МОЖЛИВОСТІ ВДОСКОНАЛЕННЯ БЮДЖЕТНОГО ЗАБЕЗПЕЧЕННЯ РОЗВИТКУ ШКІЛЬНОЇ ОСВІТИ В УКРАЇНІ

The efficiency of budgetary funding for general secondary education is a quite relevant issue, as such funding requires a significant proportion of budget resources spent on education. International researchers have suggested different approaches to determining this efficiency. The article examines if it’s possible to use one of the modifications of the Data envelopment analysis (DEA) method to assess the efficiency of budget financing of general secondary education. This method was tested on the data on the financing of schools in the Zaporizhzhia region of Ukraine in 2020 using resources from four types of local communities budgets (regional budget, city budget, district budget and the LC budget). The resulting indicators of the model (outputs of funding) have been constructed based on the results of the nationwide external independent assessment in several subjects, which the students obtained after graduation. The authors offered several variants of the resulting indicator and calculated the integrated efficiency indicator. It is shown that it is partly possible to solve the problems of optimization of the network of secondary education institutions by the simulation approach using DEA. The quality of education is generally lower in small general secondary education institutions, as such they need to be reorganized. At the same time, other school activity indicators that may not be reflected in education statistics need to be taken into account when making final management decisions to optimize the school network, in addition to the results of a nationwide independent external evaluation. In particular, economic and social factors should be further considered, such as the possibility of economic development of the settlement at the expense of local resources, infrastructure, proximity to markets, energy factors, etc. In this case, the methods of economic and mathematical simulation are applicable.

ПРАКТИКА РЕШЕНИЯ ГРАДОСТРОИТЕЛЬНЫХ ПРОБЛЕМ СОВЕТАМИ НАРОДНЫХ ДЕПУТАТОВ Г. КУЙБЫШЕВА В 1977-1985 ГГ.

The article is devoted to the actions of the Soviets of People's Deputies of Kuibyshev in 1977-1985 on issues related to solving the most important social problems of housing, health care and the construction of social and cultural facilities. The author focuses on formation of the city budget, the financing of housing construction in the face of an increasing need for housing due to population growth and the destruction of pre-revolutionary residential buildings. The positionson these issues of the heads of the city administration, A. Rosovsky and G. Gusarova, are revealed.The author concludes that the authority of local Soviets of People's Deputies in the social and economic development was enormous. Despite the fact that some activities of the Soviets did not involve large material costs, the most important of them, such as the construction of housing for the population, the provision of housing and communal services, health care, education, and social security of the population, required huge resources. The expansion of social spending is noticeable against the backdrop of a clear decline in production volumes and economic growth rates. In general, the practice of solving urban planning problems in this period was implemented quite successfully, which confirms the conclusion that during this period the work of the Soviet of People's Deputies was carried out effectively and met the needs of society.

Aktywność społeczna w kształtowaniu budżetu obywatelskiego

In civil society, self-government as a form of social organisation occupies one of the central positions. The condition for the implementation of the development mission of local government is the participation of citizens and their co-responsibility for the shape of local social life. Recently, the participatory budget has become one of the most popular forms of participation. Its aim is to directly involve residents in the decision-making process regarding the choice of the scope of public tasks within the designated pool of funds and to take over part of the responsibility. The aim of the presented analysis is to show the dynamics of citizen involvement in consultations on spending part of the city budget on local tasks falling within the competence of local government – The civic budget. The adopted research hypothesis assumes that the participatory budget is the most popular form of consultation because in its formula it gives residents a sense of agency and subjectivity in expressing one’s opinions and preferences and also gives tangible results of social engagement visible in the short term. The empirical basis for the analysis are reports on the implementation of the participatory budget of the city of Radom from the beginning of its creation, and literature on the subject. A participatory budget is an excellent tool for education about self-government – it is an element of a specific philosophy of functioning of self-government – as a community of authorities and residents of a given territorial unit, cooperating for its development. The example of the city of Radom indicates that the participatory budget supports, complements, and often replaces or increases the efficiency of public administration. The analyses carried out can be an indication when improving the implementation of the budget of Mazovia.

