On top of the $1.65 billion for the Substance Abuse Prevention and Treatment block grant (SAPT BG) from the December 2020 COVID‐19 relief package (see ADAW, Jan. 11), state drug and alcohol directors now have an additional $1.5 billion from the American Rescue Plan, signed by President Biden March 11 The American Rescue Plan would allow directors until September 2025 to spend the $1.5 billion. They have until sometime in 2022 to spend the $1.65 billion. This is on top of total SAPT BG funds, which have been under $2 billion for decades, not including STR [State Targeted Response to the Opioid Crisis] and in subsequent years SOR (State Opioid Response) grants, which are about an additional $1 billion. SOR was expanded last year to allow for spending on stimulant use disorders as well as opioid use disorders. SOR is still in addition to the $1.65 billion to be spent this year.
