Innovation and Collaboration Model Based on Ecological Fiscal Transfer Approach: Case Study on Green Siak Regency Policy Development

In 2018, the Siak Regency Government initiated the Siak Green policy innovation based on Siak Regent Regulation Number 22 of 2018 concerning Siak Green Regency, which aims to overcome the impact of environmental damage and the implementation of sustainable development goals, where the regulation is used as a guideline for all parties in collaborating to implement sustainable natural resource management for the welfare of the Siak community. This study aims to analyse existing conditions and design an innovation and collaboration model based on an ecological fiscal transfer approach in developing the Siak Green Regency policy. This study uses a qualitative descriptive approach, where primary and secondary data sources related to the Siak Green Regency policy are analysed using NVivo12 Plus software to be able to answer research questions systematically. Based on the results of the analysis, this study found that the existing conditions of the Siak Green policy are still sectoral and have yet to be integrated into the work plans of regional apparatuses and related stakeholders. Substantively, the ecological fiscal transfer approach is an innovative and crucial policy instrument that needs to be adopted to maintain the sustainability of forest areas in Siak Regency while continuing to encourage increased stakeholder collaboration through fiscal transfers and intergovernmental revenue sharing schemes based on ecological indicators as awards given based on the quality-of-life index in sustainable conservation efforts in Siak Regency.

STRATEGI PENYELESAIAN KONFLIK PENGUASAAN LAHAN DALAM KAWASAN HUTAN DI DESA SOLAN KECAMATAN JARO PADA WILAYAH KPH TABALONG

The Permanent Production Forest (HP) area in the Tabalong Regency area has an area of ± 44,759 ha which is a forest area in the Tabalong KPH management area. The administrative designation of this Forest Area is in Solan Village, Jaro District. In this area there are problems related to conflicts over land use and claims in locations whose status is still production forest areas. The Solan Village area which is within the Permanent Production Forest (HP) area covers an area of 4,161.2731 ha. In some areas, the Solan Village community uses the area for housing, public facilities and plantations. The area of Solan Village which is outside the forest area is 87,377 ha. The results of the questionnaire showed that 50% of respondents were not aware of the government's determination of forest area status and the boundaries of forest areas in their area. The community considers that the land belongs to them because it has been owned for generations. For this reason, it is necessary to carry out mapping regarding area control conflicts and re-arrangement of forest area boundaries in the Tabalong KPH area which aims to inventory land control problems and community rights to forest areas as well as safeguard and protect designated forest areas. Socialization and the presence of officers are important components to bring awareness and understanding to the community about forests and forest areas, so that conflicts over control of forest areas can be eliminated.

Development of a Cooperative Institutional Model in Reducing Poverty in Coastal Communities at KUD Mino Saroyo, Cilacap Regency, Indonesia

This study aims to analyze how the Village Unit Cooperative (KUD) Mino Saroyo in Cilacap Regency, Central Java Province in developing strong institutions to provide solutions for poverty reduction in the Coastal Area of Cilacap Regency. This research uses qualitative research methods, this research challenge Scoot's institutional theory (2008) which reveals that there are three pillars in institutional capacity building, including coastal community institutions, namely the Regulative pillar, Normative pillar and Cultural-Cognitive pillar. The results showed that KUD Mino Saroyo is an independent cooperative with many business units with turnover reaching tens of billions. KUD Mino Saroyo is an example of a cooperative with innovation in managing business units to successfully obtain large profits and help reduce poverty in the coastal region of Cilacap. Suggestions of this study, required the management of business units by personal competent per the field of business units. The theoretical implication is that there needs to be an additional competency factor in Merilee S. Grindle's theory. In determining the leader, the Normative aspect in Scott's theory needs to be differentiated in a society that still tends to choose leaders based on image and not based on competence. The election of the highest leader remains by the voting community per the values and norms believed by the community, but for the lower leaders who need special competence, for example to lead a cooperative business unit. The values and norms are not submitted to the voting community, but are determined by a competent and authorized institution, which is then appointed and appointed by the highest leader.

