Cooperative Governance of Complex Public‐Private Partnership Program: Case Study of Characteristic Town Program

PPP program is characterized by great organizational complexity, complicated communication network, and high coordination cost, which lead governance problems to be more complex than usual construction projects. Investigating 49 stakeholders of the D characteristic town construction program, the author constructs the work interaction network and supervision network of characteristic town PPP program based on organizational relationship. Through the calculation and comparison of network parameters, the network problems were analyzed, and the governance improvement scheme was proposed. The results show that, during the construction phase of the PPP program, (1) the SPV is still the core stakeholders; (2) the PPP program supervison belongs to hierarchical supervision characteristics and (3) the government regulators and loan institutions have limited influences on the program but they can restrict the SPV by strengthening supervision with subprogram stakeholders.

Research on Local Culture based on Landscape Design of Characteristic Town

In the construction of characteristic towns, “rural, homesickness, context, inheritance, and development” has been mentioned by people. How to pay attention to ecological nature, focus on local culture, and inherit the cultural context is the key to today’s landscape space design. Taking Longquan city as the research object, through combing and refining the local culture elements, this paper designs a scheme through the concept of “Rongqing” characteristic town landscape, and explores the way to arouse homesickness with the help of design symbols and the integration of tradition and modernity to realize the recurrence of local culture.

Policy Tool Model and Its Application in the Governance of Characteristic Towns

Policy tools are the mechanism by which policy ideas and policy goals are transformed into specific policy actions, the bridge connecting goals and results, and the necessary path for policy implementation. The choice of policy tools will be affected by multiple factors such as policy environment, policy objectives, policy objects, governance structure, and tool characteristics. And constructed a policy tool selection model. Based on this theory, it analyzes the selection of policy tools for characteristic towns in the fields of planning, comprehensive development, operation, investment and financing. The article believes that the policy tools that can be used in the planning stage of characteristic towns are: deregulation, decentralization, families and communities, social organizations, public participation, contract outsourcing, etc. The policy tools that can be used in comprehensive development are: deregulation, financial allocation, contract outsourcing, public-private partnership, etc. The policy tools that can be used during the operation phase are: regulation and deregulation, franchising, privatization, user payment, government purchases, social forces, and public participation. The policy tools that can be used in investment and financing are: bonds, funds, product crowdfunding, financial leasing, PPP financing, etc.

Review of Studies on Risk Early Warning of Public-Private Partnership Projects in Characteristic Town

Under the new normal background of China’s economy, the construction of characteristic towns is of great significance for promoting the supply-side reform and also the sustainable development of regional economy. In recent years, the construction of characteristic towns is in full swing, and the PPP financing–model has been introduced to various places due to the difficulty of financing. However, the projects combining a characteristic town with a PPP model are more likely to create risks. Based on literature analysis, this paper summarized the current status of risk identification, risk assessment and risk early warning research of PPP infrastructure projects, in order to draw on the existing research results, construct a theoretical framework for risk analysis and early warning of PPP projects in characteristic towns, which might benefit the future research.

Problems and Countermeasures in the Construction of Characteristic Towns—Take Shanghai as an Example

As an important breakthrough to speed up the new-type urbanization, the characteristic towns are conducive to solving the problem of developing kinetic energy transformation in the current supply-side structural reform in China. Shanghai, as a global city, will create several distinctive towns with characteristics that highlighting local culture, which will contribute to the further improvement of regional development and the overall improvement of urban competitiveness. Based on the overall development in Shanghai, this paper fully evaluates the existing resource endowments and development status of Shanghai’s existing characteristic towns through empirical research. Based on this, it sorts out the major bottlenecks and the goals and directions of the construction of characteristic towns from the perspective of “people-oriented”, coordinating the residents’ life, creative talents’ work as well as tourists’ travel. Finally, it gives specific direction and policy initiatives from the layout, characteristics, resource, industry, policy and other aspects to promote the construction of characteristic towns.

Study on the Cultivation of Industrial Clusters in characteristic Towns in Western China–– using the cultivation of TCM industry cluster in Taicun town, Xianyang city, Shaanxi province as an example

Through studying the basic characteristics of the industrial development of small towns in western China, this paper analyses the following: the industrial selection characteristics of characteristic small towns in western China, the industrial cultivation process of characteristic small towns in western China, the subjective and objective conditions of industrial cluster composition, and the internal and external factors affecting the composition of industrial clusters. Using the cultivation of the Taicun town industrial cluster in Xianyang city, Shaanxi province, as an example, this paper discusses the methods and paths to promote the development of characteristic small towns through the selection and cultivation of characteristic industries.

Research on the Construction of Smart Town Based on Artificial Intelligence Technology

With the gradual rise of the characteristic towns, most cities in the country are planning and creating local characteristic towns. In recent years, themes such as “Internet Plus”, “Smart Plus”, and artificial intelligence have been well known. People’s lives are full of intelligence, networking, and high-end, and intelligence has also been incorporated into the construction of characteristic towns. Based on the analysis of the background of the construction of smart towns, this paper analyses and summarizes the nine aspects of its construction, and expounds the application of artificial intelligence technology in the construction of smart towns from the aspects of industry, life and tourism, with the hope that the builders are small. In the process of town creation, the goal of building a smart town can be established, and artificial intelligence technology can be applied as much as possible.

