How Policies Guide and Promoted Wind Power to Market Transactions in China during the 2010s

Chinese wind power policies have productively promoted the development of wind power and also promoted the process of wind power participation in electricity market transactions. However, with policy emphasis on investment and neglect of utilization, there have been some difficulties in the development of Chinese wind power. To highlight the guiding role of policy and improve the wind power policy system, an analysis of Chinese wind power policies is conducted in this paper. First, aiming at the main components of wind power chain, including wind power construction, grid connection, transmission, and sales, a comprehensive and systematic frame of Chinese wind power policy system is proposed from the three aspects of development planning, administrative management and market transactions. Second, the indicator system of Chinese wind power development effectiveness is extracted, including installed capacity, power generation, power utilization hours, carbon emission reduction, investment, on-grid power price, wind curtailment rate, etc., and the effectiveness of policy implementation is verified. Third, new policy recommendations are proposed from parts of transmission, consumption, and market, for the development of Chinese wind power industry in the 14th Five-Year Plan period and the goal to reach the crest value of carbon dioxide emissions by 2030 and achieve carbon neutrality by 2060. In this paper, advice to supplement and improve the Chinese wind power policy system is provided, which may it promote better development of Chinese wind power in the following decade from the policy point of view.

A Review and Comparative Analysis on Energy Transition in China’s Three Emerging Urban Agglomerations

With the aggravation of environmental pollution and the overuse of fossil energy, a sustainable transition to using the low-carbon and clean energy is perceived to be an inevitable trend. The Beijing-Tianjin-Hebei, the Yangtze River Delta and the Pearl River Delta are the three most important economic circles in China. One purpose of energy transition in those Three Urban Agglomerations is to enable the energy system to have a higher share of clean energy. This paper introduces the current situation in terms of energy endowment, production and consumption in the three urban agglomerations, discusses the policy environment from the aspects of development planning, supporting mechanism and policy tools. We further analyse the barriers of the energy transition in the three urban agglomerations by using Institution-Economy-Technology-Behaviour (IETB) conceptual model. Through this research, we know that reducing the carbon emissions is a priority in energy transition and increasing the utilization of renewable energy has become the consensus in the three urban agglomerations. In addition, reasonable energy development policies can impel the energy investment and the technology innovation to accelerate energy transition. Moreover, in the designated “highly polluting” industry sectors, energy supply enterprises and energy-consuming enterprises establish green-development incentive mechanisms and adopt technological innovation in order to promote energy transition.

Development planning is a must for every level of government, both central and regional, as mandated in Law No. 25 of 2004 concerning the development planning system. Bengkalis Regency as one of the regions in Riau Province also conducts development planning. The aspects of development planning in the Regency include Malay culture as a derivative of the Riau Vision 2020. Planning aspects of Malay culture development is a manifestation of the elected Regional Vision and Mission and can be seen in its harmony with the Province. The formulation of the problem in this study is how is the form of development planning aspects of Malay culture in Bengkalis District in supporting the Riau 2020 Vision? This study aims to describe the form of development planning aspects of Malay culture in Bengkalis Regency in supporting the Riau Vision 2020. The results of the study indicate that the planning of the development of the Malay cultural center has referred to the Provincial government planning documents, both contained in the RPJMD to RKPD even though they are only quantity, not yet fully touched the quality of the substance of Malay culture. The planning contained in the Bengkalis Regency RPJMD document is limited to the Vision and Mission statement, while the objectives to the strategic plan are not formulated. Nevertheless specifically in the Office of Culture, Youth and Sports expressly formulated this in the OPD Work Plan.

Accommodation issue of nuclear power in China: Status quo, barriers and solutions

With the slowdown in economic growth and the oversupply of electric power, the nuclear power accommodation issue in China has become more and more serious since 2015. One purpose of promoting the accommodation capacity of nuclear power in China is to enable the power system to absorb a higher proportion of clean energy. This paper introduces the current situation of the nuclear power industry development and its accommodation capacity, discusses the policy environment from the aspects of development planning, supporting mechanism and policy tools, and further analyzes the barriers of the nuclear accommodation by using PEST model. The countermeasures for China's nuclear power development are proposed accordingly with respect to the strengths, the weaknesses, the opportunities and the threats. Through this research, the conclusions and policy recommendations are put forward to strengthen the accommodation capacity of nuclear power.

Integrating Human Rights in EU Development Cooperation Policy: Achievements and Challenges

Human rights and democratic governance have gained a central position on the EU’s development cooperation agenda. The paper clarifies how the notion of integrating human rights in development cooperation has been operationalized in EU policy, with emphasis on recent initiatives. New policy efforts and innovations are described as part of three broader strategies for integrating human rights. A first strategy concerns the role of human rights in aid allocation, whereby partner governments lose or gain access to EU development funding depending on their adherence to human rights and democratic governance. Recent policy innovations seek to refine this strategy and adapt it to specific country contexts. Second, the EU provides support for projects and programmes involving actors and processes dedicated to human rights and democratic governance. Recent developments signal a continuing commitment to scale up this ‘direct support’ through increased funding and establishing new mechanisms. A third strategic approach relates to integrating human rights ‘horizontally’ into all aspect of development planning. The concept of ‘mainstreaming human rights’ and a ‘human rights-based approach’ aim to embed human rights in areas such as education, health care or agricultural development. This approach is a relatively new and evolving dimension of EU development policy. Each of these policy strategies face a number of challenges in terms of implementation and effectiveness. The paper briefly presents key concerns and discusses the feasibility of realising a human rights-based development cooperation policy.

