Features of risks assessment from the position of the behavioral economy

The problem of ensuring economic security of the enterprise is undoubtedly actual now as safety of the organization is directly connected with efficiency of functioning of the managing subject. In addition, in Russia there is an acute problem of unfair competition in the market, criminalization of certain segments that force enterprises to take certain measures. The analysis of risks of the enterprise allows to avoid not only essential material losses, but also irreparable damage and even bankruptcy. Economic security is an essential element of business operation and is a complex system of threat management inherent in business activities throughout the life cycle of the enterprise. It ensures achievement of business goals in conditions of competition and economic risk. The aim of the work is to study the main aspects of economic security of the enterprise in the Russian Federation. The object of the study of this work is the enterprise, and the subject – its economic security. The methods of cognition, retrospective and documentary analysis, economic and mathematical modeling, as well as synthesis, generalization, systematization were used as methods in the performance of the work. The efficiency of the enterprise depends not only on internal factors, but also on external: political, economic, geopolitical, environmental, social. The study of their complex influence on the functioning of an organization is the basis of ensuring the economic security of the company. In order to ensure the economic security of the organization, its stable operation and a stable position in the market, it is necessary to manage risks in order to minimize them, as well as mandatory measures to reduce the consequences and losses from risks.

In this article, I consider individual aspects of the economic security of Saint Petersburg and the Leningrad Region amid the geo-economic uncertainty observed since 2014. The object of the study is the economic and technological sustainability of Saint Petersburg and the Leningrad Region given geo-economic risks and growing challenges to economic security. To evaluate the economic security of Saint Petersburg and the Leningrad Region, I employ some of the parameters proposed in the Strategy for the Economic Security of the Russian Federation until 2030. I also use other parameters pertinent to the evaluation of the state of an economy amid geoeconomic uncertainty, in this case, in the conditions of the crisis of 2014—2016, brought about by both external and internal factors. I employ the concept of the triad of regional economic competitiveness, regional economic security, and sustainable regional socio-economic development. I believe that this triad does not only demonstrate the logic of the current and prospective development of a Russian region but also highlights weaknesses and opportunities for future development. The competitiveness of Saint Petersburg and the Leningrad region amid geo-economic uncertainty is considered through the performance of the regions’ key enterprises and emerging technology companies. I analyse the revenue profiles of the regions’ leading industrial enterprises in 2014—2015 and emphasise the role of key industrial exporters. This article is a preliminary study without any claim to completeness. Further research will seek to present the findings obtained in more detail.

The article explored and described the theoretical bases of economic safety in the oil and gas sector: the concept, relationship with energy security, potential and real threats, and the measure and evaluation stages. The analysis of the main indicators of the oil and gas sector of the Russian Federation was conducted, and recommendations were proposed for eliminating threats to economic security. The priority tasks assigned to the oil and gas complex of the Russian Federation as the main locomotive of the national economy of the state are highlighted in the work. In addition, possible ways to increase the efficiency of geological exploration and oil and gas production in Russia are identified. Conclusions are drawn about the world community’s lack of development of theoretical aspects of economic security in the oil and gas sector, identified key problems of this sector and the main directions for the future study of the issue; The concept of economic security of the oil and gas complex was proposed.

FEATURES OF APPROACHES TO ASSESSING ECONOMIC SECURITY OF REGIONS

Approaches to assessing the economic security of the region used in a particular interweaving are analyzed, in which the basis is often a functional (or complex) approach, which involves the allocation of functional areas (components or aspects) of economic security, each of which reflects a particular aspect of the region's economic system. The basic rules of formation of the set of primary indicators for assessing the economic security of the region are considered: limited number of primary indicators of the model, quantitative (or quasi- quantitative) nature of indicators, information capacity of the indicator, determining the value of the indicator by direct measurement or direct algorithms. An indicator approach is highlighted, through which the economic security of the region is assessed by comparing (absolute or relative) the actual values of indicators with their indicators and the appropriate treatment of the identified deviations. The indicator approach looks very attractive when describing the sequence of techniques, procedures, calculation operations and algorithms used. The main problematic issues in the use of indicator approach are formulated: plurality of sets of indicators, unambiguous limit or threshold values of indicators, lack of rules for selection of indicators, limited application of a systematic approach in forming a set of indicators, setting values of indicators. The use of interval indicators of economic security of the region is revealed, which provide an opportunity to identify some dangerous zone, within which its state is gradually changing; The economic security of the region may be in this danger zone for some time, the duration of which depends on the influence of a number of factors. It is noted that in determining the number of indices for assessing the economic security of the region, two approaches are possible: a small number of indices, each of which evaluates a significant number of aspects of economic security of the region; a significant number of indices, each of which assesses a small number of aspects of the region's economic security.

