These interviews occurred from March 2021 to January 2023. This article highlights universities as essential agents of positive transformation, offering opportunities for students, faculty, and communities to engage in impactful endeavors. It also identifies seven key characteristics that promote SI entrepreneurship between universities and communities.

Public Private Community Partnership in Ngebel Lake Tourism Development, Ponorogo Regency

Tourism development is one of the priority sectors in a country because the influence of tourism is able to drive economic growth and become the country's largest foreign exchange earner. In developing tourism, the government has entered into partnerships such as that carried out by the Ponorogo Regency Government with the Moroccan International Group Of Development, Technologies And Construction Companies (GDTC) and the Ngebel Tourism Awareness Group (POKDARWIS) as the government's effort to develop Ngebel Lake tourism. The purpose of this research is to describe and analyze the characteristics of the Public, Private, and Community Partnership (PPCP) in the development of tourism in Ngebel Ponorogo Regency as well as the supporting and inhibiting factors. The method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The data analysis technique uses data collection, data reduction, data display and verification. The results of this study found that the partnership between DISBUDPARPORA Ponorogo Regency, GDTC International Morocco and POKDARWIS Ngebel has not gone well, there are still obstacles between the government and private parties and in the budget that was initially submitted by the private party, they switched to using the APBD budget with government problems, which did not immediately make BUMD a requirement for disbursement of funds from the private sector. Therefore, it is necessary to improve the characteristics of successful partnerships so that stakeholders can improve themselves before collaborating

Japanese Universities’ International Medical Partnerships: Reciprocity and Stratification

Recently, study abroad and elective programs have been facilitated via university partnerships based on student-exchange agreements. This study examined international medical student exchange agreements, focusing on reciprocity and stratification in the Japanese context. An empirical analysis was conducted using 581 agreements involving student exchanges with medical institutions in foreign countries based on a survey conducted by the Japanese Ministry of Education. We found that the average reciprocity rate via mutual tuition waivers was 52.84%: equivalent in Asia, slightly lower in Europe (49.61%), and higher in North America (58.06%). Europe has a balanced inbound and outbound exchange, Asia has a higher inbound exchange, and North America has an excess of outbound exchange from Japan. Moreover, selective institutions, such as former imperial or medical universities, have more than twice the number of agreements per university compared to others. In conclusion, it can be observed that international medical university partnerships are stratified, and reciprocity is intertwined with tuition waivers and the number of exchange students in the partnering institutions. As the results highlight the distinct characteristics of international education partnerships in Japan’s medical field compared to partnerships in all academic fields, it is necessary to investigate and develop international partnerships separately by field.

Alliances, allyship and activism: The value of international partnerships for co-producing just cities

This paper provides a distinctive analysis of the value of international intermediation alliances for co-production, based on the way they operate in practice. While much attention is paid to ideal or normative models of co-production, there is less understanding of the complexities that pervade co-production practices in specific contexts or how this shapes outcomes. Despite longstanding critiques and reflection, international partnerships can reinforce unequal power dynamics embedded in already unequal global research and knowledge production circuits. However, such partnerships, despite their structural problems, can also give rise to more informal relations wherein the long-term value of international co-production inheres. We call for a re-examination of these complex sets of informal relations, beyond the structures of partnerships, that enable co-production across local and global divides. Drawing on comparative international evidence, we propose a framework for understanding and action based on the concepts of alliances, allyship and activism. These three characteristics of international co-production partnerships can constitute socio-material infrastructures that help maintain relationships of solidarity and care over time beyond the remit of individual projects. While this is relevant in any co-production context it becomes particularly important in international research projects so that they do not paradoxically reproduce colonising structures of knowledge production in the search for more just cities.

Characteristics of Successful International Pharmacy Partnerships

Recommendations for global pharmacy collaborations are predominately derived from US institutions. This study utilized semi-structured interviews of global collaborators to assess important partnership components. Interviewees stated personal connections and understanding of each other's programs/systems were key components. Additionally, collaborators indicate that mutual benefits between partners can exist without the requirement for bidirectional exchange of learning experiences, and request and value partners and learners who are culturally aware, global citizens. This structured interview approach provided key insight into how to develop mutually beneficial, sustainable partnerships and provides additional confirmation that the five pillars of global engagement align with an international audience.

