The article studies the peculiarities of forming the potential-forming space of regional economic systems. The peculiarities of the functioning of regional economic systems in the context of the digitalization of the economy are substantiated. It is determined that today, the issues of allocating types of potential are complex, which significantly expands the methodological approaches to its assessment. It is proved that the development of the potential-forming space is aimed at improving the population’s welfare, reducing unemployment, and intensifying the introduction of digital technologies, which will increase the overall competitiveness of regional economic systems. It is substantiated that a wide variety of natural conditions, the level of development of productive forces, peculiarities of labor and natural resources allocation, and historically formed areas of specialization necessitate considering many local positive and negative factors that affect the processes of use and development of the potential of regional economic systems. The main elements that make up the potential-forming space are allocated, which allows the formulation of appropriate directions for the development of regional economic systems in the new conditions of digitalization. It has been proved that the digitalization of regional economic systems is a complex process that requires close cooperation between government, business, scientific institutions, and the public to implement relevant programs successfully. It is established that the introduction and modernization of information and communication infrastructure is one of the key elements based on the use of broadband Internet technologies, improvement of network security, and development of digital platforms. The development of the e-government system, which significantly improves the accessibility and efficiency of public services, reduces bureaucracy. It is determined that in the framework of the development of regional economic systems, digital infrastructure (hubs, incubators) is currently actively used as a platform for supporting local entrepreneurship and contributing to creating an environment for innovative development. TELEMEDICINE AND ITS FUTURE PROSPECTS: A COMPREHENSIVE REVIEW

Telemedicine, Recent breakthroughs in communication technology and a global trend toward digitization have spurred an unparalleled surge in the use of technology to provide healthcare services remotely. In primary care, telemedicine typically takes the form of phone discussions between the patient and the doctor regarding non-emergency medical issues that don't need to be seen in person. When in-person consultation is required, telemedicine enhances rather than replaces it. Right now, the true value of telemedicine is in the convenience it provides to both patients and providers by eliminating the need for in-person visits in order to receive medical advice or treatment. Additionally, it is less expensive than waiting to see a physician or other healthcare professional. After a doctor's office closes, telemedicine can assist with choosing critical calls as well. When it comes to monitoring patients with long-term conditions like diabetes, hypertension, or high cholesterol, it is extremely beneficial. The ease of telemedicine can be advantageous for those who don't have an urgent medical issue but still need assistance with lifestyle changes, medication refills, dose adjustments, or even just getting access to support groups. The ability to schedule telemedicine consultations in addition to necessary laboratory tests or vital sign monitoring is a convenient feature. Physicians have actually been using telemedicine for a long time, just not under this label. Although this is true, using broadband internet technology has reduced the cost of audio and video calls and opened them up to a larger segment of the population, making them a viable replacement for the traditional system. This article offers a thorough analysis of telemedicine, including its historical foundations, present uses, difficulties, and potential future developments.

A Review of the Literature About Broadband Internet Connections and Rural Development (1995-2022)

This article provides a systematic review of the quantitative social science research on broadband Internet technology in rural areas. Specifically, we summarize the literature on 1) rural broadband availability and adoption behaviors and 2) the implications of these behaviors for rural businesses, public policy initiatives, and regional development. In the studies reviewed, rural areas suffer from both lower availability and lower adoption rates compared to their urban counterparts. However, researchers disagree on whether supply frictions inherent to rural areas or heterogeneous demand and adoption behaviors are the major cause of this outcome. Researchers widely agree that high-speed Internet improves economic outcomes of rural areas, whether it is through increases in business activity or in more general economic development measures (e.g. productivity, jobs, income). Impact evaluations of rural broadband policy initiatives produced mixed results, highlighting the need for a better understanding of agents’ incentives. This review points to four areas for future research. One, assessments of the long-term impact of broadband on rural economies. Two, analyses of the net effect of broadband on economic development outcomes (e.g. migrants, job creation). Three, assessments of economic development impacts associated with broadband speed. Four, assessments of the efficacy of broadband policies.

