The purpose of this article is to conduct an in-depth analysis of the comprehensive cost management of engineering construction projects during the construction phase, discussing its significance and application in project management. Through an introduction outlining the research background and objectives, the concept, role, as well as relevant theories and methods of comprehensive cost management throughout the project lifecycle are introduced. Subsequently, a detailed presentation of the main aspects of comprehensive cost management during the construction phase is provided, including the budgeting stage, contract stage, implementation stage, and closing stage. This is followed by an analysis of the key factors that influence comprehensive cost management, covering both internal and external factors. Finally, optimization and improvement strategies are suggested, along with a discussion of future research directions and development trends.

Managing Legislative Drafting Projects by Applying Project Management Techniques

Abstract One of the most utilized methodologies in achieving goals out of projects is through project management methodology offered by Project Management Institute. It has shown tremendous positive outcomes and high control in planning, executing, and closing of projects, which made it a mandatory in operating many projects and monitoring large teams within a specific period. In the legal sphere, project management has been introduced to support law firms and in-house legal department in organizations, however, the legislative field in legislative bodies of many states in the world has not yet introduced this mean of management in their projects. The legislative drafting project goes through many stages and interacts with several stakeholders, which requires a high sophisticated management and control of deliverables on a timely manner within allocated budget. This paper will explore how project management could apply to the process of managing the legislative drafting work, starting from the planning stage until the appraisal of the legislative draft for Royal approval. It has been applied as per the Saudi government procedure for drafting legislative proposals in a way that introduces this technique of management in detailed stages to enhance the efficiency of such intellectual projects. Although it has been applied to the Saudi governmental structure, it could be utilized to fit different states that want to better manage legislative drafting projects. Aiming to show the usefulness of project management methodologies in legislative drafting projects by introducing project management (PM) way of administration to the field of legislative drafting.

Analisis Penerapan Manajemen Proyek dalam Perencanaan Instalasi Pengolahan Air Limbah (IPAL) di Perkotaan (Studi Kasus di Kawasan Tb. Simatupang)

Urban WWTP development in the Simatupang area will integrating water life cycle, from managing waste water flow to reservoir, and then the raw water will be treated for drinking water. The most important effluent of waste water must be store first in the reservoir, and then treated for drinking water; it is possible direct converted from waste water to drinking water, however, the culture and religion of the community was not accepted. Construction of WWTP will be applied for business/mixuse area along 8 km and utilize 9 Ha land in the commercial area. The formulation of the problem of analyzing the application of project management in urban WWTP planning in the TB Simatupang area, is how the application of project management can affect the smoothness and success of the planning process for Urban WWTP development in the TB Simatupang area. In this problem formulation, the focus is placed on the effect of project management implementation on Simatupang WWTP planning. This led to research on evaluating the project management steps taken and their impact on the smoothness and success of the WWTP planning.

Proposed Business Strategy Improvement for Project Management Consulting Form (Study Case: PT ABC)

PT ABC is a service company in the field of project management, established in 2005. It operates with three main businesses: project management training, project management applications, and consultancy services. Project management is a crucial element for executing projects effectively within a company. In various industries, there is a growing demand for knowledge and consultation on how to manage projects efficiently, leading to the emergence of companies specializing in project management consultancy, such as PT ABC, to address these challenges. This research aims to uncover the root problems of the company to identify implementable solutions. Several analyses are employed in this study, including General Environment Analysis, Industry Analysis, and Competitor Analysis for external insights. For internal analysis, resources analysis, value chain analysis, marketing mix, and STP analysis are utilized. The study then progresses to map SWOT analysis and TOWS analysis. From these analyses, weaknesses and strengths of the company are identified, guiding the formulation of appropriate strategies to compete in the market. The research reveals that PT ABC possesses several strengths that have enabled the company to endure over time. Noteworthy strengths include its reputation and a skilled human resource pool in project management, garnering attention in the project management industry. Additionally, the company has a competitive advantage through technological innovation in its application, setting it apart from competitors and providing potential added value when maximized. However, there are areas for improvement, such as refining the application products and establishing a dedicated marketing team to focus on promoting all of PT ABC’s products rather than just one.

