Research on Vocational Education Reform and Innovation Based on Information Technology Practice

Based on the perspective of information technology reform, higher requirements have been put forward for student management and course teaching in vocational colleges. Therefore, teachers should actively explore suitable opportunities and practical paths to introduce information technology and rely on advanced technology, equipment, and software to promote the reform and development of virtualization, datafication, and intelligence in course teaching. Due to the limitations and influences of various practical factors, teachers face many problems in the application of information technology, which to some extent hinder classroom teaching reform and innovation. Given this, this article discusses the application of information technology, which plays an important role in classroom teaching reform and student ability improvement. This study will briefly explain the concept and characteristics of information technology, analyze the existing problems in current information technology teaching, and finally propose specific reform and innovation practice paths.

ARTIFICIAL INTELLIGENCE AS AN INNOVATIVE TOOL OF CORRUPTION PREVENTION IN JUDICIARY: THE ADVANTAGES

There has been made an attempt in the article to assess the possibility and expediency of application of information and communication technologies and their highest manifestation – artificial intelligence – as an anti-corruption tool in the judiciary. The essence and modern forms of the artificial intelligence phenomenon and its connection with information and communication technologies have been analyzed. There has been researched national and foreign legal regulation on the application of artificial intelligence both in the field of public administration in general and in the field of the judiciary and administration of justice in particular. The cases of the most «significant» corruption events in the judiciary have been presented and an attempt to find out the reasons of the failure of traditional tools to prevent corruption has been made. There has been called into question the ability of the state to overcome such a negative socio-power phenomenon as corruption without the implementation of radical steps which have long been overdue and became even more actualized during the armed conflict. Some positive examples of the information and communication technologies use in the judiciary have been demonstrated. Separate advantages of using artificial intelligence as a new tool for preventing corruption in the administration of justice have been briefly systematized. There has been emphasized that artificial intelligence due to its impartiality is fully capable to ensure the realization of the right to a fair trial, preserving time, financial and human resources, and reducing the level of corruption. At the same time, there has been underlined that without studying the risks and threats of using computer programs at this level of their development, relying only on them as a panacea for the destruction of corruption practices is imprudent and premature. Finally, an impulse for further research of artificial intelligence and its features as a tool of corruption prevention in the judicial system has been given.

Human risk recognition and prediction in manned submersible diving tasks driven by deep learning models

The complexity of human cognition is increased by the multiple and interactive information clusters brought about by the application of advanced intelligent information technologies. Especially in systems operating in extreme regions far from society, human errors are more pronounced than ever before. Prolonged social isolation, extreme weightless or overweight environments, stressful atmospheres, and lack of situational awareness are all added potential elements contributing to human risk. Although the development of human reliability analysis methods and their variants continues to mature, accurately predicting the potential risk of dynamic human behavior from sparse and discrete events remains a great challenge. We focus on deep learning computational architectures that are similar to the cognitive processes and mechanisms of the brain, and build neural networks that match the perceptual activation and memory cycling of the cognitive features of the brain. This study focuses on investigating the ability of the joint SNN-ITLSTM network to predict human error behavior and the clusters of performance shaping factors that effectively characterize the far-social nature. Combining the bionic properties of SNN and the temporal update mechanism of LSTM in the form of hierarchical events constitutes a computationally efficient network architecture. Our results show that the joint model proposed in this study has the performance to strengthen temporal influences and characterize cognitive features of the brain.

PENDAMPINGAN DIGITALISASI SEKOLAH SMPIT AJIMUTU GLOBAL INSANI TAMBUN UTARA-BEKASI MENUJU MANAJEMEN SEKOLAH BERBASIS DIGITAL

