From the Concept of Storing Documents in Electronic Form to the Regulatory and Legal Basis of Creating National Archival and Library Information Resources

The aim of the article is to study conceptual principles of storing documents in electronic form, in particular, electronic documents, digital documents and creating metadata for them, taking into account integration processes of grounding national information resources in archival and library spheres of activity. Additionally, to trace tendencies in the implementation of existing concepts, to identify the best Ukrainian practices, to highlight defects, and offer possible ways to solve problems. Research methods. This study uses the following methods: theoretical, as moving from the abstract to the concrete, reality reflection in thinking; empirical, as observation and comparison; complex, as system analysis, synthesis and modulation; special, as graphic and component analysis; prognostication. Scientific novelty consists in implementating a systematic interdisciplinary comparative analysis of the problem of storing documents in electronic form in archives and libraries, in order to determine the directions for solving this problem, using the definition of common requirements for similar information objects and processes, particularly, in the context of the initiative to create the National Electronic Library of Ukraine, in which it is offered to integrate information on objects of national heritage stored in archives, libraries, museums, as well as thereafter data from publishers. Main conclusions. Based on the results of this research, it should be stated that Ukrainian archivists achieved the greatest success in developing the overall system from creation the documents in electronic form to their transmission for permanent storage. An important issue is the development of the “long-term storage” system, the formation of which, in our opinion, should begin with the requirements for the information objects with which this system will be filled. This will significantly affect the structure and content of the metadata needed to manage this system. The successful experience of Ukrainian archivists and librarians should be used here. The most urgent task is to put the finishing touches to the Concept of creating the National Electronic Library of Ukraine according to the best domestic and foreign practices.

Peculiarities of archival information resources legal regulation in the field of research on the development of the rocket and space industry

It has been noted that in the course of military events on the territory of Ukraine, where the Russian Federation has fired thousands of ballistic and cruise missiles, killing thousands of Ukrainians, interest in the topic of rocket and space technology has increased significantly. The interest of the Ukrainian population in information about the possibilities for the development of the rocket and space industry in Ukraine and its position in the global space services market has grown especially. One of the fundamental problems in the study of the historical development of the rocket and space industry is the closed nature of archival information resources due to the fact that the vast majority of these material carriers of information have access restrictions and are stored in the archival departments of the development organisations, while other documents that lose their technical relevance are destroyed.
 It has been noted that the List of topics whose scientific and technical documentation is to be included in the National Archival Fond and transferred to state storage contains very little information on rocket and space issues. An important source in the field of rocket and space activities is the museum collections of organisations where certain equipment was developed and produced. Another important source of information is interviews with direct participants in the development of rocket and space technology, i.e. oral sources of information. First-hand details of the formation and development of rocket and space technology provide a lot of valuable information, and it is advisable to use the practice of “oral sources of information” as long as it is possible.
 The possibility of granting such oral sources of information the status of an official document in the legal field has been considered. An emphasis is placed on the need to verify the reliability of information obtained from interviews, which is carried out through an examination of the value of such information. In addition, the need to guarantee the preservation of oral sources of information on rocket and space activities in the archives of Ukraine and ensure their availability for use by the public of today and future generations has been stressed.

THINKING ON THE INFORMATION CONSTRUCTION AND STANDARDIZED MANAGEMENT OF UNIVERSITY CONSTRUCTION ENGINEERING ARCHIVES

Nowadays, with the rapid development of science and technology, information technology affects all walks of life, and the informatization of archives management is also an inevitable requirement to adapt to the new development situation. Archives management is an important part of the education management of higher learning. Archives informatization is to comprehensively apply modern information technology in archives management activities, dispose, manage and provide utilization services for archives information resources. The information construction of different archives has become an urgent matter for the archives work of various colleges and universities. As an important basic business, the construction engineering archives management in colleges and universities is in urgent need of information construction. Starting from the necessity of the information management of university construction engineering archives, this paper analyzes the information path of university construction engineering archives from several aspects, aiming to promote the information management of university archives and adapt to the development requirements of the new era.

