Analisis Penerapan Undang-Undang Nomor 25 Tahun 2009 Tentang Pelayanan Publik di Sekretariat Daerah Kabupaten Bolaang Mongondow Utara

The purpose of the study was to find out the implementation of Law Number 25 of 2009 concerning Public Services in North Bolaang Monondow Regency. To find out what factors influence the implementation of Law Number 25 of 2009 in North Bolaang Mongondow Regency. In this study the authors used the Empirical research method. the authors conducted direct and structured research. The data analysis used in this research is qualitative analysis. Qualitative data is raw data from the empirical world. Qualitative data is raw data from the empirical world. Qualitative data is in the form of detailed descriptions, direct quotes and case documentation. So the problem is because in providing public services to the community has not implemented minimum standards so that many people feel that they have not received the services they should get. This situation causes the community as recipients or users of public services to be unsatisfied, causing many people to feel dissatisfied, so they are reluctant to take care of everything related to the government bureaucracy. As a result, there are many people who try to take shortcuts by violating existing regulations.

Risk Management Domain Application Plan Electronic Based Governance System (SPBE) Case Study: Tangerang Government Communications and Informatics Service

Various applications of SPBE have been produced by the Central and Regional Authorities and have contributed to the efficiency and effectiveness of government maintenance. Nevertheless, the results of the SPBE development show a relatively low maturity rate and a high gap between the Central Authority and the Regional Government. Based on the results of the 2018 SPBE evaluation of 616 Central and Regional Government Instances, the National SPBE Index reached a value of 1.98 with a sufficient predicate of the target SPBE index of 2.6 out of 5 levels with a good prediction. Reviewed from the access of Central and Regional Authorities, the average Central Authorities SPBE index was 2.6 with a good predicate, while the average Regional Government SPBE Index was 1.87 with a sufficient Predicate. Reviewed from the target access spread, 13.3% of Central and Regional Authorities have reached or exceeded the target SPBE 2.6 index, while 86.7% have not yet reached the SPBE 2.0 index target. This shows that there are problems in the development of the SPBE nationally. On the other hand, the development of ICT 4.0 trends is a key external factor that can drive the realization of integrated SPBE implementation and improved quality of SPBE services that make it easier for users in accessing government services. The vision is a benchmark in implementing the integrated implementation of SPBE in the Central and Regional Authorities to produce integrative, dynamic, transparent, and innovative government bureaucracy, as well as improving the quality of integrated, effective, responsive, and adaptive public services.

The political economy offinancing traditional vaccines andvitamin A supplements insix African countries.

Vaccines and vitamin A supplementation (VAS) are financed by donors in several countries, indicating that challenges remain with achieving sustainable government financing of these critical health commodities. This qualitative study aimed to explore political economy variables of actors' interests, roles, power and commitment to ensure government financing of vaccines and VAS. A total of 77 interviews were conducted in Burundi, Comoros, Ethiopia, Madagascar, Malawi and Zimbabwe. Governments and development partners had similar interests. Donor commitment to vaccines and VAS was sometimes dependent on the priorities and political situation of the donor country. Governments' commitment to financing vaccines was demonstrated through policy measures, such as enactment of immunization laws. Explicit government financial commitment to VAS was absent in all six countries. Some development partners were able to influence governments directly via allocation of health funding while others influenced indirectly through coordination, consolidation and networks. Government power was exercised through multiple systemic and individual processes, including hierarchy, bureaucracy in governance and budgetary process, proactiveness of Ministry of Health officials in engaging with Ministry of Finance, and control over resources. Enablers that were likely to increase government commitment to financing vaccines and VAS included emerging reforms, attention to the voice of citizens and improvements in the domestic economy that in turn increased government revenues. Barriers identified were political instability, health sector inefficiencies, overly complicated bureaucracy, frequent changes of health sector leadership and non-health competing needs. Country governments were aware of their role in financing vaccines, but only a few had made tangible efforts to increase government financing. Discussions on government financing of VAS were absent. Development partners continue to influence government health commodity financing decisions. The political economy environment and contextual factors work together to facilitate or impede domestic financing.