Research on the Construction of Intelligent Sports Health Management System Based on Internet of Things and Cloud Computing Technology

Intelligent sports health management refers to the whole process of comprehensively monitoring, analyzing, evaluating, providing health consultation and guidance, and intervening in health risk factors for individuals or groups. The rise of Internet of Things technology has played an obvious role in the health management of intelligent sports and realized the integration and optimal allocation of intelligent sports resources. At the same time, in the field of information technology, the emergence of cloud computing as a new computing mode enables people to directly obtain software and computing power through network applications, so as to innovate the intelligent sports health management system and improve the intelligent sports health management system. Cloud computing mainly realizes the storage capacity of massive data and distributed computing capacity through processor computing, virtualization technology, distributed storage technology, broadband Internet technology, and automatic management technology. Based on Internet of Things and cloud computing technology, taking intelligent sports management as the research carrier, an intelligent sports health management system is designed, which provides a new attempt to use advanced information technology to assist intelligent sports health management system.

The Landscape of Connected Cancer Symptom Management in Rural America: A Narrative Review of Opportunities for Launching Connected Health Interventions.

BackgroundThe 2016 President’s Cancer Panel called for projects focusing on improving cancer symptom management using connected health technologies (broadband and telecommunications). However, rural communities, like those in Appalachia, may experience a “double burden” of high cancer rates and lower rates of broadband access and adoption necessary for connected health solutions.PurposeTo better understand the current landscape of connected health in the management of cancer symptoms in rural America.MethodsA literature search was conducted using four academic databases (PubMed, CINAHL, MEDLINE, and PsycINFO) to locate articles published from 2010 to 2019 relevant to connected cancer symptom management in rural America. Text screening was conducted to identify relevant publications.ResultsAmong 17 reviewed studies, four were conducted using a randomized controlled trial; the remainder were formative in design or small pilot projects. Five studies engaged stakeholders from rural communities in designing solutions. Most commonly studied symptoms were psychological/emotional symptoms, followed by physical symptoms, particularly pain. Technologies used were primarily telephone-based; few were Internet-enabled video conferencing or web-based. Advanced mobile and Internet-based approaches were generally in the development phase. Overall, both rural patients and healthcare providers reported high acceptance, usage, and satisfaction of connected health technologies. Ten of the 17 studies reported improved symptom management outcomes. Methodological challenges that limited the interpretation of the findings were summarized.ImplicationsThe review identified a need to engage rural stakeholders to develop and test connected cancer symptom management solutions that are based on advanced mobile and broadband Internet technologies.

조선소는 다양한 용량 및 규격을 여러 사이트에서 제작하여 최종통합하기까지 여러 단계를 걸치게 되며 이들 사이의 정보공유가 필수적이며 최근 유무선통신망을 활용하여 단순 문자에서 동영상 정보를 주고받아 조선 산업의 스마트화가 이루어지고 있다. 본 논문에서는 원격에 위치한 조선소에 적용할 수 있는 LTE 펨토셀 로컬 게이트웨이 구성을 제안하고 상위 조선소와 중요정보를 주고받는 트래픽을 주고받기 위한 방안과 일반 트래픽을 분리하는 오프로드 방식을 제안하였다. 상위 조선소 메인 서버와 하위 원격 조선소 간에 정보와 일반 트래픽의 오프로드를 지원하기위해서 펨토셀 게이트웨이에서의 모드 전환, 오프로드 관련 정보 관리, 트리거로서의 메시지 정의, cache entry를 정의하였다 우리는 펨토셀 게이트웨이에서의 송수신 메시지 플로우와 state transition diagram을 이용하여 제안하는 방안의 기능 수행 여부를 확인하였다. 우리는 이동통신망과 광대역 인터넷 활용 기술을 조선 산업에 적용하여 조선소 산업 생산성 향상을 고려하였다. In shipyard site, a ship is constructed by integrating lots of modules that are made in several sites with different capabilities and specifications. Recently, it needs to make a shipyard to be smart with wired and wireless broadband networks between hierarchical shipyards. In this paper, we propose an installation of LTE femtocell local gateway at a remote shipyard, an information exchange method between hierarchical shipyards, and an offload method to separate the general traffic. We define the mode change in a femtocell gateway for supporting the offload of the general traffic between the headquarter and a remote shipyard, the offload data management and trigger message, and cache entry fields. To show the operation of our proposed off-loading function, we consider the transcipient message flow at the femtocell gateway with its state transition diagram. Hence, it is expected to increase the productivity of shipyard industry with mobile communications and broadband Internet technologies.

