The substantial impacts of carbon capture and storage technology policies on climate change mitigation pathways in China

Carbon capture and storage (CCS) technology, considered as a pivotal tool in mitigating climate change within the fossil energy system, particularly in China, has experienced slower development than expected. The exploration of direct incentive policies to facilitate its growth remains relatively underdeveloped. This study developed a hybrid dynamic computable general equilibrium (CGE) model to simulate the substantial impacts of CCS incentive policies on China within the context of carbon neutrality target. Two potential incentive policies, carbon emission trading system (ETS) and 45Q tax credit, were simulated, with different sectoral coverage. The results indicate that CCS technologies can reduce carbon emissions by 960 ∼ 1,604 MtCO2 annually by 2060 through the strategic implementation of these incentive policies. The 45Q tax credit demonstrates its effectiveness in promoting early-stage research and development (R&D) and demonstration of CCS, while the ETS policy facilitates the commercial development of CCS in the later stage of development. By 2060, the implementation of CCS incentive policies could potentially result in 7.7 ∼ 17.4 % reduction in China’s primary energy consumption, 71.2 ∼ 82.7 % decrease in the carbon price of ETS and 5.64 ∼ 6.59 % increase in the GDP compared with the no-policy scenario. In addition, the sectoral output in various sectors and the welfare of urban and rural households also increase. This paper provides an important reference for the realization of China’s carbon neutrality goal and the model framework can be applied to other countries.

Carbon Dioxide (CO<sub>2</sub>) Capture and Utilization Targeting

The global increase in CO2 emissions is attributable to this study. Carbon capture and storage (CCS) is a potential method for reducing CO2 emissions. However, reducing CO2 emissions by storing it in a geological reservoir without using it may have limitations over time. Using a CO2 integration-based strategy, this study presents an algebraic targeting method for determining the optimal utilisation network. Along with CCS development, the concept of CO2 capture and utilisation via CO2 integration is presented. The qualified CO2 captured from CO2 emissions sources is injected into a CO2 pipeline or header in order to meet the CO2 utilisation needs of a variety of industries. Prior to injecting the remaining CO2 into a geological reservoir for storage, the CO2 sources and needs are matched. The CO2 headers can meet the CO2 requirements of industries located along the headers that use CO2 as a feedstock or raw material. The estimated integration of CO2 capture and CO2 utilisation will minimise the amount of CO2 sent to storage and increase the geological reservoir's carbon storage life span. The CO2 capture and usage targeting tool that was made has led to about 220.5 t/h of integrated CO2 source and demand, with 47% less CO2 that needs to be sent to storage.

The Pathway Towards Supporting the Implementation of the New Indonesian Law on Carbon Capture and Storage in Indonesian Universities

Carbon Capture and Storage (CCS) technology emerges as a promising solution to combat CO2 emissions from industrial processes and power generation, playing a vital role in the global efforts to mitigate climate change. However, despite its potential benefits, the widespread adoption of CCS faces challenges across technical, economic, and regulatory domains. In Indonesia, a nation heavily dependent on fossil fuels, CCS presents a significant opportunity to reduce emissions while sustaining economic growth. Therefore, this paper explores Indonesia’s strategic approach to CCS initiatives, examining the regulatory framework and the current landscape of CCS projects within the country. The study discusses the contributions of Indonesian universities towards advancing CCS technology through collaborative research, partnerships, and innovative initiatives. By assessing the role of universities in addressing environmental challenges and fostering a greener future, this paper highlights the pivotal importance of universities in driving sustainable solutions for mitigating greenhouse gas emissions and achieving climate objectives. The finding concludes that Indonesian universities significantly contribute to the development and implementation of CCS through collaborative efforts and partnerships, facilitating a path towards sustainability.