Maltreatment of child labourers in Bangladesh: Prevalence and characteristics of perpetrators

BackgroundChild labourers are highly prone to maltreatment mostly perpetrated by members of their immediate family as well as employers and co-workers. This maltreatment is considered to be a serious public health issue. However, little is known about this form of violence. PurposeThis study aimed to explore the views of key informants on the prevalence and attributes of perpetrators of the maltreatment of child labourers in Bangladesh. MethodsThe key experts were paediatricians, journalists, academics, and government bureaucrats such as policy makers and Non-Government Organisation employees working in the area of child abuse or labour relations. Interviews were purposefully conducted via TEAMS with 17 expert participants. A thematic analysis using NVivo was used to analyse the data. ResultsThe key informants were of the opinion that the prevalence of the maltreatment of child labourers was unknown. However, they were of the view that physical maltreatment of child labourers occurred between 70% and 100% of the time, while emotional abuse and neglect was estimated to be 100% followed by 50% for financial exploitation. Child maltreatment is more likely to occur in informal workplace environments. Biological and foster parents were considered the primary perpetrators, while employers and adult co-workers were considered secondary perpetrators. Perpetrators of child labour maltreatment were often characterized as having a history of childhood maltreatment themselves, a lack of knowledge of social awareness and parenting, and suffer from economic difficulties. ConclusionThe finding also calls into question the validity of key informant interviewing. Only the journalists, academics and medical experts had first-hand knowledge of the maltreatment of child labourers with experts in the NGO sector and government policy makers lacking detailed knowledge of the field.

Government bureaucracy plays a crucial role in supporting the national administrative system as it is responsible for performing public service functions, empowering communities, and contributing to national development. The bureaucracy in Indonesia currently faces several issues, such as administrative personnel not being entirely clean and accountable, administrative inefficiency, poor quality public services, and quantity falling short of expectations. The objective of this research is to identify and analyze the implementation of the policy on developing integrity zones towards corruption-free areas and clean-serving bureaucracies in the Manokwari District Court. This study utilizes a qualitative method with a descriptive approach. Data collection methods include observation, interviews, and documentation. Data analysis techniques involve data reduction, data presentation, and drawing conclusions. The theory used in this research is Edward III's policy implementation model, consisting of four variables: communication, resources, disposition, and bureaucratic structure. The research findings indicate that the development of integrity zones has been implemented in the Manokwari District Court but has not yet received the predicates of a Clean and Serving Bureaucracy (WBK/WBBM). This is due to several obstacles, such as bureaucratic culture and mindset, insufficient human resources, budget limitations, and facilities. Based on these findings, it is recommended that all employees participate in the implementation of bureaucratic reform towards WBK/WBBM and integrity zones in the Manokwari District Court. This effort should be continually maximized, not only to obtain the WBK/WBBM predicates but also as a means to enhance services to justice seekers and eliminate corrupt behavior.

Against “Progressivism”: Schooling and the Cohering of Conservative Interests in Australia, 1970s–1980s

ABSTRACT This article charts how a disdain for progressivism in schooling was central to the development of conservative interests across the 1970s and 1980s. It does so by examining the Australian Council for Educational Standards (ACES) Review (1973–1987). This under-examined newsletter offers important insight into the cultivation of cultural conservatism, having links with the influential Australian conservative think tank the Centre for Independent Studies and the literary journal Quadrant, as well as comparable international outlets. First, this article identifies the diverse conservative interests and actors—including prominent conservative Australian figures—who set an agenda to intervene into educational practice via the newsletter. Second, I demonstrate how ACES Review writers depict progressivism as dangerous social engineering in contrast to their defence of traditional disciplines and educational standards. Third, I examine how ACES Review writers position themselves as speaking on the outside of power, as providing a voice of dissent against progressivism in government bureaucracies, and taking a leading role in conservative challenges to union leadership.

The purpose of this study was to determine the Performance Analysis Of Village Government Bureaucracies In The Development Of Parerejo Village, Purwodadi District, Pasuruan District, East Java. This study uses a descriptive qualitative research method. The results of this study are based on indicators in Agus Dwiyanto's theory (2006: 50) regarding the measurement of the performance of the public bureaucracy as follows: (1) the performance of the Parerejo Village Government Bureaucracy has fulfilled the Productivity aspect due to work achievements by maximizing massive organizational evaluation. (2) The performance of the Parerejo Village Bureaucracy has fulfilled the Service Quality aspect because it has SOP as a public service mechanism. (3) The performance of the Parerejo Village Bureaucracy has fulfilled the Responsiveness aspect because it makes community complaints material for organizational evaluation in improving the quality of performance. (4) The Bureaucratic Performance of Parerejo Village has fulfilled the Responsibility aspect because it opens the widest possible forum for public participation. (5) The performance of the Parerejo Village Bureaucracy has met the Accountability aspect because it opens a public participation forum through a Joint forum or media portal as a form of Village Government accountability to the Community.