Архівні інформаційні ресурси Франції: сучасні підходи в організації та використанні

The purpose of the article is to study the current state of development of archival information resources in France. The research methodology is based on the application of socio-cultural, systemic, interdisciplinary scientifi c approaches, as well as a set of general scientifi c methods: critical, empirical (descriptive), typological, systemic analysis. The principles of the organization of French archival information resources, means and methods of representation of documentary collections in the digital space are analyzed. For this purpose, methods of classifi cation, systematization and generalization were used. The source base of the study consists of the information resources of the National, departmental archives and the National Library of France, as well as publications of French archival periodicals devoted to the problems of digitization. Scientifi c novelty. The article describes the informatization processes of French archival institutions, analyzes the functioning and fi lling of information resources, in particular the ADAMANT project, the communication strategy of French archives, the importance of digitization processes for preserving the historical and cultural heritage of France. Conclusions. The French archival information resources refl ect the largescale work of archivists on digitization, organization of access and use of archival documents. A signifi cant number of databases, which are updated monthly by the National and Regional Archives, the National Library of France, provide users with remote access to the historical and cultural heritage of the country; contribute to its research and popularization in various countries of the world. The rapid pace of digitization of archival documents and the scale of their representation in open access allowed French archives to occupy one of the leading places in the modern information space. This experience requires additional study and wider use in the practice of Ukrainian archives.

The purpose of the article is to investigate the history and current state of archiving of the collection of fi lm documents produced by the All-Ukrainian Photo Cinema Administration (VUFKU), which is stored in the Central State Film and Photo Archives of Ukraine named after H. S. Pshenychny. Interdisciplinarity and insuffi cient elaboration of the problem led to the choice of methodological basis of research based on the principles of objectivity, historicism, complexity, as well as a systematic approach to the study of archives and archival collections of fi lm documents as complexes of interconnected elements with appropriate structure and functional features. General scientifi c methods (of analysis and synthesis, classifi cation, extrapolation method, methods of structural and functional analysis), methods of historical research (chronological, historical-comparative methods, method of historical description), methods of legal science (formal-legal, comparative-legal), and also methods of source research were used. The scientifi c novelty of the study is that for the fi rst time on the basis of a comprehensive analysis and involvement in the scientifi c circulation of previously unknown archival sources traced conditions, ways and means of formation and development of documentary fi lm collection of VUFKU as part of national archival information resources. Stage moments of the history of receipts and sources of fi lling the collection, its quantitative and species composition are analyzed. The specifi cs of the organization of collection storage are considered, the dependence of archiving of fi lm documents on industrial practice due to the technical nature of the latter is emphasized. Emphasis is placed on archival initiatives in the direction of providing and updating the information and source potential of the collection of VUFKU fi lm documents, the peculiarities of legal access to it are revealed. The conclusions suggest, in particular, to consider the possibility of integrating a collection of VUFKU fi lm documents into the Interarchial Search Portal, which currently combines digital resources of state archives in a single search space, as well as separate thematic digital collections of documents running on the ARCHIUM platform.

An Analysis of Archive Digitization in the Context of Big Data

With the advancement of technology and the accumulation of archival information resource data in the era of big data, making use of archival information resources to improve the archival service capability and promote intelligent archive management has become a pressing task for data resource management. Keeping the significance of archive management in consideration, this research focuses on the implementation of data mining technology in the archive information resource sharing platform by discussing the construction of the data mining model, which is based on explaining the ideas related to data mining. The functional modules and operational process of the data mining model are comprehensively examined in order to select and create archival information data sources. The process of preparing data mining models as well as the creation of the prediction and the profiling models are discussed to lay down the foundation of a data mining-based model for archival information resources. Furthermore, this study also provides a more effective scientific solution to achieve the goal of comprehensive development of archival information digitization.

Digital archives of Ukraine: state, problems, prospects

The current state of digital archives in Ukraine, which are platforms of digital (electronic) content that provide access to various digital archival resources in the global information space and support the global concept of digitization of the most valuable archival heritage. Emphasis is placed on the priority tasks for all archival institutions, which demonstrates the main, modern direction of the policy of archival development in Ukraine, which corresponds to modern trends. The basic features of the digital archive are determined. Emphasis is placed on foreign and domestic specialists who highlight the main tasks and approaches to the digitization of archival resources. The main functions of digital (electronic) archive and its types are analyzed, the basic characteristics of grouping of archival electronic information resources in the process of their source study are presented. The focus is on projects that are already operating in the information space and successfully provide access to their digital resources, namely digitized documents, photographs, audio, video, materials. Emphasis was placed on the need for cooperation of specialists in the digitization of archival materials and the creation of a single platform for the presentation of digital archival resources in a convenient version for users of archival information.