First-order CO2 trapping characteristics of fold-and-thrust belts: Assessing carbon storage potential in the Appalachian Basin and beyond

Carbon capture and storage (CCS) is a strategy that is used to reduce global greenhouse gas emissions. As a result of increased government incentives and maturing carbon markets, CCS is currently experiencing an unprecedented level of public and commercial interest. In the United States, the Appalachian Basin contains abundant hydrocarbon resources and is the location of numerous industrial facilities, making the region a promising target for CCS development. However, the lack of seismic reflection surveys and well data, along with complex geologic structure throughout much of the basin, has limited the commercial interest in CCS development. This study proposes that the thin-skinned fold-and-thrust belt of the Appalachian Basin may contain geology suitable for secure long-term CO2 storage. This region, known as the Valley and Ridge physiographic province, holds complex fold-and-thrust structures that may effectively trap commercial volumes of CO2. We test this idea by developing a suite of kinematically feasible geologic interpretations for the Catawba syncline Pulaski thrust system in southwest Virginia. We then use these geologic models to conduct numerical simulations for CO2 storage within the fold-and-thrust belt structures of the Catawba syncline. Our simulation results indicate that the geometric configuration of fold-and-thrust belt structures may offer commercially viable CO2 traps for CCS projects within the Appalachian Basin and similar geologic settings worldwide.

Perspectives of the offshore CCS development in the polish EEZ on a Baltic Sea: insights from ongoing preliminary research for pilot CO2 injection

The key to effectively combatting progressive climate change lies in promptly reducing greenhouse gas (GHG) emissions, particularly carbon dioxide (CO2), whose concentration continues to rise due to human activities. The European Union (EU) has established legally binding targets, including achieving climate neutrality by 2050, with an intermediate goal of reducing GHG emissions by 55 % by 2030 compared to 1990 levels. Poland, one of the major CO2 emitters in Europe, also possesses significant storage potential in terms of projected CO2 capacity within its sedimentary basins. Considering this, the implementation of Carbon Capture and Storage (CCS) technology could play a crucial role in Poland's efforts to decarbonize its economy. For several years, the Oil and Gas Institute – National Research Institute (INiG – PIB) has been at the forefront of domestic research activities concerning underground CO2 injection. The involvement dates back to 1996 by pioneering the development of a concept, design, and implementation of one of Europe's earliest industrial installations for reinjecting acid gas, consisting of approximately 80 % CO2 and 20 % H2S, into the reservoir water underlying a productive natural gas field. This facility in Borzęcin operated by PGNiG (now part of ORLEN GROUP), is a unique testing ground where the injection process has been running continuously for 27 years. The research conducted at INiG – PIB has played an important role in identifying appropriate geological structures in Poland with a total storage capacity of 10-15 Gt CO2. Around 90-93 % of the CO2 storage capacity is found in saline aquifers, with a significant portion of approximately 7-10 % identified within mature hydrocarbon fields.Despite recent progress in managing industrial CO2 emissions, the peace of CCS development falls short of meeting the objectives set by the Paris Agreement. The main hindrance lies in the absence of a suitable regulatory framework for CO2 transport and storage infrastructure. Recognizing this challenge, the national offshore operator, Lotos Petrobaltic (LPB), presented in 2021 a Green Paper on CCS development in Poland. This document outlines a set of recommendations for legislative alternations to facilitate the initiation of large-scale, commercial CCS projects within the country. Given the current national regulations and assumptions regarding low social barriers, the most expeditious approach to implementing a First-of-a-Kind (FOAK) large-scale CCS project in Poland seems to involve deploying depleted hydrocarbon reservoirs located at the Polish Exclusive Economic Zone (EEZ) within the Baltic Sea. The LPB, with research and scientific support from INiG – PIB, has launched a program aimed at conducting a preliminary assessment of CO2 injection in Middle Cambrian sandstones. The project is scheduled to begin with a pilot injection into the well-identified, depleted structure of the B3 oil reservoir. Subsequently, it may be expanded to include adjacent hydrocarbon reservoirs and could ultimately encompass the entire Cambrian aquifer.The Cambrian aquifer is characterized by complex tectonics, comprising several blocks separated by fault zones. These fault zones may act as barriers to the propagation of reservoir fluids, as demonstrated by the presence of hydrocarbon traps in the vicinity of some fault zones.The B3 oil field, covering an area of 36,2 km2, is an elongated SW-NE, asymmetric anticline, cut on the west side by an inverted fault zone. The reservoir interval, with an average depth of 1450 meters below sea level comprises of sandstones of the Paradoxides Paradoxissimus (Middle Cambrian Zone) horizon showing a monoclinal dip towards the south-east. The reservoir formation exhibits heterogeneity in both within the vertical profile and the horizontal direction, characterized by a wide range of petrophysical parameters values. According to preliminary assessments, the CO2 storage capacity of the B3 site is estimated to be around 7 Mt CO2. The expansion of CO2 storage to the remaining hydrocarbon fields and the overarching Cambrian aquifer megastructure could potentially increase the total storage capacity to more than 150 Mt. The envisioned CO2 sources include emitters from the chemical industry, where CO2 is a by-product of the fertilizer production process. During the project’s pilot phase, the predicted CO2 injection rate is expected to be between 25-50 kt CO2 per year. As the project transitions to the upscaled phase, the injection rate is projected to increase significantly, reaching approximately 2 Mt CO2 per year. The transportation of CO2 for full-scale injection is planned through multimodal means, considering potential synergies with the multimodal CO2 Terminal in Gdansk, which is being planned under the ECO2CEE project (formerly EU CCS Interconnector). A pipeline connection between the offshore storage area and the CO2 Terminal is under consideration.The main research problems addressed within the INiG – PIB and LPB joint initiative include determining the sequestration potential of the Cm2pp aquifer, assessing the feasibility of the CO2-EOR process, recognizing the effects of injected CO2/reservoir rock/caprock interactions on injectivity, geomechanical parameters, and sealing integrity, as well as investigating CO2-induced corrosion of steel components in the transport and injection plant.

