Peran Sekretariat Badan dalam Pengelolaan Keuangan dan Aset Daerah: Sekretariat Bkad Kota Medan

The purpose of this study is to find out what the role of the agency secretariat is in the management of regional finances and assets. In this study, the author uses a qualitative method with a descriptive approach. The BKAD Secretariat can be interpreted as a supporting unit that provides administrative and technical services to all parts of BKAD. The results of this study show that the Secretariat of the Regional Financial and Asset Management Agency (BKAD) plays a role as a unit responsible for coordinating and implementing regional financial and asset management policies. This role includes budgeting, supervising fund allocation, and managing and maintaining regional assets. The effectiveness of the BKAD Secretariat is very important in ensuring that the management of regional finances and assets is carried out appropriately, in accordance with laws and regulations, and transparently. In addition, the importance of communication between teams in every implementation of various activities or work of an organization.

Village Asset Management Policy Implementation In Galagamba Village, Ciwaringin District, Cirebon Regency

This study aims to analyze the management of village assets in Galagamba Village, Ciwaringin District, Regency. In the context of village development, effective asset management is essential to improve community welfare. The research method used is a combination of qualitative and quantitative approaches, with data collection through in-depth interviews, questionnaires, observation, and document analysis. The results showed that village asset management still faces various challenges, including low community participation, weak accountability, and lack of transparency in asset information management. In addition, many assets are poorly inventoried and in need of repair. The impact of this suboptimal management is seen in the social and environmental welfare of the community. Based on the findings, it is recommended to increase the capacity of human resources, open space for community participation, and apply the principle of transparency in asset management. This research provides important insights for village governments in formulating more effective and sustainable policies for village asset management in the future.

How does auditing outgoing officials' natural resource asset management policies affect carbon emission efficiency? Evidence from a debiased machine learning model

Reducing carbon emissions to improve environmental quality has been the Chinese government's unwavering dedication in recent years. Several policies have been implemented with the objective of driving carbon reduction. The implementation of the outgoing leadership natural resources audit policy has played a pivotal role in encouraging local government officials to prioritize both economic and environmental development in their pursuit of performance metrics. However, whether the implementation of this policy contributes to an enhancement in carbon emission efficiency requires further empirical validation. This study, utilizing panel data from 282 cities across China, explores the potential impact of the audit policy (specifically referring to the outgoing leadership natural resources asset audit policy, without ambiguity) on carbon emission efficiency through the application of a debiased machine learning model. The results of the study show that the audit policy has been crucial in greatly raising the regional level of carbon emission efficiency. Furthermore, mechanistic analysis results suggest that the audit policy can enhance regional carbon emission efficiency by influencing green innovation and raising government environmental awareness and green financial levels. Based on the heterogeneity analysis, the regions east of the Hu Line, cities with low levels of corruption, less stringent economic growth objectives, and areas with high levels of public environmental concern are the areas where auditing rules have the greatest influence on carbon emission efficiency. In conclusion, based on the comprehensive results of this study, a series of policy recommendations are presented to further advance China's efforts in carbon reduction, ultimately achieving a more sustainable balance between economic and environmental development objectives.

A national survey and roadmap on complete streets infrastructure asset management policy

Complete Streets are being implemented across the US, and transportation agencies need to incorporate them into asset management systems cost-effectively maintain functionality. Although there has been a range of progress at the state level, many gaps need to be filled to include Complete Streets in asset management policies and improve practices, and there is no national guidance or comprehensive plan to achieve this. This study developed a roadmap to fill those gaps regarding infrastructure asset management. To create this roadmap, the study completed the following tasks: 1) develop and implement a survey supplement it with in-depth surveys with several agencies, 2) synthesize survey outcomes, 3) identify current statuses, challenges, and needs, and 4) develop a roadmap for Complete Streets infrastructure asset management. All 50 state transportation departments participated in the national survey. This paper synthesizes the outcomes of the surveys and literature review. The survey results showed that many agencies have some Complete Streets guidance (39/50), but only seven agencies have Complete Streets performance measures and no agency has bike/ped specific condition measures. The three primary challenges are: 1) inadequate funding related to organizational structure 2) the need for performance measures, and 3) the need for improved data accessibility, collection methods, and management techniques. The proposed Roadmap to Complete Streets Asset Management Policies includes pathways for 1) asset management performance measure development and 2) data collection and analysis. The roadmap organizes existing needs into a step by step framework for incorporating Complete Streets into infrastructure asset management programs and policies. Policy implications include the need for network-level performance measures and targets that the entire agency is responsible for, improved data collection techniques, and internal structural adjustments to encourage collaboration and data sharing within departments of transportation.