In the digital era, the application of information technology in schools is crucial to enhance the efficiency and quality of educational management. This Community Service (PkM) activity aims to assist Sekolah Menengah Pertama Islam Terpadu (SMPIT) Ajimutu Global Insani Tambun Utara-Bekasi in implementing digital-based school management. The main objective of this activity is to optimize the school's management system through a tailored application that meets the school's needs, called DigiMS (Digital School Management). DigiMS will be built web-based which will be hosted and use a domain name, and a mobile-based application will be created which will be submitted to the Playstore. The method used includes stages of analyzing the existing school management system, developing the DigiMS application, providing training for staff and teachers on how to use the application, and monitoring and evaluating the application's implementation. Data was collected through direct observations at the partner school, interviews with staff, and efficiency measurements before and after the implementation of the digital system. The results of this activity showed a significant increase in operational efficiency, especially in student data management, financial administration, and internal and external communication. The main conclusion from this program is that adopting digital-based management through DigiMS can improve the effectiveness of school management and ease staff workloads in their daily tasks. Additionally, this program has a positive impact on the school's readiness to face the challenges of the digital era. This program is part of the 2024 Fiscal Year PKM Grant from Kemdikbudristek-DRTPM, conducted by lecturers and students from Universitas Nusa Mandiri.

Current Status of Application of Information Technology in Solving Administrative Procedures of People's Committees of Wards and Communes in Viet Tri City

For the provision of online public administrative services in Vietnam, information technology is identified as both a requirement and the most important solution to implement the goals and contents of the administrative reform and modernization process in management. The article presents the current status of information technology application in handling administrative procedures of ward-level People's Committees in Viet Tri city, and at the same time points out the causes of the current situation to continue to have innovations in information technology to improve the quality and efficiency of this service.

Digital transformation and building e-courts to meet the requirements of judicial reform in Vietnam

Currently, the rapid development of information technology has brought lots of opportunities for improving the efficiency of national governance activities and the implementation of justice in the world. The Fourth Industrial Revolution and the continuous development of digital technology have been profoundly changing the operation of the courts and providing opportunities for nations to transform from the traditional court model to the electronic court one. Building an e-court has become a global trend in order to respond to the COVID-19 pandemic and overcome court delays in resolving disputes. In that context, Vietnam has also advocated promoting the application of information technology, making the most of opportunities that are brought by the technological revolution so as to build e-courts, one of the important tasks of the Judicial Reform Strategy. From 2019 up to now, Vietnam has made efforts to strengthen judicial reform and build e-courts, however, the results are still quite modest. By qualitative research method, this article examines the achievements Vietnam has achieved as well as the limitations when the court system transforms to the e-court model, thereby making some recommendations to successfully build an e-court in Vietnam in order to meet the requirements of judicial reform.

From data silos to seamless integration and coordination: a data-asset centric approach to smart hospital facility management

PurposeExisting hospital building operations involve numerous information technology applications and complex building systems; therefore, an intelligent facility management (FM) platform is required to ensure their continuous operation. To address the persistent issues of data silos, inefficient data interoperability, and workflow incoordination that have been identified in the current body of FM practice and literature, the present study develops a data-asset (DA) centric FM platform specifically designed for hospital buildings.Design/methodology/approachThis study proposes a semi-customized approach to develop the DA-centric FM platform for hospital buildings. To elucidate the precise function requirements of the hospital FM platform, focus group interviews are employed. By seamlessly integrating the as-built BIM model, IoT sensor data and FM workflow data, the BIM-based DA model with a data transfer mechanism is developed. The development of the FM platform with function modules in a case study is guided by a five-tier architecture and the coordination theory (CT). The case study provides an in-depth introduction to the applications of DA management, space management and maintenance management modules.FindingsThe capabilities of the developed DA-centric hospital FM platform are validated through the case application and user satisfaction survey, which assess data quality, automation level, operation efficiency, flexibility and functionality. For hospital FM activities, this DA-centric FM platform realizes data integration and seamless transformation, optimizes workflow coordination and enhances operation performance.Originality/valueThe initial scholarly contribution is the establishment of the BIM-based DA model, which serves as the data middle platform for continuous data integration, transmission and sharing within the FM platform. Subsequently, under the guidance of the CT, the business process of function modules is designed, improving the intra-module and inter-module workflow coordination. The developed DA-centric FM system along with its performance benchmarking application, assists facility managers and decision-makers in implementing smart operations for hospital buildings and achieving the management goals of safety, efficiency, energy savings and convenience.