Digitalization and Information Management Mechanism of Sports Events Based on Multisensor Node Cooperative Perception Model

In the process of developing major sports events, how to guide providers and users to provide and utilize the archives information resources of major sports events and realize the interaction between them is an important problem to be solved urgently in the development of major sports events and the archive service of major sports events. By analyzing the present situation of archive service of major sports events, especially the analysis of the opposite dependent subjects of service providers and users, we can see that the continuous development of archive services for major sports events will inevitably lead to constant changes in user groups and user needs, guided by the theory of information retrieval, knowledge management, and media effect. According to the service model of archive service of major sports events, the archive service model of specific sports events is constructed. In this paper, four kinds of event recommendation models are applied to the collected marathon event data for experiments. Through experimental comparison, the effectiveness of content-based recommendation algorithm technology in the event network data set is verified, and an algorithm model suitable for marathon event recommendation is obtained. Experiments show that the comprehensive event recommendation model based on term frequency–inverse document frequency (TF-IDF) text weight and Race2vec entry sequence has the best recommendation performance on marathon event data set. According to the recommendation target of the event and the characteristics of the event data type, we can choose a single or comprehensive recommendation algorithm to build a model to realize the event recommendation.

Довідково-інформаційна діяльність архівів України: виклики цифрового суспільства (на прикладі Державного архіву Вінницької області)

Метою статті є узагальнення досвіду інформаційної діяльності відділу інформації та використання документів Державного архіву Вінницької області та його представлення у соціокомунікаційному просторі України. Авторки характеризують поняття та складові довідково-інформаційної діяльності в архівній сфері, аналізують вебсайт архіву як довідково-інформаційну систему, з’ясовують специфіку довідково-інформаційної діяльності відділу інформації та використання документів Державного архіву Вінницької області (ДАВіО). Методологія дослідження ґрунтується на поєднанні загальнонаукових (аналіз, синтез, опис, узагальнення) та спеціально-історичних (історико-типологічного, історико-системного, методу моніторингу) методів з принципами історизму, системності, науковості. Також для аналізу змісту запитів, які надходять від громадян до ДАВіО застосовано метод контент-аналізу. Наукова новизна роботи полягає у виявленні специфіки інформаційної діяльності відділу інформації та використання документів Державного архіву Вінницької області, з’ясуванні перспектив розвитку довідково-інформаційної діяльності державних архівів України. Висновки. У сучасному цифровому суспільстві архіви є не лише місцем фізичного зберігання документів, які відклалися у діяльності установ-фондоутворювачів, зберігачами культурних та духовних надбань людства, але й потужними інформаційно-комунікаційними системами, які, використовуючи інструменти цифрових комунікацій, зміщують акценти у своїй діяльності на представлення та поширення архівних інформаційних ресурсів серед широкого кола споживачів. Встановлено, що Державний архів Вінницької області має функціональний сайт, де оприлюднюються не лише різноманітні довідкові видання, матеріали документальних виставок, а й цифрові копії фонду користування з метою забезпечення віддаленого доступу користувачів до соціально значущої ретроспективної документної інформації. Інформаційна діяльність відділу інформації та використання документів ДАВіО наразі представлена на гідному рівні. Перспективним напрямком роботи ДАВіО є продовження створення цифрового фонду користування документами.

Value Exploration and Application of Digital Archive Information Resources under the Information Ecological Environment.

A significant amount of electronic documents have been produced as a result of the quick advancements in computer and network technology as well as the ongoing promotion of e-government, and the amount of material available in digital archives has significantly expanded. It is challenging for traditional archives focused on entity management to fulfil modern demands. It is essential to gradually encourage the creation of digital archives in order to meet the utilization needs of archival information resources in the information age. Many issues that are not favourable to the development and utilization of information resources of digital archives have gradually emerged in the course of the development and utilization of information resources of digital archives. These issues are influenced by a number of factors, including service concept and personnel information literacy. The related attributes of information resources are sorted and processed using the ID3 algorithm in this study. Decision-making attributes of management techniques are identified, and the data mining Apriori algorithm is used to address the issue of increasing the retrieval speed of users of digital archives. When the new software system is finished, archive resources can be developed and used in a complete and practical way, increasing the utilization efficiency of archive information resources by 37.32 percent. As a result, it is possible to fully exploit the information resources of the digital archives, further appreciate their value, and ensure their long-term growth.