Innovative foresight for water utilities asset management using PRISM software

Our analysis aims to better understand water losses by developing a specific methodology for estimating water leak flow rates and durations. Additionally, it aims to improve asset management practices for drinking water utilities by forecasting the costs and benefits of investment and operational decisions on the network. Current utility practices are compared to a "do nothing" policy and to the potential effective asset management policies proposed by an artificial neural network (ANN) based software, PRISM. Applied to four utilities in France, our methodology provides valuable insights for enhancing water loss estimates and finding trade-off asset management policies.

Investigasi Determinan Faktor yang Memengaruhi Penyalahgunaan Aset pada Perguruan Tinggi

This study uses the fraud star theory approach to analyze the factors that influence asset missaproriation. The factors tested in this study are financial pressure, internal control system, quality of human resources, organizational culture, and integrity. The research uses a quantitative approach with a survey method of dsitributing questionnairies online. A total of 146 respondents related to asset management at univirsities in west kalimantan province became research respondents who were then tested and analyzed using Structural Equation Modelling (SEM) with the help of Smart PLS 3.3.3. The results showed that financial pressure and the quality human resources positively and signifianctly affected asset misuse. Organizational culture has a positive but insignificant effect on asset misuse. While the internal control system has a negative but insignificant effect on asset misuse, integrity has a negative and significant effect on asset misuse. The result of this study contribute as a reference for universities in implementing asset management policies wich can then be seen based on factors that influence asset misuse such as employees or official financial pressure, the quality human resources in the organization, the organizational culture that has been implemented in the organization, and integrity of employees. Good internal control system is also very important in universities an an effort so that asset management in universities can be carried out.

Implementation of Regional Asset Management Policies at Office of Theduripoku District in Pasangkayu Regency

The results of the research the implementation of asset management policies at the Duripoku District Office, Pasangakyu Regency is quite good but there is still something lacking namely the implementation of Regional Asset Management policies at the Duripoku District Office, Pasangkayu Regency, from the aspect of the organizational structure, it is running well, this is proven by the existing implantation, seen from the inventory of goods which is also carried out by data collection and labeling, from the resource aspect, the implementation of the Regional asset management policy at the Duripoku District Office, Pasangkayu Regency, is considered to be still lacking or not yet implemented optimally. This is indicated by the absence of trained personal in terms of ability or competency possessed by property managers, in addition to that, financial resources or budgets are considered to still be insufficient to support this implementation as well as inadequate facilities and infrastructure, from the aspect of communication, implementation of regional asset management policies in Duripoku District Office Pasangkayu Regency, is considered to have been implemented or implemented and conveyed rather via Whatsapp or other media to all stakeholders involved through socialization and coordination, so that the delivery of this asset management policy is carried out clearly regarding the entire process of regional property assets, stratifying from controlling goods, inventory assessment, utilization, regional property, transfer, administration and even securing regional property, as well as the delivery of this policy is always carried out consistently with the relevant stakeholders, in this case it is intended that the implementation of this rule can be carried out properly as it should.

Company value analysis: Sales, assets, growth opportunities and leverage in LQ-45 companies (Indonesia Stock Exchange)

Company value plays a significant role in investment decisions, company performance assessment, and risk analysis. In addition, there is uncertainty or inconsistency in the relationship between factors such as sales, assets, and leverage that can affect company value. The study aims to analyze the effect of sales growth, asset growth, and leverage on company value in companies listed on the Indonesia Stock Exchange, especially in the LQ-45 index during the 2021–2022 period. The research method uses a quantitative approach with statistical tools and hypothesis testing. Regression analysis through path analysis models is used to test the proposed hypothesis. The results showed asset growth of 15.42%, debt-equity ratio of 1.7797, and high Price to Book Value (36.2721). Nonetheless, leverage does not act as a mediator in the relationship between asset growth and company value, defying the Modigliani-Miller theory. The finding highlights the complexity of such factors in the context of LQ-45 companies, emphasizing the need for prudent asset management and debt policy to enhance competitiveness. The findings have important implications for financial management and business strategy in a dynamic and competitive environment.

