VALUE ENGINEERING IN CULTURAL HERITAGE

The diversity of damaging and destructive factors in ancient sites highlights the importance of discussing the conservation interventions.Therefore,the value is expressed in line with physical health, andtaking into account the integrity and conservation of the intrinsic identity of each monument based on its originality in interaction with the environment. Therefore, focusing on value-based planning and technical review of the project, attempts have been made to explain and eliminate the ambiguity in the similarity of these two, and to create incentives for the application of value engineering by professionals at all levels of planning.This study attempts to study the meaning of value based on the reading of components and its semantic subsections in the field of conservation, and recognize the factors that influence the change of value perspective in the communities,in fundamental-theoretical method and based on the descriptive nature.

Value Engineering applicability in design of sustainable, energy efficient buildings

Value Engineering is an analytical method used to optimize costs, consisting of negotiations, searching for substitutes and more efficient use of raw materials. It can be an effective support in defining material solutions while designing energy-efficient buildings. The research method adopted in this article is an analysis of the literature on value engineering and on the added value of the construction project and analysis of empirical data concerning an exemplary design solution for external walls in a multi-family building. It has been assumed that the reduction of the projected costs of the construction project (elimination of resources which do not create added value for the client) and at the same time increasing the energy efficiency of the facility are possible under the conditions of applying value engineering. The result of the calculations is the reduction of project costs according to the proposed model of value engineering.

Value Engineering and Cost of Quality: An integrated Framework

The technological and industrial development and the customers' aspiration to get products and services with high quality have led to an increase in the competition between industries and service organisations. The value of a product or a service can be improved through improving its function, quality and/or minimising its cost. Value engineering (VE) and cost of quality (COQ) are powerful techniques for quality management and for reducing the unnecessary costs. Therefore, the aim of this paper is to propose a framework that facilitates VE methodology application by using one of the COQ models to improve product quality and process capability. This integrated framework improves the value of products or services by raising the level of quality while maintaining or reducing the unnecessary costs. The paper investigates the importance of VE application, the factors influencing VE and the proposed integrated VE and COQ framework.

Vertical Sterilizer Design of Building Palm Oil Processing Plant to Cost Efficiency

Research is carried out in the Palm Oil Processing Plant is being built. The establishment of a factory experienced cost problem due to the increasing price of products import. This study describes the application of value engineering to find the highest cost components and alternative designs are able to replace the initial design and the building cost in the factory can be reduced. Vertical sterilizer is known to be the largest cost component followed by the cost of the Valves and Hydraulic System Control Unit. The company is currently designing to replace 4 units vertical sterilizer capacity 10 tons fresh fruit bunches with 3 units vertical sterilizer capacity 15 tons fresh fruit bunches. The change in the quantity and capacity of the vertical sterilizer is followed by a reduction quantity of Control Units c / w Valves and Hydraulic Systems used. As a result of this design change, the initial life cycle cost is IDR 7.531.154.360,- decrease to IDR 6.642.162.754,-. By using value engineering, it is able to make the cost efficiency in a factory about 11,8%.

An Experimental Investigation on Mechanical Properties of High Strength Performance Concrete using GGBS and Alccofine

The necessity of high performance concrete is increasing because of the increasing demand of the construction materials in the construction industry. Efforts for improving the performance of concrete over the past few years suggest that cement replacement materials along with Mineral & chemical admixtures can improve the strength and durability characteristics of concrete. This project is an attempt to study the behaviour of Alccofine 1203 (5%, 6%, 7%, 8% and 10% replacement by weight of cement) along with Fly Ash (15%) and GGBS (15%) replacement on fresh & hard property of concrete. As well as optimizing the percentage dosage of chemical admixture to achieve required retention period (up to 3hrs) and workability (Slump and Flow) to increase the productivity of concrete design. This paper also studies the effectiveness of applying value engineering to actual concrete mixtures. The application of value engineering to such concrete mixtures results in increase in performance, optimizing the mix by adding appropriate dosage of admixtures so as to work in different situation and increase its value, increase in durability of structure in which concrete will be used, reduction in cost of concrete and overall cost of construction projects, increasing the market share and competitiveness of concrete producers. This research shows that applying the methodology of value engineering to readymixed concrete is an effective way to save around 7.5-8.5 % of the total cost of concrete mixtures supplied to construction projects..