One of the main areas of work of city self-government bodies was medical and social assistance to the poor. Expenditures on public welfare and public health have become significant items of the city budget. Donations from entrepreneurs have been an important source of funding for health care and public welfare. blem of filling of city budgets deserves considerable attention. In world practice, a significant share of funds received by municipal treasuries are funds from the lease of real estate. To achieve such results, as international experience shows, a detailed mechanism for assessing the property of local communities is needed. The results of such an inspection are used not only in lease agreements, but also in the process of building a municipal development strategy, and are clearly relevant in the context of reforming Ukrainian self-government. Purpose. The purpose of this article is to study the methodological approaches to property valuation in Ukraine and in the world and to consider the features of the mass method of property valuation. Results. The article notes some features of the concept of "property valuation" and its use. A comparative analysis of the three main approaches to assessing the value of property - cost, comparative and income - with differences in their use in Ukraine and abroad. There is a need for one's own methodological view on property valuation in Ukrainian realities. Emphasis is placed on mass evaluation as one of the most relevant and its definition and method of application are considered. Ukrainian and international standards, norms and laws regulating the mechanism of mass evaluation are covered in detail. The author refers to computerized mass valuation as an example of successful application of computer and mathematical modeling methods in property valuation methodology. The analysis of the state of use of information support in the assessment of property value in Ukraine is carried out and a number of problems in this area are noted. A number of recommendations from international experience in improving national land valuation practices are provided, and the urgency of improving the mechanism for estimating the value of agricultural land in the context of the opening of the land market in the near future is emphasized. Conclusions. The situation in the field of valuation of property and, in particular, agricultural land, needs to change. In light of the expected opening of the land market, the land valuation mechanism is underdeveloped and needs to be improved, using international experience.

Cate LiaBraaten has written a fascinating treatment on Progressive reformers and how they viewed even minutiae such as the layout of children's playgrounds as worthy of note. Playgrounds, Progressives believed, should include adult supervision of children's play, ideally activities that safeguarded them from the perceived social ills rampant in urban areas. The playground movement was part of broader reform efforts that touched park and landscape design.Roger Biles describes the calamitous deindustrialization of East St. Louis, once a thriving manufacturing center located at a railroad junction for multiple routes. The resulting collapse of the tax base rendered the city's administration unable to cope with looming bankruptcy and in 1990, the state government, under legendary governor James “Big Jim” Thompson, shepherded legislation through the General Assembly that permitted state supervision of city budgets in East St. Louis. Biles details the rationale behind that drastic loss of home rule, including the legislative machinations behind the passage of the enabling legislation, the Illinois Financially Distressed City Act, and he assesses the outcome.Lisa R. Lindell details the life and career of another Progressive reformer, Helen M. Bennett, who spent the majority of her career in Chicago after a stint as a teacher and school superintendent in Deadwood, South Dakota. Bennett was a passionate advocate of vocational guidance, what we know today as career counseling, for women. She argued that women could embrace many different career paths beyond the standard primary or secondary education teacher, the latter a path Lindell contends had gone stale and restrictive. She founded the Woman's World Fair in the 1920s to showcase the diverse opportunities for and achievements of women.Glenna R. Schroeder-Lein gives us the quixotic 1884 congressional run of Taylorville Republican attorney James M. Taylor. A native of Scotland, Taylor arrived in Illinois a mere seven years before the outbreak of hostilities between North and South and served honorably in the war, losing an arm to a musket ball in Georgia. He subsequently earned a law license and set up practice in Taylorville, becoming a staunch Republican, but his congressional contest in 1884 faced a formidable foe in longtime Democratic incumbent, William M. Springer. Schroeder-Lein deftly recreates the race and the historical context of 1884 politics.Finally, Patrick T. Reardon rescues the much-maligned Charles Yerkes, a hated financial baron, and salutes him for his devotion to the elevated train in Chicago and to the tube system in London.Many thanks to the outstanding historians who are featured in this issue and to Bob Sampson whose assistance with this project was immeasurably helpful.

Activation of the population role in public control and management of green mobility of land urban passenger transport and its infrastructure

The article presents a meek description of the project "Activating the role of the population in public control and management of green mobility of ground urban passenger transport and its infrastructure" recognized as the winner of the competitive selection of applications of socially oriented non-profit organizations for the provision of the Moscow Mayor’s Grant from the Moscow city budget in 2020 in the nomination "Ecology of the metropolis" and also presents a method of sociological research on the survey of residents, passengers and drivers of electric buses as part of the project (application registration number 2020-0286). The efficiency of providing public services in transport