Asset Management in the Waste Treatment Environment

Abstract The main aim of the research study was to determine what drives the asset management inadequacy in the waste-water treatment utilities, as to ascertain the main drivers of the equipment failures are, and whether the maintenance strategies respond or are adequate to deal with the failure rate of equipment in the waste-water treatment utilities. The environmental impact driven from the non-compliant final effluent discharged into the water resources in the country resulted from the equipment failures in the plant. The maintenance strategies, asset policy, asset management plan, including the rehabilitation programme and all statutory regulation compliance are evaluated and analysed to ensure they are responding or aligned to the growing challenges faced by the waste-water treatment environment. Using the quantitative approach, the three groups; the asset management team, quality and process team and operations team of participants were to be selected. A convenient approved sampling method, the survey questionnaire was electronically shared to respond to the Covid-19 restriction and the structure telephonic interview so ascertain the level of understanding of the current asset management strategies, policies and procedures, the equipment failures impact to the utilities compliance and the further corporate risk and environmental impact from inadequately manages waste-water treatment utilities. The findings confirms that there is indeed lack of the synergies in the waste treatment environment emanating from a few aspects i.e., lack of due diligent in the application of maintenance strategies in the waste treatment works, lack of in-depth understanding of the impact from equipment failures in the waste treatment process, and the misalignment of the rehabilitation program, leading to gross environmental impact and corporate risk. It was further recommended the collaborations in the maintenance strategies development and review process. The rehabilitation programme should be aligned to the requirements of the process.

Infrastructure Asset Management Study At PDAM Tanah Laut Regency Risk-Based

The performance audit by the Badan Pengawasan Keuangan dan Pembangunan (BPKP) in 2020 resulted in several evaluations that must be carried out immediately by the PDAM Tanah Laut regency, one of which is the absence of asset management policies that have not considered the risk of asset operational failure. The rate of water leakage (non revenue water) was found to be still higher than the standard of 25% at 32.01%. The high nrw is certainly related to the company's critical assets, namely network pipes and physical assets. In addition, mitigation is needed on the management of assets that have the potential to occur risks. This study aims to identify potential risks, identify potential risks, identify and determine dominant risks and provide risk mitigation recommendations on PDAM infrastructure assets in Tanah Laut Regency. Risk analysis uses probability impact matrix (PIM) risk assessment and Pareto diagram. This study resulted in a respondent's perception of 59.17% with a total of 32 potential risk variables, consisting of 9 risks in the raw water unit category, 9 risks in the production unit category, 10 risks in the distribution unit category and 4 risks in the service unit category. . Meanwhile, from the analysis that has been carried out, it is obtained that the dominant risk variables that occur in PDAM Tanah Laut assets using both the PIM method and the Pareto diagram are river water receding due to the dry season, leaks in distribution pipes, and power outages from PLN during peak hours. The mitigation strategy is for risks due to receding river water due to the dry season by increasing reservoir capacity and increasing the construction of ponds and reservoirs around the WTP buildings. For risks due to leaks in distribution pipes by providing spare pipes, replacing pipes periodically with better specifications and implementing SOPs related to pipe installation and accessories better. And for risks due to power outages from PLN during peak hours for providing Generator Sets (Gensets), ensure sufficient fuel stocks and coordinate with PLN to find out and obtain blackout schedules. The results of this study are expected to become a reference design for risk-based asset management for PDAM Tanah Laut Regency and handling/controlling risks in asset management to reduce potential losses suffered.

Performance persistence and style consistency of Indian fixed income mutual funds – A longitudinal study

In this study, we evaluate the performance of Indian fixed-income mutual funds using a comprehensive sample over a ten-year period from April 2010 to March 2020. We examine performance persistence of 190 fixed income funds across 16 fund categories and analyze investment style of the most persistent and top performing funds. We assess performance persistence using recursive portfolio formation test, and analyze investment style using Sharpe's (1992) asset class factor model supplemented with Lobosco and diBartolomeo (1997) approach for statistical robustness. We also study the correlation between performance persistence and style consistency and find persistent funds to be less consistent in style. Our findings indicate that a substantial proportion (73%) of the funds considered were under-performers. Our results pertaining to style analysis indicate substantial drift in investment style from regulator-mandated investment objectives. Further, the study nudges regulators to revisit the prevailing practice of fund classification based on Macaulay's duration. In light of the growing prominence of Indian fixed income securities, the findings of this study are all the more pertinent to investors, asset management companies and policy makers.

Manajemen Resiko Keamanan Aset Informasi Pada Puskesmas Pancur Batu Tuntungan

Information security risk management is an important aspect of managing information systems at the Pancur Batu Health Center. This study aims to identify threats and risks that may occur to IT assets, as well as provide recommendations for appropriate risk management. The method used is ISO 27005/2011. The results of the study show that the overall security risk of IT assets is moderate and relatively small. The main recommendations given are the implementation of asset management policies and SOPs. Further research development will focus on assessing and managing existing threat risks to maintain good service.

