Strategi Penanganan Kasus Pelecehan pada Dinas Pemberdayaan Perempuan dan Perlindungan Anak (DP3A) di Kota Pekanbaru

This research aims to analyze and explain how the strategy in handling cases of harassment carried out by DP3A and explain what are the obstacles in overcoming this case at DP3A in Pekanbaru. Harassment cases are serious problems that require special attention in Pekanbaru City. The problem in this case is the high rate of violence against women and children that occurs, requiring the government to respond by providing protection to women and children as victims of violence. Through a Descriptive approach and literature study, this research analyzes in depth the strategy of handling sexual harassment cases implemented by DP3A. By referring to the strategy stage model according to Andrew (2011), this study identifies the obstacles faced at each stage, from formulation to assessment. The results show that although significant efforts have been made, there are still several aspects that need to be improved, such as community service, case management, as well as handling social stigma and limited resources. These findings are expected to be valuable input for DP3A in developing more effective strategies in protecting victims of sexual harassment. Analysis of the case management indicators shows that although there are some good practices, there are still gaps in terms of community education.

Implementation of Transformational Leadership in Sexual Harassment and Bullying Prevention Programs in Islamic Boarding Schools

Islamic boarding schools, as the oldest Islamic educational institutions in Indonesia, have a strategic role in shaping the character and morals of the younger generation based on Islamic values. However, in recent years, cases of sexual harassment and bullying in Islamic boarding schools have become a serious concern. Data from the National Commission on Violence Against Women (2021) shows more than 500 cases of sexual harassment in educational institutions, including Islamic boarding schools. In addition, around 60% of students in Islamic boarding schools experience bullying in various forms (LPA, 2020). This phenomenon indicates the weakness of the leadership system in Islamic boarding schools in creating a safe environment. This study aims to analyze the application of transformational leadership in the program to prevent sexual harassment and bullying in Islamic boarding schools, with a focus on identifying supporting factors for success and developing an implementation model that can be adapted by other Islamic boarding schools. The method used is a qualitative approach with a case study at the Mardhatillah Islamic Boarding School, Rancaekek, Bandung Regency. The research findings show four main aspects in the implementation of transformational leadership: empowerment of students through the formation of a Task Force, an integrated communication and supervision system, active collaboration with parents and the community, and a commitment to sustainable development. This program successfully created a culture of mutual respect and a safe environment for students. This study provides theoretical contributions in the development of a transformational leadership model for preventing violence in Islamic boarding schools and offers a model that can be applied in other Islamic boarding schools to address similar issues.

Counseling Methods for Handling Sexual Harassment Cases: Analysis Of Steps In Supporting Victims At DPPPA Palembang

Purpose: The purpose of this study is to analyze the factors analyzing the effectiveness of procedures for handling sexual harassment cases, evaluating the supporting and inhibiting factors in the process of handling sexual harassment cases because the victim feels embarrassed and afraid to be shunned because of the sexual harassment that befalls the victim, then afraid of the opposite sex because the victim feels traumatized by what he has experienced, feels afraid to speak because the victim has been threatened by the perpetrator who committed the harassment. Method: The method used is counseling, which is the process of providing assistance carried out by an expert to individuals experiencing a problem with three stages, namely building confidence, providing assistance that leads to solving the problems faced by clients. action stage. Practical Applications: The outcomes of this community service benefit victims of sexual violence and communities with similar experiences. By improving counseling skills, this activity (community service) contributes to community development efforts especially for victims of sexual abuse. Conclusion: This study underscores the importance of appropriate counseling interventions in helping victims like RNA overcome trauma and restore their psychological health, paving the way for further research in this area.

Law Enforcement and the Role of Educational Institutions in Handling Cases of Sexual Harassment in Internships and the Workplace: Victim Perspectives and Policy Recommendations

This research investigates the victim's viewpoint about the efficiency of the judicial system as well as the function of offices and educational institutions in addressing sexual harassment instances that occur in internship and employment settings. using the normative juridical approach of legal study to examine how normative legal rules are applied in each unique legal situation that arises in society. As a result, the literature review and different approaches to comprehending the nation's positive laws serve as the study's main foci. The present research further delineates many obstacles encountered by victims while attempting to get justice and proposes multiple measures for policy enhancement to enhance safeguarding and assistance for sexual harassment victims. In order to avoid and address harassment instances more skilfully, the recommended policy changes include bolstering reporting procedures, providing victim rights counselling, and enhancing training for office managers and educational personnel. It is anticipated that the findings of this research will aid in the creation of more accommodating and sensitive regulations addressing the problem of sexual harassment in internship and employment settings.

