Top IT Challenges in ARL Libraries

The practice of information technology (IT) in academic libraries is changing rapidly, not only with new and evolving developments in the technologies themselves but also with the organization and management of IT at both the library and institution levels. This study presents the results of an online survey of Association of Research Libraries (ARL) academic library members to identify the biggest challenges they perceive in the area of information technology organization and management. This article compares their responses with challenges reported in earlier studies to identify new and changing trends as well as ongoing challenges that remain.

Evidence for reversible oxygen ion movement during electrical pulsing: enabler of emerging ferroelectricity in binary oxides

Ferroelectric HfO2-based materials and devices show promising potential for applications in information technology but face challenges with inadequate electrostatic control, degraded reliability, and serious variation in effective oxide thickness scaling. We demonstrate a novel interface-type switching strategy to realize ferroelectric characteristics in atomic-scale amorphous binary oxide films, which are formed in oxygen-deficient conditions by atomic layer deposition at low temperatures. This approach can avoid the shortcomings of reliability degradation and gate leakage increment in scaling polycrystalline doped HfO2-based films. Using theoretical modeling and experimental characterization, we show the following. (1) Emerging ferroelectricity exists in ultrathin oxide systems as a result of microscopic ion migration during the switching process. (2) These ferroelectric binary oxide films are governed by an interface-limited switching mechanism, which can be attributed to oxygen vacancy migration and surface defects related to electron (de)trapping. (3) Transistors featuring ultrathin amorphous dielectrics, used for non-volatile memory applications with an operating voltage reduced to ±1 V, have also been experimentally demonstrated. These findings suggest that this strategy is a promising approach to realizing next-generation complementary metal-oxide semiconductors with scalable ferroelectric materials.

Building College Education Management in the New Era: Theoretical Discussion and Model Construction Based on New Quality Productivity

This study analyses the use of new quality productivity theory in higher education management and develops a framework called the "multi-dimensional collaborative innovation management model" to tackle the challenges of globalisation and information technology. This concept combines the three dimensions of scientific and technological innovation, management innovation, and system innovation to promote effective resource allocation, improve educational quality and efficiency, and increase the education system's adaptability. This study uses mixed-methods research to verify the model's effectiveness in practical educational management as well as to present fresh theoretical perspectives and practical tactics for cultivating high-qualified talents who will satisfy the needs of future society.

Long‐range quantum energy teleportation and distribution on a hyperbolic quantum network

AbstractTeleporting energy to remote locations is new challenge for quantum information science and technology. Developing a method for transferring local energy in laboratory systems to remote locations will enable non‐trivial energy flows in quantum networks. From the perspective of quantum information engineering, we propose a method for distributing local energy to a large number of remote nodes using hyperbolic geometry. Hyperbolic networks are suitable for energy allocation in large quantum networks since the number of nodes grows exponentially. To realise long‐range quantum energy teleportation (QET), we propose a hybrid method of quantum state telepotation and QET. By transmitting local quantum information through quantum teleportation and performing conditional operations on that information, QET can theoretically be realized independent of geographical distance. The method we present will provide new insights into new applications of future large‐scale quantum networks and potential applications of quantum physics to information engineering.

A Review of Research on Chinese University Foreign Language Teachers’ Information Literacy

Information technology has been deeply integrated in and widely applied to various fields of society, including education. The continuous informatization of higher education means that university teachers will face new challenges of information technology. The requirements for a teacher’s information literacy imply a higher ability to teach with the aid of information technology. The connotation of information literacy and the improvement of information technology ability of foreign language teachers in Chinese universities have been deeply explored. This article reviews the previous research of the information literacy of foreign language teachers in Chinese universities, points out the limitations of the research, and makes some suggestions for further study.