: Today’s dynamic environment, which is developing at a rapid pace, places high demands not only on transport, but also on efficiency, speed, safety, quality and, in particular, questions about the efficiency of spending funds from city budgets, all with a strong emphasis on the environmental friendliness of urban public transport. Given that the public sector is undergoing changes, the main goal of which is to increase the efficiency and effectiveness of financial management in the public sector, cities must really always place a strong emphasis on ensuring maximum efficiency of services provided and the use of public resources in all expenditure areas of the budget. In the vast majority of cases, the financing of urban public transport currently represents the greatest burden on urban public budgets not only in the Czech Republic but also in cities in the EU. The article presents the outputs that emerged within the project “Methodological - application tools for efficiency financial management of territorial structured statutory city”. The outputs of the article are focused on the area of transport, as it is one of the key areas of the city budget and in terms of expenditure sections, transport expenditures represent the highest amount in the budget of the Statutory City of Ostrava. Geographic information systems (GIS) can be successfully used to analyse efficiency, demand and urban public transport planning. For the purpose of effective presentation of information on the state and drawing of the budget and on the effectiveness of funds spent from the budget of the statutory city and individual city districts, the R-Point web map application was created. An interactive map showing statistical indicators in the area, there are also graphs that serve the user for a better comparison of data between individual city districts and the City of Ostrava.

The experience of the "Program of palliative care in an outpatient setting in the Dnipro City for 2018-2021" implementation: the problems and prospects

Background. Many Ukrainian authors noted that an innovative System of Palliative and Hospice Care (PHC) and Social Services for Palliative Care (SSPC) the creation and implementation are the most important medical and social tasks of the Government and society in Ukraine today which appreciate the civilization and humanity of our state and society. PHC are a modern patient-family-oriented humanitarian approach that contributes to the preservation of the human dignity of palliative care patients (PCP) and can ensure the proper quality of life of PCP and their relatives. According to the WHO and the Council of Europe Committee of Ministers Recommendations, palliative care should be one of the priorities of the Health Care Government Policy in the European region. The purpose of the study: the "Program of palliative care in an outpatient setting in Dnipro City for 2018-2021" the implementation analysis. Materials and methods. The work used national and international legal documents and literature sources, data from medical statistics, methods of systemic and structural-functional analysis, bibliosemantic and statistical research methods. Results. The international and national legal documents and scientific literature a content analysis showed that in accordance with modern approaches and standards, PHC is provided taking into account the PCP and its family members needs, wishes and consent, depending on medical, demographic, socio-economic and cultural ethnic features of the region. A comparative analysis of the PHC state in Ukraine and Dnipro City showed some regional features, in particular, the significant need to provide PHC and SSPC to patients at home and the need and ensure a mechanism of cooperation between primary health care physicians, inpatient health care and social care institutions to develop. In 2017, the “Program of outpatient palliative care in Dnipro City for 2018–2021” (hereinafter - the Program) was developed and approved at the City Council session, which allowed the PHC and SSPC multidisciplinary and interagency approaches implementation, effective interdepartmental coordination, cooperation and the continuity of PHC and SSPC to ensure. The Multidisciplinary Mobil Specialized Palliative Care Team has been working in close contact with family doctors and social workers in the city since June 2019. As part of the Program, PCP are provided with medicines, technical and other means of care and rehabilitation free of charge or on preferential terms. In addition, the Palliative Care Team provides PCP, if indicated, oxygen concentrators and anti-decubitus mattresses. The Program creates points for renting medical care for PCP (wheelchairs, walkers, anti-decubitus mattresses, crutches, etc.), as well as providing patients with medical care at home (urine and feces, diapers, etc.). In 2020, UAH 300,000 was allocated from the Program budget for the Palliative Care Team with medical equipment, medicines and rehabilitation technical means complete set. In total, it is planned to allocate over UAH 40 million from the Dnipro City Budget for the Program implementation. Conclusions. 1. Thus, today in Dnipro City the Comprehensive Palliative Care System at home is implemented due to co-financing from the State Budget and due to the "Program of palliative care in outpatient conditions in Dnipro City for 2018-2021", approved by the Dnipro City Council the deputies. 2. An important condition for comprehensive provision of the Dnipro City population needs in PHC and SSPC is the Dnipro City Council support to create a modern accessible, high-quality and efficient PHC and SSPC service, which an effective interagency coordination, continuity and cooperation between health care providers and social care institutions provides, Multidisciplinary Mobil Specialized Palliative Care Team creation and development of in each the city district, the coordination and continuity of inpatient PHC in the city health provides. 3. There is both the Government support and municipal or regional budgets support for PHC Programs in many developed countries. The international PHC standards and experience implementation can significantly the provision of needs and the quality of life of both PCP and their families improve.

