THE ROLE OF GOVERNMENT SUPPORT IN THE DEVELOPMENT OF THE CCS MARKET: EXPERIENCE OF COUNTRIES WITH A DEVELOPED OIL AND GAS INDUSTRY

The article examines the role of government support in the development of the Carbon Capture and Storage (CCS) Technology market in countries with a developed oil and gas industry. It is shown that the implementation of CCS in the oil and gas sector has significant economic and environmental importance, as it allows not only to reduce the large-scale greenhouse gas emissions of this industry but also to increase the oil recovery factor through the injection of captured CO2 into depleted reservoirs. An analysis of the cost chain of various stages of the CO2 capture, transportation, and storage process is carried out, and the most costly elements are identified. The economic aspects of using Carbon Capture, Use, and Storage (CCUS) Technology for enhanced oil recovery are considered, and the need for government subsidies to ensure the commercial attractiveness of such projects under low CO2 emission prices is justified. The global experience of using economic instruments (carbon taxation, tax incentives, grants) to stimulate CCS projects in various industrial sectors is investigated. Significant differences in the approaches of leading countries compared to Russia are revealed. Pilot initiatives of the largest Russian oil and gas companies for the implementation of CCS technologies are analyzed. Recommendations are formulated for the creation of favorable regulatory conditions and effective mechanisms of government stimulation for the widespread adoption of CCS in Russia, taking into account its specifics as a major hydrocarbon producer.

Criteria and workflow for selecting saline formations for carbon storage

Carbon capture and storage (CCS) is an essential greenhouse gas mitigation strategy. Consolidating CO2 sources and sinks can enable the widespread adoption of CCS, and the success of hub-scale projects depends on finding an appropriate sequestration complex. This work developed a criteria-driven framework to assess the potential suitability of saline formations for carbon storage. The workflow uses a three-stage process that screens, ranks, and characterizes potential saline storage formations based on three categories: (1) capacity and injectivity optimization, (2) retention and geomechanical risk minimization, and (3) siting and economic constraints. In this framework, data confidence has been incorporated into site ranking, which provides the user with information about the degree of uncertainty associated with the evaluation. The methodology can be applied to sites in various geological and geographical environments and incorporates general and project-specific criteria. This quantitative, criteria-driven approach was applied to two areas of interest in the Gulf of Mexico, and one site was identified for further assessment. In addition, this workflow was applied to four existing CCS projects— Sleipner, IBDP, In Salah, and Snøhvit—to see how they would have scored and ranked pre-development.

The Pathway Towards Supporting the Implementation of the New Indonesian Law on Carbon Capture and Storage in Indonesian Universities

Carbon Capture and Storage (CCS) technology emerges as a promising solution to combat CO2 emissions from industrial processes and power generation, playing a vital role in the global efforts to mitigate climate change. However, despite its potential benefits, the widespread adoption of CCS faces challenges across technical, economic, and regulatory domains. In Indonesia, a nation heavily dependent on fossil fuels, CCS presents a significant opportunity to reduce emissions while sustaining economic growth. Therefore, this paper explores Indonesia’s strategic approach to CCS initiatives, examining the regulatory framework and the current landscape of CCS projects within the country. The study discusses the contributions of Indonesian universities towards advancing CCS technology through collaborative research, partnerships, and innovative initiatives. By assessing the role of universities in addressing environmental challenges and fostering a greener future, this paper highlights the pivotal importance of universities in driving sustainable solutions for mitigating greenhouse gas emissions and achieving climate objectives. The finding concludes that Indonesian universities significantly contribute to the development and implementation of CCS through collaborative efforts and partnerships, facilitating a path towards sustainability.

