Pengaruh Pendapatan Asli Daerah dan Dana Perimbangan terhadap Belanja Modal di Kabupaten/Kota Provinsi Sumatera Utara

The objective of the research was to analyze the influence of original local revenue and balance funds partially on the capital expenditure in districts / towns of North Sumatra Province. The amount of capital expenditure for each region varies according to the size of the region and the needs of the region. The realization of capital expenditure in each region can show the economic progress of a region. Based on data that the author obtained from the website of the Director-General of Fiscal Balance, there is still a capital expenditure budget that has not been maximally realized for regional development The population was 33 districts / towns of North Sumatra Province years of 2010-2018 and population will be used as sample. The data were processed by using panel data regression statistical method. The result of the research that original local revenue and balance fund had positive and significant influence on the capital expenditure in districts / towns of North Sumatra Province.

ANALISIS HUBUNGAN PENDAPATAN ASLI DAERAH,DANA ALOKASI UMUM, DANA ALOKASI KHUSUS, DANA BAGI HASIL, DAN SISA LEBIH PEMBIAYAAN ANGGARAN TERHADAP BELANJA MODAL DI KABUPATEN ACEH TENGGARA PERIODE TAHUN 2008-2017

This study aims to analyze the interrelation of Regional Own Revenue, General allocation fund, Specific Allocation Fund, Revenue Sharing Fund, and Financing Surplus toward Capital Expenditure Budget in Southheast Aceh’s regency. The data that used in this research was from secondary data of 2008-2017 year. Data was collected from BPKD southeast Aceh. The model of research analysis used Multivariate Vector Autoregression (VAR) with Impluse Reseponse Function (IRF) and Forecast Error Varian Decomposition (FEVD). The result of this research used the model of Multivariate Vector Autoregression’s analysis which showed that there was no interrelation (causality) between Regional Own Revenue toward Capital Expenditure and both of them were influenced each other.. The result of this research showed that there was contribution in each variable to its variable and others variable.

Incorporating unified interphase power controllers into robust multi-period transmission expansion planning to mitigate short-circuit level

With continuously increasing power demands, installed generation capacity and scale of the transmission grid, suppressing the short-circuit level is an inevitable necessity. In this paper, the authors present a new robust multi-period model developed for transmission expansion planning (TEP) in the presence of unified interphase power controllers (UIPCs) to mitigate the short-circuit level. UIPCs represent one of the promising short-circuit-level suppressing FACTS devices that could flexibly and reliably maintain their desirable performance under both normal and fault conditions. The proposed planning model is outlined using a bi-level optimization problem. The TEP objectives, modeled through the upper-level problem, are the minimization of the investment and congestion costs, while satisfying long- and short-term constraints over the planning horizon. In this problem, a potent information-gap decision theory was also employed to tackle the risks of planning that stem from severe uncertainties in predicted demand and estimated capital expenditure budget. The lower-level problem, however, acts as a central core of the upper-level problem, and its target is the maximization of the community welfare function under both normal and fault conditions. To solve the proposed large-scale mixed-integer nonlinear bi-level model, a powerful symphony orchestra search algorithm was used. The proposed planning methodology was applied to the modified 400-kV 52-bus Iranian power grid and IEEE 138/230-kV 24-bus reliability test system; its sufficiency and profitableness will be demonstrated by exhaustive case studies.

Dampak Penyerapan Anggaran Terhadap Kinerja Instansi Pemerintah (Studi Kasus di Provinsi Jambi)

The regional budget is an important instrument in the administration of public services, so that it can provide benefits to the welfare of the community. However, in its implementation there are still many that have not been fulfilled as a result of suboptimal absorption of the budget that impacts government performance. Therefore, the problem of delays in budget absorption and low levels of budget absorption must be addressed immediately. Based on this problem, this research was conducted. The purpose of this study is to analyze the tendency of budget absorption, analyze the factors that influence the absorption of the SKPD expenditure budget in the Jambi Provincial Government, analyze the influence of SKPD expenditure absorption on agency performance and look for appropriate policy strategies in efforts to improve financial and service performance Jambi Provincial Government. The results of the analysis show that 1) when viewed from the total expenditure, all SKPD of the Provincial Government of Jambi tends to experience delays in budget absorption, and when viewed per type of expenditure, 82.61% SKPD tends to experience a delay in absorption of the personnel expenditure budget, all SKPDs tend to experience delays budget absorption of goods and services expenditure, and 43.90% SKPD tend to experience delays in capital expenditure budget absorption; 2) budget planning and budget execution are factors that significantly influence the uptake of the budget while human resource capacity (HR) has no significant effect; 3) budget absorption has a positive and significant effect on agency performance.