Optimization Of Cementitious Material Content For Sustainable Concrete Mixtures Through Value Engineering Approach

This paper studies the effectiveness of applying value engineering to actual concrete mixtures. The study was conducted in the State of Qatar on a number of strategic construction projects with international engineering specifications for the 2022 World Cup projects. The study examined the concrete mixtures of Doha Metro project and the development of KAHRAMAA’s (Qatar Electricity and Water Company) Abu Funtas Strategic Desalination Plant, in order to generally improve the quality and productivity of ready-mixed concrete used in construction and hydraulic projects. The application of value engineering to such concrete mixtures resulted in the following: • Improving the quality of concrete mixtures and increasing the durability of buildings in which they are used; • Reducing the waste of excess materials of concrete mixture, optimizing the use of resources, and enhancing sustainability; • Reducing the use of cement, thus reducing CO2 emissions which ensures the protection of environment and public health; • Reducing actual costs of concrete mixtures and, in turn, reducing the costs of construction projects; and • Increasing the market share and competitiveness of concrete producers. This research shows that applying the methodology of value engineering to ready-mixed concrete is an effective way to save around 5% of the total cost of concrete mixtures supplied to construction and hydraulic projects, improve the quality according to the technical requirements and as per the standards and specifications for ready-mixed concrete, improve the environmental impact, and promote sustainability.

Value management / value engineering (VM/VE) application in Malaysian public construction projects: application of VM/VE study improved roads project sustainability

The application of Value Management/Value Engineering (VM/VE) in project development has a significant impact on the sustainability of a project. There is a relationship established between VM/VE methodology/process with the sustainability concept, which enables to enhance and achieve the intended project values. As such, to ensure value for money projects, the Malaysian Government has introduced the application of VM/VE in the development of public projects. Public Works Department (PWD) Malaysia is the organization responsible for VE application in public project development. In relation to sustainability, PWD has developed a sustainable rating tool known as Penarafan Hijau JKR (pH JKR) as a mean to determine the sustainability level of projects. This paper elucidates the relationship of the application of VM/VE towards sustainability of road projects by using selected VE case studies. Verification was done between the findings of VE for the selected case studies with the sustainability criteria of pH. It shows a significant result whereby VE findings improved the sustainability of road projects. It also provides evidence that the application of VE contributes to the sustainability of the project.

Palembang is undergoing development in all fields, along with the increasing population, resulting in an increase in the need for public facilities and infrastructure, such as the Palembang Provincial General Hospital Development Project, control and supervision of costs for the project are needed, because project cost control is important One of them is in the process of managing project costs by using the Value Engineering method, with the aim of the government budget being controlled and this research focused on controlling costs in column and beam structure work. The Value Engineering stage starts from making BreakDown Jobs that are associated with the application of Pareto law and making analysis functions and fast diagraming. Cost savings of the South Sumatra Provincial General Hospital Project Construction obtained from the application of Value Engineering to the Column and Beams work costs of Rp. 3,737,843,286 or 7.02%.

Study on Applying Value Engineering in the Fire Brigade by Analysis of Case

Recently, domestic research and systems on firefighting have not offered countermeasures to reduce the cost of facilities and improve the value of buildings. Therefore, in this study, the status of Value Engineering (VE) performance registered in the Design VE Office of the Construction CALS Portal System of the Ministry of Land, Infrastructure and Transport is analyzed. The analysis showed that on average, 26.1% of professional fire technicians participated in VE performance, and there has only been one proposal for firefighting at the construction stage in six years. The proposal, based on the results of this thesis, requires participation of professional firefighting technicians when performing VE, and it is necessary to improve the process and secure the system in which construction VE is applied. <p>The purpose of this study are to know target costing implementation in Yamaha- MotorKencanaIndonesia(YMKI),andevaluatethewayofcompanytomakeproductdesign and process in reaching the target costing after determining price and profit. The firm was success in implementing target costing, this can be seen by good Product functionality and market share achievement.<br />Product design and product process conducted by Yamaha-Motor Kencana Indonesia (YMKI) was able to sustain product quality, and not only could make stability in market share but olso have got wider market share. The way of company to make product design and process in reaching the target costing after determining price and profit is applying value engineering technique that is a cost reduction and process improvement technique that utulizes information collected about a product, design and process to indentify candidates for improvement efforts.</p>

Value engineering application in a high rise building (a case study in Bali)