The Implementation of Discipline and Law Enforcement of Health Protocol In The District of North Banjarmasin, Indonesia

This article aims to determine the implementation of government policies on applying discipline and health protocol law enforcement in the North Banjarmasin District. This study uses a qualitative approach and the type of descriptive research. Data was collected through observation, interviews, and documentation, with the Banjarmasin City Health Office, the COVID-19 Task Force, and the North Banjarmasin District as research informants. The research focuses on Van Meter and Van Horn's theory, namely, basic measures and policy objectives, policy sources, implementation activities and communication between organizations, characteristics of implementers, economic, social, and political conditions, and trends. The study results indicated that the implementation of policies on the application of discipline and law enforcement of health protocols in the District of North Banjarmasin has not yet been achieved. This can be seen from the indicators of Basic Measures and Policy Objectives that have not gone well because many still do not comply with the health protocol policy, and the officers are less strict in giving sanctions because this policy is only at the Mayoral Regulation level. Sourcespolicy this health protocol is supported by funds charged to the Banjarmasin City Budget, but infrastructure facilities are still sometimes fulfilled. Economic, Social, and Political conditions have a very negative impact on every level of society. However, judging from the indicators that the Implementation activities and Inter-Organizational Communications are appropriate, each party involved in the health protocol policy in the District of North Banjarmasin coordinates with each other. The characteristics of the implementers have a good working relationship because each activity is coordinated first, then carries out their respective duties and functions. Furthermore, the tendency of the implementers towards this health protocol policy was approved to be implemented because it has a goal that is following the current state of the COVID-19 pandemic.

Assessment of predictive models for estimation of water consumption in public preschool buildings

Preschool buildings are among the biggest water consumers in the public buildings sector, which efficient management of water consumption could make considerable savings in city budgets. The aim of this study was twofold: 1) to assess prognostic performances of 21 parameters that influence the water consumption and 2) to assess performances of two different approaches (statistical and machine learning-based) with 6 various predictive models for the estimation of water consumption by using the observed parameters. The considered data set was collected from the total share of public preschool buildings in the city of Kragujevac, Serbia, over a three-year period. Top-performing statistical-based model was Multiple Linear Regression, while the best machine learning method was Random Forest. Particularly, Random Forest gained the best overall performances while the Multiple linear regression showed the same precision as the Random Forest when dealing with buildings that consume more than 200 m3/month. It is found that both methods provide satisfying estimates, leaving for potential users to choose between better performances (Random Forest) or usability (Multiple Linear Regression).

Abstract. Introduction. The permanent negative situation of the Ukrainian economy is caused by a number of shortcomings of the economic system, which is still in the process of development and reform, and one of the urgent issues that need to be addressed is the state and sources of municipal budgets. The level of revenues from the state treasury indicates a clear dependence of local budgets on the state. Compared to the experience of foreign countries, where own investments make up the bulk of urban profits, Ukrainian municipalities lose a significant amount of money from private sources, such as infrastructure revenues or local taxes. Therefore, the topic of expanding the source base of local budgets today is extremely relevant. Purpose. At the disposal of local governments is a fairly wide range of tools for indirect influence on the development of the territorial community. Each city uses them in its own way, contributing to the development of economic development strategies and the development of various sectors of urban infrastructure. The purpose of this article is to determine the general features and mechanisms of property management of the territorial community in Ukraine and abroad. Results. The article highlights the problem of distribution of property rights and property management between local authorities and local governments. The views of modern researchers on the objectives of joint management and the problems of its control are considered. The role of local taxes in the formation of local budgets abroad is emphasized. The importance of a simple and objective way of estimating the value of real estate and an appropriate electronic database for filling local budgets through local taxes is highlighted. The analysis of financial and economic activity of local governments in different countries is carried out. The strategic goals of reforming the economic activity of the authorities have been set. The functions of replenishment of local budgets are systematized. The peculiarities of filling city budgets in Ukraine are taken into account. Conclusions. To expand the range of sources of replenishment of local budgets, the need to attract additional investment in the economy of the region is justified, an important tool is "regional marketing". Although this form of replenishment of treasuries is quite risky in Ukrainian conditions, it is necessary for the autonomy of local communities.