ANALISIS EFEKTIVITAS REALISASI ANGGARAN BELANJA MODAL DINAS PERDAGANGAN DAN PERINDUSTRIAN KABUPATEN MUSI BANYUASIN

This research aims to determine the effectiveness of the realization of capital expenditure budget in the Trade and Industry Board of Musi Banyuasin. It has been reached the goal budget target in the government of Musi Banyuasin Regency. The methods of research used are qualitative methods. The data collection techniques used are interview research, documentation, and library studies. Data analysis was conducted using qualitative descriptive analysis methods and the use of capital expenditure budget data and the realization of capital spending in 2016 to 2018. The results showed that The Trade and Industry Board of Musi Banyuasin Regency in realization of the capital expenditure budget in the year 2016 to 2018 can be said to be effective and in positive growth. In 2016 to the year of 2018, The Trade and Industry Board of Musi Banyuasin Regency is still dependent on local government so that the implementation decentralization of capital expenditure budget can be said to be effective.

Absorption of capital expenditure budget on regional apparatus organization in East Nusa Tenggara province

The purpose of this study was to empirically test the motivation of the financial management apparatus to moderate the influence of competence on capital expenditure budget absorption in the regional organization in East Nusa Tenggara province. 36 regional apparatus organizations were taken as samples. Data collection using questionnaires and sampling technique was sampling saturation 72 samples, consisting of budget users and committing officers. The data analysis tool used was a moderation regression analysis. The result of data analysis shows that the competence was supported by the improvement of the apparatus of the financial manager, the apparatus performance in the absorption of capital expenditure budget in the regional organization in East Nusa Tenggara province will be better.

Bureaucratic Behavior in the Implementation of Capital Expenditure Budget in the Office of Public Work and Spatial Planning of Sumedang Regency

The behavior of bureaucratic apparatus in the implementation of the capital expenditure budget in the Office of Public Works and Spatial Planning of Sumedang Regency, West Java Province, still shows a deviant tendency. The problem behind the bad behavior of bureaucratic apparatus in managing the state budget is because of the lack of self-control to prevent deviant behavior and, vice versa, there is a strong intention to behave deviant. Therefore, the purpose of this study is to examine the implementation of the capital expenditure budget in the perspective of the behavior of individual bureaucratic apparatus related to intentions that are formed from a combination of attitudes, subjective norms, and behavioral control. The research method used is qualitative with a behavioral approach so that it can explain the data and information obtained from observation, interviews, and focus group discussions. The validity and reliability of the research are explained and verified with the theories of public administration science so that answers can be formulated as the formulation of the problem. The results showed that the behavior of the bureaucratic apparatus was determined by the intention of a number of efforts and endeavors to make a growing deviation in the implementation of the capital expenditure budget, it was built from the attitude of bureaucratic apparatus that lacked integrity and ployed loyalty. The attitude of the apparatus is in line with the subjective norms of the leaders and stakeholders who hope that each individual who plays a role in project management will get a number of resources determined according to the budget ceiling amount of the contract package for construction work and procurement of operational goods. The attitude and subjective norms of the bureaucratic apparatus can be achieved well because the behavior control is confirmed to be very low.

Opening the Black Box of Capital Investment: The Roles of Capital Expenditure Budget and Execution

Prior research documents significant inefficiencies of corporate capital expenditures. However, a firm’s internal investment decision process remains mostly an empirical black box. Using manually collected data, we decompose the investment process into two stages: budgeting of capital expenditures and execution of the budget. Consistent with the theoretical prediction that boards use capital rationing in budgets to counter managerial empire building, we find that boards place restrictions on capital spending in investment budgets initially but allow managers to use additional capital for follow-up projects. While some managers use their discretions to incorporate economic news in their investment decisions, many others engage in empire building in the execution stage. We find more capital rationing and more opportunistic execution behavior in firms with lower accounting quality. These findings together support the existence of capital rationing in internal corporate investment process. Our study contributes to a better understanding of how firms make investment decisions internally and the important role of accounting quality.