Threats to economic security of the region

Various aspects of economic security are in sight of the researchers for more than two decades. Today in the economic literature widely presents the conceptual aspects of economic safety of the state. Theoretical and methodological foundations of the study of this multifaceted problem lies in the researches of many domestic and foreign scientists, which are the basic levels of economic security. Among the priority levels include, in our view, the regional level (meso-level) and actual problems of economic security studied to date lack detail. Economic development regions of the country has its own specifics, which is projected to the achieving of regional and national economic security. The article summarizes the approaches to definition of essence of the category “economic security of the region” and was given its author’s interpretation, considers the reasons of appearance and development of crisis situations causing threats to the economic security of the region. Given that the prevention of threats and reduction of their consequences is the basis of regional economic security, the article identifies the main threats to economic security, as well as the peculiarities of their manifestations (for example, the most significant threats to economic security of the Voronezh region), as well as the proposed activities in support of regional economic security and stated objectives of regional economic policy, the solution of which is aimed at ensuring the economic security of the region. In addition, it is proved that the actual problems of economic security must be constantly in sight of the regional leadership and find its solution in government documents and policy programmes promising socio-economic development of the region.

Turkey’s changing security perceptions and expenditures in the 2000s: Substitutes or complements?

This article explains changes in Turkey’s security perceptions after the current ruling party, the AKP, came to power. It focuses on how Turkey tried to change the structure of conflictual relations with countries it has long viewed as sources of threat. Focusing on Syria, especially, the article delineates economic tools for conflict reduction and regional integration employed by Turkey and analyzes the challenges and main obstacles that the Turkish government has faced, especially after the Arab spring upheavals. The article then devotes attention to Turkey’s military modernization efforts launched to cope with the new threat environment and from there moves on to elaborate on the effect of security policy preferences and design on Turkish security-related resource allocation since the early 2000s. The intermingled nature of internal and external security policies calls for broadening the context of the economic aspects of security to include police, gendarmerie, and coast guard services along with the military. Descriptive analysis of on-budget components and off-budget facilities shed light on Turkey’s recent position in the international arena as an important military spender and arms importer.

Formation of the risk and threats management system of economic security of the city

The article is devoted to theoretical investigation of risk and threats management systems of the city. It is developed and formed the matrix of risks and their consequences for the economic security of the city. The factors influencing the risk management system are defined. Also it is formed the theoretical aspects of the risk management process and the formation of economic security of the city. Tools for identifying and monitoring risks are investigated. This study is important because in the scientific literature that explores issues and aspects of economic security is not enough attention paid to the economic security of the city. The economic security of the city is not just a scientific direction of research, but also essential for every citizen of the city, as an individual, and economic and social groups of the people. It is identified and outlined the risk management system of economic security of the city, stages of management system and risk identification tools that allow objectively and quickly make decisions not only in everyday situations concerning the economic security of the city, but also crises including that makes it possible to improve the economic security of population, city and state.

Economic Security, Private Investment, and Growth in Developing Countries

This paper provides empirical support for the view that enhanced economic security fosters private investment and growth in developing countries. An analysis for 53 developing countries suggests that most aspects of economic security have improved since the mid-1980s; that private investment is mostly influenced by the risk of expropriation, the degree of civil liberty, and the degree of independence of the bureaucracy; and that economic growth is affected by the risk of expropriation and political terrorism in the short run, and by corruption and contract repudiation in the long run.