Essence of the Company’s Current Assets, Strategies for Financing

The article focuses on the present-day economic situation, which is characterized by instability and high dynamism of the external environment, mainly affecting the formation and use of assets by companies. General approaches to the allocation of the essence of circulating assets have been formed. In this context, their interpretation, main groups and characteristics are considered. It is determined that the essence of current assets is expressed through the relationships between the following groups of indicators: inventories and return on assets, accounts receivable and return on assets, as well as relations between cash together with cash equivalents and return on assets. On this basis, a structural and logical scheme of the policy of managing the current assets of the company has been built. This allowed to define that the policy of management of current assets of enterprise is a multiaspectual process that concerns the main directions of the policy of formation and financing of current assets. It is substantiated that the policy of managing current assets should ensure a compromise between the risk of liquidity loss and profitability. Three strategies for financing current assets are considered. A conservative strategy for managing current assets can correspond to a moderate or conservative type of current liability management policy, but not to an aggressive one. Any type of current liability management policy can be matched by a moderate current asset management policy. An aggressive current asset management strategy can be consistent with an aggressive or moderate current liability management policy, but not a conservative one. Understanding all the advantages and disadvantages of the strategies for financing current assets allows the company to improve production capabilities, financial position, work with certain types of current assets and ensure the dynamic growth of the company in the strategic perspective.

Implementation of the Village Asset Management System Policy in Realizing Good Governance in Pekalongan Regency

This research examines the Implementation of the Village Asset Management System (SIPADES) Policy in Realizing Good Governance in the Village Government of Pekalongan Regency. This problem is interesting to study because at this time the village has room to carry out governance. The method used is descriptive qualitative. The data sources consist of primary data with a total of 5 informants and secondary data with 3 types of documents. Data collection techniques were carried out by means of library research, and field studies (observations, interviews, and documents). Data analysis techniques were carried out through data reduction, data presentation, and drawing conclusions. The results of the study are that the implementation of village asset management policies in the Proto Village Government is still experiencing several obstacles. Among them, in the aspect of communication, there is still a lack of training and mentoring for the SIPADES application. Non-human resources are still lacking in the internet network. In the disposition aspect, village asset management policies are top-down in nature. In addition, in the bureaucratic aspect of implementing village asset management policies in the Proto Village Government, Pekalongan Regency, they are still experiencing problems in the form of the process of inputting assets. Inputting takes a long time. Efforts can be made by holding intense assistance to all village governments in Pekalongan Regency in operating the SIPADES application. Assistance must be ongoing so that the village government can take advantage of the SIPADES application in helping to realize good governance.

An Overview of Asset Management in Malaysian Government Agencies

Asset management is a "joined-up" organizational activity that entails many disciplines such as engineering, operations, management and maintenance. The Malaysian government is committed to improving asset management performance to ensure that assets are managed in a systematic, holistic, and sustainable manner. However, the Auditor-General Reports from 2014 to 2020 discovered that the majority of government entities are incapable of adequately managing their assets. The issues concerning their weak asset management performance have also been raised repeatedly by the Auditors-General, indicating the problem’s seriousness. Thus, this study seeks to investigate the current asset management and the factors affecting asset management performance in government agencies. A total of five officers from the government department responsible for making policy for management procedures and examining asset management performance in government agencies have been interviewed. Findings showed that government agencies' asset management practice and performance were generally satisfactory. The government's asset management policies and processes were adequate and updated. However, several government agencies still do not comply with asset management procedures resulting in their asset management performance being affected. Accounting practice, training policy, asset misappropriation and information systems were identified as significant contributors to levels of asset management performance.

Manajemen Aset dan Nilai Perusahaan Manufaktur yang Terdaftar di BEI

This study aims to prove the effect of asset management and dividend policy on firm value. The sampling technique used purposive sampling method. The population in this study is 193 companies which are manufacturing companies listed on the Indonesia Stock Exchange (IDX) in 2017-2019 with a total sample of 54 companies that meet the criteria. The method of analysis using SPSS statistical applications. The independent variables in this study are asset management and dividend policy. The dependent variable in this study is firm value which is calculated by the Tobin's Q method. The results of this study indicate that asset management has a positive effect on firm value. Dividend policy has a negative effect on firm value.