Dow intends to pay $2.1 billion in dividends and commence a $3 billion share repurchase after its separation on April 1. It plans to return 65% of operating net income to shareholders. Multi-objective planning for the allocation of PV-BESS integrated open UPQC for peak load shaving of radial distribution networks

Abstract This paper presents a multi-objective planning approach for the optimal allocation of PV-BESS integrated open UPQC (PV-BESS-UPQC-O) for peak load shaving of radial distribution networks. The open UPQC (UPQC-O) is a custom power device which consists of series and shunt inverters. It is designed to provide reactive power compensation and to mitigate some power quality problems. The UPQC-O is integrated with BESS to inject active power to the network during peak hour for peak load shaving. The charging of BESS is to be done using PV panel. A multi-objective optimization problem is formulated, in which maximization of peak load shaving, minimization of cost of placement of PV-BESS-UPQC-O, and minimization of total power loss during peak load demand with the placement of PV-BESS-UPQC-O are the objective functions. The limits on bus voltage magnitude, line current flow, and PV capacity are the constraints of this optimization problem. The Pareto-based multi-objective particle swarm optimization (MOPSO) is used to simultaneously optimize these objectives so as to obtain a set of Pareto-approximation solutions. From this set, a distribution network owner can choose a solution depending upon its desired level of peak load shaving, power loss, and capital expenditure budget.

ANALISIS PENDAPATAN ASLI DAERAH, DANA BAGI HASIL DAN DANA ALOKASI UMUM TERHADAP ANGGARAN BELANJA MODAL

Abstract: This study aims to determine the effect of Local Own Revenue, Revenue Sharing, General Allocation Funds, affect the Capital Expenditure Budget District / City Government on the island of Sumatera. The population in this study is the district/city governments in Sumatra. By using purposive sampling method, of 151 regencies / cities in Sumatra obtained a sample of 122 district / city. This research is a quantitative research using secondary data. Testing the hypothesis in this study using multiple linear regression with t test, and the coefficient of determination. The results showed that the Local Own Revenue, Revenue Sharing, General Allocation Funds significant affect Budget Capital Expenditure.

Pengaruh Pertumbuhan Ekonomi, Pendapatan Asli Daerah, dan Perimbangan Keuangan Daerah terhadap Pengalokasian Anggaran Belanja Modal Daerah (Pemerintah Kabupaten Bogor)

This research is purposed to determine whether the Economic Growth District Own Source Revenue and Fiscal balance transfers from the centr government to regions significantly affect Capital Expenditure Budget Allocatio Region in Bogor District. The research method used is descriptive method using secondary data obtained from the Central Bureau of Statistics of Bogor and the Office of Financial Management and Expenditure Bogor District. Data collecting methods applied in this study are documentation and literature studies with a quantitative approach. The analysis performed in this study is using bivariate correlation analysis - Pearson correlation, due to data showing their mutual relations. Once data is collected, the data were analyzed using SPSS to test Economic Growth, District Own Source Revenue and Fund Balance significantly related to the Capital Expenditure either partially with significance test correlations and simultaneously. The analysis tool used is using the SPSS (Statistics Product and Service Solution) version 22. Results from this research showed that variables Economic Growth has a significance value of 0.041, which sig. below 0.05, so the variables Economic Growth partially related to the Capital Expenditure and had a positive correlation coefficient of 0.894, which means having a strong correlation. Variable District Own Source Revenue has a significance value of 0.010, which sig. below 0.05, so the variable District Own Source Revenue partially related to the Capital Expenditure and had a positive correlation coefficient of 0.960, which means having a strong correlation. Variable Balance Fund has a significance value of 0.005, which sig. below 0.05, so the variable Balance Fund partially related to the Capital Expenditure and had a positive correlation coefficient of 0.974, which means having a strong correlation.Based on the testing that was done on the Economic Growth, District Own Source Revenue, and Fund Balance acquired the R value of 0.996, which means jointly independent variable is interconnected with the Capital Expenditure budget allocations

Role of Commitments Information on Commitment Module of Treasury and Budget System (SPAN) in Realization of Asset Expenditure