Designing an ultra-efficient Hamming code generator circuit for a secure nano-telecommunication network

Communication links forming secure telecommunications networks rely on various technologies such as message switching, circuit switching, or packet switching to transmit messages and data. Hamming codes, a family of linear error-correcting codes, are commonly used in communication networks to detect and correct one-bit and two-bit errors. However, reducing power consumption, occupied area, and latency in secure telecommunication networks remains a challenge for future information and communication technology. To address these challenges, emerging technologies like quantum dots offer potential solutions. Quantum-dot cellular automata (QCA) stands as a promising frontier in nanotechnology for enhancing secure telecommunications networks. It opens up the possibility of crafting high-performance, energy-efficient digital circuits. This research harnesses the potential of QCA and introduces groundbreaking innovations: a 3-8 decoder employing a single-layer layout and a 3-input XOR gate with a multi-layer configuration. These components are utilized in the design of an electronic circuit for Hamming codes, incorporating the QCA-based approach. It is important to note that practical implementation in real-world scenarios presents challenges due to the nature of QCA technology. As a result, the evaluation and validation of the proposed designs heavily rely on simulations using QCADesigner. While experimental validation in real-world scenarios is limited, the simulations provide insights into the functionality and feasibility of the suggested designs. By leveraging QCA, the proposed Hamming code circuit significantly enhances cell count, occupied area, and clock latency. The suggested design can be adapted to fit different generating matrices in Hamming codes without requiring drastic modifications to the underlying architecture.

Analysis of the opportunities and challenges of information technology for enterprise development strategy based on big data technology

Abstract Based on big data information technology, this paper analyzes the opportunities and challenges of business development strategies. The clustering algorithm and tree model algorithm in data mining is analyzed. In order to effectively solve the problem of big data classification in consumer-oriented enterprises, the Kmeans clustering algorithm and XGBoost algorithm in the two previous models are integrated to effectively avoid the problem of over-fitting when the models are used alone. The opportunities and challenges in the current stage of business development strategy are analyzed separately. The Kmeans-XGBoost algorithm is used to analyze the pricing and output of the enterprise for prediction. It is shown that the prediction curves of the Kmeans-XGBoost model basically match the actual values, and the confidence interval range is expanding from [3694.879,7202.897] to [2211.819,8406.462]. Meanwhile, the errors of enterprise output prediction under different algorithms are analyzed. The error rate weighted by Kmeans-XGBoost mean is 42.63, which is lower than the traditional model prediction error in 4.

Cooking a telework theory with causal recipes: Explaining telework success with ICT, work and family related stress

AbstractEmployees want to be able to telework and organisations want to provide the ideal environment to make it a success story. While some teleworkers experience telework success, that is, are satisfied and perform well, others do not. To understand the drivers of successful and unsuccessful telework, we used a mixed methods approach, taking a stress‐theoretic and configurational perspective. In Study 1, we conducted a quantitative analysis of data collected in a survey of 375 teleworkers to identify configurations of information and communication technology (ICT), work and family related challenge and hindrance stressors that lead to high and low telework success. In Study 2, we analysed qualitative data collected in interviews with 52 teleworkers to shed light on the interplay among ICT, work and family related challenge and hindrance stressors in the configurations that lead to high and low telework success. We contribute to telework research by showing that high and low telework success results from configurations of ICT, work and family related challenge and hindrance stressors. We extend the literature by showing that teleworkers benefit from challenge stressors only when they do not experience hindrance stressors. Methodologically, we provide a blueprint for an innovative approach using deductive fsQCA to refine, extend and delimit theory.

Meta-Analysis: Basic Education Literacy Issues in The 21st Century

The development of Indonesian children's reading literacy is of particular concern, especially with the decline in the reading ability index, both according to PIRLS and PISA data, from year to year. The decline in reading literacy skills is of particular concern to the Indonesian government. Through various literacy programs, the government is trying to improve literacy skills. Several issues related to children's literacy skills related to the contribution of society, especially family, in encouraging a culture of literacy. This study attempts to examine and analyse issues related to basic educational literacy, both those related to the contribution of family literacy, digital and critical literacy. This research used a qualitative approach with a literature review. Data analysis was carried out narratively by collecting data in the form of documents (books, journal articles, research results). The results of the analysis show that the challenges of basic education literacy issues, especially in the 21st century, will be related to the readiness and contribution of society, especially family and school, and how society can face the challenges of information technology through critical digital literacy that is relevant and meaningful for children.

Barriers to the implementation of virtual care programmes for patients with chronic wounds: Qualitative empirical research.