Perceptions of Small-scale Fishermen on the Impact of Climate Change in Coastal and Small Island Areas of Pangkajene and Islands Regency

This study examines the perceptions of small-scale fishers in coastal areas and small islands of Pangkep Regency towards the impacts of climate change. The impacts of climate change experienced by fishers include unpredictable changes in weather patterns, increased sea temperatures, and unpredictable fishing seasons, which overall reduce catches and increase safety risks at sea. The research was conducted for 6 months from May to October 2024. The research was conducted in Pangkep District, South Sulawesi. The research location was purposively selected to illustrate the condition of fishermen who are directly affected by climate change. Data collection techniques were conducted through in-depth interviews, direct observation, questionnaires, and literature studies. The number of samples in this study were 50 fishermen with the criteria of small fishermen who have a ship/boat capacity of 0-10 GT. This research used a qualitative approach with a descriptive method. The qualitative approach allows researchers to explore fishermen's subjective perceptions of the impacts of climate change. Most fishers reported a decrease in catches due to changes in fish migration thought to be related to rising seawater temperatures, which forced them to go further out to sea and incur greater operational costs. In addition, climate change is resulting in extreme weather that often poses accident risks for fishers, while limited access to weather information and technology hinders their adaptation. This suggests the need for adaptation policies, such as climate training and improved access to weather information for small-scale fishers, to strengthen their resilience to climate change.

Analysis the Effect of the Moon Phase in Optimization of Growth and Survival Mangrove Crabs (Scylla olivacea) in Silvofishery Systems

Silvofishery is a cultivation activity in mangrove or mangrove areas, the type of biota that can be cultivated in mangrove areas using a silvofishery system, one of which is mangrove crab (Scylla olivacea). The research was carried out in the mangrove area of ​​Mandalle Village, Mandalle District, Pangkajene and Islands Regency, South Sulawesi Province. The test animal used was a male mangrove crab (S. olivacea) weighing 146–168 g which was kept in a circular bamboo cage with a diameter of 2.25 m. The results of the Kruskal Wallis analysis show that the moon phase has a significant effect on the absolute growth and daily growth rate of mud crabs, the dark moon phase produces the highest average absolute growth of 14.53 g with a daily growth rate of 0.57%/day. Meanwhile, the full moon phase produced the lowest average absolute growth of 7.82 g with a daily growth rate of 0.32%/day. The results of the Kruskal Wallis analysis showed that differences in lunar phases had no significant effect on the survival of mud crabs.

Assessing Soil Erosion in Bireuen District Aceh using USLE and GIS Models

Intensive land use in various fields allows land degradation to occur. One form of land degradation is soil erosion. This research aims to get an overview of the distribution of soil erosion in Bireuen Regency on various land uses. This research uses a descriptive survey research method with the Universal Soil Loss Equation (USLE) method approach and Geographic Information Systems. This research was conducted from June to August 2024, and the research area covered 17 sub-districts in the Bireuen district. To generate erosion distribution, data such as 10-year rainfall, land use type and soil biophysics were used. These data were obtained from BMKG, the World Rainfall Data Centre (CHRIPS), the Geospatial Information Agency, and DEMNAS. The data was then analyzed using the USLE equation and Arc GIS.10.8 software. The results of data analysis obtained that the distribution of soil erosion rates in Bireuen Regency consists of 0-20 tonnes/ha/year covering 84,297 ha, 20-60 tonnes/ha/year covering 41,327.34 ha, 60-180 tonnes/ha/year covering 32,954.82 ha, 180-480 tonnes/ha/year covering 17050.34 ha, and > 480 tonnes/ha/year covering 3,502.48 ha. Based on the classification of erosion hazard classes, the Bireuen Regency area has erosion at a very light-heavy level. The government and other stakeholders must apply sufficient soil conservation technology to produce sustainable land use.

