In this review of the internationally agreed procedural requirements for bringing into use satellites providing a broadcast service to western hemisphere countries in the 12.2-12.7 GHz band, using feeder links in the 17.3-17.8 GHz band, the author charts a course for the satellite engineer through the international maze. Without obscure legal technicalities, the paper presents the essential regulatory purposes that the engineer's technical handiwork must serve, points out pitfalls, and suggests how to avoid them.