Pengaruh Kebijakan Deviden, Likuiditas, Manajemen Aset, dan Leverage Terhadap Nilai Perusahaan Pada Perusahaan Manufaktur Sektor Industri Food And Beverages yang Terdaftar di Bursa Efek Indonesia (BEI) Tahun 2016-2020

This study aims to determine the impact of dividend policy, liquidity, asset management and leverage on firm value of food and beverage companies listed on the Indonesia Stock Exchange (IDX). There are inconsistencies in the results obtained from previous research and also the importance of company value for all parties. This study uses quantitative methods and data analysis techniques in this study, namely descriptive statistical analysis, panel data regression analysis, classical assumption test, hypothesis testing, and coefficient of determination with the Eviews 10 application. The population in this study, namely food and beverage companies, has been listed on the Indonesia Stock Exchange. 2016-2020 period. Determining the sample with the target sampling method using a total sample of 19 food and beverage companies and also the number of observations in this study, namely 95. Secondary data is the data used in this study. The method for collecting data is the documentation method from the IDX official website (www.idx.co.id). Test the hypothesis by t-test. With linear regression analysis of panel data with a significance level of 5%, the results of this study indicate that (1) dividend policy has a positive and significant impact in part on firm value (2) liquidity is also concluded that has a positive and significant impact on firm value, (3) Management assets have a positive and significant impact on firm value (4) Leverage also has a positive and significant impact on firm value (5) Dividend, liquidity, leverage and asset management policies have a significant positive impact on firm value at the same time.

Asset Management in Malaysia: Current Status

Asset management is a rapidly growing practice in response to changes in urban development and becoming one of the important practices in Malaysia. As a result, the Malaysian government has raised awareness of asset management to manage and maintain government assets. Thus, the Malaysian government has established MySPATA, a fixed asset management system used by all government ministries to help agencies standardize, manage, and monitor fixed assets. The four asset management documents used in MySPATA are the Government Asset Management Policy (DPAK), Government Comprehensive Asset Management Manual (MPAM), Government Immovable Asset Management Procedures (TPATA), and Immovable Asset Management System. Asset management is concerned mainly with operating assets in Malaysia, including their management, monitoring, maintenance, and disposal. Government agencies are charged with supervising governments and enabling the delivery of public services. Thus, asset management policies and processes are critical for delivering and assisting in effective asset management. Asset management must be effective and efficient to ensure that the assets provided can be handled and utilized for the intended purpose. This study examines Malaysia’s current asset management practices and identifies the advantages and disadvantages of the current approach.

TvReg: Time-varying Coefficients in Multi-Equation Regression in R

This article explains the usage of R package [tvReg](https://CRAN.R-project.org/package=tvReg), publicly available for download from the Comprehensive R Archive Network, via its application to economic and finance problems. The six basic functions in this package cover the kernel estimation of semiparametric panel data, seemingly unrelated equations, vector autoregressive, impulse response, and linear regression models whose coefficients may vary with time or any random variable. Moreover, this package provides methods for the graphical display of results, forecast, prediction, extraction of the residuals and fitted values, bandwidth selection and nonparametric estimation of the time-varying variance-covariance matrix of the error term. Applications to risk management, portfolio management, asset management and monetary policy are used as examples of these functions usage.

Assessment of Asset Management Practice in Commercial Bank of Ethiopia in Case Study of Kebri Dehar Branch

Banking in Ethiopia has a hundred years of history that back the Ethiopia economic environment through various mechanisms. One of the mechanisms is through asset management, which is helpful for planning and controlling of the bank to maintain its liquidity. As far as the information and knowledge of the researcher is concerned, no further study was conducted on asset management practice in the Commercial Bank of Ethiopia Kebridehar Branch. Thus, there are literature gaps. Thus the study focused on asset management practice in the Commercial Bank of Ethiopia, Kebridehar Branch. The study was organized into five chapters. The research design is of the descriptive type and the researcher will use a qualitative research approach to assess asset management of CBE Kebridehar branch. The study used primary and secondary data. In terms of primary data, the research was used 12samples distributed for the bank manager, vice-managers and officers. Besides, the secondary data such as annual reports and manuals of the bank and NBE, Journal articles and books were reviewed. The data collected via primary and secondary sources were analyzed critically. In addition to this the internal control system of asset management and saving campaigns should get high priority in order to enhance asset management. In addition to this, the bank should employ by far asset exploitation (use of the asset to meet some corporate objective. The findings of the study revealed that there is no uniform (standardized) asset management policy and procedure in the banking industry which is in commercial banks in Ethiopia, kebri dehar branch. The directives issued by NBE have no significant impact that will affect the performance of commercial banks instead they are important for the normal operations of banks and the industry in general.