Decarbonisation pathways of the cement production process via hydrogen and oxy-combustion

Decarbonising cement production is of profound importance for meeting global greenhouse gas emission reduction targets and mitigating the impact of climate change. This study evaluates various technical options for achieving deep decarbonisation in a clinker production facility by utilising hydrogen (H2) as an alternative fuel to replace fossil fuels and by integrating an oxy-combustion technique with carbon capture and storage (CCS). Using Aspen Plus process simulations, we examined the extent of decarbonisation and assessed the thermal and electrical energy demands. This was achieved by incorporating an amine-absorption-based CO2 capture to a conventional natural gas fuelled reference plant, implementing oxyfuel-combustion of natural gas, and exploring four different scenarios for replacing fossil fuel with H2. In these scenarios, H2 was assumed to be produced through on-site water electrolysis, which also supplied oxygen for oxyfuel combustion, potentially eliminating the need for an air separation unit (ASU). The processes utilizing H2, except for the case of indirectly heated pre-calcination, employed oxyfuel combustion. The results indicate that the natural gas-fuelled oxyfuel-combustion process had the lowest total energy input at 4.92 GJ/t clinker, approximately 35% lower than that of the reference plant. Processes using H2 reduced energy demand by 11% in the H2-d scenario and 33% in the H2-a scenario. However, the process with indirect calcination required 6.24 GJ/t clinker, about 8% more H2 fuel than direct calcination but helped eliminate the need for an ASU. The results also reveal that greater H2 substitutions led to higher total process energy requirements due to the inefficiencies of the electrolysis process. While the H2-using processes could reduce the CO2 generation by up to 559 kgCO2/t clinker, this represents only about 27.6% of the CO2 reductions relative to the reference plant. These findings underscore the limitation of fuel substitution alone in cement production and emphasize the need for innovations in raw materials and the adoption of CCS to achieve deeper decarbonisation in cement industries.

Potential Business Models of Carbon Capture and Storage (CCS) for the Oil Refining Industry in Thailand

The escalating concerns over climate change have propelled industries worldwide to seek innovative strategies for mitigating greenhouse gas emissions. Within the energy sector, Carbon Capture and Storage (CCS) technology emerges as a promising solution to curtail emissions and foster sustainable development aims for the net zero approach. This research delves into the role of government support in expediting CCS adoption for the maximum potential of 9.79 MtCO2 storage from six major refinery plants. The refineries mentioned above are anticipated to necessitate an initial capital investment of approximately 18,307 million THB. This research focuses on potential business model proposals appropriate for a country’s context, specifically, applying CCS technology to the Thai oil refining sector. To achieve the realization of CCS within the context of this study, a combination of three essential measures will be required: tax incentives, carbon credits, and grants. This process will commence with the implementation of tax incentives, followed by an increase in the carbon price within the country. Finally, the establishment of a dedicated fund, funded through deductions from oil excise tax revenue, will play a pivotal role in facilitating the necessary financial support for the emergence of CCS.

Subsea Injection Systems Enable Carbon Capture and Sequestration

Reproduced by permission. _ The complete paper presents a discussion of challenges and opportunities relating to subsea system design for CO2 injection in carbon capture and storage (CCS) applications. The scope of the text includes field development considerations, systems operation and control, intervention, monitoring, and barrier testing. A global review of existing and planned CCS developments is used to identify common system characteristics and core functional requirements. The paper reviews topics associated with CO2 transportation, injection, and storage across multiple disciplines to provide holistic guidance and commentary specifically for subsea system design relating to CO2 injection for CCS applications. Value Drivers For widespread adoption of CCS, dedicated geologic carbon storage (GCS) must be a commercially viable activity. Simply put, the cost of storage per tonne of CO2 must be less than the price that can be charged for storage as a service. Financial incentives also must be present to support the carbon price for development to take place. Transitional incentives to close the gap between costs and the low value of CO2 emissions reduction also may be required to support development. In all cases, however, the common denominator is that the cost of storage per tonne must be as low as possible. This is driven by the capital expenditure and operating costs of a project (as well as post-injection-period obligations), which include the cost of CO2 transportation and injection systems and associated equipment. Types of Transportation and Storage Networks For dedicated GCS, several types of offshore storage systems are available that are linked to different types of emitters, transportation networks, and value chains. Storage systems linked to natural gas processing facilities may be considered single-point emitters. The overall architecture of these systems, however, will depend on where the CO2-rich production stream is processed and separated before reinjection. The most common method of CO2 transportation to offshore locations is through a subsea pipeline, which enables a continuous flow of CO2 and a high system availability. It is worth mentioning that some developments also have considered transportation to offshore storage sites by ship, with injection through an intermediate floating storage vessel. Once installed, a pipeline provides continuous injection with high availability, whereas a vessel will be affected by transit time, weather conditions, downtime caused by maintenance, and high operating costs owing to fuel use. Furthermore, challenges with field expansion also may result.

