Genotypic analysis of a localised hotspot of Pestivirus A (BVDV-1) infections in Northern Ireland.

Bovine viral diarrhoea (BVD) is caused by Pestivirus A and Pestivirus B. Northern Ireland (NI) embarkedon a compulsory BVD eradication scheme in 2016, which continues to this day, so an understanding of the composition of the pestivirus genotypes in the cattle population of NI is required. This molecular epidemiology study employed 5' untranslated region (5'UTR) genetic sequencing to examine the pestivirus genotypes circulating in samples taken from a hotspot of BVD outbreaks in the Enniskillen area in 2019. Bovine viral diarrhoea virus (BVDV)-1e (Pestivirus A) was detected for the first time in Northern Ireland, and at a highfrequency, in an infection hotspot in Enniskillen in 2019. There was no evidence of infection with BVDV-2 (Pestivirus B), Border disease virus (pestivirus D) or HoBi-like virus/BVDV-3 (pestivirus H). Only 5'UTR sequencing was used, so supplementary sequencing, along with phylogenetic trees that include all BVDV-1 genotype reference strains, would improve accuracy. Examination of farm locations and animal movement/trade is also required. Genotype BVDV-1e was found for the first time in Northern Ireland, indicating an increase in the genetic diversity of BVDV-1, which could have implications for vaccine design and highlights the need for continued pestivirus genotypic surveillance.

Cattle farmer psychosocial profiles and their association with control strategies for bovine viral diarrhea

Bovine viral diarrhea (BVD) is endemic in the United Kingdom and causes major economic losses. Control is largely voluntary for individual farmers and is likely to be influenced by psychosocial factors, such as altruism, trust, and psychological proximity (feeling close) to relevant “others,” such as farmers, veterinarians, the government, and their cows. These psychosocial factors (factors with both psychological and social aspects) are important determinants of how people make decisions related to their own health, many of which have not been studied in the context of infectious disease control by farmers. Farmer psychosocial profiles were investigated using multiple validated measures in an observational survey of 475 UK cattle farmers using the capability, opportunity, motivation-behavior (COM-B) framework. Farmers were clustered by their BVD control practices using latent class analysis. Farmers were split into 5 BVD control behavior classes, which were tested for associations with the psychosocial and COM-B factors using multinomial logistic regression, with doing nothing as the baseline class. Farmers who were controlling disease both for themselves and others were more likely to do something to control BVD (e.g., test, vaccinate). Farmers who did not trust other farmers, had high psychological capability (knowledge and understanding of how to control disease), and had high physical opportunity (time and money to control disease) were more likely to have a closed, separate herd and test. Farmers who did not trust other farmers were also more likely to undertake many prevention strategies with an open herd. Farmers with high automatic motivation (habits and emotions) and reflective motivation (decisions and goals) were more likely to vaccinate and test, alone or in combination with other controls. Farmers with high psychological proximity (feeling of closeness) to their veterinarian were more likely to undertake many prevention strategies in an open herd. Farmers with high psychological proximity to dairy farmers and low psychological proximity to beef farmers were more likely to keep their herd closed and separate and test or vaccinate and test. Farmers who had a lot of trust in other farmers and invested in them, rather than keeping everything for themselves, were more likely to be careful introducing new stock and test. In conclusion, farmer psychosocial factors were associated with strategies for BVD control in UK cattle farmers. Psychological proximity to veterinarians was a novel factor associated with proactive BVD control and was more important than the more extensively investigated trust. These findings highlight the importance of a close veterinarian-farmer relationship and are important for promoting effective BVD control by farmers, which has implications for successful nationwide BVD control and eradication schemes.

Benefit of Bovine Viral Diarrhoea (BVD) Eradication in Cattle on Pestivirus Seroprevalence in Sheep.