Kajian Pengetahuan dan Peminat Bermain Musik Sasandu dalam Kalangan Masyarakat Kabupaten Rote-Ndao

Purpose: Sasandu is a traditional musical instrument typical of the Rote-Ndao people of NTT Province, and has become an icon of NTT province. However, the activeness of the people of NTT, especially the people of Rote, in playing sasandu music seems to be lacking. It is very rare to find performances playing sasandu music. This research aims to determine the knowledge and interest in playing sasandu music among the people of Rote-Ndao district. Method: The research method was a survey and interviews with 440 respondents from four categories, namely: teenagers, parents, village government officials and arts activists. Each category of respondents was 110 people each. Respondents were found in 110 villages, in 11 sub-districts throughout the Rote-Ndao Regency area. Each sub-district has a minimum of 5 villages. Results and Discussion: As a result of the research, data was obtained that all respondents knew about the sasandu musical instrument, had heard the sound of sasandu music, had watched people playing sasandu and knew that sasandu was an icon of the NTT province. All respondents also stated that they liked hearing the sound of sasandu music. In the aspect of those interested in playing sasandu music, respondents in the categories of teenagers, parents, village officials and music activists, who stated that they wanted to play sasandu music were 43.63%, 16.35%, 25.45% and 83.63% respectively. Conclusion: This category of respondents, those who stated that they had tried to practice playing sasandu music were: 14.54%, 5.45%, 5.45% and 21.81%. It was concluded that the respondents' knowledge of sasandu was high but their interest in playing sasandu music was low.

FACTORS AFFECTING HOUSEHOLD FOOD SECURITY IN NON-FOOD-CENTER AREAS

Objective: This study aims to determine the factors that affect household food security in non-food center areas in West Kotawaringin Regency, Central Kalimantan Province. Theoretical Framework: In accordance with sustainability theory. Households that have good livelihood assets can increase household food security, strengthen household livelihood assets, not only increase their resilience to various shocks, but also support overall sustainability goals. Method: The approach used is quantitative method with data collection through questionnaires and processed using Smart PLS 3.0 software to answer research problems and hypotheses. The population in this study were all people in 81 villages and 13 sub-districts in West Kotawaringin Regency total 246,214 people. Result and Conclusion: Based on quantitative analysis that has been done, it can be concluded that Human assets, Natural assets, Financial assets, Social assets, Physical assets, food distribution affect household food security in West Kotawaringin Regency. Government support strengthens household food security in West Kotawaringin Regency. Implication of research: The research implication is to strengthen the government's role in ensuring food security. Novelty which is a research finding is the variable role of village government in moderating household food security. Originality/Value: This research is expected to contribute to sustainable theory where society tries to prioritize social responses to environmental and economic problems. It is hoped that this social response will provide food supplies, as well as identifying factors that influence increasing food security.

Inovasi Layanan Khusus Akhir Pekan (LAKSA) dalam Meningkatkan Kualitas Pelayanan Publik di Kantor Imigrasi Kelas I Non TPI Tangerang

This study examines the implementation of Weekend Special Service (LAKSA) innovation at the Tangerang Class I Non-TPI Immigration Office, which still faces challenges in scheduling and accessibility of Immigration Introduction Letters—using a descriptive qualitative method through observation, interviews, and literature study with purposive informant selection technique and data analysis using Miles, Huberman, and Saldana (2014) model. The results show that LAKSA implementation still needs to be optimal. The relative advantage aspect shows an acceleration in passport services. The compatibility aspect runs well according to applicants' needs and regulations. However, the complexity aspect is still constrained by service accessibility in South Tangerang and Tangerang Regency areas. The liability aspect could be more optimal as no official trials involving the community have been conducted. The observability aspect is evident through social media socialization. It is recommended that the Immigration Office conduct a unique LAKSA satisfaction survey and expand its implementation.

