Information technology competency is the ability to apply information technology and digital tools to support and improve the quality of teaching and learning in different subjects. Through teaching activities using information technology, all subjects contribute to developing this capacity. To meet the needs of developing students' information technology capabilities (mainăng lựcy the ability to use information technology) in teaching subjects, first of all, teachers are proficient in information technology skills and enhance the application of information technology in the teaching process. Teachers at high schools in Ho Chi Minh City were surveyed on the issue of developing the ability to use information technology through teaching activities in the current context. From there, propose solutions to improve the effectiveness of information technology application in teaching, improving the quality of teaching and developing information technology capacity for students in the current context of digitalization of education and training. The determinants of IT audit usage in Saudi Arabia with specific reference to computer audit assisted tools

Purpose The purpose of this study is to investigate the determinants and the intention to use information technology (IT) audit technologies. Design/methodology/approach The research model explores the external and internal factors that influence IT audit usage in Saudi Arabia. The external factors include IT audit education, professional support provided by professional accounting and auditing bodies, external pressure and social factors. The internal factors include the firm’s organizational support, complexity of accounting information systems, IT audit competency, adoption risk, ease of use and readiness. These factors affect the intention to use IT audits, represented by the perceived benefits and intention to use IT audits, which in turn affect IT audit usage. The study uses structural equation modelling to estimate a sample size of 261 respondents. Findings The findings suggest that internal factors significantly influence both IT audit usage and intention to use IT audits. However, the external factors exhibit insignificant associations with IT audit usage. The findings also indicate that IT auditors in Saudi Arabia heavily rely on Microsoft Excel, Microsoft Word and email/Outlook as essential IT audit tools. However, the findings reveal that there is still a role for specialized IT audit tools such as generalized audit software and Audit Command Language but this usage is marginal. Practical implications The present study provides significant insights for auditors, companies’ boards, professional bodies and policymakers to enhance the development and usage of IT audits. The study revealed the absence of supportive external factors that policymakers and professional bodies should exercise in this regard. The findings also indicate that IT audit education and capacity programmes are required to promote competency and adoption of IT audit technologies. Originality/value The study contributes to IT auditing by identifying significant factors influencing IT audit adoption. It underlines the relevance of internal and external determinants and perceived benefits as drivers of IT audit adoption. The current study provides an original piece of research that highlights a comprehensive investigation of the determinates of IT audit usage in a developing country that is shifting towards artificial intelligence and IT advancements.

Implementing Self-Measured Blood Pressure Monitoring With Clinical Support: A Qualitative Study of Federally Qualified Health Centers.

Self-measured blood pressure monitoring (SMBP) with clinical support is effective at reducing blood pressure for people with hypertension. Although strengths and challenges around SMBP are well-documented, few studies describe the complexities of real-world implementation of SMBP with clinical support in the Federally Qualified Health Center (FQHC) setting. Between 2019 and 2023, the Ohio Department of Health funded the Ohio Association of Community Health Centers to manage a multiyear quality improvement (QI) project with 21 FQHCs. The project aimed to improve the identification and management of patients with hypertension, diabetes, and prediabetes. This study focuses on the activities implemented to provide SMBP support to patients with hypertension. FQHCs implemented clinical SMBP support using multiple roles, approaches, and resources. FQHCs established a process to identify patients eligible for SMBP support, provide blood pressure monitors, train patients on SMBP, track blood pressure readings, follow up with patients, and connect patients to resources. External evaluators interviewed 13 staff members within seven FQHCs from the QI project. Interviewed FQHCs were located across Ohio and represented urban, rural, suburban, and Appalachian areas. Clinical activities to support SMBP, facilitators, and barriers were identified with thematic analysis. The National Association of Community Health Centers SMBP Implementation Toolkit was used as a framework to assess SMBP activities. Facilitators included team-based care, health information technology capacity, funding for blood pressure monitors and staff time, leadership and staff support, and external support. Barriers included technology challenges, staffing shortages, low patient engagement, sustainability, and the COVID-19 pandemic. This study demonstrates how FQHCs can use a variety of staff, processes, and resources to implement clinical SMBP support across a range of geographic regions. To facilitate this, FQHCs and patients may need more comprehensive insurance coverage of blood pressure monitors, reimbursement for staff time, and technology support.