Bovine viral diarrhoea virus (BVDV) and Border disease virus (BDV) are closely related pestiviruses of cattle and sheep, respectively. Both viruses may be transmitted between either species, but control programs are restricted to BVDV in cattle. In 2008, a program to eradicate bovine viral diarrhoea (BVD) in cattle was started in Switzerland. As vaccination is prohibited, the cattle population is now widely naïve to pestivirus infections. In a recent study, we determined that nearly 10% of cattle are positive for antibodies to BDV. Here, we show that despite this regular transmission of BDV from small ruminants to cattle, we could only identify 25 cattle that were persistently infected with BDV during the last 12 years of the eradication program. In addition, by determining the BVDV and BDV seroprevalence in sheep in Central Switzerland before and after the start of the eradication, we provide evidence that BVDV is transmitted from cattle to sheep, and that the BVDV seroprevalence in sheep significantly decreased after its eradication in cattle. While BDV remains endemic in sheep, the population thus profited at least partially from BVD eradication in cattle. Importantly, on a national level, BVD eradication does not appear to be generally derailed by the presence of pestiviruses in sheep. However, with every single virus-positive cow, it is necessary to consider small ruminants as a potential source of infection, resulting in costly but essential investigations in the final stages of the eradication program.

Eradication of Bovine Viral Diarrhoea (BVD) in Cattle in Switzerland: Lessons Taught by the Complex Biology of the Virus.

Bovine viral diarrhoea virus (BVDV) and related ruminant pestiviruses occur worldwide and cause considerable economic losses in livestock and severely impair animal welfare. Switzerland started a national mandatory control programme in 2008 aiming to eradicate BVD from the Swiss cattle population. The peculiar biology of pestiviruses with the birth of persistently infected (PI) animals upon in utero infection in addition to transient infection of naïve animals requires vertical and horizontal transmission to be taken into account. Initially, every animal was tested for PI within the first year, followed by testing for the presence of virus in all newborn calves for the next four years. Prevalence of calves being born PI thus diminished substantially from around 1.4% to <0.02%, which enabled broad testing for the virus to be abandoned and switching to economically more favourable serological surveillance with vaccination being prohibited. By the end of 2020, more than 99.5% of all cattle farms in Switzerland were free of BVDV but eliminating the last remaining PI animals turned out to be a tougher nut to crack. In this review, we describe the Swiss BVD eradication scheme and the hurdles that were encountered and still remain during the implementation of the programme. The main challenge is to rapidly identify the source of infection in case of a positive result during antibody surveillance, and to efficiently protect the cattle population from re-infection, particularly in light of the endemic presence of the related pestivirus border disease virus (BDV) in sheep. As a consequence of these measures, complete eradication will (hopefully) soon be achieved, and the final step will then be the continuous documentation of freedom of disease.

The Northern Ireland Control Programmes for Infectious Cattle Diseases Not Regulated by the EU.

The disease control programmes for Bovine Viral Diarrhoea (BVD), Infectious Bovine Rhinotracheitis (IBR), Johne's Disease (JD), Leptospirosis and Neosporosis are described including the approved diagnostic tools, diagnostic quality systems, and the role of vaccination (where appropriate). This paper describes the control programmes within NI, the challenges relating them, as well as assessing their impact and effectiveness, taking into consideration the quality of data available and number of herds participating. With the NI agricultural industry experiencing increasing financial pressures and post Brexit changes, the necessity of working to maximise the performance of bovine disease control programmes at the individual farm level as well as at the regional level is increasingly important. The programmes described fall into two categories with two distinct aims. Two managed by Animal Health & Welfare NI (AHWNI), the BVD eradication and JD Dairy Control programmes seek to eradicate or control infection at the regional level. A further 5 programmes, covering BVD, JD, IBR, Leptospirosis and Neosporosis, are managed by the Agri-Food and Biosciences Institute (AFBI) and focus on facilitating eradication or control at the individual herd level. These latter programmes conform to the Cattle Health Certification Standards (UK) (CHeCS) which is a UK self-regulatory body set up to ensure consistency between different disease control schemes across herds. The largest of all the programmes described is the AHWNI BVD Eradication Programme which has led to significant reductions in infection incidence. Compliance with it has been high with more than 97% of all cattle alive at the end of 2020 having a BVD test status. The rolling annual incidence of BVD virus positive calves has fallen by 56% since the start of the compulsory programme in 2016. This decrease has occurred largely through industry initiatives to deal with BVD positives, including the voluntary culling of persistently infected (PI) animals by herd owners, a voluntary abattoir ban on the slaughter of BVD virus (BVDv) positive animals, and the inclusion of retention of a BVDv positive animal as a non-conformance in the industry-run Farm Quality Assurance Scheme.