Finding affordable alternatives material to replace the initial design of the architecture work of a commercial high rise building project without reducing the value of the material itself. Then analysing the cost saved from applying the value engineering in the architecture work of a high rise building. Calculation through the value engineering process was conducted. A commercial high rise building in Bali was chosen as a case study to implement the value engineering process in the design stage. The value engineering stages included calculating the cost/worth function, analysing through Function Analysis System Technique (FAST), innovation and creativity stage, evaluation of the life cycle cost, decision analysis and last the decision making. The research found that by applying value engineering through several items of work in a commercial high rise building it could save up to up to 8% of the total cost of the architecture work. The architecture work that was analysed through value engineering were the wall work, the door work, the floor work and the sanitary work. These were found to be the most effecting result from the Pareto calculation. The application of value engineering is this research was only done in one commercial high rise building in Bali. The work analysed was also only the architecture work. Therefore other types of construction project might result in different value of cost saving. This research identifies the cost saved through the application of value engineering in a commercial high rise building in Bali, which emphasizes on high quality materials in the architecture work. This research will contribute to the study literature of value engineering with a case study of commercial high rise building.

Value Engineering in Building Information Modelling for Cost Optimization of Renovation Works: a Case Study

Implementation of Value Engineering (VE) in the construction industry has become a proven technique for cost optimization. This paper presents a review of the implementation of BIM in construction industry. The factors that triggered and hinder the implementation of VE and BIM in the current industry and a case study of the application of VE using BIM for cost optimization of renovation works are also discussed. The project which was used for the case study is the renovation of shop lot units to be used as a student centre where student activities will be placed. 3D models of the project were developed as BIM model that provide strong visualization when creating alternatives for VE processes. The function analysis, risk analysis and life-cycle cost analysis were applied to determine the value index for each developed alternative. It shows that the implementation had successfully reduced the cost by approximately 27% and the value of the project increased after the process.

Decision support system for selecting optimal construction bid price

Most important construction problems facing building operations are how to choose a contractor specialized in implementing major projects. In addition to that the increasing costs of raw materials, work force leading to the rise of construction costs. Therefore in this paper hierarchy method has been studied and it has been identified for organizations allowing them to minimize common risks of the decision-making process and management. Construction contractor can be prequalification using Analytical Hierarchy Process (AHP) as powerful management technique. Prequalification contractor aims at eliminating in competent contractors in the bidding process. This kind of prequalification helps both of the public and private project owners to successful achieve for required project tasks. The project will be completed with is estimated cost and time because of the contractor's skill, capability and efficiency. Case study gathers a number of contractor's or companies data. After studying Analytical Hierarchy Process (AHP) of a set of criteria, table of contractor's technical evaluation was concluded all experience, financial situation and the contractor's classification in the Union of Contractors. In addition labor's progress, availability equipment for contractor is applied using Value Engineering (VE) to raise the performance level and reducing costs. Hence, value engineering will be demonstrated, where its goal is to raise the performance level and functionality with the ability to reduce costs. The case study of this paper is a construction project of a hospital, administration building, and staff housing building. It was applied the Analytical Hierarchy Process (AHP) and was extracted contractor's evaluation table of a set of criteria (the previous experience, financial situation and the contractor's classification in the Union of Contractors. Also labor's progress, available equipment for the contractor and the contractor applying Value Engineering). The previous data are gathered through the contractor's proposal, while (VE) is applied as process steps on a construction project case study.

Aplikasi Value Engineering dengan Metode“Paired Comparison” pada Struktur Pelat Beton

This research studied the application of value engineering with a paired comparison method with the case study in Tourism Building of Sleman Regency, Special Region of Yogyakarta. Several steps need to be carried out which consisted of information, creativity, a paired comparison method analysis, development and recommendation for the new design of a concrete plate. The concrete plate was redesigned using 2 alternatives. The first alternative was reducing the thickness of the plate from 12 cm to 10 cm without changing the concrete quality. The second alternative was using precast concrete. The result shows that the first alternative will save project budget to Rp. 10,569,562.-. Moreover, by using precast, the budget for the project will be increased by Rp.4,208,058.-. According to the paired comparison method and alternative comparison evaluation matrix, the second alternative has the highest percentage (59%), while first alternative and current condition only have 25% and 16% respectively. The second alternative was chosen to be applied to replace the existing design since it will gain more profit than any other which were included concrete quality, time, controlling, weather and human resources.