Building information modeling (BIM) in project management: a bibliometric and science mapping review

PurposeThe impact of building information modeling (BIM) on various aspects of project management has attracted much attention in the past decade. However, previous studies have focused on a particular facet of project management (e.g., safety, quality, facility management) and within identified target journals. Despite numerous existing studies, there is limited research on the mainstream research topics, gaps and future research directions on BIM in project management. This study aims to conduct a bibliometric and science mapping review of published articles on BIM in project management and to identify mainstream research topics, research gaps and future research directions in this domain.Design/methodology/approachA science mapping approach consisting of bibliometric search, scientometric analysis and qualitative discussion was used to analyze 521 journal articles that were retrieved from the Scopus database and related to BIM in project management. In the scientometric analysis, keyword co-occurrence analysis and document analysis were performed. This was followed by a qualitative discussion that seeks to propose a framework summarizing the interconnection between the mainstream research topics, research gaps and future research directions.FindingsSix mainstream research topics were found including (1) BIM-enabled advanced digital technologies, (2) BIM-based reinforcement and enhancement, (3) BIM and project composition, (4) BIM project elements and attributes, (5) BIM-based collaboration and communication and (6) BIM-based information and data. Moreover, this study discussed six research gaps, namely, (1) integration of BIM and other digital technologies, (2) future maturity of BIM applications in project management, (3) application of BIM in project components and processes, (4) role of BIM application in project elements and attributes, (5) impact of collaboration and communication in BIM application and (6) stability of information and data interaction. Furthermore, future research directions were discussed.Originality/valueThe findings and proposed framework contribute to providing a deeper understanding to researchers, policymakers and practitioners in the development of related research and practice in the domain of BIM in project management, thus, promoting digital transformation in project management. Overall, it adds to the global knowledge domain in BIM and promotes the need for digital and data integration, BIM maturity and BIM collaboration.

The necessity of resolving contradictions between private and public interests, personal and managerial approaches, public and national vision, and finding modern mechanisms for solving problems of local community development has been established. One of these mechanisms was the project activity of territorial communities, one of the most widespread worldwide. Such project activity increases the efficiency and effectiveness of the local community, improves the quality of public life, and strengthens its competitiveness due to its purposefulness, focus on timeliness and quality of results, and the possibility of obtaining financial resources from various sources. It has been proven that the project activity of territorial communities is an effective mechanism for their development. It is substantiated that the application of project management in the activities of territorial communities is one of the modern tools for ensuring sustainability and competitiveness. The main arguments regarding the expediency of applying the concept of project management for developing and implementing programs and projects in the field of public administration and local development are presented. Several factors that determine the need to use and the effectiveness of project management in the activities of territorial communities are considered. In a strategic plan, the project approach makes it possible to concentrate the efforts of state authorities on solving urgent problems of the future development of society in its key directions, reducing tension in the socio-political sphere by increasing the efficiency of the activities of state authorities, to establish a sustainable partnership dialogue with communities and institutions of civil society strengthening their legitimacy and resistance to internal and external threats. COMPREHENSIVE REVIEW OF AGILE METHODOLOGIES IN PROJECT MANAGEMENT

