Britain's Economic Outlook after Brexit

AbstractIn a historic referendum, Britain has voted to leave the European Union. Some of the polling suggests that a backlash against globalisation played a role, alongside themes such as sovereignty and immigration. The government has insisted that Britain will maintain its global outlook, but how challenging will that be in the face of disengaging from the world's biggest economic entity and forging a novel path? The UK is doing so with some notable weaknesses in its large trade deficit. This article explores the economic uncertainties of Brexit and potential ways forward.

A New Research Programme on Information and Communication Technologies. The E-Society: Understanding the Restructuring of Practices and Institutions in the Digital Age

This is an advance notice of a new research programme, supported by Britain's Economic and Social Research Council (ESRC), investigating the restructuring of practices and institutions in the digital age. The call for applications is planned for November 2001; first projects are expected to commence in October 2002. The ESRC is currently preparing the recruitment of a Programme Director.Further information on the process will be published in due course and will be available on the ESRC's website at: http:/ /www.esrc.ac.uk/E-Society.htm. 99/03449 Gaps, barriers and conceptual chasms: theories of technology transfer and energy in buildings

Analyses of the potential for energy conservation typically begin with estimates of technical opportunity. The first step is to assess energy savings which might be achieved by the adoption of economically worthwhile measures and technologies. Framed in these terms, the task is one of technology transfer : of closing the gap between current practice and recognised technical potential. The trouble is that the practical application of energy efficient technologies seems to be impeded by what are routinely referred to as non technical barriers. The conventional view is thus one in which social obstacles inhibit the realisation of proven technical potential. This familiar logic depends upon a strong conceptual distinction between the social, on the one hand, and the technical, on the other. But does it make sense to talk of technical potential in the abstract ? If we question the notion of pure technical potential, we must also reconsider theories of technology transfer. Do people really have technologies transferred upon them ? Questions about the nature of technical change in turn lead us to review the conceptual status of the gaps and barriers which dominate discussion of energy efficiency. Drawing upon ideas from the sociology of science and technology and on recent research funded by Britain's Economic and Social Research Council, this paper unpacks conventional beliefs about the diffusion of energy efficient technologies and develops an alternative model which acknowledges the social structuring of technical innovation.

Britain's Economic Performance: The Strategic Dimension

Today it is widely recognised that manufacturing industry has a vital role to play if economic recovery in Britain is to be sustained, raising issues for policy of both its competitiveness and its size. This article argues that both are fundamentally linked by innovation; it identifies various weaknesses in the innovative potential of the manufacturing base, before examining the scope for improving the record in the more specific area of science based innovation, where Britain retains considerable strength. The article concludes by arguing that only through a coherent industrial policy can manufacturing play its desired role.

Addendum: Public Sector Employment, Rent Seeking and Economic Growth

Unfortunately a footnote was omitted from the published version of this article, which drew attention to some points of similarity between our model of a developing country which was in a direct lineage from the Lewis and Harris-Todaro models and the one that Robert Bacon and Walter Eltis applied to the United Kingdom and later to the United States and Canada in Britain's Economic Problem: Too Few Producers (Macmillan, Ist edition 1976, 2nd edition I 978). Their analysis was one of the intellectual strands from which we drew.

‘Plucking the China Brand from the Burning‘: Britain's Economic Assistance to China and Sir Otto Niemeyer's Mission, 1940–42

For over four years from the Marco Polo Bridge incident to Pearl Harbour China fought alone against Japanese military expansionism in the Far East. Both Britain and the United States recognized China's strategic importance but gave relatively little in the way of material help. On the one hand sufficient aid had to be given to ensure that China continued to act as a bulwark against Japanese imperialism and to keep China from gravitating to the Soviet Union (whose aid programme was more immediate, more generous and took the form of military supplies). On the other hand assistance was limited by British resource constraints, by American isolationist public opinion and by the fear, on both sides of the Atlantic, that overt military aid would provoke Japan into widening the conflict into their own respective spheres of interest.