Modeling of COVID-19 Growth Cases in Bandung Regency and Bandung City Using Vector Autoregression

COVID-19 is a global health epidemic due to increasing infections and deaths. Indonesia has many confirmed cases with high daily case growth, including the Bandung City and Bandung Regency areas. High mobility between regions can impact the growth of COVID-19 cases. Strategies to prevent the growth of COVID-19 cases need to be carried out by considering the growth of COVID-19 cases in the nearest area. The Vector Autoregression (VAR) model is a forecasting model that can consider geographic impacts. This study aims to model the growth of cases in adjacent areas and have high mobility using the VAR method. The growth of COVID-19 cases in Bandung City and Bandung Regency is integrated into the VAR model to see the impact of each other. The VAR model also considers the impact of case growth in the past on its region's future. Transformation and differencing are carried out on the time series of case growth in each region to achieve time-series stationarity so that the VAR model can be carried out. First-order VAR becomes a model representing the growth of COVID-19 cases in Bandung City and Bandung Regency. The model shows that COVID-19 cases in each region will decrease over time and each region impacts each other. Decreasing cases growth can be caused because people who have been infected and vaccinated have sound immune systems to prevent re-infection. However, prevention still needs to be done to stop the pandemic. Therefore, restrictions on mobility between regions can be used as a strategy to prevent COVID-19 infection.

The distribution of inheritance in the Riau Malay traditional tribe, especially in the Pelalawan Regency area, has an inheritance distribution system adapted from Islamic law. The distribution of inheritance in Malay customs uses the concept of gender-equitable distribution, where both men and women receive equal shares of inheritance through mutual consensus between the recipients of the inheritance in front of the traditional leader. ANALISIS TINGKAT PEMAHAMAN PENGELOLAAN OBAT BAGI TENAGA KESEHATAN BERDASARKAN PERMENKES NO 26 TAHUN 2020

Drug management is an activity that plays an important role in health development. This activity starts from the process of planning, requesting, receiving, storing, distributing, sorting, controlling, administering and monitoring and evaluating. This study aims to analyze the knowledge of health workers from several health centers in the Central Lombok Regency area about the drug management system based on Permenkes Number 26 of 2020. This study uses a qualitative descriptive method which aims to analyze the level of knowledge of health workers at puskesmas in the Central Lombok Regency area. Qualitative data was obtained from direct interviews with health workers, especially pharmaceutical workers who work in Central Lombok health centers. The results showed that the level of knowledge of health workers in the drug management process was quite good. The results of knowledge on the drug management process show that most of the indicators covering the process of receiving and distributing have reached 83% - 87% in the “Very Good” category while in the process of planning, requesting, storing, destroying, controlling, administering and monitoring and evaluating are still in the “Good” category with a value of 61% - 74%. It can be concluded that the knowledge of health workers at health centers in the Central Lombok Regency area as a whole is in the “Good” category and has been carried out according to Permenkes No. 26 of 2020.

Land Surface Temperature Estimation Using Landsat 9 Satellite Imagery in Lamongan Regency, Indonesia

Gerbangkertasusila area (Gresik, Bangkalan, Mojokerto, Surabaya, Sidoarjo, and Lamongan) is a target area for accelerating economic development. Land use change are one of the phenomena that often occur in districts that have the potential for developing the area, one of the areas that has the potential to become a Creative Economy Zone is Lamongan Regency. This study aims to estimate changes in Land Surface Temperature (LST) in Lamongan Regency by utilizing Landsat 9 satellite imagery. Landsat 9 satellite imagery is processed based on a temperature algorithm for estimating temperature calculations. The Landsat 9 satellite was launched in 2021 and is a replacement satellite for the Landsat 8 satellite. The Landsat 9 satellite has 9 (nine) spectral bands and 2 (two) thermal bands. Estimation of LST uses band 4, band 5, and band 10. The LST algorithm used is the mono window algorithm. The mosaic process was carried out on path 118 raw 65 and path 119 raw 65. The results showed that the Lamongan Regency area has a greenish level with a value range of (-0.611) to 0.5 which is dominated by medium density levels. The estimation results of LST in Lamongan Regency are dominated by temperatures in the range of 23°C – 26°C with the highest temperature being 29°C – 33°C.