Novel industry-government governance mechanisms for the eradication of bovine viral diarrhoea in the UK and Ireland

Industry led schemes to eradicate the endemic cattle disease bovine viral diarrhoea involving government legislation represent a new type of biosecurity governance. This paper explores the governance of schemes to eradicate bovine viral diarrhoea in the UK and Ireland, using the concept of the institutional void. The institutional void describes the devolution of responsibility from central government to devolved administrations and industry. In addition, our research took place within the context of uncertainty over Brexit and how this will affect biosecurity governance within the UK, and the UK's relationship with EU countries, particularly Ireland. The paper draws on interviews with key stakeholders involved in the design and administration of the schemes across the UK and Ireland. The paper identifies three institutional logics that motivated the development of the schemes and their design to ensure successful disease eradication. The key findings from the paper were that though the schemes had a novel industry led design, novel governance mechanisms for ensuring compliance other than national government enforcement do not yet exist. The most common response to threats to the schemes' logic was to call for a scaling up of responsibility – from industry to government and from government to the EU. This may allow for the harmonisation of schemes and enforcement of compliance but may also open up fresh legitimacy challenges as control of the scheme is also scaled up from industry to government and government to the EU. While past research has shown that international biosecurity regulation can become depoliticised by the actors involved and is treated as a risk calculation exercise, this was not the case with BVD eradication schemes where the meaning of ‘BVD free’ was a politicised concept. The schemes represented a new departure in biosecurity governance and so raise the need to rethink what compliance means in an industry-government hybrid scheme – is it compliance with epidemiological advice or compliance with the law and how can these two meanings be best harmonised? • Schemes eradicating BVD in UK and Ireland are novel forms of biosecurity governance. • Schemes are industry led and involve industry-government partnerships. • Despite novel partnerships government seen as having responsibility for compliance. • Disagreements about role of government and whether BVD is public or industry good. • Harmonising schemes between countries was about scaling up responsibility to the EU.

Bovine viral diarrhoea virus loses quasispecies diversity rapidly in culture.

Bovine viral diarrhoea (BVD) is an important disease of cattle, with significant impacts on animal health and welfare. The wide host range of the causative pestiviruses may lead to formation of virus reservoirs in other ruminant or wildlife species, presenting a concern for the long-term success of BVD eradication campaigns. It is likely that the quasispecies nature of these RNA viruses contributes to their interspecies transmission by providing genetic plasticity. Understanding the spectrum of sequence variants present in persistently infected (PI) animals is, therefore, essential for studies of virus transmission. To analyse quasispecies diversity without amplification bias, we extracted viral RNA from the serum of a PI cow, and from cell culture fluid after three passages of the same virus in culture, to produce cDNA without amplification. Sequencing of this material using Illumina 250 bp paired-read technology produced full-length virus consensus sequences from both sources and demonstrated the quasispecies diversity of this pestivirus A genotype 1a field strain within serum and after culture. We report the distribution and diversity of over 800 SNPs and provide evidence for a loss of diversity after only three passages in cell culture, implying that cultured viruses cannot be used to understand quasispecies diversity and may not provide reliable molecular markers for source tracing or transmission studies. Additionally, both serum and cultured viruses could be sequenced as a set of 25 overlapping PCR amplicons that demonstrated the same consensus sequences and the presence of many of the same quasispecies variants. The observation that aspects of the quasispecies structure revealed by massively parallel sequencing are also detected after PCR and Sanger sequencing suggests that this approach may be useful for small or difficult to analyse samples.

Practices and opinions of New Zealand beef cattle farmers towards bovine viral diarrhoea control in relation to real and perceived herd serological status

