From Tough Times to Better Times: Feminism, Public Policy, and New Labour Politics in Britain

A series of significant internal changes transformed the British Labour Party in the years following 1983. This article is among the first to probe the women and politics dimension of these reforms, focusing on three main questions: first, what benefits accrued to Labour and organized feminism as a result of changes introduced after 1983? Second, what costs were incurred by both sides due to party reform, and how might these disadvantages affect their longer-term relationship? And third, how were initial New Labour government decisions viewed by women’s group activists? The article concludes that although the 1997 elections did not produce a policy nirvana for British feminism, their initial effects augured reasonably well for movement interests.

It suggests that what is most significant is the emergence of a new politics of conduct that seeks to reconstruct citizens as moral subjects of responsible communities. The author considers the presuppositions of such a politics and its implications for technologies of government.

Marshall Aid and the ‘Shortage Economy’ in Britain in the 1940s

This article assesses the impact of Marshall aid on the economy and politics of Britain in the 1940s. It draws on recent literature on the domestic policies of the Attlee government and on the general impact of Marshall aid on Western Europe, together with the notion of the ‘shortage economy’ developed by Kornai. The central argument is that the deployment of Marshall aid primarily to maintain British consumption levels derived not from a governmental disregard for the importance of reviving investment and industrial output, but from a realistic appreciation of the economic and political consequences of trying to hold consumption down to an excessively austere level.

The Changing Pattern of Black Politics in Britain

This work provides a detailed reassessment of the politics of race since the 1950s. Shukra examines some of the enduring political issues, strategies and theorising concerning ethnic minorities in the UK and, by comparison, the US. Tracing the history of black political consciousness, Shukra outlines the differing strategies and ideologies throughout the period, from the early period of black political organisation in the 1950s and 60s and the emergence of a black consciousness, to the debates over black sections in the Labour Party in the 1980s and the issues of race, class and social change in the 1990s. Shukra traces the tensions between the Asian and African-Caribbean communities in the UK, and analyzes the debates around the boundaries of blackness, arguing that the key issue in black politics has always been the need for acceptance by the host society and polity.

Property, politics and the neo-liberal revolution in urban Scotland

This paper is written in the context of current debates about the extent to which business coalitions are shaping the political agendas of the contemporary city. With a growing critique of the use of North American frameworks as a basis for the interpretation of business politics in the British city, we make a contribution towards the development of a more theoretically informed account of capital's involvement in local politics in Britain. Our research design takes analysis beyond the confines of what we term a ‘state-centred perspective’ insofar as we focus on the political behaviour of one key fraction of capital, property, in a range of urban areas in one political system, Scotland. Through the first survey to be conducted in Scotland of the political activities of property agents, the paper draws out conclusions about the extent to which new forms of neo-liberal urban governance are serving to construct an environment within which contemporary property politics are being played out. Our results point to a politically engaged fraction of capital but one which is largely oblivious to the changes in governance taking place around them. In an effort to further understanding property politics, we conclude that more attention needs to be given to capital and its trajectories. In calling for an epistemological shift towards a capital-centred perspective, we conclude that an understanding of property politics might profitably draw upon both a rehabilitated version of neo-Marxist frameworks and more recent institutional perspectives.

This is an account of the Labour Party between 1972 and 1997. It criticizes Tony Blair's "new Labour" orthodoxy as not only abandoning a commitment to social reform, but also as having rewritten Labour history. The authors argue that this period spawned a "new Labour Left", a viable radical alternative which was deteated only by an over-dependency on parliamentary channels. Both the "Old Labour" centre-right and the Labour Left have been derided as "dinosaurs" and "has-beens", while the period from the early 1970s to Blair's ascendancy has been dismissed as one of division, incompetence and failure.