This comprehensive review paper delves into the application and impact of Agile methodologies in the realm of project management. Agile methodologies, initially rooted in software development, have gained widespread acceptance across various industries due to their flexibility, adaptability, and customer-centric approach. The primary objective of this review is to synthesize the current body of knowledge on Agile methodologies, highlighting their evolution, principles, and diverse applications in project management. The methodology of this review involves a systematic analysis of existing literature, encompassing peer-reviewed journals, industry reports, and case studies. This approach ensures a holistic understanding of Agile methodologies, encompassing both theoretical frameworks and practical implementations. The review categorizes Agile methodologies, such as Scrum, Kanban, and Lean, and examines their unique features and contexts of application. Key findings indicate that agile methodologies significantly enhance project performance, particularly in dynamic and uncertain environments. They foster greater collaboration, continuous improvement, and customer satisfaction. However, challenges such as resistance to change, lack of skilled personnel, and difficulties in scaling Agile practices are also identified. The review concludes that while Agile methodologies offer substantial benefits in project management, their successful implementation requires a cultural shift within organizations, adequate training, and a nuanced understanding of when and how to apply these methodologies. Future research directions include exploring the integration of Agile with traditional project management approaches and its impact on organizational performance in various sectors.

РАЗРАБОТКА ПРИЛОЖЕНИЯ КАК СРЕДСТВО АВТОМАТИЗАЦИИ БИЗНЕС-ПРОЦЕССОВ В СОПРОВОЖДЕНИИ ПРОЕКТА И ОЦЕНКЕ ЗАДАЧ

The article discusses the issue of project support and task assessment. Particular attention is paid to the data collection process, the main purpose of which is to collect information-rich data. An important part of this process is understanding the type and sources of data required. The problems of fragmentation of data sources and their inconsistency have been identified. The need to conduct an assessment of the project and tasks is also described. Taken together, this will allow you to avoid risks in terms of budget, project timing and product quality. Project performance assessment is carried out at all stages of the project, from planning to completion. Its goal is to adjust the trajectory of the project. Based on the assessment results, amendments are made to the documentation, team composition, product characteristics, or a decision is made to close the project. Automation of business processes is proposed. Among the technical means and software systems that reduce routine operations and optimize the use of enterprise production resources, computer systems, sensors, actuators, controllers, software and other devices are usually used. They allow you to collect and process data, monitor and regulate the operation of various devices and processes, and also carry out management using special software. The authors offer one of the most common solutions, namely, application development. The project management application provides a systematic and automated approach to project evaluation, facilitating the accumulation of experience. It allows you to calculate the time and cost of creating software, and connect evaluation templates. Suitable for assessing different areas of development, users can customize assessments by feature or project phase and upload results for business proposals. An authorization code is provided for the proposed application in the Swift language, as a mandatory element of information security. An algorithm for user actions when implementing the most common function – creating an estimate – is also described. The application also provides export of files to Excel, as the most commonly used package.

Digital Application of Construction Project Cost Risk Control and Management Based on BIM Technology

Abstract The core objective of this study is to explore the application of BIM technology in the whole process of cost management of construction projects and to assess the project risk. The study covers the key stages of project planning, design, transaction and construction, and focuses on analyzing the cost management process of investment decision, design estimate, transaction and construction. Through questionnaire surveys and expert interviews with 72 valid samples, this study collects data on green building and analyzes the quality of the risk assessment data. The risk evaluation model is applied in a mixed-use project in Xiamen, China, and the results of the simulation experiments show that the method is effective in realizing the risk assessment of the construction project, and the clustered nature of the output features is good. The average value of the risk fuzzy variable is 0.576, and the minimum value is 0.192.

Utility and Evaluation of Applied Project Management Processes Within a Large Multicountry Health Systems Development Project Conducted During the Coronavirus Disease 2019 (COVID-19) Pandemic.

The increasing trends in antimicrobial resistance (AMR) continue to pose a significant threat to human health, with grave consequences in low- and middle-income countries. In collaboration with local governments and microbiology laboratories in South Asian and Southeast Asian countries, the Capturing Data on Antimicrobial Resistance Patterns and Trends in Use in Regions of Asia (CAPTURA) project worked to identify gaps and expand the volume of existing AMR data to inform decision-makers on how to best strengthen their national AMR surveillance capacity. This article describes overall project management processes and the strategies implemented to address the disruptive impact of the coronavirus disease 2019 (COVID-19) pandemic on the project activities across diverse contexts in different countries. Also, it assesses in-country team's feedback on the conduct of activities and their overall impact on project completion. The strategies employed were tailored to the specific context of each country and included increased communication and collaboration among consortium partners and in-country teams, as well as hiring of additional in-country team members. This paper highlights the importance of local representation and capacities as well as real-time (virtual) engagement with stakeholders, ensuring close monitoring of the local situation and ability to tailor context-specific mitigation strategies to continue project implementation during disruptive external circumstances.