ABSTRACTAims: To investigate the seroprevalence of infection with bovine viral diarrhoea (BVD) virus among 75 beef herds and seroconversion in cattle during early pregnancy, and to determine the practices and opinions of farmers towards BVD control and their association with real and perceived herd serological status.Methods: Blood samples were collected before mating in 75 beef herds across New Zealand from 15 unvaccinated heifers that had delivered their first calf that season. Serum samples were tested for BVD antibodies using ELISA individually, and after pooling samples for each farm. Animals that were antibody-negative were retested at either pregnancy diagnosis or weaning. Farmers were asked to complete a detailed survey about herd demographics, BVD testing and vaccination practices, and opinions towards national BVD control.Results: Based on the pooled serum antibody ELISA results, there were 28/75 (37%) negative herds, 15/75 (20%) suspect herds, and 32/75 (43%) positive herds. Of 1,117 animals sampled 729 (65.3%) tested negative for BVD virus antibodies; when retested, 47/589 (8.0%) animals from 13/55 (24%) herds had seroconverted. Among 71 famers providing survey responses 11 (15%) believed their herd was infected with BVD, 24 (34%) were unsure and 36 (51%) did not think their herd was infected. Only 19/71 (18%) farmers had performed any BVD testing within the past 5 years and 50/70 (71%) had not vaccinated any cattle for BVD. Support for national BVD eradication programme was strong in 51/71 (56%) respondents, but the biggest challenge to BVD control was considered to be famer compliance. Compared to farmers who did not think their herd was infected, more farmers who thought BVD was present in their herds had previously tested for BVD, would consider testing all replacement calves, and would support establishing a national BVD database; fewer would consider purchasing BVD tested or vaccinated cattle only.Conclusions and clinical relevance: Only 15% of the beef farmers in this study believed their herds were infected with BVD virus and few of them had undertaken BVD screening. Nevertheless many were supportive of implementing a national BVD control programme. It is likely that the lack of farmer awareness around BVD and the failure of farmers to recognise the potential impacts in their herds are hindering progress in controlling the disease in New Zealand. There are opportunities for New Zealand veterinarians to be more proactive in helping beef farmers explore BVD management options.

An Epidemiological and Economic Simulation Model to Evaluate Strategies for the Control of Bovine Virus Diarrhea in Germany.

Models can be used to plan, evaluate, and improve programs for animal disease control. In Germany, a nationwide compulsory program to eradicate Bovine viral diarrhea (BVD) is in force since January 2011. As it is associated with substantial expenditures, the program is currently under revision. To provide the basis for a science-based decision on the future course of BVD control in Germany, we evaluated 13 scenarios (sc1-13) with respect to the chance of reaching freedom from disease and their economic implications for a period of 20 years (2011–2030). To simulate the impact of different control strategies on disease dynamics, a disease spread model was developed. To estimate the effects of a transient infection (TI) on animal level, a gross margin analysis was performed. To assess the value of cattle that died prematurely, a valuation model was used. Finally, an economic model was developed to perform a cost-benefit analysis and to compare each control scenario with a baseline setting with no BVD control. Costs comprised the expenditures for diagnostics, vaccination, preventive culling, and trade restrictions. Benefits were animal and production losses avoided by having control measures in place. The results show that reducing the PI prevalence on animal level to 0% is only feasible in scenarios that combine antigen or antibody testing with compulsory vaccination. All other scenarios, i.e., those based exclusively on a “test and cull” approach, including the current control program, will, according to the model, not achieve freedom of BVD by 2030. On the other hand, none of the scenarios that may lead to complete BVD eradication is economically attractive [benefit-cost ratio (BCR) between 0.64 and 0.94]. The average direct costs of BVD in Germany are estimated at 113 million Euros per year (34–402 million Euros), corresponding to 28.3 million Euros per million animals. Only the concepts of the former and the current national BVD control program (“ear tag testing and culling”) may reduce the BVD prevalence to 0.01% with an acceptable BCR (net present value of 222 and 238 million Euros, respectively, with a BCR of 1.22 and 1.24).

Global knowledge gaps in the prevention and control of bovine viral diarrhoea (BVD) virus.

