PUBLIC HEALTH NURSING

PUBLIC health nursing is not only the core of many community health services but also an essential part of the entire medical care structure of the community. Public health nurses make possible child health conferences, health supervision of school children, care for handicapped children, and communicable disease services as well as other programs of community health organizations. They also make home visits to provide bedside care to sick persons under a physician's care and to urge medical attention for those with health problems. It is impossible to measure the contribution of these shock troops in the health care of children. They are in the front line—in clinics, homes, and schools. They discover and refer many children who might otherwise get delayed or no medical attention. Their persistence in follow-ups helps to maintain continuity of medical care for children. By demonstration and other means, they also help to educate families about health and safety. Areas of Need The Study showed a sharp difference between urban and rural areas in the availability of public health nurses. The contrast between these two areas in volume of nursing service was also great, just as it was for other types of medical service. This is understandable in terms of the history of organized community health services.

TRENDS

THE Committee on Child Health of the American Public Health Association has undertaken the preparation of guides on various types of child health programs. Written primarily for the public health worker, these guides should also prove of interest to the pediatrician in private practice. The statements are being prepared by different organizations and individuals and are at the present time in varying stages of development. There follows a list of the materials now in preparation and some of the persons helping to draft and design the statements: Health Supervision of the Well Young Child With Special Reference to the Child Health Conference—Committee on Child Health. Heart Disease and Rheumatic Fever—American Heart Association. Visual Defects—National Society for the Prevention of Blindness. Emotional Disturbances—a committee headed by Jules V. Coleman, M.D. Orthopedic and Chronic Neurologic Defects (except Cerebral Palsy)—a committee headed by Louis Spekter, M.D. Diabetes—a committee headed by Hugh L. C. Wilkerson, M.D. Orthodontic Handicaps—Henry C. Sandler, D.M.D., and the American Association of Orthodontists. Epilepsy—Harriot Hunter, M.D. Impaired Hearing—Committee on Child Health. Cleft Palate and Cleft Lip—Committee on Child Health and the American Association for Cleft Palate Rehabilitation. Cerebral Palsy—Committee on Child Health and the American Academy for Cerebral Palsy. General Statement of Principles on the Care of Handicapped Children, Regardless of Diagnosis—Committee on Child Health.

NEWS AND ANNOUNCEMENTS

The creation of a Bureau for Handicapped Children and the designation of Dr. Helen M. Wallace as Director of the new Bureau has been announced by the Department of Health, City of New York. At present the program of the Bureau for Handicapped Children involves 6 different services for handicapped youngsters. It maintains a register of all children with orthopedic handicaps; it administers (at a cost of approximately $1,000,000 a year) the state aid program under which approved hospitals and convalescent centers are paid for the care of handicapped children; operates 29 diagnostic clinics chiefly for school age children; works with the Board of Education in placing children with handicaps in special classes; jointly, with the Board of Education and private organizations operates 2 special school units for youngsters with cerebral palsy and cooperates with the New York Heart Association and New York University in a special pilot program for children with rheumatic fever and heart disease.