ICT services and small businesses’ productivity gains: An analysis of the adoption of broadband Internet technology

We analyse the impact of the adoption of broadband Internet technology on the productivity performance of small and medium enterprises (SMEs). We distinguish access to the broadband infrastructure from the adoption of complementary services, i.e., different types of broadband software applications. The empirical analysis considers a sample of 799 firms observed from 1998 to 2004 that are representative of the population of Italian SMEs. Our econometric estimates indicate that the impact of the adoption by SMEs of basic broadband applications is negligible (or even negative). Conversely, SMEs are found to benefit from adopting selected advanced broadband applications depending on several contingent factors: (i) their industry of operations (services vs. manufacturing); (ii) the relevance of the specific broadband software applications for SMEs’ industry of operation; and (iii) the undertaking of complementary strategic and organisational changes.

Over the latter decade a rapid development of information communication technologies has been going on in various directions. Technological possibilities have increased very significantly (Lamanauskas, 2011). The development of internet and technologies related with it has been extremely fast. A lot of internet service providers have appeared in the market, their number still continues to grow. The internet connection methods are changing - from the ordinary usage of phone line modems (dial - up) to broadband internet technology (DSL) and cable TV internet nets. It can be asserted, that over the mentioned period Web 1.0 internet (static, used for getting information) has been changed to Web 2.0 internet (social). The internet diaries, social portals, technologies allowing live communication on the internet (Internet Relay Chat, IRC), talk programme Windows Live Messenger (MSN), ICQ forums and other have occurred and are spreading. With the appearance of “Skype”, the internet telephony has acquired a qualitatively new characteristic and practically has become a daily routine. Thus, today a consumer can create his profile on the internet, can make friends, communicate in the interest groups and so on. It can be stated, that every human being contributes in his own way to the internet and at the same time to ICT development, in general. It is obvious, that together with technological problems also arise social internet problems. Social networking websites are closely related with economical, psychological, educational, paleological and other aspects. There is a shortage of researches grounding socio-educational social network aspects. It is important to know not only how much time the consumers spend surfing the net, but how much of this time is allotted for communicating in social networking websites, which of them are the most popular and why, how the respondents evaluate social networking website functions, what in general they know about them, what advantages, disadvantages and threats they discern. Finally, it is important to find out whether the usage of social networking websites improves information – communication abilities in some way. Lessons from the 2011 Tohoku Earthquake and Tsunami for Researchers and Policy Makers: Legal and Regulatory Comparative of the Role of Telecommunications in Disaster Planning and Response in the US and Japan