This article describes reforms aimed at ensuring openness and transparency of the budget in Uzbekistan based on the Action Strategy for 2017-2021. Suggestions and recommendations were made to increase the transparency of the process of financing regional programs of socio-economic development.The purpose of the study is to analyze the current situation with the transparency of financing programs for the socio-economic development of regions, to develop proposals and recommendations for the effective use of local budgets in the future by increasing transparency.Scientific novelty of the research:1. The need to increase the role of mass media in strengthening public control over the spending of budget funds at the national level, ensuring the effective implementation of regional (regional, district and city) budgets;2. It is proposed to achieve the focus on financing the planned activities for socio-economic development of the regions by strengthening the activity of citizens in monitoring the implementation of budgets;3. In order to ensure the transparency of budget processes, it is necessary to regularly publish indicators related to budget execution on the official websites and periodicals of territorial (regional, district and city) executive bodies.Keywords. ФІНАНСУВАННЯ ПРОЦЕСІВ ІНФОРМАТИЗАЦІЇ АДМІНІСТРАТИВНИХ ПОСЛУГ В ПУБЛІЧНОМУ СЕКТОРІ УКРАЇНИ

Анотація. Досліджено механізми фінансування процесів інформатизації адміністративних послуг. Мета статті — визначити джерела фінансування i перспективи надання адміністративних послуг в умовах інформатизації публічного сектору України. Методи дослідження — порівняльний аналіз аналітичних та офіційних статистичних даних України, інститутів міжнародної підтримки на основі класифікації груп інструментів фінансування центрів надання адміністративних послуг (ЦНАП). Доведено, що децентралізація, розвиток i підвищення якості адміністративних послуг визначають ЦНАП пріоритетним напрямом реформування системи надання адміністративних послуг в Україні. Визначено правові засади створення i забезпечення функціонування ЦНАП, юридичні статуси установи, принципи процесу надання адміністративних послуг у ЦНАП. Проаналізовано динаміку кількості центрів надання адміністративних послуг i регіональні особливості функціонування. Виділено джерела фінансування центрів надання адміністративних послуг (державний бюджет, обласні та міські бюджети, кошти Державного фонду регіонального розвитку, міжнародні проєкти технічної допомоги). Доведено, що найпоширенішим і найбільшим джерелом фінансування процесів інформатизації в ЦНАП є державний бюджет (субвенція на розвиток інфраструктури). Запропоновано прогнозну модель створення і розвитку центрів надання адміністративних послуг в Україні за умов подальшого державного фінансування у відповідних обсягах. Обґрунтовано необхідність залучення зовнішніх джерел фінансування (коштів міжнародних проєктів технічної допомоги, ініціатив міжнародних донорів) в умовах обмеженості та дефіциту державного бюджету України. Обґрунтовано необхідність модернізації ЦНАП щодо використання IT-технологій. Виділено пріоритетні напрями комплексної реформи підвищення якості адміністративних послуг: децентралізація, спрощення, дерегуляція, розвиток інституційної спроможності і комунікаційна підтримка. Participatory Budgets of Polish Major Cities During Covid-19

Purpose: This article aims to determine the resilience of solutions adopted in Poland in the scope of participatory budgeting regarding the crisis in the economy. Design/Methodology/Approach: Multiple case studies as the research tool was used. It enabled a multi-faceted analysis of the functioning of participatory budgets (PB). Firstly - a review of the literature on the subject of PBS, secondly - an analysis of the legal sources regarding the PBs in Poland; thirdly - an analysis of information available on the websites and in the source, documents published by individual main regional 17 cities in Poland, associated with the implementation of PB procedures in 2019 -2020. Findings: Data obtained from individual city offices concerning the distribution of the procedure over time and the decisions made regarding the shape of PB in 2020 indicate a relatively strong impact of the pandemic on the implementation of PB in the studied cities. Changes in the scope of schedules, reduction in the pool of funds, changes in the scope of consultation processes, or changes in the proper voting methods constitute apparent consequences of the pandemic's impact on the PB processes. Practical Implications: The research shows that earlier implementation of remote voting and the strengthening of the inhabitants' belief in the importance of PB can undoubtedly have a significant impact on the strengthening of PB processes. Also, the ability of citizens and municipalities to use new technologies both in designing PBs and voting will be essential to strengthen the PB process in crisis times. Originality/value: The analysis carried out indicates some of the problems in implementing (mandatory) PB processes under crisis conditions. It, therefore, provides an opportunity for discussion regarding the purposefulness and optimal scope of introducing legal regulations concerning PB while indicating the potential threats associated with this.

Analyzing the relationships between city opioid deaths and socioeconomic factors.