Giant magneto-optical Kerr effects governed by the quasi-bound states in the continuum

The magneto-optical Kerr effect (MOKE), as one of the magneto-optical effects, exhibits polarization change upon reflection that can be used to explore the internal information of magnetic materials with broad applications in modern information technology. However, typically, MOKE is quite weak due to the lower magneto-optical interaction. To tremendously enhance the MOKE, quasi-bound states in the continuum in a one-dimensional Ce- doped Y3Fe5O12 (CeYIG) film photonic crystal slabs (PCS) are proposed to improve the magneto-optical interaction in this work. A giant enhancement in the rotation angle and ellipticity of the longitudinal MOKE, which is about 93.4 and 136.8 times stronger than a pure uniform CeYIG, can be realized. Almost circularly polarized reflected beams with different chiralities are obtained with the CeYIG film. By tuning the geometric parameters of the PCS and the applied external magnetic field, dynamic control of polarization states of the reflected beams with different wavelengths can be realized. This magneto-optical metasurface provides a convenient way for the implementation of magneto-optical devices such as information memory devices, sensors, polarizers, and chiral devices.

Information Technology Investment Assessment Using Val IT Framework

Organizations must evaluate information technology (IT) expenditures to ensure that IT resources' use contributes value and is in line with their strategic goals. This paper investigates how the Val IT Framework can be used as an efficient tool for managing and evaluating IT investments. Val IT offers a thorough framework for assessing IT initiatives' advantages, disadvantages, and risks and their influence on accomplishing company objectives. We examine how the Val IT Framework may enhance accountability, facilitate IT performance monitoring, and increase transparency in investment decision-making through case studies of multiple businesses. The findings demonstrate that the application of Val IT fosters the advancement of improved IT management techniques and raises knowledge of the worth of IT investments. To attain optimal and sustainable outcomes, IT managers and stakeholders are advised by these findings to utilize a framework-based approach when evaluating investments. However, several challenges remain before the framework can be implemented, including a lack of funding, knowledge about it, and opposition to change. Organizations must, therefore, develop a comprehensive plan. To facilitate change adaptation, this plan should offer incremental implementation, adequate training to enable all stakeholders to better understand Val IT and enough resources to support adoption. These steps can assist businesses in more successfully overcoming their existing challenges. By adopting the right approach, businesses may maximize their IT investments and ensure that every dollar invested contributes significantly to achieving their strategic goals. The Val IT Framework serves as both an assessment tool and a roadmap for better, long-lasting results in IT management when used appropriately. This illustrates how crucial it is to make the investment necessary to implement this framework if the business is to be successful and viable in the long run.

The article is devoted to the analysis of features and essence of digital marketing, and in particular the content of the modern paradigm of digital marketing. The interpretation of the concepts of digitalization (there is a process of application of digital, information and communication technologies and information on income, improvement of entrepreneurial activity, transformation of business processes, formation of the digital business environment, digitization of possible procedures and operations, etc.) and digital marketing (a set of marketing actions of the modern world. At the same time, digital marketing is a dual phenomenon, as it has a hybrid character: a certain share of functions is implemented online, and the rest - in an offline environment). The content of the modern paradigm of digital marketing is clarified - a set of ways and tools for promoting services or goods in markets using various technologies. The main advantages of digital marketing are allocated: interactivity in attracting consumers for active interaction with business structures, elimination of territorial restrictions in the implementation of the marketing goal, facilitating access to the Internet resources of the enterprise, opportunities to assess the effectiveness of marketing mechanisms and activities, use of marketing in management activities in real time. The main components of digital marketing are defined: content - chats, blogs, research, electronic newsletters, publications, electronic manuals, social networks, copies of sales pages, SEO; design - photos, images of content, diagrams, videos, infographics; statistics - leading performance indicators, analytics, conversion channels, etc.

Research progress on knowledge discovery in traditional Chinese medicine medical records based on artificial intelligence

Traditional Chinese Medicine (TCM) medical records represent the clinical practice records of physicians, encapsulaing a wealth of TCM clinical diagnosis and treatment experiences as well as academic thoughts of numerous TCM practitioners. Such various information provide certain basic conditions for the integration of artificial intelligence (AI) technology with TCM. Through analysing successful clinical records, AI technology can extract practical and understandable knowledge. Therefore, this paper summarizes and analyzes the application of information technology in the field of knowledge discovery research from Chinese medical records. It focuses on three key aspects: the resources of TCM Medical Records, the objects of TCM records mining, and the application of AI technology. The aim is to provide beneficial references for maximizing the value of TCM medical records.