Mampukah Budaya Organisasi Pemerintah Menyatukan Gen X, Gen Y dan Gen Z?

Gen X, Gen Y and Gen Z are labeling the name of a generation with a certain year of birth with the unique character of each. Differences in perspectives on how to conduct communication between superiors and subordinates in the position structure in this bureaucracy are interesting things to study. The theory of organizational culture is a reference in examining how these three generations interpret culture within the organization through the performances that occur in their work environment. The purpose of this research is to present a description of the intergenerational process of meaning forming organizational culture in the government work environment. The researcher chose an interpretive approach with the aim of observing the realities on the ground without generalizing all members of society. Qualitative research methods are presented with field data based on the results of in-depth interviews with employees who have the capacity to answer questions. In conclusion, organizational culture is defined differently from generation to generation. The differences in characters and perspectives of the three generations experience obstacles and cause conflict, but can still be resolved by adaptation and compromise. Technological developments have contributed to changes in organizational culture which are the result of the affiliation of Gen X, Gen Y and Gen Z in the government bureaucracy, especially in the Ministry of Public Works and Housing.

The Impact of Chinese-style Modernisation on the Social-psychological Behaviours of Chinese Individuals: Evidence from Sociological and Psychological Research

As an important social transformation in China, Chinese-style modernisation has driven China into the ranks of modernised countries at a surprising speed for 40 years. From the perspectives of sociology and social psychology, the present article reviews the grassroots social governance model of Chinese-style modernisation and the changes in the traditional culture that have deeply affected people’s minds and social behaviour. The research findings indicate that Chinese-style modernisation has created a miracle in macro-material production, but at the grassroots level, while the material living standards of the people are gradually improving, their social dignity and spiritual life cannot be synchronised. First, as an indicator of measuring people’s quality of life and social development level, Chinese people’s sense of happiness declined in general, and the gap in happiness between different groups of Chinese people is widening. Second, the sense of fairness among people in the modernisation process has decreased, leading to some negative attitudes among the public and exacerbating social risks. Third, the general level of trust among the Chinese people is declining, but the specific trust manifests complex patterns, showing an increase in calculated (benefit-based) trust and a decrease in identified (kinsfolk-based) trust. In particular, people’s trust in the central government has remained high; however, they do not have the same level of trust in local and grassroots governments. All these demonstrate that the authoritarian type of governance and the historical practice of spiritual culture endorsed in Chinese-style modernisation have brought new possibilities for human society in future development, but there are also many problems and difficulties of dogmatism, formalism and bureaucracy in grassroots governance and cultural compromises of the East and the West. Chinese-style modernisation needs to do more in order to further enhance the sense of gain, happiness and trust among grassroots people, in addition to pursuing the aim of raising overall strength of the country.

Regulatory Capture in a Transitional Democracy: Media Laws in the Kurdistan Region of Iraq

This article focuses on a particular aspect of media capture by examining how the Kurdistan Region of Iraq’s media regulatory authorities and governmental bureaucracy use both formal and informal instruments and practices at their disposal to regulate press freedom. It reports on the findings of a mixed-methods approach: A qualitative document analysis of media regulations (such as laws, bills, and guidelines) was combined with 20 in-depth semistructured interviews with both state officials involved in media regulatory authorities and journalists, media managers, and editors-in-chief (N = 20). The findings show deliberate shortcomings in the contents of the laws as a result of pressure from the ruling political parties. In addition, they reveal the existence of informal structures and practices to control formal media regulations through patronage relationships and clientelism. We conclude by discussing the implications of these results with regard to the state of the regulatory chaos occurring within an unstable political environment. This includes imprecise laws and the irregular and unpredictable enforcement of media laws that are restricting journalists, to discern the boundary between legal and illegal. As such, the findings provide key insights on the different dimensions of regulatory capture in transitional democracies more broadly.