The opioid crisis has been increasing in severity over the past several decades. Every year, thousands of people die due to opioid-related issues. The factors that play into the causes of this are complex. Our study aimed to see how commute times, city budget for roads, and city budget for arts and culture contribute to the city's overall opioid death rates. We know that overdose rates are more common in cities rather than rural areas, therefore making one major city per state as part of our design. We collected data from one city per state (n = 50) and ran two ANOVA tests and 11 logistical regression tests. Both types of tests were run on IBM SPSS Statistical software version 25 at its default settings with a confidence interval set to 95 percent. Opioid deaths were the dependent variable, whereas commute time, budget for roads, and budget for arts and culture were the independent variables. Commute time yielded a significant result in almost all the tests it was included in: Table 1, 0.033; Table 3, 0.000; Figure 4, 0.000; Figure 5, 0.000. Budget for roads also showed significant results in most of its tests as well: Table 1, 0.003; Table 2, 0.047; Figure 3, 0.001. Budget for arts and culture showed significant results but not in a pattern that we could interpret: Table 1, 0.002; Table 2, 0.021; Table 4, 0.013. Commute time and the budget for roads are likely to play a role in their city's opioid crisis. Understanding where a city fits in relation to these results may better help them prepare and reduce opioid death rates.

ФІНАНСОВІ ІНСТРУМЕНТИ У ДЕРЖАВНОМУ СТРАТЕГІЧНОМУ РОЗВИТКУ РЕГІОНІВ I МІСТ УКРАЇНИ

Анотація. Досліджено особливості державної регіональної політики України та фінансово-кредитні механізми її реалізації за 2016—2019 роки. Мета статті — визначити можливості використання різних фінансових інструментів у державному стратегічному розвитку регіонів i міст в умовах реалізації інтеграційної стратегії управління регіональним розвитком України. Методологічною базою дослідження є проєкти міжнародної технічної допомоги, статистична інформація Міністерства розвитку громад та територій України, проєктів регіонального розвитку, Державного комітету статистики України, стратегії та стратегічні плани розвитку міст. Досліджено нормативно-правову основу реалізації державної регіональної політики в Україні. Виділено моделі фінансування регіонального політики залежно від провідної ролі суб’єктів регіонального розвитку та переважання зовнішніх чи місцевих ресурсів для нових ініціатив (модель «розвиток зверху», «розвиток ззовні», «розвиток зсередини»). Досліджено фінансові інструменти, які застосовують для реалізації стратегічного плану розвитку регіону і міста (бюджетні, інвестиційні, кредитні, грантові). Узагальнено проєкти і програми, що реалізуються в Україні у сфері децентралізації та регіональної політики. Досліджено практику використання фінансових інструментів державного стратегічного розвитку на прикладі міст Центральної та Східної України (м. Дніпро, м. Запоріжжя, м. Харків, м. Кривий Ріг, м. Полтава). Доведено, що ресурси державного бюджету є головним джерелом фінансування інфраструктурних інвестицій регіону і міста. Виділено проблеми реалізації регіональних стратегій: недієвість наявних механізмів та інструментів реалізації стратегії, відсутність чіткого взаємозв’язку між бюджетним і стратегічним плануванням, недостатній обсяг фінансування та його непрогнозованість, незабезпеченість регіональних стратегій розвитку відповідними фінансовими ресурсами. Визначено напрями вдосконалення державного регіонального розвитку: розширення міжнародних і регіональних відносин, інтенсифікація надходжень у місто (зовнішні і внутрішні інвестиції), формування інвестиційного позитивного іміджу, розвиток державно-приватного партнерства, поширення політики корпоративної соціальної відповідальності. ANALISIS KINERJA PENGELOLAAN ANGGARAN PENDAPATAN DAN BELANJA DAERAH PADA PEMERINTAH KOTA DENPASAR TAHUN ANGGARAN 2014-2018

This study aims to analyze the performance of the management of the regional income and expenditure budget (APBD) in Denpasar in terms of the government's financial ratios from 2014-2018. The data used in this study is the 2014-2018 Denpasar City budget data. The data collection technique is with documentation and interviews conducted in the city of Denpasar. The method used is comparative descriptive using several financial ratios. The results showed that based on the analysis of income variance, expenditure variance, and the ratio of independence in 2014-2015 said to be quite good, where the intent of the pattern of relationships between interference from the central government began to decrease. The ratio of effectiveness and efficiency ratio of PAD expenditure is said to be very effective and efficient in realizing regional taxes and levies. The ratio of routine expenditure to capital expenditure is said to be quite good. While the ratio of income and expenditure growth is said to be not good because there is a significant decrease and increase.