Economic impacts of carbon capture and storage on the steel industry–A hybrid energy system model incorporating technological change

Carbon capture and storage (CCS) is necessary to reduce greenhouse gas emissions that cannot be mitigated using other reduction options. However, the high cost of CCS raises doubts about its economic feasibility. This study analyzes CCS cost reduction and its macroeconomic effects and shows that CCS can be economically feasible in the long term. This study incorporates technology learning into a hybrid energy system model and investigates its impact on the economic feasibility of CCS in the Korean steel industry. The hybrid model integrates a bottom-up energy system model and a computable general equilibrium model and overcomes the limitations of employing independent models in exploring technology learning. According to the model, in 2050, the CCS unit cost decreases by 64% when the learning rate is 20%. Due to this cost reduction, the steel industry’s additional capital and labor costs resulting from CCS adoption decrease by 60%. Moreover, although CCS adoption and diffusion reduce steel production, 60% of this production loss can be mitigated by CCS cost reduction. The cost reduction also helps to reduce the GDP loss resulting from CCS adoption by 0.3 %p.

Carbon capture and storage in China’s power sector: Optimal planning under the 2 °C constraint

Carbon capture and storage (CCS) has been widely recognized as a key technology to reduce CO2 emissions in the power sector. China’s power sector needs to achieve large-scale emission reductions through CCS technologies to contribute to limiting the global temperature rise to less than 2℃. The best source–sink matching directly affects total mitigation costs for the power sector. However, China has not yet established an optimal CCS plan. This study evaluates the least-cost source–sink relationship and cluster development opportunities for CCS in China under the 2 °C constraint. The results show that 165 existing coal-fired power plants, which have an installed capacity of approximately 175 GW, need CCS retrofitting and can find a suitable CO2 storage site within an average radius of 115 km. The total captured CO2 is 17.42 billion tons in Northeast, North, East, Northwest, and South regions with the share of 10.79% (1.88 GtCO2), 31.29% (5.45 GtCO2), 35.25% (6.14GtCO2), 22.39% (3.90GtCO2), and 0.27% (47MtCO2), respectively. Approximately 90% of captured CO2 can be stored in the Songliao, Bohai Bay, and Subei basins. In addition, 23% of the emission reductions can be achieved through CO2-enhanced oil recovery. The total mitigation cost is USD 1212 billion and the revenue generated from CO2-enhanced oil recovery is USD 377 billion. Overall, it provides the least-cost source–sink layout and cluster development opportunities for CCS development under the 2 ℃ constraint, which can serve as a basis for large-scale CCS adoption in China.

The use of environmental tracers to characterize a leaky CO2 CCS natural analogue site, Soda Springs, Idaho, USA

AbstractLarge‐scale global adoption of carbon capture and storage (CCS) as a means of minimizing atmospheric CO2 emissions requires an unprecedented effort to store gigatons of anthropogenic emissions in the earth's subsurface. Critical to the adoption and ultimate success of CCS is the protection of valuable water resources that may be impacted by leaking CO2 from CCS operations. Therefore, appropriate technical tools and societal controls will need to be developed and evaluated to maximize the atmospheric benefits of CCS while limiting potential deleterious effects of its implementation. Here, we utilize a naturally leaking CO2 system located at Soda Springs, Idaho, USA, as an analogue for industrial‐scale CCS deployment. This site is particularly relevant and useful for studying the consequences of CCS because it allows the examination of geologic systems at temporal and spatial scales not accessible by laboratory and field experiments.The Soda Springs system is an ideal CCS natural analogue site with the source of CO2 occurring at depths and temperatures expected for large‐scale CCS systems. Soda Springs also provides long‐term examples of at least three potential failure modes for CCS systems, including direct migration of CO2 charged brine to the surface via faulting or wells, upward movement of CO2 from the injection‐horizon into over lying shallow aquifers, and the displacement of reservoir brine into shallower aquifers. These failure mechanisms were differentiated and characterized utilizing variations in water chemistry including rare earth elements providing a framework for delineating the movement of CO2‐influenced fluids migrating from deep CCS reservoirs into overlying aquifers. © 2020 Society of Chemical Industry and John Wiley & Sons, Ltd.