Pipeline Network Options of CCUS in Coal Chemical Industry

The modern coal chemical industry is a typical high carbon emission industry, which has formed a large-scale development in China. In the context of carbon neutrality, it is considered to be an ideal combination mode that captures high-concentration CO2 emitted by the modern coal chemical plants and transports it to oilfields through pipelines, which can both realize the low-carbon development goals of the modern coal chemical industry and reduce the cost of the whole process of Carbon Capture and Storage (CCS), as well as promote the development of CCS in China. Based on the data from modern coal chemical projects and depleted oil basins across China, a model of a pipeline network with optimal layout design was constructed, aiming to achieve specific emission reduction targets. Meanwhile, its economic effects will be analyzed. It turns out that this layout can help achieve an annual emission reduction of 280 million tons of CO2, with an average annual net income of USD 2.20 billion, and a unit net income of USD 7.85 per ton of CO2. A total of 166 pipelines up to 15,783 km in total length need to be built across China. Suitable storage sites can be found within an average radius of 94 km for emission sources. A total of 11,115 km of pipelines needs to be built in the “Three North” areas, accounting for 70.4% of the total pipeline length.

Carbon Capture and Storage: History and the Road Ahead

The large-scale deployment of carbon capture and storage (CCS) is becoming increasingly urgent in the global path toward net zero emissions; however, global CCS deployment is significantly lagging behind its expected contribution to greenhouse gas emission reduction. Reviewing and learning from the examples and history of successful CCS practices in advanced countries will help other countries, including China, to promote and deploy CCS projects using scientific methods. This paper shows that the establishment of major science and technology CCS infrastructures in advanced countries has become the main source of CCS technological innovation, cost reduction, risk reduction, commercial promotion, and talent training in the development and demonstration of key CCS technologies. Sound development of CCS requires a transition from pilot-scale science and technology infrastructures to large-scale commercial infrastructures, in addition to incentive policies; otherwise, it will be difficult to overcome the technical barriers between small-scale demonstrations and the implementation of million-tonne-scale CCS and ten-million-tonne-scale CCS hubs. Geological CO 2 storage is the ultimate goal of CCS projects and the driving force of CO 2 capture. Further improving the accuracy of technologies for the measurement, monitoring, and verification (MMV) of CO 2 storage capacity, emission reduction, and safety remains a problem for geological storage. CO 2 storage in saline aquifers can better couple multiple carbon emission sources and is currently a priority direction for development. Reducing the energy consumption of low-concentration CO 2 capture and the depletion of chemical absorbents and improving the operational efficiency and stability of post-combustion CO 2 capture systems have become the key constraints to large-scale CCS deployment. Enhanced oil recovery (EOR) is also important in order for countries to maximize fossil fuel extraction instead of importing oil from less environmentally friendly oil-producing countries.