Utilization of Polygala paniculata L. Plants as Traditional Medicine by the Community of Borani Langa Village, Ngada Regency

Medical plants are types of plants that have medical benefits for humans and are commonly found in the surrounding environment and in forests. The plant Polygala paniculata L., also known as the fragrant root plant, is widely found in the Ngada Regency area. Polygala paniculata L. typically grows in yards, gardens, and along roadsides. Considering the strong relationship of the community with cultural traditions and the basic need of the community to use medicinal plants to cure various diseases, the utilization of medicinal plants in the community will continue to increase. This research aims to determine the benefits of the Polygala paniculata L. plant as a traditional medicinal plant in the yards and gardens of the Borani Langa Village community in Ngada Regency, as not many people or the community are aware of the benefits or efficacy of this plant. The method used is a qualitative descriptive method. The research was conducted through observation in Borani Langa Village, Ngada Regency. The results of the study indicate that the people of Borani Langa Village, Ngada Regency, are aware of the medicinal properties of the Polygala paniculata L. plant as traditional medicine. The part of the Polygala paniculata L. plant that is effective in curing certain types of diseases is the root. The Polygala paniculata L. plant is processed by boiling it with coconut oil until it reaches a boil, then cooling it down and storing it in a clean bottle. The way to utilize the Polygala paniculata L. plant is by massaging the painful area and applying it to the nose. As a traditional medicine, Polygala paniculata L. can cure diseases such as flu, pain, and muscle aches.

Cultivation and Processing of Cimanggu Cassava Harvest Waste at SMK Negeri I Borong, East Manggarai Regency

Cassava is one of the agricultural crops that has been widely cultivated in the East Nusa Tenggara region. The cimanggu variety is a cassava variety that is quite tolerant to drought and can produce 80 tons/ha. Additionally, the cimanggu variety is one of the most suitable cassavas for mocaf production. The East Manggarai Regency area is one of the fertile regions in NTT suitable for cassava cultivation, especially Cimanggu cassava. This research aims to understand the cultivation techniques of Cimanggu cassava in the Borong area and the role of SMK Negeri I Borong as a region for planting Cimanggu cassava. In addition, to understand the waste processing techniques generated during the harvesting process of Cimanggu cassava. The data collection method used a qualitative approach with data collection through field observation techniques. The research results show that the cultivation of cimanggu cassava plants carried out by students of SMKN 1 Borong includes land preparation (soil loosening), preparation of cimanggu cassava seeds, planting methods, planting distance, fertilization, weeding, and harvesting. The waste from the harvest of cimanggu cassava, in the form of cassava leaves and cassava peels, is processed into fermented livestock feed for animals.

Evaluation of Disaster Risk and Mitigation Strategies for Post-Disaster Permanent Housing in the Palu Koro Fault Area

The Palu Koro Fault in Sulawesi, Indonesia, an area with very high seismic activity, with a historical record of large earthquakes, including the devastating event on September 28, 2018. This earthquake, accompanied by a tsunami and liquefaction, caused significant damage to infrastructure and residential areas in Palu City, Donggala Regency, and Sigi Regency. A future similar event needs to be studied based on technical aspects related to disaster vulnerability criteria. The SNI 03-1733 (2004) establishes the disaster risk criteria in residential areas, such as landslides, floods, and earthquakes. BNPB has also created a disaster-prone map in Indonesia. However, studies on safe housing emerging from various disasters, such as earthquakes, tsunamis, liquefaction, and other risks, specifically being in the path of planes or near high voltage currents, are still limited. This research aims to assess disaster risk in post-disaster permanent residential relocation using the AS/NZS ISO 31000 risk management framework, which includes vulnerability conditions, evaluation of technical aspects, disaster risk analysis, and development of recommendations, combining quantitative and qualitative approaches. Data were analyzed using a scale-based method, with descriptive statistics to calculate frequency, averages, and percentage of the risk categories at each location. Qualitative analysis produces narratives regarding the impact of risks on community safety and residential infrastructure. The current study results show that high-risk factors, including earthquakes, floods, and landslides, require immediate mitigation. Additionally, immediate action should be taken for risks categorized as unacceptable, involving building strengthening, drainage system improvement, and soil stabilization, to reduce the risk of liquefaction. Concerning moderate risks, which belong to the undesirable category, they also require further treatment to minimize the impact of future disasters. The current study also emphasizes the importance of community survivors' participation in the relocation and disaster preparation process. This underlines the need for an integrated approach to disaster risk management to strengthen the resilience of communities and infrastructure in disaster-prone areas.