Devastating natural disasters struck Japan on March 11, 2011 leaving some 340,000 citizens refugees, and nearly 20,000 dead or missing. The 9.0 magnitude Great East Japan Earthquake and the ensuing tsunami wrought destruction on all facets of Japan’s infrastructure and have been declared the most costly natural disaster in world history. Despite the biblical scale of the catastrophes, within seconds of the disaster a complex network of sensors delivered a flurry of critical information into multi-stakeholder disaster networks that conveyed over diverse physical infrastructure life-saving warnings to the public, without a single accident safely brought to a halt speeding trains across the country, halted factories and elevators, and set in motion other important disaster responses. Japan's decades of preparation and investment were observed to demonstrate the value of communications in achieving key public safety goals of protecting life and property. The paper reviews the key national law foundations for disaster planning and management, regulatory facets of disaster networks and warning systems, the role of industry in preparation and participation in disasters, and citizens' role in communications aspects of Japan's survival of the 311 disasters. The paper identifies important comparative observations with U.S. approaches and experiences for the role of communications in disaster detection and warning, carrier and infrastructure preparedness, refugee assistance and support, social and other new media, and other emerging topics. More than one year later, Japan's ongoing policy responses and developments are reviewed to identify important lessons learned for researchers and policy makers. Bio: James Miller is a Senior Attorney Advisor in the Office of Engineering and Technology at the Federal Communications Commission, Adjunct Professor of Law at the American University, Washington College of Law, an Affiliated Research Fellow of the Columbia Institute for Tele-Information at the Columbia Business School and a 2004-2006 Mansfield Fellow. At the FCC, Mr. Miller focuses on regulatory and policy matters related to spectrum and and Broadband Internet technology. As Adjunct Professor of Law at the American University, Washington College of Law, he teaches U.S.-Japan Comparative Law and develops programs focused on East-Asia and technology. As a Mansfield Fellow, Mr. Miller explored Japanese regulatory policies for broadband technology and the information society, particularly focusing on legal and regulatory reforms and spectrum policy, in the Japanese Ministry of Internal Affairs and Communications Radio Policy Bureau (MIC), Ministry of Economy, Trade and Industry (METI), Office of Senior-Vice Minister Yoshitaka SAKURADA, and the Tokyo District and High Court’s Administrative Litigation and Intellectual Property Sections. He is a cum laude graduate of the Washington College of Law, American University, and holds a bachelors degree in Economics and East-Asian studies (honors) from the University of Kansas. He is bilingual in English and Japanese and frequently speaks and publishes in Japanese for business, legal, and technical audiences in Japan.

Developing a strategic framework for the WiBro service in the global market

This research presents a strategic framework, associated with a standardization strategy, to achieve successful commercialization of the WiBro (brand service name for WiMAX) service on the global market. Although WiBro was the first wireless broadband internet technology in the world to be developed, commercialized and subsequently designated as an international standard, its performance on the global market has been without notable success and no active research is taking place to change this current state. In order to escape from a narrow domestic market and get to launch abroad, it is important to suggest a strategic roadmap with policy supports of a government as well as to introduce the policy for Wibro standardization. This research analyzed the effects of standardization on business strategies. Based on the Delta Model, this research devises strategies for the WiBro service’s commercialization on the global market and presents a strategic framework based on empirical research using the ANP methodology. The analysis results in this study suggest a strategic roadmap for global commercialization of WiBro.

Knowledge creation and dissemination in sub‐Saharan Africa

PurposeThe purpose of this experimental study is to examine the effects of using broadband internet technology for creating and disseminating agricultural knowledge in Nigeria. A free broadband service Knowledge Center was established in the village of Ihiala with volunteer college students aiding the farmers in using the internet.Design/methodology/approachPre‐ and post‐test interviews of a panel of female farmers were conducted before and after the establishment of a free broadband internet access service center and experimental web site. A survey of another 97 farmers in the village was conducted to examine awareness and perception of the Knowledge Center.FindingsThe data from the interviews show that farmers who visited the experimental web site evaluated the site positively as giving them relevant knowledge. Most importantly, the broadband service facility was unanimously rated by the users as a great place for socializing with and learning from other fellow farmers. They all encouraged their friends and relatives to use the center and said they would miss the center if it was discontinued.Research limitation/implicationsThe limited funding can only examine the short‐term impact of the technology on the farmers. The demonstration of broadband internet's potential as an infrastructure in facilitating the creation and dissemination of knowledge among Nigerian farmers through this experiment can be deemed successful.Practical implicationsCustomized information and socialization functions in a knowledge creation program are important to win the support of farmers.Originality/valueThis study is the first empirical study to examine the effects of technology on knowledge creation and dissemination based on a collaborative knowledge creation model.