Assessing the niche development of carbon capture and storage through strategic niche management approach: The case of China

Carbon capture and storage (CCS) is an important strategic technology choice for the future reduction of greenhouse gas emissions, which plays a crucial role as part of an economically sustainable route. Although some studies have discussed CCS demonstration projects and early developments, CCS has not been investigated as an innovative niche for sustainable transition. In an attempt to fill this gap, this study studies CCS as an innovative niche and assess the niche development of CCS in China by using a strategic niche management (SNM) framework. The evolution of three interlinked niche processes (expectations, social networks and learning process) is analysed with a comprehensive analytical approach that includes policy, social network and bibliometric analysis. Results show that a CCS niche has formed in China, but it is at a relatively low level of niche development in terms of the three internal processes. The expectations for CCS evolved linearly and are constantly being reinforced. The actor network supporting CCS niche development is sparse, and network cohesion is gradually decreasing. CCS learning continues to deepen but remains insufficient; it focuses on technical aspects and provides little attention to policy and social issues. The results indicate that expectations have been well-established at various levels in China, but the network and the learning process still need to be improved. Our findings help to identify problems in the development of technology and provide useful references for technology planning and the further development of CCS.

Decarbonization roadmaps for ASEAN and their implications

The objective of this paper is to derive, for the first time, decarbonization roadmaps for the ten nations of ASEAN. This study first presents a regional view of ASEAN’s fossil and renewable energy usage and energy-related CO2 emission. Results show that renewable energies have been losing ground to fossil energies in the last two decades and fossil fuels will likely continue to be an important part of ASEAN’s energy mix for the next few decades. Therefore, decarbonizing efforts should focus not only on increasing the share of renewable energies in electricity generation, but also on technologies to reduce CO2 emission from fossil power and industrial plants. This study next performs a technology mapping exercise for all ten ASEAN countries to determine decarbonization technologies that have high impact and high readiness for individual countries. Besides installing more sustainable renewable energies, common themes coming from these roadmaps include switching from coal to gas for power generation, using carbon capture and storage (CCS) technologies to decarbonize fossil and industrial plants, replacing internal combustion vehicles by electric vehicles, and for countries that have coal and natural gas resources, upgrading them to blue hydrogen by chemical processes and using CCS to mitigate the emitted CO2. Blue hydrogen can be used to decarbonize hard-to-decarbonize industries. Policy implications of these roadmaps include imposing a credible carbon tax, establishing a national hydrogen strategy, intergovernmental coordination to establish regional CCS corridors, funding research and development to improve carbon capture efficiency on a plant level and resolving sustainability issues of hydropower and bioenergy in ASEAN.

The Application of the Environment Act 2021 Principles to Carbon Capture and Storage

Carbon Capture and Storage (CCS) is a new technology considered to have the potential to decarbonise economies. However, nationally and internationally the use of CCS has also been raising concerns about its potential global risks and adverse impacts on the environment. CCS was part of the discussions at the fourth United Nations Environment Assembly (UNEA) in March 2019 and in side-events in the 26th UN Climate Change Conference that took place in Glasgow in November 2021. The UK Government aims to deploy CCS at scale during the 2030s, subject to cost reduction. At the same time, the UK Government has recently enacted the Environment Act 2021, which provides a set of five environmental principles: the integration principle, the principle of preventative action, the precautionary principle, the rectification at source principle and the polluter pays principle. This work seeks to analyse the application of the UK environmental law principles to carbon capture and storage policies in the United Kingdom and its balance with other considerations. Given the concerns surrounding the use of CCS, the debate about its legality may arise in the United Kingdom and in other countries. To this end, this paper initially carries out a systematic review of CCS policy documents to discover the policy considerations that support the development of CCS. It then examines the application of the UK environmental law principles to CCS initiatives and its balance with other considerations, such as reduction of carbon emissions, security of energy supply, economic growth and technological leadership. In doing so, this paper aims at contributing to the debate surrounding recent technological developments that have been utilised to help address climate change and some of the legal challenges emerging through the use of CCS under UK environmental law.