An Integrated Framework for Addressing the Challenges and Strategies of Technology Adoption: A Systematic Review

While the rapid growth of information technology (IT) adoption has not lessened, insufficient attention has been directed towards the major themes and sub-themes of IT adoption challenges. Consequently, this study consists of a systematic literature review of the challenges of technology adoption based on a total of 235 peer-reviewed articles from the business and management literature between 2012-2022. Our longitudinal study provides an integrated framework for matching IT challenges to organizational strategies for transforming IT practices and processes. The results of the review broaden scholarly understanding of the importance of strategic IT agility, the need to keep pace with competitive information systems and IT environments. The findings enhance understanding of the pre-change and post-change processes of IT adoption, expanding knowledge on adoption success and organizational strategies for achieving IT strategic agility. Three key contributions include closing gaps not explored in comparative studies, adopting a unified approach with an integrated research model, and strategies to enhance an organization's absorptive IT capacity and agility. The role of IT capabilities and managerial support in advancing digital transformation and internal audit: a literature review

Abstract This literature review focuses on concepts related to the role of information technology (IT) capabilities and managerial support in the context of advancing digital transformation and improving internal audit in the institutional environment. Through the synthesis of relevant academic sources, it is investigated how IT capacities and strategic management support influence the organizational ability to adapt to digital innovations. Special emphasis is placed on the complex dynamics that shape the interactions between these factors and their impact on institutional responsibility and performance. The results of the literature review illustrate the key mechanisms that support the digital transformation process, including the integration of technological systems, the development of digital competencies, and the role of management in providing resources and support. Further, a deeper understanding of the complexity of these interactions serves as a basis for further research in the field of digital transformation management and internal audit in an institutional context.

Determinants Factors Affecting Quality of Financial Statement Information: External Factors as Moderating Variables

AbstractThe purpose of this research is to provide knowledge related to the influence of the internal control system, the use of information technology and human resource capacity on the quality of financial statement information with external factors as moderating variables. The questionnaire used to gather the data for this study was distributed to 107 Lamongan district employees who work in the financial industry. This research proves that the internal control system, utilization of information technology and human resource capacity has a positive and significant impact on the quality of financial statement information. external factors have no influence on the capacity of human resources on the quality of financial statement information. Impact of Entrepreneurial Skills on Business Success: A Mediating Role of Information Technology Competence

Information technology capabilities and entrepreneurial talents have become more important in recent decades. Because day by day business growing with the help of technology. The purpose of this study is to look into how information technology capability and entrepreneur competencies affect the success of businesses. To evaluate the impact of entrepreneurial skills on business success mediating role of information technology capacity. The research was quantitative in method; a survey questionnaire was used as an instrument for data collection. The population of the study was Hyderabad city business owners who had founded their enterprises in the recent past, the Hyderabad Chamber of Commerce. Convenience sampling technique was used for data collection. 500 questionnaires were distributed among the respondents; 320 questionnaires were returned. The study's conclusions demonstrated that entrepreneurial skills are positively correlated with business success, and that information technology, which served as a mediating factor, positively correlated with both entrepreneurial skills and business success. Policy makers and businesspeople will find value in the research's conclusions.