Geographical Distribution of Characteristic Towns in Zhejiang Province

To analyse the geographical distribution of characteristic towns in Zhejiang province. A total of 143 provincial-level characteristic towns in Zhejiang Province were used as research samples to establish a geographic information database. Based on the relevant theory of characteristic towns, the basic statistical analysis was carried out by using e Excel, and the spatial distribution characteristics of characteristic towns were discussed by using the nearest neighbour index, geographic concentration index method and kernel density estimation method. The basic statistical results show that recent domain ratio is R=0.901<1, and the actual geographical concentration index (G1) is larger than the evenly distributed geographical concentration index (G¯1), so the characteristic town in Zhejiang Province tend to aggregate distribution. The spatial distribution of different types of characteristic towns is significantly different. It is necessary to attach great importance to the uneven distribution of spatial characteristics of characteristic towns in Zhejiang Province. The analysis of the spatial distribution of characteristic towns can provide a theoretical basis for optimizing the spatial layout of characteristic towns.

Research on the Promotion Mechanism and Strategy of the Construction of Characteristic Towns in Guangzhou from the Perspective of Intelligent Village—Taking Conghua District as an Example

Characteristic town is a national strategy to realize the readjustment of industrial structure, industrial transformation and upgrading, and the coordinated development of industry and city culture under the new normal. It is an ideal way to boost the country's supply-side structural reform and realize targeted poverty alleviation and rural revitalization. Based on the theoretical basis of rural intelligent construction, analyze the deficiencies of the current situation of characteristic town construction, and put forward the intelligent mechanism of enterprise leading, government service, market adjustment and talent, investment and financing, assessment and evaluation. At the same time, propose some ideas on people's livelihood as the starting point and ultimate aim of characteristic town construction and make clear some intelligence strategy of production, life and ecological environment that keeping the distinctive characteristics of towns, keeping the local resource native living, reengineering the town humanities pattern, and strive to provide guidance for the construction of Guangzhou characteristic town, to provide reference for sustainable development of other small towns.

Analysis on the Construction and Management of High-Tech Characteristic Towns in Hangzhou —Based on the Research of Hangzhou Dream Town

The characteristic town is an innovative new economic development model to explore the integration of industry and city, and a practice to promote the supply-side structural reform in Zhejiang. This paper analyzes the construction status and social satisfaction of dream town in Hangzhou, explores the economic operation system of high-tech characteristic town, summarizes the difficulties encountered in the construction process, and summarizes the economic development model of universal significance.

Research on “Static-Dynamic” Development of Characteristic Towns in China Based on Space and Type: A Big Data Analysis

Using the idea of big data analysis, this paper makes a quantitative analysis of the development of characteristic towns in China based on two dimensions of space and type, static and dynamic, and puts forward policy suggestions. The results showed that: distribution density of characteristic towns in China is dense and stratified, which decreases from east to west. There are significant differences in distribution density between different types of towns. The development of small towns follows the evolution trajectory of “enlightenment-initial development-high speed development-normative construction” and forms a ladder transfer pattern of “Zhejiang-southeast coast-national-southeast coast”. Town construction is highly resource embeddedness, and is undergoing a transition from resource-driven to innovation-driven.

The Influencing Factors and Mechanism of Tourists’ Revisit Intention in Chinese Tourism Characteristic Towns—Take Gankeng Hakka Town in Shenzhen as an Example

Tourists’ revisit intention is of great significance to the sustainable development of Chinese tourism characteristic towns. This study took Gankeng Hakka Town which is a typical Chinese tourism characteristic town as an example, using confirmatory factor analysis (CFA) method of Structural Equation Modeling (SEM) to build a structural equation model regarding tourists’ revisit intention. This model included ten paths and four variables which were tourist satisfaction, tourist motivation, tourists’ perceived value and tourists’ revisit intention. Through CFA, this paper found out the dimensions of the three variables (tourist satisfaction, tourist motivation, tourists’ perceived value), also tested the reliability and validity of the measurement items. Through SEM, CMIN/DF, RMR, RMSEA, GFI, AGFI, NFI, RFI, IFI, TLI, CFI, PGFI, PCFI and PNFI were selected to evaluate the degree of finesse between the model and the data. The results indicate that the tourist satisfaction has a direct and significant effect on the tourists’ revisit intention; tourist motivation and tourists’ perceived value have no direct influence on tourists’ revisiting intention, but they can influence the revisiting intention through the influence of tourist satisfaction. Therefore, tourist satisfaction has a mediating effect in the mechanism of the entire model. Among them, the factors of “Increase Knowledge”, “Rich Atmosphere” and “Satisfactory Landscape” have great influence on tourists’ revisit intention. It is suggested that the construction of Chinese tourism characteristic towns should focus on the development of scenic cultural atmosphere and park landscape in the future.

Influences of Building Community Form on Noise Distribution of Characteristic Industrial Towns

The Ministry of Housing and Urban-Rural Development of the PRC has established more than 400 characteristic towns within two years, and these towns are developing rapidly as an important economic carrier. Due to its special layout structure, that is, the industrial area is closely related to the residential area, and the acoustic environment of characteristic industrial towns is diverse and complex. In this study, with reference to morphological parameters, the Cadna/A acoustic environment simulation technology was used to discuss the influences of structural forms of various building communityes in the town area on the noise changes of characteristic industrial towns based on factors such as distance and angle. The results show that the structure and form of the building community are closely related to the noise distribution of the towns. Based on this, corresponding planning strategies for optimizing the acoustic environment of industrial towns were proposed in this study.

Review of Studies on Sustainable Development of Characteristic Towns: Key Word Frequency Analysis Method

During the fast development of China’s urbanization process, the concept of characteristic towns is put forward to advance urban-rural integration development. Several studies have explored the connotation, origin and functional positioning under the background of new urbanization and supply-side structural reform. This paper reviews recent studies centered on characteristic town, and also carries out the the analysis of keyword frequency data from the core journals of china national knowledge infrastructure (CNKI) with the theme of ‘characteristic town’. Finally, the research concludes the research perspective, methods and contents, and presents suggestions on management efficiency, regional development, county planning, environmental ecology and capital utilization through literature analysis and practice summary.