To assess the barriers to the implementation of virtual care for patients with chronic wounds from wound therapists' perspective. A qualitative study. The study was conducted in two consecutive phases: (1) literature review, (2) descriptive qualitative study. In the first phase, texts published in English until 2023 were identified using international databases. The entire text of the selected studies was evaluated independently by two reviewers. Data analysis was carried out using textual content analysis. In the second phase of the study, twelve participants from Iranian wound care clinics participated. Data were collected through focus group discussion and analysed using conventional content analysis. Integration of both phases was conducted in the data analysis stage. The most important barriers in providing virtual care to patients with chronic wounds were identified into five categories including lack of policymaking in virtual care, ethical challenges in virtual information and communication technology, social, economic and cultural issues, IT users' insufficient knowledge and limitation of virtual care scope of practice. The findings of the present study identified different barriers in the implementation of virtual care for patients with chronic wounds. In order to successfully develop a virtual care programme, it is necessary to adopt suitable policies regarding information and communication technology, provide the necessary legal frameworks, assign an adequate budget and consider the ethical, cultural, social and social issues. Identifying barriers to developing a virtual care programme will help manage patients with chronic wounds at home. This study accurately identifies barriers to providing virtual care for patients with chronic wounds and helps plan to address these barriers and facilitate the development of a virtual care programme for these patients at home. This research has adhered to the SRQR reporting guideline. The involvement of patients or the public in the design, or conduct, or reporting, or dissemination plans of this research was not suitable.

Service as a Commodity: Promoting Platform-Based Retailing of E-Services

With the comprehensive interconnection in human-cyber-physical systems, e-services are growing rapidly in platform retailing. E-services as the main body of transactions have begun to dominate the construction of retail platforms. In this paper, we innovatively call such study views “Service as a commodity (SaaC)”. The variability of e-services and the dynamics of retail markets make it face challenges in economics, management, and information technology. This paper starts with the basic and value-related characteristics of e-services to cope with the automated integration and business governance of the ever-changing and diverse e-services. We first analyze the value factors and main principles of SaaC. Then, a framework based on a metamodel and microservices is proposed for service integration and management. Finally, a real case of aging healthcare is introduced to prove the practical value. SaaC leads the evolution of the service ecosystem and comprehensively enhances market activity.

Challenges and Perspectives of Information and Control Technology for Cislunar Space Exploration and Development

Cislunar space, as the first station for mankind to go into space, will be the main destination and outpost of space missions for a long period of time in the future. During the course of the cislunar space exploration and development, information and control technology will play an important role. In view of the object scope and mission background of cislunar space exploration and development, this paper firstly summarizes the mission characteristics, i.e. farther, longer, more and complex, and then analyzes the requirements and challenges for information and control technology. After that, the strategy including intelligent algorithm, open architecture, cloud-enabled information and reliable flight is proposed. Finally, several prospectives are given to deal with some issues in future large-scale cislunar space exploration and development.

Penguatan Kompotensi Guru Dalam Pengembangan Perangkat Pembelajaran Tematik - Integrated Berbasis Pendekatan Saintifik di SD Gugus Umamapu Waingapu Kabupaten Sumba Timur

Elementary school education today, in the first decade of the 21st century, is faced with global challenges where people's life patterns change very quickly, triggered mainly by developments in information technology and global challenges. This community service is offered to solve the problems faced by the teacher group at SD Gugus Umamapu Waingapu Elementary School, East Sumba Regency. Looking at the partner's problems, the implementation method offered in service to solve the problems faced by the group of SD Gugus Umamapu Waingapu Elementary School teachers, East Sumba Regency are (1) Knowledge of designing lesson plans, (2) The teacher's knowledge of learning tools is not maximized, (3) The teacher's ability in developing learning tools still varies. To achieve the goal, community service activities are carried out in the form of training. Training activities are designed with the stages of the service cycle such as the stages of the Classroom Action Research (PTK) cycle. The stages of the PTK cycle consist of planning, action, observation and reflection activities. The PTK stages are used as a reference for the stages of training activities at this trial. The proposed method to solve the problem that has been formulated is divided into three stages, namely the preparation, implementation, observation and reflection stages. Strengthening Teacher Competence in Developing Thematic Learning Devices - Integrated Based on a Scientific Approach at Gugus Umamapu Waingapu Elementary School, East Sumba Regency, received a very positive response as shown from the reflection results at the end of the mentoring. Service activities are categorized as achieving activity objectives because there is an increase 1) 40% of teachers are able to design lesson plans with mapping indicators in the good category, 2) 40% of teachers are able to design lesson plans with appropriate learning strategies to achieve learning objectives, 3) 40% of teachers are able to design stages learning with inquiry learning strategies to achieve learning indicators, 4) 10% of teachers are able to choose appropriate learning media to teach students with appropriate learning strategies.