Structural equation model for effective CRM of digital content industry

Digital contents industry has been expanding its business based on broadband internet technology. But service level of contents provider has not reached the expected level of customers in the context of CRM yet. In this paper, we develop a structural equation model for customer satisfaction index (CSI) to measure the level of digital contents service quality reflecting the aspects of contents quality, service quality and provider quality. Our proposed model is applied to various types of contents such as on-line games, mobile contents, internet VOD services and e-music. The results give us the controllable feedback information to effectively improve customer satisfaction for each kind of digital content industry.

Global university system for engineering education in the age of globalization

The Global University System (GUS) is a world wide initiative to create an advanced telecommunications infrastructure for access to educational resources across national and cultural boundaries in the search for global peace. GUS aims to create a world wide consortium of universities to provide the underdeveloped world with access to 21st century education via broadband Internet technologies. The aim is to achieve ‘education and healthcare for all’, anywhere, anytime and at any pace. GUS works in the major regions of the world in partnership with higher education and healthcare institutions. Learners in these regions will be able to take their courses from member institutions around the world to receive a GUS degree. These learners and their professors from partner institutions will also form a global forum for exchange of ideas and information and for conducting collaborative research and development with the emerging global GRID computer network technology. The Globally Collaborative Innovation Network (GCIN) with a globally distributed computer simulation system will foster the creativity of youngsters around the world. The Globally Collaborative Environmental Peace Gaming (GCEPG) Project will be its most powerful demonstration. GUS will be available to game players around the world.

Technological dimensions of privacy in Asia

Users in Asian countries (where adoption of broadband Internet technology is more widespread than anywhere else in the world) harbor notions of computer privacy that differ somewhat from those that are prevalent in Europe and the US. The spate of viruses and worms that has laid bare the security inadequacies of Microsoft's operating system and application software has exacted a particularly heavy toll on computer users in Asia. However, as well as posing challenges to privacy, technology also offers new opportunities for increasing privacy. Doug Tygar, computer science professor at the University of California, Berkeley, examines recent advances in security and privacy research, and suggests that the Asian computing environment represents a uniquely suitable test bed for new privacy technologies. He also highlights the increased popularity in Asia of Linux, the open-source operating system—due in part to its stability, but also to the fact that users need not fear hidden “backdoors” that might compromise security.

Cable modem technology is rapidly entering commonplace discussion. The capabilities provided by cable moderns promise data bandwidth speeds far in excess of those provided by traditional twisted pair public telephone networks. Internet service providers are taking position to promote this next generation method of delivering Internet services to the home as part of the broadband access to the home race. Cable TV operators and Regional Bell Operating Companies (RBOCs) (e.g. PacBell) are preparing for this integrated broadband future by installing or rebuilding existing all-coaxial cable plants into two-way Hybrid-Fiber Coaxial plants, and by offering a wide range of both data and interactive services which they feel will be most attractive to their subscriber base. Initially, these services will only provide Internet access and access to the major information services (e.g. Compuserve, AOL and Prodigy). These service offerings will quickly advance to support multi-player gaming and collaborative services such as voice and desktop video teleconferencing. As an introduction to some of the issues surrounding cable modem technology, this paper summarizes two of the standardization efforts: the ATM over HFC definition work taking place in the ATM Forum's Residential Broadband Working Group; and the standards progress in the IEEE P802.14 Cable TV Media Access Control and Physical Protocol Working Group. Delivering a viable Internet service to a Cable TV based subscriber community has its own set of deployment issues that are briefly overviewed and summarized.