How to create intermediated local food system partnerships? Collective performance, collective negotiation, and collective learning

This article describes the construction of innova­tive beef supply chains observed in the Loire and Isère departments in France. The aim for their promoters was to build intermediated local food networks without leaving the organizing power in the intermediaries’ hands. The authors take the analytical framework of the sociology of “market agencements,” which focuses on market shaping processes, to show how the ranchers, slaughter­houses, wholesalers, and retailers went about defin­ing quality, prices, and the logistics and administra­tive organization of their supply chains. They also underscore three characteristics of intermediated supply chain partnerships, namely, the search for collective performance, collective negotiation of the rules of the game, and collective learning.

Reconsidering partnerships in education in emergencies

International actors increasingly advocate for partnerships in education in emergencies (EiE) to address the dire educational opportunities of school-aged children in sites of disaster, armed conflict, forced migration, and other humanitarian crises. This study explores the nature of partnerships in EiE. We examine the impetus behind an expansion of partnerships among diverse global actors and key characteristics, relationships, and dynamics within these partnerships. Using data collected from key informant interviews and documents from organizations involved in the Syria refugee education response (2018-2021), we detail two emerging characteristics of partnerships in EiE: (1) market-based principles in rhetoric and practice; and (2) a rise in private sector participation. While partnerships aim to improve coordination between agencies, our study uncovers the counterintuitive finding that competition characterizes the EiE partnership space more often than coordination. Furthermore, despite the education and humanitarian community’s promotion of a “localization agenda”—prioritizing full participation of affected local communities as partners in education policy and implementation—our research points to a maintained hierarchy where international actors hold most influence in EiE. We discuss the practical implications of this power asymmetry within the broader context of marketized humanitarianism, and raise concerns regarding equity within unchecked partnerships.

The Involvement of Firms in Chinese Foreign Aid Projects: A Data Overview and Research Agenda

Governments increasingly give for-profit companies key roles in the implementation of foreign aid projects, thereby forming public-private partnerships with the aim of promoting development. These projects bring together various stakeholders, often with their own distinct set of objectives. Case evidence suggests that such conflicting aims seem to be particularly reflected in the foreign aid projects carried out by stakeholders from certain emerging economies, such as China. Yet, on a larger scale, relatively little is known about the characteristics of Chinese public-private partnerships in foreign aid. Using project-level data available for 1308 Chinese aid projects in 50 countries across Africa, I characterize the projects undertaken by firms and government agencies in a public-private partnership, and contrast them to those executed by government agencies without firm involvement. My exploratory data overview suggests that important differences apply, as Chinese public-private partnerships tend to target different Sustainable Development Goals, work on the basis of distinct aid conditions, and implement projects that tend to be larger than those that are solely run by governments. Such observations raise important questions of an ethical, theoretical and international nature, and warrant further research, so that I develop a research agenda that takes aim at issues particularly important for business ethics scholars, organization theorists, and international business scholarship.

Public librarians and public health: How do partners perceive them?

Public libraries are increasingly recognized as community partners that improve the reach of health promotion organizations. The capacity of libraries to support community-based health initiatives has previously been studied through case studies in particular communities. Few national studies have considered how and why public libraries are perceived as part of the community health environment. With the aim of understanding how libraries are perceived in the context of promoting healthy eating and active living, this article examines the characteristics of successful community partnerships involving public libraries. This article uses data from interviews with librarians and their partners in 18 communities in 16 states across the United States. Case studies selection utilized a sentinel community approach to identify public libraries that self-identify as actively involved in community based health initiatives. Findings indicate that libraries are seen as trusted connectors, community experts, and organizations that share goals with health promotion organizations. Nevertheless, the strength of these partnerships is diminished by several factors. Improving and codifying community collaborations involving public libraries is identified as an opportunity to address this trend. The discussion focuses on how increased understanding of this trend both within the public health and within the public library profession would contribute to better including public libraries and public librarians in the promotion of community health.