Pengaruh Pengalaman Auditor Terhadap Kualitas Audit Dimoderasi Penerapan Teknologi Informasi

This study aims to examine the effect of auditor experience on audit quality moderated by the application of information technology. The subjects of this study were auditors from public accounting firms (KAP) holding registered CPAs in Indonesia listed in the 2023 IAPI Directory, with the object of research on competence, auditor experience, audit quality, and application of information technology. The population in this study amounted to 3276 lists of CPA holders in Indonesia listed in the 2023 IAPI Directory. Determination of the sample in this study using Probability sampling technique by selecting simple random sampling technique. The number of samples needed for this study were 97 respondents. The type of data used in this study is primary data. The data analysis method in this study uses the Partial Least Square (PLS) approach using the WarpPls 8.0 analysis tool. The results of this study found that auditor experience has a significant effect on audit quality. The application of information technology cannot moderate the effect of auditor experience on audit quality.

Concentration-Switchable Assembly of Carbon Dots for Circularly Polarized Luminescent Amplification in Chiral Logic Gates and Deep-Red Light-Emitting Diodes.

Stimuli-responsive circularly polarized luminescent (CPL) materials are expected to find widespread application in advanced information technologies, such as 3D displays, multilevel encryption, and chiral optical devices. Here, using R-/S-α-phenylethylamine and 3,4,9,10-perylenetetracarboxylic dianhydride as precursors, chiral carbon dots (Ch-CDs) exhibiting bright concentration-dependent luminescence are synthesized, demonstrating reversible responses in both their morphologies and emission spectra. By adjusting Ch-CD concentration, the switchable wavelength is extended over 180nm (539-720nm), with the maximum quantum efficiency reaching 100%. Meanwhile, upon increasing Ch-CD concentration, the emission wavelength red-shifts, while the chirality of the assembled nanoribbons is synchronously amplified, ultimately achieving CPL at 709nm and a maximum luminescence asymmetry factor of 2.18 × 10-2. These values represent the longest wavelength and the largest glum reported for CDs. Considering the remarkable optical properties of the synthesized Ch-CDs, multilevel chiral logic gates are designed, and their potential practical applications are demonstrated in multilevel anti-counterfeiting encryption, flexible electronic printing, and solid-state CPL. Furthermore, deep-red chiral electroluminescence light-emitting diodes (EL-LEDs) are prepared using these Ch-CDs, achieving an external quantum efficiency of 1.98%, which is the highest value reported to date for CDs in deep-red EL-LEDs, and the first report of chiral electronic devices based on CDs.

Application and Effect Evaluation of Information Technology in Physical Education

The Kalman filter and extended Kalman filter algorithm are widely used in physical education video processing, but their performance still needs to be improved for complex backgrounds or high dynamic targets. This paper presents an interactive multi-model algorithm. The displacement detection Kalman filter is used to track moving objects. This method can solve the problem of a single model not being able to match the motion features well. Finally, the simulation experiment of football match video proves that the proposed method can significantly improve the tracking accuracy of moving objects in video.

Information technologies in agriculture of Northern Kazakhstan: advantages, reserves

Ensuring sustainable development of the agrarian sector of the economy requires the integrated use of digitalization technologies. The aim is to show the current trends in the application of information technologies in agriculture in Northern Kazakhstan and to determine the conditions necessary for the introduction of modern digital infrastructure. Methods - system-structural, economicstatistical, comparative analysis, mathematical and system-functional approaches to the study of the use of information and communication technologies by agribusiness of agricultural profile. Results - the authors analyzed the scope of application of digital processes in the region. The factors influencing the use of modern digital technologies in the cultivation of agricultural land have been outlined. The dependence of the application of precision farming elements on the farm size is revealed. The calculation of economic efficiency of reference and information systems of production management is presented. Measures to overcome obstacles and mitigate the limitations of digital transformation in agriculture in the northern territories of the republic are proposed. Conclusions - based on the study it is noted that the spread of digital innovations is from 18 to 55% of the total sown area. When comparing the average land size of economic entities that implement information technologies with other farms, it was found that digital solutions in crop production are primarily available to large and medium-sized agroformations that have the financial capacity and qualified specialists for digitalization. The survey of respondents allowed us to express an opinion on the influence of the size, technical equipment and economic stability of an agro-industrial enterprise on the use of modern farming systems, as well as the level of awareness of agro-entrepreneurs about new technologies. The use of digital platforms in the crop production industry is a key element that contributes to increasing the economic efficiency of the agro-industrial complex.

