In Europe and in Slovenia, the Bologna reform of higher education has not yet been completed. This process was introduced with the aim of improving the efficiency and quality of teaching among others. A necessary condition for the successful implementation of the reform is the active involvement of teachers; however, this may be achieved only if the teachers are highly motivated for creative professional work. The objective of this analysis is to establish whether the legal regulation governing this reform and its implementation has had a positive impact on the motivation of the teachers during the advanced reform of higher education on the basis of the Bologna Declaration. The results of this research indicate that the regulation of the legal position of teachers is not completely aligned with the values arising from international law.