The significant economic impacts of bovine viral diarrhoea (BVD) virus have prompted many countries worldwide to embark on regional or national BVD eradication programmes. Unlike other infectious diseases, BVD control is highly feasible in cattle production systems because the pathogenesis is well understood and there are effective tools to break the disease transmission cycle at the farm and industry levels. Coordinated control approaches typically involve directly testing populations for virus or serological screening of cattle herds to identify those with recent exposure to BVD, testing individual animals within affected herds to identify and eliminate persistently infected (PI) cattle, and implementing biosecurity measures such as double-fencing shared farm boundaries, vaccinating susceptible breeding cattle, improving visitor and equipment hygiene practices, and maintaining closed herds to prevent further disease transmission. As highlighted by the recent DISCONTOOLS review conducted by a panel of internationally recognized experts, knowledge gaps in the control measures are primarily centred around the practical application of existing tools rather than the need for creation of new tools. Further research is required to: (a) determine the most cost effective and socially acceptable means of applying BVD control measures in different cattle production systems; (b) identify the most effective ways to build widespread support for implementing BVD control measures from the bottom-up through farmer engagement and from the top-down through national policy; and (c) to develop strategies to prevent the reintroductionof BVD into disease-free regions by managing the risks associated with the movements of animals, personnel and equipment. Stronger collaboration between epidemiologists, economists and social scientists will be essential for progressing efforts to eradicate BVD from more countries worldwide.

Genetic parameters for variability in the birth of persistently infected cattle following likely in utero exposure to bovine viral diarrhea virus.

Genetic selection is an inexpensive and complementary strategy to traditional methods of improving animal health and welfare. Nonetheless, endeavors to incorporate animal health and welfare traits in international breeding programs have been hampered by the availability of informative phenotypes. The recent eradication program for bovine viral diarrhea (BVD) in the Republic of Ireland has provided an opportunity to quantify the potential benefits that genetic selection could offer BVD eradication programs elsewhere, as well as inform possible eradication programs for other diseases in the Republic of Ireland. Using a dataset of 188,085 Irish calves, the estimated direct and maternal heritability estimates for the birth of persistently infected calves following likely in utero exposure to BVD virus ranged from not different from zero (linear model) to 0.29 (SE = 0.075; threshold model) and from essentially zero (linear model) to 0.04 (SE = 0.033; threshold model), respectively. The corresponding genetic SD for the direct and maternal effect of the binary trait (0, 1) ranged from 0.005 (linear model) to 0.56 (threshold model) units and ranged from 0.00008 (linear model) to 0.20 (threshold model) units, respectively. The coefficient of direct genetic variation based on the linear model was 2.56% indicating considerable genetic variation could be exploited. Based on results from the linear model in the present study, there is the potential to reduce the incidence of persistent infection in cattle by on average 0.11 percentage units per year which is cumulative and permanent. Therefore, genetic selection can contribute to reducing the incidence of persistent infection in cattle. Moreover, where populations are free from persistent infection, inclusion of the estimated genetic merit for BVD in national breeding indexes could contribute to a preservation of a BVD-free status. Results from the present study can be used to inform breeding programs of the potential genetic gains achievable. Moreover, the approaches used in the present study can be applied to other diseases when data become available.

Potential infection-control benefit of measures to mitigate the risk posed by Trojan dams in the Irish BVD eradication programme

In the epidemiology of Bovine Viral Diarrhoea (BVD), Trojan dams (animals that are not persistently infected (PI) with BVD (BVDv) virus but carrying PI foetuses) are a vehicle through which infection can be transmitted. We investigated the degree to which restricting movement of cattle from BVDv infected herds would prevent Trojan births in other herds (effectiveness) and the extent to which this would reduce other, non-Trojan, movements (proportionality). We focussed on Irish herds with BVD + animal(s) present during 2014 and/or 2015. The effect of restricting movements of female animals over 12 months of age from these herds was compared with data collected on Trojan dams that calved in 2015. Four different potential restriction lengths were considered, varying from the period when a BVD + animal was present in the herd, to extending this to 12 months after removal of the last BVD + animal. In terms of effectiveness, none of the four restriction measures evaluated was effective at preventing the movement of all Trojan dams. Between 18.3% and 37.3% of Trojan births in 2015 would have been prevented under the proposed measures, and all Trojan births would have been prevented in between 14.4% and 32.5% of herds with BVD + births. In terms of proportionality, between 4.4% and 15.4% of all females > 12 months of age that moved between herds during 2015 would have been prevented from moving, and between 3.5% and 10.1% of Irish herds with at least one such movement would have been affected. These results show how measures to control the movement of Trojan dams should be targeted in a way that fits the Irish context and reduces the spread of BVDv, without unduly impacting other trade.