Relevance of Aceh's Qanun Jinayat in Minimizing Cases of Sexual Harassment against Children in Aceh

This study aims to describe the relevance of Qanun Number 6 of 2014 concerning Jinayat Law as a legal regulation used to address cases of child sexual Harassment in Aceh. This is considered important because until now cases of child sexual Harassment in Aceh have continued to increase every year. In addition, Aceh is a region that has special regulations that are formed based on Islamic law and customary law. Therefore, the provisions relating to sexual Harassment in Aceh are different from other provincial areas that use the Child Protection Law, the Sexual Violence Crime Law or Law Number 1 of 2023 concerning the Criminal Code. The study was conducted using a sociological legal research method with descriptive analytical writing specifications. The focus of this study is on how the relevance of Aceh Qanun Number 6 of 2014 concerning Jinayat Law is in minimizing the number of cases of child sexual Harassment in Aceh, thus causing this study to be different from previous studies. The results of this study indicate that Qanun Number 6 of 2014 concerning Jinayat Law has not been able to optimally address cases of child sexual Harassment in Aceh. It is because the five factors that influence the effectiveness of the implementation of Qanun Jinayat in Aceh have not been effective until now. The five factors are legal factors, law enforcement factors, facilities and infrastructure factors, community factors and cultural factors. In addition, the provisions of the threat of sanctions contained in Qanun Jinayat when associated with the theory of just desert and the theory of the purpose of punishment in Islamic criminal law are still relatively light so that they have an impact on the unprotection of children's rights as victims and do not provide a deterrent effect for perpetrators.

Digital Activism Communications and Gender Equality Efforts: The #WeRaceAsOne Movement in Media Social by F1 Fans

The Formula 1 or F1 community is characterized by cases of gender discrimination and sexual harassment, such as the assumption that women do not deserve to like F1 and the Christian Horner harassment case that was not followed up. The purpose of this study is to analyze the form of digital activism used by F1 fans in addressing issues within the F1 community. The research method used is with a qualitative approach and focuses on content analysis. Content analysis of social media posts shows two main purposes for using the hashtag: (1) supporting victims of sexual harassment and (2) rejecting double standards against women in the F1 community. This research concludes that the #WeRaceAsOne hashtag initiated by F1, can be used by fans as a digital activism movement to solve the problems experienced by women in F1.With digital activism movements such as the use of the #WeRaceAsOne hashtag, it is expected to raise awareness, audience solidarity, support victims, ask F1 to be more assertive, and defend female fans who experience discrimination.

Implementation of Digital-Based Counseling Media to Prevent and Handle Cases of Sexual Harassment Among Students in Higher Education

Theoretically, this study is the application of the counseling media model in higher education. The model needs to be developed in higher education, particularly digital-based ones, so that it can directly benefit students and the targeted higher education. Seiring perkembangan era digital, counseling services must adhere to the needs of the counselee with various increasingly complicated life issues. Untuk menjawab pertanyaan yang diajukan oleh peneliti, metode penelitian diperlukan. Analysis of Mixed Method Sequential Explanatory Designs is the research method used for this. The goal of this approach is to gather quantitative data about the use of the digital-based counseling media model, followed by descriptive interviews to validate the quantitative data findings. Purposive sampling or the researcher's considerations were used to take the sample. There are several ways to address and prevent sexual harassment in higher education, including creating a specific task force that works in institutional units under university supervision. These include the Counseling Service Unit (ULK) of UIN Kyai Abdurrahman Wahid (Gusdur), the Psychology Service Unit (ULP) of UIN Bandung, the Counseling Center of LPM UIN Surabaya, and several campuses that continue to handle sexual harassment cases using social media platforms like WhatsApp, Google Meet, and Zoom, such as Cirebon Islamic Institute, UIN Ar-Raniry Banda Aceh, UIN Bangka Belitung, and UIN Kyai Ahmad Siddiq Jember. UIN Gusdur (https://cdc.uingusdur.ac.id/), UIN Surabaya @konseling_uinsa and UIN Bandung (https://ulp.uinsgd.ac.id) are examples of universities that use digital-based counseling medium. The Cirebon Islamic Institute, UIN Ar-Raniry Banda Aceh, UIN Bangka Belitung, and UIN Kyai are further universities that offer online counseling. Counseling begins with registration and is conducted over social media platforms such as Zoom and Google Meet. The findings indicate that the latent element of digital-based counseling in addressing and avoiding sexual harassment in higher education has a t-value of 0.870 (> 0.05). The effectiveness of digital-based counseling is then at 0.608 (> 0.05), with these results having a substantial value, indicating that it has an impact on handling and preventing sexual harassment situations in universities.