Abstract. This scientific article analyzes the main approaches related to financial project management. Various methods used in the field of financial project management have been studied, with an emphasis on the analysis of their essential significance, covering such key aspects as the effective allocation of financial resources, financial decision-making and the determination of financial success indicators related to the implementation of projects. In the course of the study, important conclusions were drawn regarding the advantages and limitations of the methods considered, and the direct impact of financial management on the quality and effectiveness of project initiatives was confirmed. Recommendations aimed at optimizing financial project management are proposed, which are useful for practical application in financial project management, and can also become the basis for further research in this area.

STRATEGIC MANAGEMENT OF PUBLIC SERVICE PERSONNEL IN THE CONTEXT OF EUROPEAN INTEGRATION

The article is devoted to the study of strategic aspects of human resources management in the context of European integration. The study focuses on innovative approaches to human resources management that will help to increase its efficiency and compliance with European standards. In particular, the need for staff development and the introduction of digital technologies in HR is discussed. The key aspects of HRM standards in the public service in the European Union that can be revealed through the career model, gender approach and their integration into policies and programs are considered. The paper notes that Ukraine, as a candidate for EU accession, should implement European standards of public administration. In particular, this means that Ukrainian civil servants must understand the approaches and procedures of the EU supranational bodies, have in-depth knowledge of EU law in their field, and manage the full cycle of its implementation - analyze inconsistencies, develop changes with an impact assessment, consult with key stakeholders, develop the necessary legislation, apply project management for its implementation after adoption, and assess its impact during implementation. Among the hard skills for Ukrainian civil servants, knowledge of English and other EU languages is important, and among the soft skills, it is important to have a "customer focus" in their professional activities. The article notes that the public service HR management strategy should be developed on the basis of the public service strategy, taking into account the analysis of the current situation, when formulating the objectives of HR policy and specific measures and recommendations of experts. This process is cyclical and dynamic, since the HRM strategy should be in line with changes in policy, legislation and social requirements. The article determines that European standards of HR management in the public service may differ from Ukrainian standards in terms of the level of professional training and development of personnel, their ethical behavior, transparency and openness of procedures, as well as the system of evaluation and incentives.

The purpose of this paper is to discuss the services. That will provide quality in event management processes. Our goal is to not only provide quality, but also to make it affordable and customized for the clients. Primary and secondary data were gathered for the study. Data sources (observations, internet resources, press and other sources. The proposed system intends to use Android application for effectively managing all stages of an event management procedure and give the user the ability to customize the event's quality based on his or her preferences needs. The application of project management to the creation and development of large or small events is known as event management. Festivals, conferences, ceremonies, formal parties, concerts, and conventions are examples of large-scale events. Given the current situation we are developing an Android application for event management to address system issues. The application will only be available to Android users. The application will primarily cover educational, medical, and social events. The app will be built with Android Studio, and the back end will be managed in a SQL database. The application will be have easy and feasible GUI for all type of users. The event management industry has expanded rapidly in recent years industry (3rd). We present an Android mobile phone application in this paper to make it easier for a layman to plan an event in a hassle-free manner. This application will assist him/her in planning a successful and fun event. The system allow users to register on the application for an event. This proposed to be a web application. The project provides most of the basic functionality required for an event type e.g. [marriage, Dance Show birthday party, etc.], the system then allows the user to select date and time of event, place and the event equipment. All the data is logged in the database and the user is given a receipt number for his booking. The data is then send to administrator (website owner) and they may interact with the client as per his requirement.