Integration of human papillomavirus associated anal cancer screening into HIV care and treatment program in Pakistan: perceptions of policymakers, managers, and care providers

BackgroundThe incidence of anal cancer, largely associated with anal human papillomavirus (HPV) infection, is increasing among men who have sex with men (MSM), and transgender women living with or without HIV. Screening for anal cancer to detect anal precancerous lesions in high-risk groups is an important opportunity for prevention but still lacking in many low-and-middle-income countries. The aim of this study was to explore the readiness of Pakistan’s healthcare system to integrate anal cancer and HPV screening into a national HIV program, as perceived by policymakers, health managers, and healthcare providers.DesignThis qualitative study using key-informant interviews with participants influence in policy making, implementation and advocacy from public and private sector were conducted between March 2021 to August 2021 in Karachi Pakistan.MethodsKey informants were purposely selected from different domains of the healthcare system responsible for the target group of interest, MSM and transgender-women in general and people living with HIV in particular. A total of 18 key informants, at different levels of seniority were recruited from governmental and non-governmental organizations, high-level infectious disease healthcare managers, and United Nations Program representatives. Qualitative content analysis was used to identify the manifest and latent themes, based on socioecological framework.ResultsThe results were grouped into five major themes; (1) The policy context and priorities, (2) Health systems factors, (3) Community environment, (4) Healthcare setting & providers and (5) Individual-level obstacles. The policy actors expressed their concerns about their limited voice in country’s health and health related priority setting. Informants reported a lack of political will and suggested that government should bring a change in the paradigm of healthcare service delivery from reactive to proactive approach. Although, participants unanimously favored integration of HPV preventive services into existing HIV program, they also identified several service delivery barriers including trained workforce shortage, limited capacity of information technology, lack of supplies needed for screening, lack of financing, and lack of services that could meet key-populations needs. Participants also predicted other implementation challenges such as stigma, social victimization, and systemic discrimination against at-risk groups at healthcare facilities.ConclusionAlthough policy makers and health providers in Pakistan saw a clear need to scale-up and integrate anal cancer screening for key populations, the feasibility of this is dependent on political will, financing, anti-stigma and discrimination interventions and health system efficiency.

Analysis of the Effect of Information Technology Development, Absorbility Capacity on MSMe Business Performance

Information technology absorption capacity is a factor that can affect business performance. The development of information technology can positively impact businesses to improve business performance. Absorption capacity also affects improving business performance. The more absorption capacity you have, your business performance will improve. The development of technology and its absorption capacity will positively impact businesses to improve their business performance. This study aims to determine whether or not the influence of information technology and absorption capacity on business performance in Tegal Regency-Indonesia. The sampling technique in this study used the Proportional Cluster Random Sampling technique. In this study, the Slovin formula was used, and the samples obtained were 96 people. The analytical method used is multiple linear regression analysis. The study's results found a significant effect of information technology on business performance. Then there is a significant effect of absorption capacity on MSME business performance in Tegal Regency. Suggestions that can be given based on the results of this study are that MSMEs should pay more attention to the development of information technology and develop their absorption capacity so that MSMEs can further improve their business performance and achieve maximum results as expected.

The lack of solid Indonesian economic fundamentals has prompted the government to buildan economic structure by taking into account the existence of Micro, Small and MediumEnterprises (SMEs). This sector has been proven to provide jobs and provide opportunities forSMEs to develop in society. The existence of SMEs cannot be doubted because they have proven tobe able to survive and become an economic driver, especially after the economic crisis. On theother hand, SMEs also face many problems, namely limited working capital, low humanresources, and inadequate mastery of science and technology. Another obstacle faced by MSMEsis the unclear relationship with business prospects and unstable planning vision and mission.Providing information and market networks, easy access to funding and assistance as well asincreasing information technology capacity are some strategies to increase the competitiveness ofIndonesian SMEs.In this case, special attention is needed for SMEs, especially for business records,determining HPP and marketing problems. Efforts to develop small and medium industries, thenthese weaknesses must be overcome. This is where the role of universities as educationalinstitutions can be more involved and help overcome existing problems so that it is hoped thatMSMEs can continue to play a role in Indonesia's economic growth and development.