Between Flogging and Imprisonment: The Disparity Effect of the Sharia Court's Decision on the Supremacy of the Qanun Jinayat of Aceh

This research aims to map the same cases with different sentencing decisions, determine the causes for the disparities in penalties in those decisions, and elaborate on the reasons for judges in making decisions. Qanun Jinayat of Aceh has designated flogging as the primary punishment for qanun violators. Nonetheless, many Sharia Court judges sentence offenders of sexual crimes to prison. This is empirical legal research with a normative juridical approach and a Sharia approach. Data were collected through interviews and the examination of decision documents. Those data were analyzed using data reduction, data display, and data verification. This research found that the same cases with different decisions include cases of rape, sexual harassment, and accusations of adultery. More prison sentences are imposed by Sharia Court judges in these cases than flogging and fines. The fundamental reason for these differences in decisions is due to the qanun's punishment choices, which are tinted by judges' perspectives in assessing Sharia-based qanun rules. Another factor for this disparity is the community's insistence that cases of rape and sexual harassment be punished by imprisonment or the authority to be remanded to the District Court. Some people argue that flogging has not deterred the perpetrators because, if the judge decides on this sentence, it may be carried out in a short time. Then, the perpetrator immediately returns to society and has an opportunity to repeat his crimes, while the victim is still in a traumatized state.

Application of Clustering Methods on Sexual Harassment Cases

Sexual harassment is one of the most common crimes in Indonesia, this act of sexual harassment can occur in daily life regardless of time, whether at work, on the street, or at home. Sexual abuse can come from unknown people, people who have hate, even people we care about. To solve problems that often occur in some cases including cases of sexual harassment that often occur in women based on certain factors, resulting in trauma to the victims who suffer physically, sexually, and psychologically, are required quick action to reduce the number in cases of sexual abuse in the area that often occur using clustering methods so that later it is expected to help the agency in socializing so that the community is more alert while in the place. From the testing conducted using 20 sexual harassment cases data there are 3 groups, namely group 1 there are 9 data and 2 groups there are 5 data and group 3 there are 6 data and it can be known that in cluster 1 is a group in the case data on sexual harassment based on the factors that are many causes with a total of 9 data and located in the age group (X) is 12-16 years, and for the group Sexual Harassment (Y) namely Physical Harassment and causing factor (Z) that is a lot due to individual factors.

Sexualita jako riziko? Sexuální výchova v českých kurikulárních dokumentech

Formal sex education and its implementation in education have been increasingly debated in recent years. In the Czech Republic, the area came to the centre of public policy interest in early 2023, when, in response to several sexual harassment cases, former Minister of Education, Mr. Balaš, expressed the need to strengthen sex education in schools. With the ongoing revision of the national Framework Educational Programme and the awareness of the lack of research coverage in this area, we consider it appropriate to look at how sex education is framed in institutional documents in the Czech Republic today. We conduct a qualitative analysis of the Recommendation of the Ministry of Education for the Implementation of Sexuality Education in Primary Schools, selected school education programmes and minimum prevention programmes. We compare these with the principles, rationale and topics articulated in the Standards for Sexuality Education in Europe, which were developed to support the implementation of holistic sexuality education. We point out significant differences in the conceptualisation of the Czech documents, particularly the normative, biologizing and risk-oriented sex education. We see the untold potential for a quality approach to sex education, which takes into account the sexual subjectivity and uniqueness of adolescents’ experience and the interactive nature of sexuality, which the Standards for Sexuality Education in Europe emphasize, in the areas of Education for Citizenship, Ethics Education or in Social and Personal Development.