Long-term development of the industrial sector – Case study about electrification, fuel switching, and CCS in the USA

In the urgent quest for solutions to mitigate climate change, the industry is one of the most challenging sectors to decarbonize. In this work, a novel simulation framework is presented to model the investment decisions in industry, the Industrial Sector Module (ISM) of the ModUlar energy system Simulation Environment (MUSE). This work uses the ISM to quantify effects of three combined measures for CO2 emission reduction in industry, i.e. fuel switching, electrification, and adoption of Carbon Capture and Storage (CCS) and to simulate plausible scenarios (base scenario and climate ambitious scenario) for curbing emissions in the iron and steel sector in the USA between 2010 and 2050. Results show that when the climate ambitious scenario is applied, the cumulative emissions into the atmosphere (2,158 Mt CO2) are reduced by 40% in comparison to the base scenario (3,608 Mt CO2). This decarbonization gap between both scenarios intensifies over time; in the year 2050, the CO2 intensity in the climate ambitious scenario is 81% lower in comparison to the base scenario. The study shows that major contributions to industry decarbonization can come from the further uptake of secondary steel production. Results show also that a carbon tax drives the decarbonization process but is not sufficient on its own. In addition, the uptake of innovative low-carbon breakthrough technologies is necessary. It is concluded that industrial electrification is counterproductive for climate change mitigation, if electricity is not provided by low-carbon sources. Overall, fuel switching, industrial electrification, and CCS adoption as single measures have a limited decarbonization impact, compared to an integrated approach that implements all the measures together providing a much more attractive solution for CO2 mitigation.

A novel analysis of carbon capture and storage (CCS) technology adoption: An evolutionary game model between stakeholders

Carbon capture and storage (CCS) plays a vital role in achieving carbon dioxide (CO2) emission reduction for the power sector. It is meaningful to explore how to promote widespread adoption of CCS technology by power plants more smoothly. Distinguished from previous literature, this paper firstly established a government-enterprise evolutionary game framework to study issues of CCS adoption at the micro level. By expounding the conflict of interests on CCS adoption between governments and coal-fired power plants in China, an evolutionary game model was built to analyze the evolutionary stability and discuss the systematic dynamic evolutionary processes. Based on the simulation method, the theoretical consequences were verified, and the effects of critical parameters on the evolution trajectories were analyzed. This study found that: (i) for impelling the system to tend towards the optimal evolutionary stable strategy (ESS), it was essential to strengthen governmental supervision and improve the enthusiasm of power plants to adopt CCS technology. (ii) The initial willingness of stakeholders would affect the evolutionary trajectories. (iii) it was significant to increase governments’ political achievements and reduce its supervisory cost, improve policy support for power enterprises deploying CCS and its low-carbon power generation revenue, and decrease their CCS adoption cost.

Status of carbon capture and storage in India’s coal fired power plants: A critical review

Abstract India is a country with developing mixed economy and requires a huge amount of energy to complete industrial as well as daily social need of its countrymen. Majority of its energy demand is going to be fulfill by coal based power plants. The country is heavily reliant on coal used as a primary fuel in power plant. However, the use of coal at higher level polluting the environment in a continuous manner. Alone, India’s power sector is responsible for half of all CO2 emission in the nation and therefore a serious attention is required in this direction to reduce (GHG) emissions in the environment. Presently, Carbon Capture and Storage (CCS) act as a bridging technology and a viable option for coal fired power plants to extract CO2. But, still in India the adoption of CCS in coal fired power plant is poor. In UNFCCCs Paris Summit, India committed to reduce its carbon intensity by 30%–33% by 2030. The present study deals with the scenario of CCS with various challenges and its implementation efforts in India.