Knowledge Management Trends in the Digital Economy Age

The relevance of the chosen topic of the article is determined by the fact that in the contemporary digital economy, society is growing increasingly reliant on information technologies, efficient data management and the necessity to transform knowledge management. The aim of the article is to study and substantiate the importance of transforming knowledge management to make it responsive to the volatile digital economy, highlight knowledge as a factor in the development of management systems in the digital economy, elaborate on the information technology capacity in knowledge management, and analyze the knowledge management models applicable in the digital economy. The article analyzes the preconditions of an effective knowledge management model for the development of the quality management system and digital economy. It also studies the concept of the digital economy, and defines the role of human resources in digitalization. We have examined the prerequisites for knowledge management, relationships between human resources management processes, quality management systems and information technologies with the purpose of building an efficient quality management system inside an organization. At the present stage, information technologies are developing rapidly and their management requires continuous education and self-development. Thus, one of the priority tasks of economic development is the professional application of computer technology in all fields of activity. The formation of the computer literacy skill set of the general public will become an indicator of the readiness of society to comply with the up-to-date requirements.

Resetting the Course for Foundational Public Health Services (FPHS) During COVID-19.

Underfunding of the governmental public health system in the United States has been a problem for many years, and the COVID-19 pandemic revealed the significant gaps in public health infrastructure that have resulted from this inadequate funding. The states of Ohio, Oregon, and Washington received funding in 2016 to define, measure, and advocate for the foundational public health services (FPHS) delivered by the governmental public health system. They have taken unique but related approaches to strengthening work in the areas of categorical public health programs and the underlying infrastructure and capabilities that support the programmatic work. All 3 states conducted assessments of gaps and funding needs that have allowed them to advocate for, and receive, limited resources for the governmental public health system. These resources were used to strengthen the public health system in ways that assisted with pandemic response. The pandemic also provided many opportunities for the states to demonstrate the importance of the foundational capabilities (assessment, communications, partnership development, policy, leadership, quality improvement, emergency response planning) and public health infrastructure in the areas of information technology and laboratory capacity. These opportunities allowed states to make progress in obtaining funding for FPHS. While heavily focused on the program area of communicable disease control, the pandemic response highlighted the importance of having a robust public health infrastructure that is well supported in the areas of foundational capabilities. Substantial infrastructure investments will allow health departments to close gaps in health inequities; contribute to the significant work needed postpandemic in the areas of chronic disease, behavioral health, climate change, and social determinants of health; and be better prepared for future emergencies.

Nationwide Survey of Trauma Center Screening and Intervention Practices for Posttraumatic Stress Disorder, Firearm Violence, Mental Health, and Substance Use Disorders.

Posttraumatic stress disorder (PTSD) symptoms, firearm violence events, alcohol and drug use problems, and major depression and suicidal ideation are endemic among patients admitted to US trauma centers. Despite increasing policy importance, the current availability of screening and intervention services for this constellation of conditions in US trauma centers is unknown. Trauma program staff at all Level I and Level II trauma centers in the US. (N = 627) were contacted to complete a survey describing screening and intervention procedures for alcohol and drug use problems, PTSD symptoms, depression and suicidality, and firearm violence. Additional questions asked trauma centers about the delivery of peer interventions and information technology capacity for screening and intervention procedures. Fifty-one percent of trauma centers (n = 322) responded to the survey. More than 95% of responding sites endorsed routinely screening and/or intervening for alcohol use problems. Routine services addressing PTSD were less common, with 28% of centers reporting routine screening. More than 50% of sites that screened for PTSD used previously established trauma center alcohol use services. Programmatic screening and intervention for firearm injury sequelae was occurring at 30% of sites. Alcohol screening and intervention is occurring frequently at US trauma centers and appears to be responsive to American College of Surgeons Committee on Trauma verification requirements. Routine screening and intervention services for PTSD and firearm injury were occurring less frequently. Regular national surveys may be a key element of tracking progress in national mental health and substance use screening, intervention, and referral policy.

