Business Management of American Dairy Science Association: A Historical Review

The history covers business affairs of the American Dairy Science Association from its establishment in 1906 to the Annual Meeting in 1985, following the death of the first Executive Secretary, C. J. Cruse. The Association started as a group of 18 dairy instructors and research scientists who organized as the National Association of Dairy Instructors and Investigators. By 1985, the Association had expanded into an international organization, which conducted annual meetings, had a headquarters office with a staff of 19, provided management services for six other organizations and published the Journal of Dairy Science, five journals for other organizations, and numerous miscellaneous publications. The review includes a brief history of the Association, constitution and bylaws, management role of the Secretary Treasurer, Journal of Dairy Science, incorporation, The Association office, and trends and recent developments.

A Year of Transition for the Archives

Just one year ago, the editorial offices of theArchivesmoved from Park Ridge, Ill, to Worcester, Mass. Dr Al Soffer completed a ten-year term as a distinguished editor, and I was honored to be asked to serve as his successor. The transition went well, thanks to the guidance of Dr Soffer and his staff and Dr George Lundberg and Gabriela Radulescu at the American Medical Association (AMA) offices. To the best of our knowledge, no manuscripts were lost in the move across the country, although there were some tense moments until all the boxes were opened! The first step in the transition was to assemble an editorial staff. I was very fortunate in recruiting Dr Rob Goldberg, a clinical epidemiologist, as Deputy Editor and Dr Peter Levine, a hematologist, and Dr Neil Blacklow, an infectious disease specialist, as Associate Editors. The key appointment was our editorial assistant, Melissa Derby.

Suggestions for Increasing DBE Contractors Participation

The Surface Transportation Act of 1982, which increased DBE participation in public construction work, has caused continuing controversy. To determine how best to increase such participation with the least controversy, a study was conducted in Florida. A literature search and interviews with bankers, bonding agents, and government and trade association officers were conducted to obtain more potential solutions for increasing DBE participation. Questionnaires were then designed and sent to both DBE and non‐DBE contractors to determine which suggestions would boost DBE participation the most. This paper reports the research results and describes the methodologies used. Although the research did not result in unanimously accepted suggestions, both DBE and non‐DBE contractors who were surveyed volunteered suggestions that they believed would benefit DBE participation. These suggestions urgently need to be implemented, and their implementation would have the fewest political roadblocks.