Spatial and risk factor analysis of bovine viral diarrhoea (BVD) virus after the first-year compulsory phase of BVD eradication programme in Northern Ireland

Bovine viral diarrhoea virus (BVDV) causes bovine viral diarrhoea (BVD), which is a contagious pathogen that can have a significant economic impact on cattle industries. In Northern Ireland (NI), the compulsory phase of a BVD eradication programme was implemented in 2016. The aim of this retrospective population based study was to utilize herd-level data after the first year of the compulsory phase (March 2016–March 2017) to determine the spatial distribution and variation of BVDV, to identify clusters of infection, and to quantify some risk factors associated with BVD in NI. Global spatial clustering (autocorrelation) and local spatial hot-spot analyses were used to specify the clustering areas (hot- and cold-spot). A suite of multivariable logistic analyses was performed to estimate the associations of spatial and non-spatial factors (relating to herd characteristics) with the risk of being a BVDV positive herd. Final models were compared by evaluating the model fit and the ability to account for spatial autocorrelation in the study area. There were 17,186 herds included in the analysis. The herd-level prevalence of BVDV was 11.31%. Significant spatial clustering of BVDV positive herds was presented in the central region of NI. A mixed effects logistic model, with a spatial random effect term, was considered the best model. The final model showed that a positive BVDV status during the voluntary phase prior to the compulsory phase started (OR = 2.25; CI 95% = 1.85–2.73), larger herd size (OR = 6.19; CI 95% = 5.22–7.34 for herd size > 100 animals) and a larger number of positive nearest neighbours within 4 km radius (OR = 1.24; CI 95% = 1.05–1.47 for 8–9 neighbours and OR = 1.41; CI 95% = 1.20–1.65 for 10–12 neighbours) were significantly related to the risk of a herd being tested positive for BVDV. The clear spatial pattern from the local spatial clustering analyses could be used for targeted surveillance and control measures by focusing on the central region of NI.

Factors associated with the bovine viral diarrhoea (BVD) status in cattle herds in Northwest Germany

In Germany, all calves are tested for the presence of bovine viral diarrhoea/mucosal disease virus (BVDV) virus since January 1, 2011. The basis for this compulsory investigation is the BVDV Federal Regulation (BVDVV), which demands testing of calves before the age of six months and according to the new regulation of June 2016 within four weeks or before entering another stock. In 2012, a questionnaire was sent to 7250 Lower Saxony cattle farmers to identify potential factors associated with the presence of BVDV. Completed questionnaires were received from 2542 farms for further analysis. For BVD status determination of these farms, the diagnostic results of 425,911 ear notch samples of calves as part of the BVD eradication period from June 2010 to December 2013 were used.For the analysis of the completed questionnaires, a univariable analysis was performed by the chi-square or Wilcoxon test for each variable studied. In addition, a multivariable logistic model was performed. Four potential risk factors remained after a backward selection in the final logistic regression model: the dairy production compared to the suckling and other types of production, the herd size, the purchase of animals and the location in western region in comparison with the central and eastern regions. In summary, according to the results of this study, the farm with the highest probability of a BVDV infection in Lower Saxony is a large dairy farm that purchases cattle and is located in a cattle-dense region. When the complete eradication of the virus will be achieved, the results of the present study may help to conduct a risk-oriented monitoring programme.

Economic evaluation of the eradication program for bovine viral diarrhea in the Swiss dairy sector