The Cloud Is Material: On the Environmental Impacts of Computation and Data Storage

In the age of machine learning, cryptocurrency mining, and seemingly infinite data storage capacity enabled by cloud computing, the environmental costs of ubiquitous computing in modern life are obscured by the sheer complexity of infrastructures and supply chains involved in even the simplest of digital transactions. How does computation contribute to the warming of the planet? As information technology (IT) capacity demands continue to trend upward, what are some of the ecological obstacles that must be overcome to accommodate an ever-expanding, carbon-hungry Cloud? How do these material impacts play out in everyday life, behind the scenes, where servers, fiber optic cables, and technicians facilitate cloud services? This case study draws on firsthand ethnographic research in data centers—sprawling libraries of computer servers that facilitate everything from email to commerce—to identify some of the far-reaching and tangled environmental impacts of computation and data-storage infrastructures. It surveys a range of empirical accounts of server technicians to illustrate on-the-ground examples of material and ecological factors that permeate everyday life in the Cloud. These examples include air conditioning and thermal management, water cycling, and the disposal of e-waste. By attending to the culture of workplace practice and the behaviors and training of technicians in data centers, this case study reveals that the Cloud is not fully automated, nor is it hyperrational; emotion, instinct, and human judgment are enlisted to keep servers running. This case study closes with a speculative vignette that scales up from various local impacts to a planetary framework, sketching some of the particular ways that computation contributes to climate change and the Anthropocene.

Rapid virtual training and field deployment for COVID-19 surveillance officers: experiences from Ethiopia.

Rapid scale-up of surveillance activities is the key to successful coronavirus disease 2019 (COVID-19) pandemic prevention and mitigation. Ethiopia did not have a sufficient number of active surveillance officers for the public health COVID-19 response. Training of surveillance officers was needed urgently to fill the gap in the workforce needed. Subject-matter experts from the United States and Ethiopia developed applicable training modules including background on severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), contact investigation, and communications. The training modules were delivered live in real-time via web-based virtual presentation. Seventy-seven health surveillance officers were hired, trained, and deployed in two weeks to assist with surveillance activities in Ethiopia. Electronic capacity building is needed in order to improve Web-based training in resource-limited settings where internet access is limited or unreliable. Web-based synchronously delivered course was an effective platform for COVID-19 surveillance training. However, strengthening public and private information technology capacity, literacy, and internet availability will improve Web-based education platforms in resource-limited countries.

Successes of and Lessons From the First Joint eHealth Program of the Dutch University Hospitals: Evaluation Study.

BackgroundA total of 8 Dutch university hospitals are at the forefront of contributing meaningfully to a future-proof health care system. To stimulate nationwide collaboration and knowledge-sharing on the topic of evidence-based eHealth, the Dutch university hospitals joined forces from 2016 to 2019 with the first Citrien Fund (CF) program eHealth; 29 eHealth projects with various subjects and themes were selected, supported, and evaluated. To determine the accomplishment of the 10 deliverables for the CF program eHealth and to contribute to the theory and practice of formative evaluation of eHealth in general, a comprehensive evaluation was deemed essential.ObjectiveThe first aim of this study is to evaluate whether the 10 deliverables of the CF program eHealth were accomplished. The second aim is to evaluate the progress of the 29 eHealth projects to determine the barriers to and facilitators of the development of the CF program eHealth projects.MethodsTo achieve the first aim of this study, an evaluation study was carried out using an adapted version of the Commonwealth Scientific and Industrial Research Organization framework. A mixed methods study, consisting of a 2-part questionnaire and semistructured interviews, was conducted to analyze the second aim of the study.ResultsThe 10 deliverables of the CF program eHealth were successfully achieved. The program yielded 22 tangible eHealth solutions, and significant knowledge on the development and use of eHealth solutions. We have learned that the patient is enthusiastic about accessing and downloading their own medical data but the physicians are more cautious. It was not always possible to implement the Dutch set of standards for interoperability, owing to a lack of information technology (IT) capacities. In addition, more attention needed to be paid to patients with low eHealth skills, and education in such cases is important. The eHealth projects’ progress aspects such as planning, IT services, and legal played an important role in the success of the 29 projects. The in-depth interviews illustrated that a novel eHealth solution should fulfill a need, that partners already having the knowledge and means to accelerate development should be involved, that clear communication with IT developers and other stakeholders is crucial, and that having a dedicated project leader with sufficient time is of utmost importance for the success of a project.ConclusionsThe 8 Dutch university hospitals were able to collaborate successfully and stimulate through a bottom-up approach, nationwide eHealth development and knowledge-sharing. In total, 22 tangible eHealth solutions were developed, and significant eHealth knowledge about their development and use was shared. Transformation of Information Technology to Improve Human Resources of Farmers in the Indonesian Context: The Role of Farmer Cards