Kebijakan Perlindungan Terhadap Pelecehan Seksual di Indonesia: Sebuah Tinjauan Kritis

Sexual harassment is a serious issue affecting individual well-being and societal integrity. Although Indonesia has implemented various policies to protect victims of sexual harassment, their effectiveness in safeguarding victims and enforcing the law remains a primary concern, as challenges in implementation often hinder the achievement of effective protection goals. This study aims to evaluate the effectiveness of sexual harassment protection policies in Indonesia, analyze the challenges faced in implementation, and provide recommendations for improvement. The research employs a normative legal method with a document analysis approach. Data were collected through literature review, analysis of legislation, policy documents, and relevant case studies. Qualitative analysis was conducted to assess the successes and weaknesses of the protection policies. The study shows that, despite an adequate legal framework, the effectiveness of sexual harassment protection policies in Indonesia is limited by several factors. Major challenges include inconsistent law enforcement, lack of socialization and education, social stigma preventing victims from reporting, and resource limitations. Case studies indicate that many sexual harassment cases are not taken seriously, whether in the workplace, educational institutions, or domestic contexts. Sexual harassment protection policies in Indonesia require significant improvements in socialization, law enforcement training, and resource enhancement. Reforms in reporting procedures and law enforcement are also needed to increase the effectiveness of protection and ensure justice for victims. Better collaboration between the government, non-governmental organizations, and the community is necessary to create a more comprehensive and responsive protection system.

This research aims to analyze the communication style of TikTok social media users in expressing opinions regarding cases of sexual harassment. The research method uses a qualitative approach by collecting data through observation of TikTok content related to cases of sexual harassment. This research focuses on analyzing communication styles, including word choice, facial expressions, body movements, and visual elements used by TikTok users. The research results show variations in the communication styles used by TikTok users in conveying their opinions regarding sexual harassment cases. Some users tend to use humor or creative language, while others are more serious and prioritize facts. These findings provide insight into how TikTok users adapt their communication styles to address sensitive issues such as sexual harassment on social media. The implications of this research can be used to understand the dynamics of online communication in the context of relevant social issues.

The Regulation on Sexual Harassment in ASEAN Workers: Evidence from Several Countries

Despite the existence of numerous laws and regulations that govern policy arrangements for the management of sexual harassment cases, victims still lack access to justice. This research examines the rules governing the management of sexual harassment cases in the workplace, with a particular emphasis on ASEAN member countries. This research employs normative juridical methods, which include statutory, conceptual, and comparative approaches. The research results show that, despite the existence of the 1955 Employment Law and Criminal Code in Malaysia, the incidence of sexual harassment continues to rise. To address this issue, it is critical to involve all employees in the development, execution, and oversight of workplace policies. Second, Singapore's primary law for dealing with sexual harassment, the Protection from Harassment Act, is accompanied by an employment law. Nevertheless, there are apprehensions regarding the inadequate remedies, uncertainty, and statutory protections against harassment, particularly in the workplace. Third, Indonesia has implemented numerous laws and regulations to manage sexual harassment cases. However, the government still faces challenges, such as an incomplete and insufficient legal framework, which results in victims being denied justice. Fourth, the effective implementation and protection of women's rights necessitate a comprehensive approach that considers cultural sensitivities, regional dynamics, and international norms to reconstruct sexual harassment regulations in ASEAN countries. As a result, it is critical to establish an anti-sexual harassment organizational culture and restructure sexual harassment regulations to protect victims' rights.

The Development of Android Based on Legal Protection System for Women and Children

The issue of protecting women and children is becoming a concern in many parts of the world, including Indonesia. Applications can help women and children face dangerous conditions, increase public awareness, and empower them in handling cases of sexual harassment, requiring alternative technology-based solutions. The research method is juridical-empirical using a positivism paradigm, with a population of Pontianak city. Data was collected through literature study, documentation, and questionnaires. The legal protection for women and children in Pontianak City in terms of overcoming violence was found to be good, The community believed that the government was not adequately addressing incidences of abuse against women and children. Supporting factors suggest that the public can be helped by reporting acts of violence online.

THE EVIDENTIAL SYSTEM FOR THE NON-PHYSICAL OFFENSE OF SEXUAL HARASSMENT

Non-physical sexual harassment is not only about catcalls or whistling, but also includes sexual comments, commenting on body shape, flirting with affectionate words of a sexual nature, and showing vital organs constantly. Victims of verbal harassment are often frightened to report due to the lack of response from the community and law enforcement, and the lack of legal certainty. Verbal harassment victims are usually women, but can also be men or gay people. This research aims to increase the awareness of students and the public about sexual harassment cases, so that it is expected that there will be protection and resolution for cases of non-physical sexual harassment. This research uses a normative legal research method, which discusses legal principles, comparative law, legal history, and laws related to the crime of sexual harassment. The results of the analysis indicate that non-physical sexual harassment is verbal abuse in the public that can be committed by men or women by flirting, complimenting, or making sexual gestures to attract the victim’s interest. Sexual harassment, both physical and non-physical (verbal), targets the sexual organs or sexuality of the victim and must be resolved so that there are no more victims. It is expected that with the Sexual Harassment Law, the process of resolving and proving cases of sexual violence can be facilitated.