Analysis and evaluation of the energy saving potential of the CO2 chemical absorption process

Carbon Capture and Storage (CCS) plays an important role in dealing with global warming, while the high energy consumption of CO2 separation is the critical gap interfering with the development and deployment of CCS. The aim of this work is to identify the energy saving potentials of different CO2 separation technical measures from the level of thermodynamic principles. The energy saving mechanism of these two technical measures is investigated through analysis of energy consumption and exergy destruction distributions and further disclosed by the Energy Utilization Diagram (EUD) method. The results indicate that the relative importance of absorbent innovation and process upgrading will change for emission sources with different CO2 concentrations. Absorbent innovation is more sensible for emission sources with higher CO2 concentrations, while the role of process upgrading will be enhanced for low-concentration sources. Moreover, absorbent innovation can affect the reboiler duty from the perspective of both energy quantity and energy quality, while process upgrading mainly affects the energy amount of the reboiler duty. Through comparison of diverse absorbents, the results indicate that the field is still in the key stage of absorbent innovation for current chemical absorption technology. Upon transition to lower reboiler (<2.5) duty and lower IAP (<1.5), process upgrading can be expected to be a more effective and faster way to save energy than absorbent innovation.

What is the future potential of CCS in Brazil? An expert elicitation study on the role of CCS in the country

This article presents the results of an expert elicitation about the role of carbon capture and storage (CCS) in Brazil as a measure to reduce greenhouse gases emissions, its costs, and the most appropriate policies to develop this technology at a commercial scale. Experts were elicited based on a scenario oriented towards net-zero emissions in Brazil by 2050. Five parameters were elicited, and all present great uncertainty. Results show that experts believe CCS has the potential to reduce CO2 emissions in Brazil. Still, with the current lack of supporting market, policy and regulatory frameworks in place, it could take another five years to begin implementation, reaching commercial scale not earlier than 12 years from the time of writing. Experts say that the chance of Brazil reaching the elicited value of 190 million tons of CO2 per year is very low. This indicates that though CCS can play a role in achieving net-zero emissions in the country, many other measures will be necessary. Policy-wise, the experts bet on a carbon market as the most probable policy instrument to help CCS development in Brazil. The experts also estimated the total investment necessary to reach 190 million tons of CO2 per year captured at USD 58 billion. When it comes to public expenditures, experts believe the role of the government in funding CCS in the country would be approximately 25% of total investments coming from different sources of public investment.

The full chain demonstration project in China—Status of the CCS development in coal-fired power generation in GuoNeng Jinjie

Carbon Capture and Storage (CCS) is essential to achieve global cumulative CO2 reductions to meet the two degree scenario in 2050. To accelerate the development of CCS technology in China, the biggest full chain demonstration project is under construction in Guoneng Jinjie Power plant. This facility is designed to capture 150,000 tons of CO2 per year from coal fired PC boiler flue gas for EOR. The advanced amine absorbents combined with the integrated processes such as inter-cooling, rich solution split process and Mechanical Vapor Recompression flashing (MVR flashing) were used to reduce the energy penalty and operating costs. The system can attain following parameters including the CO2 capture rate>90%, captured CO2 purity>99% and regeneration energy penalty <2.4GJ/tCO2.

Social science for the next decade of carbon capture and storage

Carbon capture and storage (CCS) has been an object of social science research for nearly two decades now. However, CCS has moved beyond coal-fired electricity, and its roles in industrial decarbonization and atmospheric carbon dioxide removal are newly valued. Is the earlier social science research on CCS applicable to the current moment, or has the context and the object of inquiry changed? This paper assesses whether existing findings are fit-for-purpose, arguing that there are some useful insights, but they have not been applied well to CCS policy and development. The early period of social science research also faces topical and methodological limitations. The paper identifies four areas for social science research for this decade of broader CCS applications — researching CCS in the context of decarbonization, tradeoffs, and a just transition; shifting the focus from “whether” to “how” questions around deployment, including benefits and environmental justice dimensions; exploring new approaches to public engagement globally; and researching how understandings of CCS evolve within the current social media and information landscape.