The double-whammy trauma: Narrative and counter-narrative during COVID–Floyd

Written in the early months of the COVID pandemic, and in the midst of the second wave of Black Lives Matters protest, this article suggests that Americans experienced these shocking social events as a double-whammy cultural trauma, as deeply troubling to their collective identity as nation. How the trauma played out would determine the near-term future of American politics. Were the poor and non-white the principal victims of the double whammy, or were white Americans and the ‘hard-working middle class’ actually the injured parties? Who was the trauma’s perpetrator? Was it China, inadequate healthcare, government bureaucracy, or Trump and ‘know-nothing’ populism? The performances that provided the most felicitous answers to such questions would determine whether the country moved to the left or the right in the months before the Presidential election that would take place before year’s end.

Policy for Equalizing Functional Positions in the Ministry of Home Affairs: Effectiveness to Quality of Performance

This study aims to explore the effectiveness and challenges of equalizing positions within the Ministry of Home Affairs (Kemendagri) from administrative positions to functional positions, which has caused a major transition in the field of government bureaucracy. This study answers three questions, namely, first, how is the policy implemented; second, what are the supporting and inhibiting factors; and third, how is work motivation due to equalization? This study used a qualitative method. Data was collected through interviews and secondary data. The research results showed that the policy of equalizing administrative positions into functional positions within the Ministry of Home Affairs in terms of implementing statutory regulations is smooth. However, problems arose when the policy was implemented. This problem can be seen in policy productivity, policy linearity, policy efficiency, and work motivation due to policy. This study suggests that the equalization of administrative positions into functional positions within the Ministry of Home Affairs should continue to be evaluated, and training related to the main duties and functions of each employee should continue to be improved.

An Assessment of Bureaucratic Capacity, Financial Resources and Accountability as Instruments of Effective Policy Implementation

It is therefore, recommended that government agencies should take these vital components into consideration so as any nation to record the desired progress and achieve development objectives, its policies must be properly executed. This is based on the fact that implementing government policies irrespective of the sector concerned is very crucial as it promotes accountability, efficiency in service delivery and improves quality. However, for policies to be effectively implemented, certain factors must be taking into consideration. This research assessed some important components of ensuring effective implementation in government bureaucracies as identified by Elmore (1978, 1997). These are bureaucratic capacity, financial resources and accountability. The research used literature review as its map of action, and identified that bureaucratic capacity could be assessed through professionalism, merit recruitment and diffusion of power. Financial resources on the other hand, could be assessed through performance-based pay, cost benefit analysis and fiscal discipline. While accountability depends on the commitments of individual to have effectiveness and efficiency in implementing government policies.

Reflections of agile governance in public services in the digital age

The Covid-19 pandemic has prohibited us a lot in terms of bureaucratic gover-nance where the bureaucracy must remain at the forefront in providing publicservices, such as optimization of ICT. The transformation of public services ine-government is directed at the implementation of flexible governance, so inthis era of disruption, agile governance is needed and is a necessity in facing acrisis of existence for a country. This study aims to analyze how prepared theDisdikpora Bali Province is for Agile governance by upgrading public servicequality, and services transformation and analyzing the obstacles or challengesthat occur. Research using a qualitative-descriptive and inductive approach.Data was obtained using in-depth interviews and then analyzed using trian-gulation. Results show the level of readiness of the Bali Province Disdikporain realizing Agile governance in upgrading public service quality during theDigital Age can be said to be quite ready. The transformation of services fromconventional to digitalization has been implemented and Bali ProvinceDisdikpora can respond and make adjustments to the changes that occur. Thetransformations carried out include the implementation of e-kepegawaian, e-aset, and e-DUPAK services. The lack of human capability in using ICT, inad-equate infrastructure, and unstable internet connections are challenges in re-alizing Agile Governance.

Renewable energy adoption decisions in Jordan's industrial sector: Statistical analysis with unobserved heterogeneity

This paper models two strategic decisions made by industrial entities: the intention to adopt a renewable energy system (RES) and the timeframe for this adoption. The methodology presented considers multiple layers of “unobserved heterogeneity.” The results of random parameters imply that the parameters exhibit unobserved heterogeneity across industrial entities. For example, high non-electric energy costs increase the probability of selecting a shorter timeframe in 81.8% of entities and reduce that probability in 18.2% of entities. The results of this study also show that the majority (60%) of responding entities intend to adopt an RES within a short timeframe, generally one to two years, while 40% intend to adopt an RES three or more years after 2022. According to our findings, green bank loans, electricity tariffs, the type of industry, government bureaucracy, and entities’ export capabilities predominantly influence their intention to adopt an RES. The results also show that energy-intensiveness (e.g., industrial entities in the plastic and rubber, food and drinks, and chemicals and paints sectors), high electricity tariffs, and elevated non-electric energy costs often expedite the adoption process (resulting in shorter adoption timeframes). Government impediments tend to cause entities to delay their adoption decisions. Capital costs are by far the largest impediment to adoption, as indicated by 29.3% of the surveyed entities, followed by government legislation at 18.6%. The findings presented offer crucial knowledge for creating opportunities to implement new policies and produce an environment in which industries can expedite their transitions to renewable energy.