The research was conducted to find out the significance of the role of the State Treasury and Budget System (SPAN) towards the realization of the budget which is one of the measuring tools and performance evaluation on the implementation of Government Budget Work Plan, especially in KPPN Bandung 1 and KPPN Bandung 2. The study was conducted by (1) testing the significance of differences between capital expenditure absorption before and after the application of SPAN with Paired Sample T-test, (2) examining the significance of differences between the absorption of appropriate capital expenditure budget and not in accordance with the information in SPAN's engagement module with Independent Sample t-test and (3) testing the effect of using information in SPAN on budget absorption with multiple linear regression analysis. The result (1) there is a signification of the difference between capital expenditure absorption before and after the implementation of SPAN in the form of increased capital expenditure absorption in a small work unit. (2) Significant differences between proper and improper capital absorption of capital expenditures in the SPAN spinning module only occur in the timeliness component, whereas in the other two components the supplier's accuracy and value are not significantly different, and (3) the test of the sample indicates supplier's accuracy information, value, and schedule simultaneously give effect to the absorption of budget equal to 83,9%, but only partially accurate value and timeliness significantly influence to budget absorption.

EFFECT OF REGIONAL OWN REVENUE, GENERAL ALLOCATION OF FUND AND SPECIAL ALLOCATION OF FUND FOR CAPITAL EXPENDITURE BUDGET ALLOCATION

The purpose of research for is to determine whether there is the of the Region Own Revenue, General Allocation Fund and Special Allocation of Fund for Capital Expenditure Budget Allocation. The Population of research this is all government District and City in Central Java of twenty nine District and Six City. The research used secondary data of Actual Income and Expenditure budget realization report of Government province Central Java the years of 2010-2013. The way to analyze the data by using multiple linier regression analysis. Based on the result of this research concluded that partially Regional Own Revenue and General Allocation Fund has of the effect on Budget Capital Expenditure. While the Special Allocation Fund does not effect on Budget Capital Expenditure. Simultaneously, The Regional Own Revenue, General Allocation Fund and Special Allocation Fund effect on Budget Capital Expenditure. PENDAPATAN ASLI DAERAH DAN DANA ALOKASI UMUM TERHADAP ANGGARAN BELANJA MODAL DI PROVINSI SULAWESI UTARA

The local government allocated funds in the form of capital expenditure in the budget to increase fixed assets. Capital expenditure allocation is based on local needs for facilities and infrastructure, both for the smooth implementation of the tasks for the government and public facilities. Therefore, in an effort to improve the quality of public services, local government should change the composition of spending. This study carried out in North Sulawesi Provincial Government by taking the data used for the study include data on local revenues, general allocation funds, and capital expenditure obtained from the Finance and Assets Management Agency of North Sulawesi Province. The purpose of this study was to determine how much influence of local revenues and a general allocation of funds towards capital expenditure budget in North Sulawesi. The analytical method used is quantitative descriptive analysis method that describes the position of research variables studied and the effect of one variable with other variables. Data analysis techniques to test the hypothesis performed using multiple linear regression analysis were processed through SPSS. Based on the results simultaneously (test F) indicates that the variable revenue (X1), and the general allocation fund (X2) significantly affects the capital expenditure budget in North Sulawesi. While for the results of research partially (t test) showed that variabels local revenues and a general allocation fund a significant effect on capital expenditure in North Sulawesi.

A multistage framework for reliability-based distribution expansion planning considering distributed generations by a self-adaptive global-based harmony search algorithm

In this paper, the authors present a new multistage framework for reliability-based Distribution Expansion Planning (DEP) in which expansion options are a reinforcement and/or installation of substations, feeders, and Distributed Generations (DGs). The proposed framework takes into account not only costs associated with investment, maintenance, and operation, but also expected customer interruption cost in the optimization as four problem objectives. At the same time, operational restrictions, Kirchhoff׳s laws, radial structure limitation, voltage limits, and capital expenditure budget restriction are considered as problem constraints. The proposed model is a non-convex optimization problem having a non-linear, mixed-integer nature. Hence, a hybrid Self-adaptive Global-based Harmony Search Algorithm (SGHSA) and Optimal Power Flow (OPF) were used and followed by a fuzzy satisfying method in order to obtain the final optimal solution. The SGHSA is a recently developed optimization algorithm which imitates the music improvisation process. In this process, the harmonists improvise their instrument pitches, searching for the perfect state of harmony. The planning methodology was demonstrated on the 27-node, 13.8-kV test system in order to demonstrate the feasibility and capability of the proposed model. Simulation results illustrated the sufficiency and profitableness of the newly developed framework, when compared with other methods.