Pengaruh Kinerja Kualitas Layanan, Kualitas Produk, Kepuasan Pelanggan dan Niat Beli Ulang pada Restoran Hoka-Hoka Bento di Kabupaten Tangerang

The fast food restaurant industry has experienced rapid growth and has become one of the important sectors in the culinary business, fast food restaurant business actors continue to innovate to meet the needs and desires of consumers. The intention to repurchase is the most important part that must be considered by restaurant business actors which directly impacts the sustainability and growth of the business. This study aims to fill the knowledge gap about the role of service quality performance on product quality, customer satisfaction, and repurchase intention in Hoka-Hoka Bento restaurant customers in the Tangerang Regency area. Data collection was obtained through a questionnaire distributed online in June 2024. The sampling method used is non-probability sampling with purposive sampling technique The data analysis technique used is Partial Least Square-Structural Equation Modeling (PLS-SEM). The results of data processing show that the performance of service quality,product quality, and customer satisfaction have a positive and significant effect on repurchase intentions. This research contributes to companies to improve service quality performance in forming repurchase intentions in consumers. Further research is expected to use a larger scale of respondents and use different platforms.

Pengaruh Kualitas Produk dan Harga Terhadap Keputusan Pembelian Semen Tiga Roda di Kabupaten Karawang

This research aims to find out, analyze and explain how big the partial and simultaneous influence of Product Quality and Price is on the Purchase Decision of Tiga Roda Cement in Karawang Regency. The method used in this research is descriptive and verification research methods. This type of research is quantitative research. The population in this study focused on consumers of Tiga Roda cement products in the Karawang Regency area. The number of samples from this research was 225 people from consumers of Semen Tiga Roda using a purposive sampling technique. The analytical tool used in this research uses multiple linear regression analysis. The research results show that there is a partial or simultaneous influence between product quality and price on purchasing decisions for Tiga Roda Cement in Karawang Regency. The magnitude of the influence of product quality and price on purchasing decisions is 83.6%. Meanwhile, the influence of other variables outside the model is 16.4%.

Strategi Dinas Pariwisata, Kebudayaan, Kepemudaan dan Olahraga Kabupaten Sumedang dalam Upaya Mewujudkan Sumedang Sebagai Kabupaten Pariwisata

Sumedang has been named a Tourism Regency by the Regent of Sumedang since 2019, but there are still many people who do not know about it. The purpose of this research is to find out how the strategy is applied in an effort to realize Sumedang as a Tourism Regency, what are the external and internal factors that influence it and how understanding is applied to the community regarding efforts to realize Sumedang as a Tourism Regency. This research uses a case study design involving several communities and the government, namely the Sumedang Regency Tourism, Culture, Youth and Sports Office. Data collection was conducted using semi-structured interviews with 14 participants. Data analysis to identify, create themes and evaluate inductively and thematically was carried out with the help of NVivo 12. Validation of instruments and data was carried out through triangulation and expert review techniques. This research resulted in five findings: Disparbudpora strategy, the role of the media, Sumedang tourist destinations, challenges, and public understanding. The study concluded that the Strategy of the Department of Tourism, Culture, Youth and Sports focuses on a long-term plan that aims to optimize the achievement of all relevant objectives. This strategy includes monitoring and evaluating all activities related to tourism in the Sumedang Regency area, ensuring the development of infrastructure to support the development of tourism.