Brazil as a promising market for Russian technologies in the field of digitalization of agriculture

Subject. The article addresses Brazil as an attractive market for Russian technology development in the area of agriculture digitalization, as this country is interested in using modern technologies to optimize processes in agriculture. Objectives. The study aims to examine the current level of digitalization of Brazilian agriculture and determine prospects for cooperation between Russia and Brazil in the application of information technology in this sector. Methods. The study draws on methods of statistical, comparative, and economic analyses. Results. Digitalization enables Brazil to increase agricultural productivity through precision farming, lower production costs, improve product quality by monitoring and control of growing conditions, and reduce harmful environmental impact. An integrated approach to the use of digital technologies also plays an important role. We formulated recommendations for agriculture development in Brazil based on the Russian experience of using digitalization tools. Conclusions. Brazilian agriculture is of great importance in ensuring food security not only in Brazil, but also in many other countries. Therefore, it is crucial to introduce modern technologies into this sector.

Principles of Formation of the Company’s Ecosystem Based on Platform Socio-Economic Interactions

The purpose of this study was to develop principles for the formation of the company’s ecosystem based on platform socio-economic interactions. In the course of the work, the peculiarities of ecosystem development are analyzed and the problem of systematization of the principles of formation of the external environment of an economic entity is determined. Based on minimizing transaction costs and the completeness of the application of management functions, the basic principles of the formation of the firm’s ecosystem have been developed, including clientcentricity, responsiveness to changes, hierarchical structure, diversity of participants and maintaining the profile of activity The author’s approaches to the creation of such an ecosystem through platform interactions, as well as the application of advanced digital and information technologies to protect personal data, expand the number of services and activities provided, and preserve competition were formed. The research used methods such as various types of analysis, structuring, and the graphical method. The information base was made up of the bibliographic database of scientific publications eLibrary. This study of ecosystems will be of interest to firms that want to make more profit with lower costs by collecting and analyzing data received from customers.

A cosmetic cheerful shop located in the Marelan area of Medan city is a shop that sells women's cosmetic equipment. The owner of a cheerful cosmetics shop is very disciplined in recording sales and purchases of goods. Every transaction is always recorded and stored in the Microsoft Excel application. Meanwhile, the Ceria Cosmetics store has been running since 2015 and has recorded lots of transactions, both sales and purchases. From 2015 until now the data has been increasing, and so far this data has only been a record and stored in a folder on the store's computer. From the piles of transaction data at the cheerful cosmetics store, the authors took the idea of research to utilize this pile of data. One of the applications of information technology that can be used to utilize the pile of data is the data mining technique. By using data mining, a pile of data from a cheerful cosmetic store can be used to find association patterns. And the application of data mining with association rules can use the FP-Growth algorithm. The FP-Growth algorithm can be used as an alternative to determine the most frequently occurring data set (frequent itemset) in a data set. Later, the combination patterns obtained in this study can be used to arrange the layout of goods (cosmetics) at the Ceria Cosmetics store in Medan Marelan.

Ecolinguistic Thinking on the Application of Information Technology in International Chinese Education

The existing education system cannot meet the Chinese learning needs of social groups well. There are certain problems in ecological, balanced and benign development. Since the new century, information technology has developed rapidly, and Internet technology has been widely used in cross-cultural education. Starting from the current development status of international Chinese education in the new era, this paper takes its healthy development as the guiding principle, explores the feasible ideas of promoting educational development through interdisciplinary studies from the perspective of ecolinguistics, proposes some development strategies for international Chinese education, strengthens the construction of international Chinese education response mechanism for emergencies, promotes the effective allocation of international Chinese education resources, and especially strengthens the in-depth application of modern information technology in all aspects and fields of international Chinese education.