FORMATION OF CONSOLIDATED DOCUMENTARY AND INFORMATION RESOURCES OF THE SHEVCHENKO NATIONAL RESERVE BY MEANS OF PROJECT ACTIVITY

The purpose of the article is to study the world experience of forming consolidated museum, library, and archival documentary and information resources, analysis of opportunities and prospects of Shevchenko National Reserve to create an informative socio-communicative representative online environment by means of project activities and determination of phasing of outlined steps. The methodology of the research is based on the complexity of the general scientific methods: analysis, synthesis, formal logic, federal consolidation of information resources, methods of analytical Internet monitoring, and visualization of the results of the research. Scientific Novelty. Prospects and expediency of forming a consolidated database of documentary and information resources of the Shevchenko National Reserve as an informative socio-communicative rep­resentative environment of the reserve in the world information space are substantiated, and the main ap­proaches and stages of this project are outlined. Conclusions. As a result of the realized study was found that the project approach to the formation of a single database of documentary and information resources of the Shevchenko National Reserve and their integration into a single information space is optimal for solving the problem, which requires a step-by-step solution and fully meets the requirements of the time. The creation of an informative and communicative representative environment of the Shevchenko National Reserve will help to reach a wide target audience, establish business communication, enter a single information space as an institution with a powerful documentary and information resource potential attractive for both the world and national community. PROGRAM OF DEVELOPMENT OF BRANCH SCIENCE IN THE FIELD OF ARCHIVAL AFFAIRS OF UKRAINE FOR 2021-2025: PROBLEMS OF DEVELOPMENT AND PROSPECTS OF THE IMPLEMENTATION

Purpose of the Article. Multidimensional realities of the information society, dynamics and strengthening of the role of informatization and digitalization processes, radically influence the modern directions of development of archival business in Ukraine, actualize the urgent need to ensure its innovative genesis and, accordingly, improve the quality of research, the efficiency of implementation in archival practice. The study involves a comprehensive analysis of the stages of development and prospects for implementation of the «Program for the development of branch science for 2021-2025» into the archival sphere. Methodology. In terms of preparing the research, methods of analysis, comparison, generalization, structuring were used. The scientific novelty of the work is that for the first time, based on a comprehensive analysis of the content of the main outlines of the «Program of development of branch science for 2021-2025», demonstrated the need and importance of promoting the role of branch science in planning promising areas of archival affairs. In the further research, study and comprehensive analysis of global trends in the scientific vector of archival systems of the world, generalization of their positive experience in this process and based on the results - development of proposals for the adoption of advanced technologies and their implementation in the practice of research in Ukraine. Conclusions. Developed by leading experts of the Ukrainian Research Institute of Archival Affairs and Records Management «Program for the development of branch science for 2021-2025» is appropriate and important for scientific institutions dealing with the creation of high-tech conditions for the provision of archival information resources, the development of theoretical and applied research in the field of archives, research on improving the state of archival science in Ukraine. The text of the Program was formed by a group of specialists of the Ukrainian Research Institute of Archival Affairs and Records Management while taking into account all the recommendations, suggestions, and comments of representatives of archival institutions, research institutions, and institutions of higher education. The branch science development program is a system of interrelated tasks and activities that ensure the achievement of the ultimate goal of the Program and cover all its stages - from planning research to their practical implementation with monitoring of the effect achieved in practice. Архівні джерела та інформаційні ресурси біографічних досліджень з історії українського спорту

The purpose of the article is to reveal the topic of archival sources and information resources of biographical researches on the history of Ukrainian sports. It is raised the issue of insuffi cient use of archival sources, in particular personnel documents of sports institutions. Emphasis is placed on the necessity to ensure the safety of documents of the sports branch at the present stage. There are also examples of useful electronic resources and meaningful professional publications about outstanding athletes. It is also paid attention to foreign experience of creation the sports archives and training specialists in this fi eld. The research methodology is based on general scientifi c methods of generalization, analysis and synthesis, system approach, comparative-historical and bibliographical research methods, which help to determine the range of sources of sports biography and compare them to each other. Scientifi c novelty. For the fi rst time the article raises issues related to the problems of using archival documents and media publications as a source base for biographical researches on the history of Ukrainian sports from the perspective of their informativeness and objectivity. Conclusions. Electronic resources and media are quite informative sources for studying the biographies of athletes. However, their subjectivity and emotionality often cause mistrust; therefore, the facts presented in such sources require careful verifi cation. That is why archival documents, offi cial profi le sites and professional publications are valuable. Prospects for further studies. The topic of implication of new types of sources to biographical researches of athletes has not been studied in the Ukrainian scientifi c space. There is limited amount of professional biographical researches on famous athletes, but most names may eventually disappear, so the systematization of information about them, its preservation and dissemination are extremely important tasks for researchers of the history of Ukrainian sports.