Project Management as a Tool For Effective Formation of Innovative Library Media Space

The purpose of the work is to study the role of project management as a key tool in the process of forming an innovative media space in libraries. The research is aimed at revealing methods, techniques and best practices in the application of project management for the successful development of the media space of the library, in particular at studying the processes of planning, implementation and evaluation of projects in the context of innovative initiatives. The research methodology is based on a set of general scientific methods of generalisation, systematisation and forecasting. In order to identify approaches to the forms and content of project management components in modern libraries, an aspect-by-aspect analysis of specialised literature was applied. The method of information diagnostics was used to study the state of the media space of libraries and innovative projects that have already been implemented or are planned in the library field. Scientific novelty. Emphasis is placed on changes in library practice in the context of growing demands for digital library services, and the need to integrate project management as a key tool for solving the problems of innovative library development and improving the quality of user service is actualised. Conclusions. It was found that the application of the project management methodology in libraries is due to the innovativeness, integration and complexity of tasks related to the introduction of modern digital technologies, the dynamic external environment of the modern library, the need to coordinate various types of resources (financial, time, professional) and to meet deadlines project. The necessity of integrating project management into library practice for effective formation of innovative media space in libraries, implementation of new digital initiatives for further development of the user service sphere was considered and proved. The methods, techniques and best practices of applying project management for the successful development of the media space of the library have been determined. General scientific methods of generalisation, systematisation and forecasting are used for the analysis and generalisation of specialised literature. Keywords. Evaluation on the application mode of blockchain technology in water transportation engineering project management

Abstract Due to the continuous development and application of blockchain technology, more and more industries are exploring its application in project management. In the management of water transportation engineering projects, blockchain technology also has certain application potential. This article will start with the characteristics of blockchain technology, and the current situation and needs of water transportation project management, analyze the application mode of blockchain technology in water transportation project management, and explore its advantages, limitations, and practical applications. The experimental results of this article showed that when blockchain technology was applied to the management of water transportation engineering projects, its information sharing score was 93; its data storage and management score was 96.1; its smart contract score was 97.4; its fund management score was 97.1; its Internet of Things technology score was 96.5, which was far higher than the score of applying traditional technologies. It was shown that using blockchain technology for water transportation engineering project management can improve the efficiency and quality of project management, reduce costs, and extend to a wider range of water transportation lines and project fields in the future.

Risk and uncertainty assessment in software project management: integrating decision trees and Monte Carlo modeling

The evaluation of risk and uncertainty in the context of software project management is the subject of this paper. This paper discusses the difficulties faced by project managers in handling uncertainty brought on by the complex nature of software projects and the ever evolving requirements of technology. A review of the literature, data production, visualization, statistical analysis, and mathematical modeling are included in this study. The goal of this study is to create a methodical approach to assist project managers in making decisions by considering the inherent uncertainty in software development and to find approaches and procedures that may successfully reduce risks, improve decision-making, and eventually result in the implementation of successful projects. The following tasks were carried out: to evaluate risk and uncertainty by examining the state-of-the-art in decision theory and its applications in software project management; to develop an integrated strategy that blends Monte Carlo Simulation with Decision Trees to assess risk and uncertainty in software project management; to generate data, visualize it, and perform statistical analysis to comprehend how project outcomes, costs, and time are affected; to identify important variables affecting project results and decision-making using decision trees; to use Monte Carlo simulation to create project scenarios and weigh the likelihood of each; and to supply project managers with knowledge and suggestions to help them make informed decisions and successfully manage risks. Methods. To evaluate risk and uncertainty in software project management, this paper analyzes the decision theory approaches currently used as well as Decision Trees and Monte Carlo Simulation techniques. Results. This study offers thorough insights into how project results, costs, and duration vary among various techniques. The critical factors that have a substantial influence on project success are shown through decision trees. According to the study’s findings, combining decision theory and statistical analysis equips project managers to make wise decisions despite uncertainty. Conclusions. Project managers may improve decision making, risk reduction, and overall project success by applying these cutting-edge approaches.