Meningkatkan kinerja usaha kecil menengah dengan pendekatan value engineering

Currently, the use of value engineering has been done in various business fields. Not only large companies, but SMEs in the region have also started to recognize the method of business management with value engineering. This research attempts to solve the problem of how SMEs can improve their performance based on Value Engineering approach. This research is a qualitative research. From the research activities, obtained the following conclusions. (1) Application of Value Engineering method on SMEs can complete better solution in order to improve company performance. (2) Based on the alternative combination of work methods created then, alternative application of value engineering selected. Because the application of value engineering has advantages such as: (a) Rapid production process, (b) Neat workmanship, (c) Selling price is higher. While the technical specifications owned by Value Engineering alternatives that will be run are as follows: (a) The process does not work long time to manufacture 1 unit of minimalist metal fence. For the size of 8m2 it only takes 2 days. (b) The quality and quality required have a perfect shape and are not defective. (c) The welding joints are not easily broken by impact / blow. (3) Cost reduction can be done on Value Engineering method, because the change of new method in production process of minimizing iron fence affecting the reduction of labor cost. The reduction of these costs will affect the increase in the higher performance of the product, so the value of the product to rise, then affect the selling price to be high.

Extent of Implementing Target Costing and Value Engineering Approach to Reducing Costs: A Survey in Jordanian Shareholding Companies for Food Industries

This Study aims at identifying the extent of implementing Target Costing and Value Engineering approach to reducing costs of Jordanian public shareholding companies for food industries. To achieve the study objectives, the researcher distributed personally a questionnaire to a random sample of (145) accountants in the Hashemite kingdom of Jordan. (100) questionnaires were returned. The response rate was 69%. In addition, the survey sought to verify the five basic hypothesis of the study. In order to analysis the data, the researcher used means, standard deviations and T-test. The results of the survey revealed that availability of the components of application of target cost, as well as companies have awareness, concepts, principles and the importance of applying target costs to managing costs so as to improve profitability, and the companies are using value engineering to achieve a cost to reach the target costs. The results also showed that there were some difficulties to hinder the application of target costs and value engineering in Jordanian shareholding companies for food industries. The most important difficulties were: The lack of sufficient knowledge to manage the company on how to implement the target cost and value engineering. The lack of research and publication related to the benefits target cost and value engineering. Application costs greater than the expected benefits.

Application of Value Engineering for Sustainable Construction: A Study

Value Engineering (VE) is a function based approach to effectively attain sustainability and cost-effectiveness in construction processes. The present paper briefs the concept of value engineering; its potential, parametric assessment methodology and the applications. VE has been proven an effective tool for management and innovation. It opens ways to new practices that not only improve the quality of construction, but also result in greater consumer satisfaction. Value analysis deals with the economic aspect of value engineering on an actual construction project. By following value engineering methodology, the key critical parameters can be identified that play a substantial role in the cost of a project. Cost effective and sustainable ways of improving the processes can be highlighted. It has also been indicated to suggest renewable energy alternatives wherever possible to reduce negative environmental impact arising due to construction.

Development of a four-row paddy transplanter by applying value engineering principles

Engineers and practitioners have been developing manually operated paddy transplanters to enable farmers for achieving productivity and quality in paddy transplantation. These manually operated paddy transplanters are often difficult to be operated. The research reported in this paper was carried out to overcome these difficulties which are experienced by the farmers while operating a six row manually operated paddy transplanter. This exercise was carried out by applying the steps of value engineering job plan. While carrying out this exercise, five ideas generated by a team of experts were implemented in practice. According to one of these ideas, a four row manually operated paddy transplanter was developed from six row manually operated paddy transplanter. Though there is insignificant increase in the manufacturing cost, the developed four-row manually operated paddy transplanter was found to be easier to operate than to operate the six-row manually operated paddy transplanter.

Value engineering application for conceptual design of seawater desalination plant in Jakarta

Jakarta has 10.2 million inhabitants. It has thoughtful problem about clean water availability. Today, only 54% of clean water availability could be supplied to citizens in Jakarta. The urgent need of new clean water resources is highly demanding for Jakarta future life. By employing abundant sea water in the northern part of Jakarta, desalination is a highly effective way that has been proven through value engineering. A conceptual design of desalination project is completed through FAST diagram and benchmarking method. According to life cycle cost analysis, it results IRR 13%, net product value Rp3.782 trillion, payback period of 13.39 years, and benefit cost ratio of 3.00. To make this project complete and reasonable, the public-private partnership should be conducted for modal sharing. This research piloted four analyzed scenarios. The best alternative scenario makes the government budget 60% for initial cost, spend half for operational and maintenance cost, and obtain 20% from the whole project revenue.