Sustainable water future with global implications: everyone's responsibility

The current use and management of freshwater is not sustainable in many countries and regions of the world. If current trends are maintained, about two-thirds of the world's population will face moderate to severe water stress by 2025 compared to one-third at present. This water stress will hamper economic and social development unless action is taken to deal with the emerging problems. The Comprehensive Assessment of the Freshwater Resources of the World, prepared by the UN and the Stockholm Environment Institute, calls for immediate action to prevent further deterioration of freshwater resources. Although most problems related to water quantity and quality require national and regional solutions, only a global commitment can achieve the necessary agreement on principles, as well as financial means to attain sustainability. Due to the central and integrated role played by water in human activities, any measures taken need to incorporate a wide range of social, ecological and economic factors and needs. The Assessment thus addresses the many issues related to freshwater use, such as integrated land and water management at the watershed level, global food security, water supply and sanitation, ecosystem requirements, pollution, strengthening of major groups, and national water resource assessment capabilities and monitoring networks. Governments are urged to work towards a consensus regarding global principles and guidelines for integrated water management, and towards their implementation in local and regional water management situations. The alternative development options available to countries facing water stress, or the risk thereof, needs to be considered in all aspects of development planning.

Population control II: The population establishment today.

Although population assistance represents a relatively small share of official development assistance, it influences many other aspects of development planning. The organizations that comprise the population establishment have a common purpose--the reduction of population growth in the Third World--but they are not homogeneous and sometimes have conflicting goals and strategies. National governments, multilateral agencies, nongovernmental organizations, foundations, academic centers, and pressure groups all contribute to creating and sustaining what has become a virtual population control industry. Through scholarships, travel grants, awards, and favorable publicity, Third World elites have been encouraged to join the population establishment. The World Bank, the U.S. Agency for International Development, and the U.N. Fund for Population Activities have pursued explicit strategies for pressuring Third World governments to design and implement population policies, most recently in Africa.

Environmental policy and management in Barbados

Considers the inclusion of environmental policy dimensions into strategic development planning for the coastal environment of Barbados. Coastal zone management forms one aspect of development planning in Barbados, focusing on strategic development planning within the coastal environment. The environment and development are closely linked in a complex cause and effect relationship. Almost all types of development tend to erode a country’s resource base and this can undermine a country’s development strategies. Development continues to be seen and practised in the narrow context of growth; and little substantive progress has been made over time in explicitly integrating the environmental dimension into the regular programmes and activities of public and private sector organizations. One of the recurring features is that, in contemporary Barbados, environmental policies tend to muddle through and evolve incrementally as the need arises. Concludes that a durable development lesson for all lower income countries around the world is that development cannot be sustained for long if the environment continues to be undermined.

Lessons from Tanzania’s Experience of Rural Local Government Reform

Rural local government is an important aspect of development planning and implementation in third world nations and, for that reason, has received a lot of attention in post‐colonial Africa. Tanzania′s experience is reviewed and provides important lessons for those countries currently involved in local government reforms. Such lessons concern the relationship between party and local government; the central‐local financial relationship; the popular belief that central government is capable of everything; and flexibility and openness on the part of central government policy makers.

Reflections on the Past Sixteen Years, 1972–1988, and Future Challenges

1972 special issue (vol. 6, no. 2) entitled The Roles of Women: Past, Present and Future, which I compiled for the Canadian Journal of Studies (CJAS), to my surprise, turned out to be, in the words of Claire Robertson, superb pioneering effort, that helped to reshape thinking about women and about development in general. Thanks to the willingness of Alf Schwarz and Myron Echenberg (the editors at the time) to take a chance on a little known scholar and subject matter, the CJAS was the first to publish an issue devoted entirely to women. Its major theme deplored the marginalization of women in development processes brought about through colonialism and pre-colonial indigenous cultures. Their aspirations and contributions as well as the consequences of development strategies on their lives had been almost totally ignored in development planning. In an editorial, I noted: African women have had to contend with a kind of coalition between western and men about what their roles should be. Accordingly, I argued for the inclusion of women's interests in all aspects of development planning and implementation.

A Review of Development Planning in Guatemala

Planning is often analogous to weather in that everyone discusses it but little is really done. Such, at least, is the case in Guatemala where individuals, groups, and the government espouse a need for development planning in eloquent terms but produce few positive results. In Guatemala, however, it is increasingly recognized that planning can be a logical and relatively scientific method of improving resource utilization. The purpose of this paper is to appraise a few general aspects of development planning in Guatemala and to characterize its organizational structure and the political constraints imposed upon the process.Governments are assuming a more dominant role in development, particularly in the less advanced areas. Public opinion has generally supported this trend by criticizing development programs or blaming the lack of development on the government.