Detection and Quantification of CO &lt;sub&gt;2&lt;/sub&gt; Seepage in Seawater Using the Stoichiometric Cseep Method: Results from a Recent Subsea CO &lt;sub&gt;2&lt;/sub&gt; Release Experiment in the North Sea

Carbon Capture and Storage (CCS) is a potential significant mitigation strategy to combat climate change and ocean acidification in climate change scenarios e.g.,. Three out of four 1.5°C- consistent emission pathways published by the IPCC include CCS as well as bioenergy CCS (BECCS) as mitigation options. However, the scale of current CCS implementation is insufficient to affect the global climate, and thousands of large-scale CCS facilities need to be deployed by 2040 to meet mitigation targets. Moreover, the technology is in early stage of research, development, and demonstration e.g., and involves uncertainties and risks e.g.,. Currently, there are encouraging signals that CCS development and deployment are gaining momentum, and demonstration projects and experimental work are providing needed data for more thorough risk assessment.

Legal and Policy Analysis of Carbon Capture and Storage in China

This paper focuses on relevant legal and policy arrangements necessary for the development of Carbon Capture and Storage (CCS) in China. Special attention is paid to laws and policies on the capture, transport and storage of CO2. In particular, the storage of CO2 is very challenging for the existing regulatory regime, considering the complexity and novelty of the issue. Specifically speaking, the following analysis is made from three perspectives: (1) regulatory regime; (2) fiscal and financial support and (3) environmental regulations (including access to information and public participation). Having summarized and analyzed relevant issues and international experience, this paper identified the foundation, barriers and gaps exist in China. Priority choices and targets for legal and policy development in different periods were also made according to the status quo of CCS development in China and the periods of development recommended by the Asian Development Bank.

The Prospects of Carbon Capture and Storage in China’s Power Sector under the 2 °C Target: A Component-based Learning Curve Approach

Carbon capture and storage (CCS) is indispensable in achieving the well below 2 °C warming target, especially for China with coal-dominated energy structures. However, high investment makes the development of CCS far from the global warming target. Concerns about the high cost have led to a spread of pessimistic attitude towards the future of CCS to some extent. Therefore, this study provides the first instance to determine the unit CO2 avoided cost learning curves of various CCS pathways for China’s thermal power generation based on a component-based approach, and establishes a non-linear technology optimization model with endogenous technological progress. Model developed by this study aims to explore the economically optimal CCS deployment strategy for achieving the necessary emission reductions in line with 2 °C target in China and the amount of investment required. Results show that the nominal learning rates of CO2 avoided costs are in the range of 0.018 to 0.151 for four CCS pathways. The strategic priority should be given to the integrated gasification combined cycle (IGCC) pathway and the supercritical pulverized coal (SPC) pathway, considering that they have greater cost reduction potential than that of oxy-combustion and gas-fired pathway. To achieve the 2 °C target, the total abatement cost will be at least 330 billion US dollars with a CCS capacity of 499 GW for power sector by 2050. The preferred time of large-scale deployment of CCS in China's power sector is around 2030. Postponing CCS commercialization will surge the abatement cost to $626 billion by 2050. In addition, this study provides the long term break-even CO2 prices for implementing CCS, ranging from approximately $46/ton CO2 to $62/ton CO2, which is informative for the future subsidy setting and carbon trading market.

Research trends in carbon capture and storage: A comparison of China with Canada

In order to effectively address climate change, academia and industry have paid much attention to the development trend of Carbon Capture and Storage (CCS). However, there is no mature CCS research trend monitoring system. China is likely to be the largest market for CCS technology in the future, while Canada is the first country to start the research and development of CCS. Existing studies have discussed the CCS research trends at the global level, in China, Canada, and in other countries. However, few comparative studies have been carried out in key countries. In this study, an integrated method of bibliometrics and S-Curve is proposed with the purpose of comparing CCS research trends between China and Canada. Firstly, the bibliometrics method was used to compare the conceptual structure and research route of CCS research in China and in Canada. Secondly, the key collaborators were indentified through the comparison of collaboration relationships. Finally, the S-Curve model was employed to forecast the CCS research output trend in China and Canada. This study found that China's CCS research had the advantage of pre-combustion carbon capture, while Canada's advantage lied in the ecosystem carbon sequestration. It was also shown that Canada’s CCS cumulative publication may reach saturation 15 years later than that in China. This paper provides insight into the CCS research and development optimization for China, Canada and globally. The CCS research trends comparison tools proposed in this study can benefit to monitor the CCS research by governments and enterprises.