The Practice and Factors Determining the Selection of Capital Budgeting Methods – Evidence from the Field

The paper aimed to explore, in the form of a questionnaire on the sample of 100 companies operating in Poland the extent of use of capital budgeting methods and also factors determining their selection. The empirical study enabled to partly positively verify H1, meaning that majority of the companies use methods recommended in textbooks: NPV (53%), sensitivity analysis (54%), scenario analysis (61%) and formalization of investment appraisal (81%). The study results also enabled to partly positively verify H2, and showed statistically significant positive influence on capital budgeting methods selection of such factors as: large size of company's capital expenditure budget, foreign ownership and company size. The author believes that the study will bridge the gap in the MA literature and researchers will use its results to question current ideas and develop new theories. The results may also help practitioners to identify areas where recommended methods have not been implemented and their use could be beneficial for the company due to the fact that they facilitate activities which create value.

Defisit Anggaran dan Implikasinya terhadap Perkembangan Ekonomi dan Kinerja Keuangan Kabupaten Tebo

This study aims to 1) To analyze the determinants that will influence the budget deficit in Tebo district budget. 2) To analyze whether there is a correlation between the budget deficit with Tebo regency economic development. 3) To analyze whether there is a correlation between the financial performance of the budget deficit with Tebo regency. The method used in this study is a secondary data analysis methods. Based on the results of testing the model regression shows the value of the F-count is high at 12 130. With an alpha of 0.05 df1 = 3, DF2 = 4 obtained F-table at 6:59. so the F-count> F-table. this indicates that the independent variables are jointly significant effect on the dependent variable, so that personnel expenditure, capital expenditure and spending on goods and services during the period 2004-2011 are jointly significant effect on the budget deficit in Tebo regency. Each there is an increase of 1 billion budget deficit, it will cause a reduction in personnel expenses amounted to 4.52 billion Tebo regency. Any increased capital expenditure budget of 1 billion budget deficit will increase by 5.01 billion. Any increased budget allocation of goods and services amounted to 1 billion, the budget deficit will increase by 8.17 billion. the greatest influence on the budget deficit from the budget allocation of goods and services. The results of the analysis of the budget deficit relationship with economic development in Tebo regency during 2006-2010 showed that the budget deficit by using a simple Pearson correlation test has a relationship of -0.07986. These results illustrate that the budget deficit has a negative relationship with economic development. The results of the analysis of the relationship with the budget deficit in the region's financial performance during the period 2006-2010 Tebo regency showed that the budget deficit with the financial performance using tools Pearson correlation test has a relationship of -0.04703. PENGARUH PERTUMBUHAN EKONOMI, PENDAPATAN ASLI DAERAH, DANA ALOKASI UMUM DAN SISA LEBIH PEMBIAYAAN ANGGARAN TERHADAP PENGALOKASIAN BELANJA MODAL

This research tries to identify the effect of economic growth, local government original revenue, general allocation grant,and remaining balance of local government budget for the year t towards the allocation of capital expenditure budget for the year t+1. This research used secondary data drawn from municipal budget realization report for the year 2003-2005 that was published by Central Bureau of Statistic. We used 108 local governments in Java as the sample of research. Based on regression analysis, the research shown the result that all independent variables, i.e. economic growth, local government original revenue, general allocation grant, and remaining balance of local government budget for the year t statistically significant affect the allocation of capital expenditure budget for the year t+1. It means that government officials for some extent consider past year data of economic growth level, local government original revenue, general allocation grant,and the remaining balance of budget to determine the allocation of next year capital expenditure budget.

Computer equipment has traditionally been stuffed with hazardous materials from the cadmium in batteries to lead used for soldering. Power consumption is also an increasing problem. Industry watchdog monitor the environmental effects of the electronics industry. Lead oxide and barium are found in CRT monitors, can, be replaced with LCD. Data centres from a material point of view are loaded with non-environmentally friendly materials that have large scale batteries and UPS systems, and that technology includes lead. Thus, today companies are striving to produce green desktops and servers. The regulations will help make computing environments greener. Much of the power benefit can be offered by virtualisation, which is a concept offering huge environmental benefits for data centre managers. Virtualisation gives each application its own operating system, and lets multiple different operating systems run on a single server at once. In most cases, making green decisions in the computing environment saves company money from its capital expenditure budget or reducing the data centre's facilities by lowering energy consumption. In spite of the rhetoric around corporate social responsibility, the real driver for environmentally friendly computing is financial gain.