An assessment of CCS costs, barriers and potential

Global decarbonisation scenarios include Carbon Capture and Storage (CCS) as a key technology to reduce carbon dioxide (CO2) emissions from the power and industrial sectors. However, few large scale CCS plants are operating worldwide. This mismatch between expectations and reality is caused by a series of barriers which are preventing this technology from being adopted more widely. The goal of this paper is to identify and review the barriers to CCS development, with a focus on recent cost estimates, and to assess the potential of CCS to enable access to fossil fuels without causing dangerous levels of climate change.The result of the review shows that no CCS barriers are exclusively technical, with CCS cost being the most significant hurdle in the short to medium term. In the long term, CCS is found to be very cost effective when compared with other mitigation options. Cost estimates exhibit a high range, which depends on process type, separation technology, CO2 transport technique and storage site.CCS potential has been quantified by comparing the amount of fossil fuels that could be used globally with and without CCS. In modelled energy system transition pathways that limit global warming to less than 2 °C, scenarios without CCS result in 26% of fossil fuel reserves being consumed by 2050, against 37% being consumed when CCS is available. However, by 2100, the scenarios without CCS have only consumed slightly more fossil fuel reserves (33%), whereas scenarios with CCS available end up consuming 65% of reserves. It was also shown that the residual emissions from CCS facilities is the key factor limiting long term uptake, rather than cost. Overall, the results show that worldwide CCS adoption will be critical if fossil fuel reserves are to continue to be substantively accessed whilst still meeting climate targets.

The Neglected Importance of Corporate Perceptions and Positions for the Long-term Development of CCS

Many companies that produce fossil fuels or fossil fuel-derived products show a strong belief in a large and continuing role for fossil fuels in the global economy up to 2050 and beyond. These companies are generally expected to be amongst the primary consumers of carbon capture and storage (CCS) technology. So far, however, fossil fuel companies have shown only moderate interest in CCS. Whilst a lot of potential operational barriers to CCS adoption have been identified in the literature, the value of CCS from a corporate strategy perspective has sometimes been assumed, but rarely explored. This paper asks the following question: What are the perceptions and positions of fossil fuel companies on CCS and how does this inform their decision-making on CCS investment and advocacy? This paper addresses this issue by presenting the results of in-depth interviews with high-level CCS experts from major multinational oil and gas companies and major coal mining firms. The results indicate that CCS would require a significant change within the business strategy of fossil fuel companies. This is contrary to the common argument that CCS is attractive because the technology is regarded as not being very disruptive to the incumbent energy system as it leaves most of the existing infrastructure, actor constellations and institutions intact. While fossil fuel companies engage in CCS development, it is often to familiarise themselves with technologies that might have future value if markets for these technologies take off. In several cases, CCS engagement has served the strategic need to weaken the link between fossil fuel extraction and climate change, build up shareholder trust, and improve public perception. However, there is little evidence that these companies engage in CCS to develop a strategic insurance against climate policy risks to their core businesses.

Policy uncertainty and diffusion of carbon capture and storage in an optimal region

Carbon capture and storage (CCS) has the potential to dramatically reduce GHG emissions in energy supply and industry. However, its high costs mean that uncertainty about the stringency of future climate policy may dissuade firms from investing in this technology. This article explores the relationship between firms expectations of government policy and investment in CCS. First, it synthesizes recent cost estimates for CCS applications in electricity generation and oil sands extraction in Canada. Second, it uses these estimates to investigate the potential impact of policy stringency and uncertainty on CCS adoption in Alberta, a Canadian province with near-ideal CCS potential. The results suggest investment in CCS, and by extension other costly abatement actions, will not occur unless governments create a more stringent and durable climate policy environment than currently exists.Policy relevanceThis paper has two novel and linked objectives, the first of significant utility to researchers and energy modellers in particular, the second to climate policy analysts and decision makers. First, it synthesizes publicly available carbon capture and storage literature and develops cost estimates for key applications related to thermal electricity generation and oil sands extraction in Canada. Second, it uses these cost estimates to investigate the potential impact of policy stringency and uncertainty on carbon capture and storage adoption in Alberta, Canada. Alberta is a test case for CCS due to its fossil resources and high CO2 storage potential, and the technology's success or failure in this jurisdiction should be of interest to policy makers elsewhere.