The purpose of the article is a comprehensive analysis of electronic information resources as an important component of the source base of modern history and the object of archival storage in Ukraine, studying their essence and role in the system of information support for research practices of specialists in various fields of knowledge. The methodological basis of scientific work consists of general scientific principles of historicism, integrity, objectivity and comprehensiveness, systematic and interdisciplinary approaches. The research is based on heuristic methods of scientific search, methods of analysis and syntheses, classification and systematization of selected materials, their analytical and synthetic criticism. Scientific novelty. The problem of web-resources as a historical proof is now increasingly raised in the domestic and foreign scientific discourse. However, the phenomenon of archival electronic information resources of historical information has not been the subject of a separate study and is being studied in this article for the first time. Conclusions. The essence of archival electronic information resources as new objects of retrospective information is described, their types and structure are considered. The place of archival electronic information resources among the other types of historical evidence is analyzed on the example of the fund documents of the CSEA of Ukraine. The author considers them as multimedia documents in electronic form which are part of the cultural and scientific heritage of the electronic age society, focusing on the need to ensure the preservation of this type of potential historical sources and the difficulties of their completing into archives. Based on the today’s reality, the need for the further study of the problem raised in the article is proved.

Intellectual structure and evolution patterns of archival information resource research in China

Purpose The purpose of this paper is to identify the leading topics and developmental trends of archival information resource research in China by visualizing the intellectual structure and evolution patterns of archival information resource research. Design/methodology/approach This study took China National Knowledge Infrastructure (CNKI) as the data source and extracted keywords from relevant articles in archival information resource research as the sample. First, the frequency and co-occurrence of keywords were calculated by using SCI2. Second, this study analyzed the co-word network indicators by using Pajek. Then, topic community detection was conducted by using a VOS viewer, as well as the visualization of intellectual structures. Next, this study developed a graphical mapping of the evolution of research topics over time by using Cortext. Findings The research topics of archival information resources in China were unbalanced but distinct. Researchers focus on the construction and utilization of archival information resource, which consist of five evident research directions. The phenomena of fusion and differentiation coexist in research topic evolution. There were both continuities of traditional research and innovations in emerging research. The archival information resource research tended to be systematized and extended, reflecting the vertical and horizontal extension of the research content. Originality/value Based on a large number of previous studies, this study adopted quantitative methods to reveal the intellectual structure and evolution patterns of archival information resource research in China, providing guidance for researchers and institutions to grasp research status and developmental trends.

Development of Emergency Archives Information Resources- Based on the Case of Sichuan Province

Archives information resources are the first-hand data and original records for recording and responding to emergencies. They play an important role in the emergency decision-making of emergencies. Strengthening the development of emergency archives information resources is an important way to improve emergency decision-making ability. The article takes the development of archives information resources for earthquake disasters in Sichuan Province as an example, conducts research on the development of archives information resources, and conducts case analysis to point out the current problems and optimization ideas.

Digital Archives Construction Based on Cloud Computing

Digital archives organically integrate computer technology with archives information resources, which has strong vitality and pours fresh blood into the archives work. The paper discusses the advantages, problems and solutions of digital archives based on cloud computing.

Promotion, speculation and their outcome

PurposeOffering an empirical study of the rush to promote a new technology of its time, which is a significant phenomenon in its own right, the paper's purpose is to offer a reminder that new technologies often generate speculative and unstable business conditions.Design/methodology/approachThe paper uses Henry English'sA Complete View of the Joint Stock Companies Formed during the Years 1824 and 1825to identify companies (n=70), and follows up cases with record and archive study.FindingsThe development of steamship services was an important push of transportation and communication technology. The establishment of steam shipping services in coastal waters and near country trade is an analogy of later technologies such as the telegraph, telephone and latterly computer‐mediated digital communication over the internet with global reach. Unlike the canal and railway manias the outcome was minimal.Practical implicationsAs in the Dotcom boom of the early 2000s the study highlights the dangers of speculative business ventures (over‐ambitious promotion and fraud) which lacked a strong link to markets, the pull of significant demand and were weak in terms of business acumen and organization.Originality/valueAs a piece of original business historical research it is not only the findings which are of value, but the paper represents an exemplar of the continued use of archival and record material and information resources to support scholarly activity. Historians of today who wish to study the emerging digital economy may yet encounter problems in an ability to draw on bodies of contemporary evidence. The current issues of digital archiving and digital curation are only just beginning to be appreciated.