Innovative Fintech Startups: What does the Future hold for Financial Institutions in Kenya?

Fintech startups play an important role, particularly where traditional financial institutions are unable to meet the growing need of the customers. Fintech startups combine IT and finance to develop financial services without the assistance of traditional financial institutions, but the sector is so fluid that startups must innovate continuously. This paper focused on Fintech Startups. The research was anchored on the balanced scorecard model, Schumpeter’s theory of innovation, and the lean start-up framework. Existing secondary data on fintech start-ups was analysed. The findings indicated that Kenyan government regulations, user authentication, and Government bureaucracy remains a serious hindrance to the future of startups. However, with growth of Fintech startups in the country the future is promising and thus changing the land scape of the traditional financial institutions. The study recommends that the governments could allow Fintech startups to visionary new products and technology to meet underserved customer requirements while enforcing light regulations contact in the early phases. The tradition financial institutions should collaborate with the Fintech firms to strengthen their competitive edge and thus performance.

Transformation of Education Management System and Education Administration in Finland

This article discusses the near future of education systems from a planning and administrative perspective. It is thought that the interests of education bind the education system in such a way that no major upheaval is seen. These changes are considered to be the result of the activities of external and internal groups. Thus, attempts were made to draw a caricature picture of the current ideology of education. Another way to look at the direction of change is the position of international education policy. Despite the fact that the change is essentially considered a reformulation, the article concludes that changes in educational administration are possible. Improved market governance and self-governance are thought to have occurred to some extent, but the deregulation of bureaucratic governance and its consequences remains an open question. Finally, appropriate adult schools and educational institutions as organizations and strategies for their development are examined. According to the article, the question of what kind of organization the school is is diverse. In Finnish discourse, the harmonious and open nature of schools may have been exaggerated. The article concludes with a conclusion about the need for changes in educational administration and the importance of studying municipal education administration.

Analyzing the Research of Indonesian Bureaucracy

For a nation, bureaucracy is crucial. The bureaucracy is in charge of carrying out the duties of providing public services, empowering communities, and fostering national growth. The aim of this study is to identify, evaluate, and establish the relationship between academic journals on the subject of bureaucracy in Indonesia using bibliometric analysis. This study uses Mendeley, Publish or Perish, and VOSViewer to conduct an easier systematic literature review. The bibliometric analysis uses 528 journals published in Google Scholar between 2018 and 2022. It was then analyzed according to the publication year, author, publisher, affiliation, most-cited journal, visualization of writing maps, and visualization of event maps. The visualization of the occurrence map reveals that a great deal of research has been done on the subjects of ”bureaucracy,” ”Indonesia,” ”government,” ”government bureaucracy,” and ”performance.” However, there are still few researchers on the subjects of ”Indonesian society,” ”Indonesian ministry,” ”democracy,” and ”Indonesian citizens.” Therefore, we advise further studies in these areas.

Human Resources Readiness of Small Medium Enterprises (SMEs) for Halal Product in Indonesia

The halal industry has caught the attention of the world today. The halal industry is not only in demand by Muslim countries but also by countries with non-Muslim majority populations. The implementation of the halal certification program for Small and Medium Enterprises (SMEs) also affects the process of developing SMEs' human resources in Indonesia. Increasing the capacity of human resources is needed to improve the competence, skills, innovation, and creativity of individuals in carrying out productive activities to increase domestic production. This study is expected to be able to provide an overview (steps that need to be achieved, policy strategies, and various efforts that need to be made) related to the role of government bureaucracy, academics, and business actors in optimizing the halal product guarantee system to support the halal industry in Indonesia. This study uses a combination of qualitative and quantitative data. The method used is literature study, in-depth interview, benchmark, and Analytical Networking Process (ANP). A strategic solution for SMEs in increasing the halal market segment is the need for socialization of assistance and submission of halal certification. In addition, the implementation of integrated halal product supply chain management is very necessary to ensure the quality of halal products and services.