Different approaches in the introduction and socialization of farmer cards resulted in the adoption rate of farmers not following the planned target even though one of the objectives of the farmer card program was to improve farmer human resources. This study aims to analyze the perceived impact of the farmer's card on the level of adoption and improvement of farmer's human resources. Respondents selected based on cluster sampling came from the 6 districts that used the most farmer cards in Central Java. The data obtained through the survey were analyzed using Structural Equation Modeling. The five variables measured consisted of transformational leadership, the role of the government, facilitating conditions, perceived farmer cards, perceived farmer card adoption, and farmer human resources. The results showed that transformational leadership, the role of government, and facilitating conditions had a significant effect on perceived farmer cards. The perceived farmer card has a significant effect on the adoption of the farmer card. Adoption of farmer's card has a significant effect on farmer's human resources. The application of the farmer card results in a farmer database increased accuracy and government services to farmers. Future research needs to be directed at conducting development research related to increasing the capacity of farmer card information technology to make farmers more prosperous.

Stroke Outcome Measurements From Electronic Medical Records: Cross-sectional Study on the Effectiveness of Neural and Nonneural Classifiers.

BackgroundWith the rapid adoption of electronic medical records (EMRs), there is an ever-increasing opportunity to collect data and extract knowledge from EMRs to support patient-centered stroke management.ObjectiveThis study aims to compare the effectiveness of state-of-the-art automatic text classification methods in classifying data to support the prediction of clinical patient outcomes and the extraction of patient characteristics from EMRs.MethodsOur study addressed the computational problems of information extraction and automatic text classification. We identified essential tasks to be considered in an ischemic stroke value-based program. The 30 selected tasks were classified (manually labeled by specialists) according to the following value agenda: tier 1 (achieved health care status), tier 2 (recovery process), care related (clinical management and risk scores), and baseline characteristics. The analyzed data set was retrospectively extracted from the EMRs of patients with stroke from a private Brazilian hospital between 2018 and 2019. A total of 44,206 sentences from free-text medical records in Portuguese were used to train and develop 10 supervised computational machine learning methods, including state-of-the-art neural and nonneural methods, along with ontological rules. As an experimental protocol, we used a 5-fold cross-validation procedure repeated 6 times, along with subject-wise sampling. A heatmap was used to display comparative result analyses according to the best algorithmic effectiveness (F1 score), supported by statistical significance tests. A feature importance analysis was conducted to provide insights into the results.ResultsThe top-performing models were support vector machines trained with lexical and semantic textual features, showing the importance of dealing with noise in EMR textual representations. The support vector machine models produced statistically superior results in 71% (17/24) of tasks, with an F1 score >80% regarding care-related tasks (patient treatment location, fall risk, thrombolytic therapy, and pressure ulcer risk), the process of recovery (ability to feed orally or ambulate and communicate), health care status achieved (mortality), and baseline characteristics (diabetes, obesity, dyslipidemia, and smoking status). Neural methods were largely outperformed by more traditional nonneural methods, given the characteristics of the data set. Ontological rules were also effective in tasks such as baseline characteristics (alcoholism, atrial fibrillation, and coronary artery disease) and the Rankin scale. The complementarity in effectiveness among models suggests that a combination of models could enhance the results and cover more tasks in the future.ConclusionsAdvances in information technology capacity are essential for scalability and agility in measuring health status outcomes. This study allowed us to measure effectiveness and identify opportunities for automating the classification of outcomes of specific tasks related to clinical conditions of stroke victims, and thus ultimately assess the possibility of proactively using these machine learning techniques in real-world situations.