Front page or “buried” beneath the fold? Media coverage of carbon capture and storage

Media can affect public views and opinions on science, policy and risk issues. This is especially true of a controversial emerging technology that is relatively unknown. The study presented here employs a media content analysis of carbon capture and storage (CCS), one potential strategy to reduce greenhouse gas emissions. The authors analyzed all mentions of CCS in two leading Canadian national newspapers and two major western regional newspapers from the first article that discussed CCS in 2004 to the end of 2009 (825 articles). An in-depth content analysis was conducted to examine factors relating to risk from CCS, how the technology was portrayed and if coverage was negatively or positively biased. We conclude by discussing the possible impact of media coverage on support or opposition to CCS adoption.

Providing adequate economic incentives for bioenergies with CO2 capture and geological storage

Knowing that carbon capture and storage (CCS) could play an important role in reducing emissions, it is important to have a good understanding of this role and the importance of environmental policies to support carbon capture and geological storage from bioenergies (BECCS). To date CCS technologies are not deployed on a commercial level, and policy instruments should be used to provide incentives to firms to use these technologies to reduce pollution. The aim of this paper is to compare the cost-efficiency of several incentive-based instruments (a fossil fuel tax, an emissions tax, a cap and trade system, and a subsidy on captured emissions) needed to spur the adoption of CCS and BECCS, using a dynamic general equilibrium model. This type of model has become the standard for assessing economy-wide impacts of environmental and technological policies. The study shows that BECCS will be deployed only if a specific subsidy per unit of biomass emissions captured with a CCS technology is available. We show also that the two most cost-efficient instruments for achieving a given emissions reduction target are a specific subsidy that rewards captured emissions and a carbon tax whose revenues are recycled to subsidize BECCS.

Carbon capture and storage as a corporate technology strategy challenge

Latest estimates suggest that widespread deployment of carbon capture and storage (CCS) could account for up to one-fifth of the needed global reduction in CO 2 emissions by 2050. Governments are attempting to stimulate investments in CCS technology both directly through subsidizing demonstration projects, and indirectly through developing price incentives in carbon markets. Yet, corporate decision-makers are finding CCS investments challenging. Common explanations for delay in corporate CCS investments include operational concerns such as the high cost of capture technologies, technological uncertainties in integrated CCS systems and underdeveloped regulatory and liability regimes. In this paper, we place corporate CCS adoption decisions within a technology strategy perspective. We diagnose four underlying characteristics of the strategic CCS technology adoption decision that present unusual challenges for decision-makers: such investments are precautionary, sustaining, cumulative and situated. Understanding CCS as a corporate technology strategy challenge can help us move beyond the usual list of operational barriers to CCS and make public policy recommendations to help overcome them.

The Plains CO2 Reduction (PCOR) Partnership: Developing Carbon Management Options for the Central Interior of North America

Abstract The Plains CO 2 Reduction (PCOR) Partnership has developed a regional vision for the widespread commercial development of carbon capture and storage (CCS). This regional vision includes several key elements: (1) targeting relatively low-cost anthropogenic CO 2 sources such as gas-processing facilities; (2) employing CO 2 -based enhanced oil recovery (EOR) opportunities as initial sink targets whenever the economics and geology are favorable; (3) using the existing oil and gas regulatory structure and agencies for oversight; (4) developing a protocol for the establishment of geologic sequestration units that is based on the standard oil field practice of unitization; (5) developing rigorous site selection criteria that will allow for the adoption of commercially viable monitoring, verification, and accounting (MVA) procedures; (6) developing integrated risk management, MVA, and simulation project plans that continue to evolve as the project progresses and more data become available; and (7) developing the technical information needed for our commercial partners to ultimately monetize carbon credits to reduce the costs of CCS projects. The realization of this vision will result in the development of commercial CCS projects, both saline formation injection and EOR-based opportunities in the PCOR Partnership region, which has very favorable geology and socioeconomic conditions for the widespread adoption of CCS.
