Of Dragons and Development

Economists could profitably treat academic publishing as a lagging economic indicator. Just as the Tokyo stock market hit its peak in late 1989, books on Japan's economic sucess began to pour off the presses; they still thrive today despite the fact that in the intervening three years, the Tokyo market has dropped over 50 per cent. In a like manner, academics are suddenly blessed with a plethora of studies of the countries presumably following in Japan's successful economic wake - the new Asian NICs of South Korea, Taiwan, Hong Kong and Singapore; plus the potential 'next NICs', Thailand, Malaysia and Indonesia - just at the time that the world's investors are liquidating their holdings in these rather stagnant Asian markets and pouring them into the suddenly thriving economies of Argentina, Chile, Mexico and Brazil. Fortunately for scholars, the dividends paid by good books are less affected by the transitory events that create such wild swings in the equities markets. Good scholarship, like blue chip stock, generates high dividends regardless of the short-term performance of the ephemeral economic markets.

The Surge of Asian NIC Investment into Indonesia1

Since 1987 a dramatic increase in both domestic and foreign investment in Indonesia, most of it in export-oriented activities, has occurred in response to improvements in a previously unattractive investment climate and in the country's trade regime. Most striking has been the rise in investment by Asia's four ‘newly-industrialising countries’ (NICs): Korea, Taiwan, Hong Kong and Singapore. This paper analyses the factors contributing to this increase and the investment patterns of the four countries. It then focuses on investment in the manufacturing sector, where most of the NIC investments have taken place. The relative importance of each country as a source of investment in individual sectors and industries is examined. The paper concludes that this recent investment surge may yield net social benefits for Indonesia, provided the country continues to adhere to sound macroeconomic and export-promoting policies. 1 The author gratefully acknowledges the valuable comments of H.W. The role of trade in the new NICs

The emphasis of early analyses of the NICs was on their openness as the explanation for their success. A country's policy towards external variables was seen as a necessary and perhaps sufficient condition for development. This leads to two questions: (1) what was the contribution of trade and of industrialisation to the development of the four Asian NICs; (2) what are the ways in which the external sector should now be seen as a determinant of, or constraint on, successful development? This means looking at the interaction between domestic strategies and external variables. In this context, it is no longer possible to have confidence that policy imposed from the outside would have the same effect as one adopted by a national initiative.

Competition among ASEAN, China, and the East Asian NICs: A Shift-Share Analysis

An important regional issue emanating from recent economic developments in the Pacific Rim area concerns direct rivalry among ASEAN, China, and the East Asian NICs in the import markets of developed third countries. For example, as latecomers to industrialization, China and ASEAN tend to specialize in the same labour-intensive export products, such as textiles and electrical goods. This article analyses recent trade data for the third-country market of Japan to assess the extent of Asian (China, the NICs, and ASEAN) competition. Shift-share analysis is used to measure the magnitude of Asian economic rivalry. The results of the shift share analysis suggest that ASEAN exports have suffered the most from the recent entrance of China into the Japanese market. The NICs, however, on balance performed very well in their exports to Japan, particularly with respect to manufactured products.

State and Development in Korea and Taiwan

It has become a cliche to describe the rapid economic growth in the four Asian NICs as a 'miracle'. The annual GOP growth rates of Taiwan, Hong Kong, South Korea and Singapore have been the highest in the world over the last three decades. Average annual growth in per capita GNP in these three decades has been virtually double that of the industrial market economies and the middle income oil exporters. This remarkable transformation has, not surprisingly, provoked debate and revision among theorists of economic development.

Learning from the Gang: Are There Lessons for Latin America from East Asia?

The East Asian Gang of Four', Hong Kong, Singapore, South Korea and Taiwan, have in recent years been held up as a model of development for Latin America. Attempts have been made to draw lessons for the Latin American countries. In view of the superior economic performance of the East Asian countries, particularly in the 1980s, in terms of growth of GDP, industrial output and manufactured exports, employment, income distribution, inflation and debt servicing problems, it is not surprising that attempts have been made to draw such lessons. The argument of this paper is that many of the lessons which have been drawn are false lessons, because they have been based on a number of myths concerning the East Asian NICs. In the next section, the main policies which have been recommended in Latin America in order to emulate the East Asian NICs are briefly discussed. In section 3 some arguments which suggest that the experience of the East Asian NICs is irrelevant for Latin America are considered. In the main part of the paper (section 4), the policies identified in section 2 are subject to critical scrutiny to show that they do not correspond to the reality of the East Asian experience. Finally, the concluding section considers whether there are any alternative lessons to be drawn for Latin America.

The revealed comparative advantage of the east asian NICs

The spectacular export performance of the East Asian NICs is clearly indicated by their increasing shares of manufactured exports in the world markets. However, the conventional wisdom that the comparative advantage of industrialized countries such as Japan has systematically shifted to the NICs is challenged by the results from this study. A detailed analysis of the threedigit SITC product categories for manufactures indicates that NIC exports have not replaced Japan's in the U.S. market. The growth of manufactured exports from the NICs is moving along with the growth of Japan's exports in similar product categories but at different stages of the product cycle or of technology sophistication. Hence, the NICs, rather than replacing the exports from Japan, are merely supplying some complementary manufactured products to the industrialized market.

Offshore assembly and NIC-manufactured exports to the United States: Changing correlates of success

Comparative studies of the NICs usually show that their success at exporting manufactures to the North is unrelated to the role of intrafirm trade and subcontracting in their exports, since in some very successful NICs intrafirm trade has played a small and diminishing role. This study explores hyptheses suggesting why intrafirm trade and subcontracting may become more important factors in NIC exports because of the changing composition of their exports, changing technology, and developed country protectionism. Data on the share of eight developing countries' manufactured exports to the United States under offshore assembly provision (OAP) item 807.00 are tested for their changing importance to export growth over the period 1970 to 1984. For all NICs, the share of their exports to the United States under OAP became more positively related to export performance in the 1980s than it had been in the 1970s. For Asian NICs, non-OAP exports continued to outperform OAP exports.