Challenges of Implementation of Insurance Coverage Program for Infertility Services in Iran

Background: Population has long been known as the most important pillar of governments and societies. However, in recent years, the rate of infertility is increasing rapidly due to various reasons. Objectives: This study aimed to identify the factors and challenges affecting the implementation of insurance coverage program for infertility services in Iran for the policymakers and implementers of the program. Accordingly, the correct implementation of this program provides the possibility for infertile couples to benefit from the services of this program. Methods: This qualitative study was conducted in 2022. Purposive sampling was used for selecting a total of 20 Iranian scientific and executive experts of health system with work experience, especially in the field of infertility. The interviews were conducted in a semi-structured manner and analyzed using the content analysis method and MAXQDA 2020 software. Results: The results showed that the challenges of this program include 6 main themes along with 39 sub-themes. The main themes are challenges of upstream laws and legal requirements; provision of health services; human resources; the service package and its pricing; financial issues, budgets, and methods of service cost reimbursement; and information technology challenges. Conclusion: Although the service package is defined and announced, the implementation of this plan faces many challenges due to not taking into account the implementation conditions and requirements. By examining the problems of infertility insurance coverage, the present study provides a comprehensive and practical picture of these problems. Accordingly, the factors that can make the program successful in the future consist of inclusion of a part of the services related to infertility treatment in the package of insurance services, the awareness of managers and policy makers about the challenges of implementing this program, providing financial, electronic, and human resources needed by the program, and development and modification of standards of the program.

Dark side of leadership and information technology project success: the role of mindfulness

PurposeThe success of projects is a major challenge for information technology (IT) project-based businesses (PBOs). Employees' negative emotions (NE) disrupt the employees' usual work activities by creating obstacles to routine operations. Organizations should take steps to lessen these NE. The current study assessed the mediating role of NE and the moderating influence of employee mindfulness in the association between despotic leadership (DL) and IT project success (PS).Design/methodology/approachTime-lagged data were collected from 341 employees working in various IT-based project organizations in Pakistan using purposive sampling.FindingsResults were consistent with the authors' hypothesized framework, as DL increases employees' NE, which in turn negatively affects IT PS. In addition, mindfulness plays a buffering role in mitigating the damaging impact of DL on NE.Originality/valuePrevious researchers focused on the positive aspects of leadership and its influence on PS and paid limited attention to the dark leadership style. The authors' study's findings help understand how project-based organizations can reduce employees' NE.

Social interaction in the field of maintaining order through media is important to prevent the use of social media as a medium for crime and disturbance of order by not considering smartphones as just a communication tool and supported by the creativity of Babinsa. The supporting and inhibiting factors for the Interaction of the Village Supervisory Non-Commissioned Officers (Babinsa)in the Implementation of the Universal Defense System to Face the Challenges of Digital Information and Communication Technology include: Babinsa's social interaction is supported by an organizational structure and leadership that absorbs the needs of the units under it and gets a good response from the community as well as coordination with muspika and levels of education with various educational strata, The limited number of Babinsa personnel in each Koramil compared, The typology of the community in rural areas with those in urban areas and there are no special rules in Babinsa interactions are problems in harmonizing the social interactions carried out by Babinsa.

Information Technology Soft Skills Training

Information technology (IT) professionals’ deficiencies in soft skills lead to decreased organizational performance. This qualitative inquiry project explored the perspectives of leaders and IT employees about effective soft-skills training practices. A conceptual framework was built on previous models (e-Leadership and soft-skills educational games design and CareerEDGE employability development), including workplace efficiency, elevated hiring expenses, training opportunities, employability, removal of traditional approaches, and customized training. The framework guided the creation of an interview protocol, and open-ended interviews of 10 IT professionals provided data. Thematic analysis led to six themes: organizational effects, hiring concerns, training concerns, IT challenges, training types, and designing soft-skills training. Effectively training IT professionals on soft skills may lead to higher productivity, customer and colleague satisfaction rates, and increased efficiencies.
