The purpose of this study is to develop a process control program for the cement solidification process of the Jordan Research and Training Reactor (JRTR). The optimal operating conditions of the cement solidification process were found to be a concentrate/cement ratio of 0.65 (water/cement ratio of 0.45) and a salt content of 20 wt%. The compressive strength of the cement solidified material was 17.8–23.8 MPa, which is much higher than the 3.44 MPa specified in the waste acceptance criteria (WAC) for a disposal facility in South Korea, as developed by the Korea radioactive waste agency. In addition, through evaluation of the leaching stability for Cs, Sr, and Co, the leaching index of the samples was confirmed to be >10, 10.8, and 8.05 for Co, Sr, and Cs, respectively; all of these values exceed the WAC leaching index standard of 6.