THE REGIME OF INTERNATIONAL PRIVATE-PUBLIC PARTNERSHIPS IN ACHIEVING THE SUSTAINABLE DEVELOPMENT GOALS IN UKRAINE

The purpose of the article is to substantiate the introduction of international public-private partnerships (IPPPs) to achieve the Sustainable Development Goals in Ukraine. Methodology. The methodological framework of the research relies on the systems approach, which allows the authors to determine the main characteristics of international public-private partnerships to achieve the Sustainable Development Goals; the comparison method, which illustrates the unity of the strategic focus of international public-private partnerships and the Sustainable Development Goals; the dialectical method, which facilitates establishing potential directions for developing international public-private partnerships in Ukraine. Results. The importance of fostering international public-private partnerships to achieve the Sustainable Development Goals in Ukraine is argued. The authors have defined the regime of “international-public-partnerships” in terms of the ideology of the modern economy. The components of the regulatory regime of international public-private partnerships are characterized: the goals to be achieved through introducing the regime; subjects covered by the regime; incentives, benefits, and restrictions necessary to achieve the declared goals; resources involved as part of the regime’s implementation; action plan for the regime’s implementation. The algorithm for introducing the regulatory regime of international public-private partnerships is considered: initiation and initial selection of a project for implementation in terms of an international public-private partnership; assessment and structuring of an IPPP project; drafting an IPPP agreement; conducting tendering procedures and concluding the IPPP agreement; management of the implementation of the international public-private partnership agreement (the IPPP monitoring implementation). Analysis of the current state of the implementation of public-private partnerships shows that state policy remains ineffective. The bulk of public-private partnership agreements deals with housing and public utility services, as this sector is characterized by the low cost of capital expenditures, a simple scheme of investment return, and guaranteed demand. The principal barriers hindering the development of public-private partnerships have been identified. The authors put forward a road map for the IPPP development in Ukraine with the identification of key areas. The main directions of the road map of the regulatory regime of international public-private partnerships involve: amending the legislation on public-private partnerships; increasing the level of responsibility and competence of officials charged with the formation and implementation of public policy on international public-private partnerships; guaranteeing additional sources of business financing; strengthening the role of public-private partnerships amid decentralization. The road map of the IPPP regulatory regime is aimed at stimulating the development and implementation of public-private partnership agreements for the realization of long-term projects in priority economic activities in all regions of Ukraine. Practical implications. The main development directions of the regime of international-public-private partnerships in the current economic realities are outlined. Value/originality. The introduction of the regulatory regime of international public-private partnerships in Ukraine is substantiated, given the achievement of the Sustainable Development Goals.

China’s Humanistic Zhong-Yong Approach to Educational Partnerships for International Development in Post-Covid-19: Confucian and Ubuntu Perspectives on Confucius Institutes and Classrooms in Africa

Abstract Based on broad observations of the development of Confucius Institutes and Classrooms in Africa over a decade, this article focuses on educational partnerships between Chinese and African educational institutions and their implications for international development, as they relate to international development in the era of post-Covid-19. The author identifies the Confucian Zhong-Yong approach to educational partnerships through Confucius Institutes and Classrooms in Africa, a pragmatic model for educational development centered on Confucianism. Three core characteristics of Confucian educational partnerships – demand-driven, ethics-based and pragmatic – are seen as the key to the success of such partnerships. Reflecting on Ubuntu from a Confucian perspective, the author concludes that China’s humanistic Zhong-Yong approach to partnerships has a unique potential to re-envision education for international development in ways that may be of interest to such international developmental agencies as the Asian Infrastructure Investment Bank, the World Bank, and the United Nations.

Encouraging corporate sustainability through effective strategic partnerships

AbstractThere is a substantial body of theoretical evidence and a wide variety of recommendations from multilateral agencies on the importance of develop partnerships to achieve sustainability but not all partnerships could be equally effective. The purpose of this study is to establish which characteristics of partnerships could be related to greater improvements in firms' sustainability. To achieve this goal, we based on the resource‐based view, to emphasize the importance of expanding firm resources and capabilities through strategic partnerships. The longitudinal panel data used includes information from sustainability reports published by Spanish listed firms between 2016 and 2019. We find evidence that greater diversity referring to social sectors involved and longer duration partnerships improve sustainability measures, but only in responsive firms (environmentally pollutants). By contrast, in nonresponsive firms, diversity and longer‐tenure partnerships implied less improvement. Finally, we analyze the implications of these results to build effective partnerships and encourage sustainability.

Despite the potential of strategic partnerships as an indispensable driver to achieve improvements in corporate sustainability, the characteristics that can improve their effectiveness in achieving this objective have been little studied. The purpose of this study is to establish which characteristics of partnerships could be related to greater improvements in corporate sustainability. To achieve this goal, we analyzed the sustainability reports published by Spanish listed firms. In particular, the characteristics included in the analysis were partnership aligned with the firm's core business, time frame of the partnership, and diversity of the social actors involved in the partnership. There was evidence that the diversity of the social actors involved in the partnership and partnership with a longer time frame improve corporate sustainability measures, but only in sectors that were considered responsive. By contrast, in non-responsive sectors, the diversity of actors and longer-tenure partnerships implied less improvement.