Manajemen Kampanye Public Relations Anti Kekerasan Dan Pelecehan Seksual Dalam Mempertahankan Citra Perusahan PT. Kereta Commuter Indonesia

The purpose of this research was to determine the campaign management of a company in an effort to maintain the company's image. In this research, it examined the management of Public Relations campaigns at PT. Indonesian Commuter Train by carrying out an Anti-Sexual Harassment and Violence campaign. The reason for conducting this research is that in Indonesia cases of sexual harassment are very common, almost every year cases of sexual harassment increase, apart from that, one of the criminal acts that is often worried about by KRL commuter line passengers is sexual harassment. Therefore PT. Kereta Commuter Indonesia is carrying out a Public Relations campaign which aims to raise awareness of KRL users regarding the issue of sexual harassment and violence on public transportation. This research uses theories that are relevant to what is being studied, namely campaign management theory (Venus: 2019), as well as corporate image theory (Kotler and Keller: 2013). The method used in this research is descriptive qualitative, the data collection technique used in this research is primary data in the form of interviews with informants and secondary data in the form of documentation, both data and images. With the results of campaign management used by Public Relations PT. Kereta Commuter Indonesia in maintaining the company's image through answers obtained through source triangulation, it was stated that the campaign carried out could educate and minimize sexual harassment and violence within the KR environment and this campaign also had an impact on PT's corporate image. The Indonesian Commuter Train is considered to care about issues related to sexual harassment and violence experienced by KRL users. The inhibiting factor in this anti-sexual harassment and violence campaign is the sexual harassment and violence campaign run by Public Relations PT. The Indonesian Commuter Train has not been fully implemented by KRL users because there are still many cases of harassment that occur in the KRL environment. The supporting factor is that many agencies are participating in this campaign, such as the Loreal brand, they are making talk shows about sexual harassment and violence.

Sexual harassment against junior high school students is a serious issue that can impact their mental, emotional, and academic well-being. This research aims to explore the challenges in addressing sexual harassment in junior high schools and the counseling strategies that can be used to address this issue. Several solutions have been implemented, such as training for teachers and counselors, strengthening school policies, and empowering students to report harassment cases. However, the success of implementing these solutions is hindered by a lack of resources and interagency coordination. This study uses a qualitative approach with a focus on case studies to deeply understand cases of sexual harassment in junior high schools. Data were collected through observations, documentation, and interviews with students, teachers, counselors, and parents. The results indicate various forms of harassment, student responses, the role of guidance counselors, risk factors, and psychological impacts. From the findings of this research, it can be concluded that counseling approaches have a positive impact on helping sexual harassment victims by providing a safe space, emotional support, coping strategies, and assistance in reporting to authorities. Recommendations include strengthening the role of guidance counselors, comprehensive sexual education, enhancing supervision and school culture, and fostering collaboration with parents. It is hoped that this research will make a significant contribution to protecting the well-being of junior high school students and strengthening the role of counseling in schools.

Media Authenticity, Construction of Perpetrators' Motives, and Integration of Forensic Communication: The Investigation Process of Sexual Violence Cases in Online Media

This study explores the integration of forensic communication with media analysis to understand and address sexual violence. Media authenticity is examined as a crucial factor influencing public perception and judicial processes. Through a detailed examination of how media constructs motives and the application of forensic communication techniques, the research demonstrates the potential of mass media to serve as forensic evidence. The study employs an interpretive paradigm and Ricoeur's Hermeneutics of Suspicion to analyze media texts and police examination minutes. Findings indicate that the construction of motives in media significantly impacts the evidentiary process in sexual harassment cases. This research underscores the importance of accurate media representation and calls for the media to adhere to accuracy, integrity, and social responsibility principles. Further research is suggested to explore the broader social dynamics and collective motives in criminal cases, particularly sexual violence.