Since 2008, the Swiss veterinary service has been running a mandatory eradication program for Bovine Viral Diarrhea (BVD) that is focused on detecting and eliminating persistently infected (PI) animals. Detection was initially based on antigen testing from ear tag samples of the entire cattle population, followed by antigen testing of all newborn calves until 2012. Since then, bulk milk serology (dairy herds) and blood sample serology (beef herds) have been used for the surveillance of disease-free herds. From 2008 to 2012, the proportion of newborn PI calves decreased from 1.4% to less than 0.02%. However, this success was associated with substantial expenditures.The aim of this study was to conduct an economic evaluation of the BVD eradication program in the Swiss dairy sector. The situation before the start of the program (herd-level prevalence: 20%) served as a baseline scenario. Production models for three dairy farm types were used to estimate gross margins as well as net production losses and expenditures caused by BVD. The total economic benefit was estimated as the difference in disease costs between the baseline scenario and the implemented eradication program and was compared to the total eradication costs in a benefit-cost analysis. Data on the impact of BVD virus (BVDV) infection on animal health, fertility and production parameters were obtained empirically in a retrospective epidemiological case-control study in Swiss dairy herds and complemented by literature. Economic and additional production parameters were based on benchmarking data and published agricultural statistics. The eradication costs comprised the cumulative expenses for sampling and diagnostics. The economic model consisted of a stochastic simulation in @Risk for Excel with 20,000 iterations and was conducted for a time period of 14 years (2008–2021).The estimated annual financial losses in BVDV infected herds were CHF 85–89 per dairy cow and CHF 1337–2535 for an average farm, depending on the production type. The median net present value (NPV) was estimated at CHF 44.9 million (90% central range: CHF 13.4 million–69.4 million) and the break-even point to have been reached in 2015. Overall, the outcomes demonstrate that the Swiss BVD eradication program results in a net benefit for the dairy sector. These findings are relevant for planning similar BVD control programs in other countries.

A nationwide database linking information on the hosts with sequence data of their virus strains: A useful tool for the eradication of bovine viral diarrhea (BVD) in Switzerland

Pestiviruses infect a wide variety of animals of the order Artiodactyla, with bovine viral diarrhea virus (BVDV) being an economically important pathogen of livestock globally. BVDV is maintained in the cattle population by infecting fetuses early in gestation and, thus, by generating persistently infected (PI) animals that efficiently transmit the virus throughout their lifetime. In 2008, Switzerland started a national control campaign with the aim to eradicate BVDV from all bovines in the country by searching for and eliminating every PI cattle. Different from previous eradication programs, all animals of the entire population were tested for virus within one year, followed by testing each newborn calf in the subsequent four years. Overall, 3,855,814 animals were tested from 2008 through 2011, 20,553 of which returned an initial BVDV-positive result. We were able to obtain samples from at least 36% of all initially positive tested animals. We sequenced the 5′ untranslated region (UTR) of more than 7400 pestiviral strains and compiled the sequence data in a database together with an array of information on the PI animals, among others, the location of the farm in which they were born, their dams, and the locations where the animals had lived. To our knowledge, this is the largest database combining viral sequences with animal data of an endemic viral disease. Using unique identification tags, the different datasets within the database were connected to run diverse molecular epidemiological analyses. The large sets of animal and sequence data made it possible to run analyses in both directions, i.e., starting from a likely epidemiological link, or starting from related sequences. We present the results of three epidemiological investigations in detail and a compilation of 122 individual investigations that show the usefulness of such a database in a country-wide BVD eradication program.

Evaluation of farm-level parameters derived from animal movements for use in risk-based surveillance programmes of cattle in Switzerland.

BackgroundThis study focused on the descriptive analysis of cattle movements and farm-level parameters derived from cattle movements, which are considered to be generically suitable for risk-based surveillance systems in Switzerland for diseases where animal movements constitute an important risk pathway.MethodsA framework was developed to select farms for surveillance based on a risk score summarizing 5 parameters. The proposed framework was validated using data from the bovine viral diarrhoea (BVD) surveillance programme in 2013.ResultsA cumulative score was calculated per farm, including the following parameters; the maximum monthly ingoing contact chain (in 2012), the average number of animals per incoming movement, use of mixed alpine pastures and the number of weeks in 2012 a farm had movements registered. The final score for the farm depended on the distribution of the parameters. Different cut offs; 50, 90, 95 and 99 %, were explored. The final scores ranged between 0 and 5. Validation of the scores against results from the BVD surveillance programme 2013 gave promising results for setting the cut off for each of the five selected farm level criteria at the 50th percentile. Restricting testing to farms with a score ≥ 2 would have resulted in the same number of detected BVD positive farms as testing all farms, i.e., the outcome of the 2013 surveillance programme could have been reached with a smaller survey.ConclusionsThe seasonality and time dependency of the activity of single farms in the networks requires a careful assessment of the actual time period included to determine farm level criteria. However, selecting farms in the sample for risk-based surveillance can be optimized with the proposed scoring system. The system was validated using data from the BVD eradication program. The proposed method is a promising framework for the selection of farms according to the risk of infection based on animal movements.
