Korupsi dalam Perspektif Konseling Islam: Hakikat dan Penanganannya

Corruption is an act that brings a lot of destruction, both to themselves and the nation's society. Corruption is immoral and sometimes has become a culture in a particular society . In some countries, including Indonesia and Malaysia have done a variety of ways in an effort to eradicate corruption. But it seems the corruption has become a culture in the midst of society, so that corruption does not only occur at the top of society but also more common in ordinary society. This article attempts to examine the behavior of the corruption from perspective scientific of Islamic Psychology, the essence and the ways to tackle corruption from perspective scientific of Psychology and Islam. Handling corruption is divided into three aspects, namely; preventive aspects, action aspects, and educational aspects. The assessment methodology used is content analysis to analyze the data obtained from various sources related to the study being conducted. The results of this study found that the handling of corruption from the aspect of prevention can be done by implanting twenty of Islamic personality traits to individuals. From the action aspect can be done in various ways; material sanctions, imprisonment, dismissal office, whips, suspension of certain rights to the death penalty . While from the educational aspects the handling of corruption can be done by way of providing education to all levels of society about the essence of corruption, embed anti-corruption and apply anti-corruption behavior. Penguatan Perilaku Anti Korupsi di Lingkungan Birokrasi Pemerintah Provinsi Riau

Corruption behavior in the Riau Provincial Government’s bureaucracy has been at an alarming stage, this is evidenced by the corruption of the construction of the anti-corruption monument in Riau province, which resulted in the detention of 13 state civil servants and 5 private parties. This study aims to identify factors that can be used as models to strengthen the culture of anticorruption in the Riau provincial government bureaucracy, by examining institutions and individuals within the Riau provincial bureaucracy that are considered to have anti-corruption behavior. This research was conducted with a qualitative method by interviewing officials in the Regional Personnel Agency, Forestry and Environment Agency, Women’s Empowerment Agency, Inspectorate and Riau Province Integrity Strengthening Team. The results of the study show that strengthening anti-corruption behavior in individuals within the institution is supported by three factors, namely the policy of the Riau provincial government, Supervision of law enforcement agencies and strengthening anti-corruption behavior in individual bureaucrats.

THE ANALYSIS OF ANTI CORRUPTION BEHAVIOR ON BPS SERVICES AT BATAM CITY INDONESIA

Citizens are compelled to pay for services that should be free; state budgets are pillaged by corrupt politicians; public spending is distorted as decision-makers focus spending on activities likely to yield large bribes like major public works; foreign investment is stymied as businesses are reluctant to invest in uncertain environments economies suffer.The Anti-Corruption Behaviour Survey is a national programme that measures individual Indonesians' anti-corruption knowledge, attitudes and experiences. The Survey also assesses the nationwide implementation of the National Anti-Corruption Strategy for the Prevention and Eradication of Corruption establish a culture of zero tolerance for corruption in the country. A key activity in support of this assessment is to set the baselines for the STRANAS-PPK anti-corruption strategies. The study mainly determined the anti-corruption behavior on BPS services at Batam city Indonesia The data gathered were analyzed using descriptive statistics with 40 respondent. The result of this research shows that anti-corruption behavior on BPS services at Batam city is good. BPS services arrangements and quality guidelines play similar roles in helping institutions become more effective. BPS arrangements clarify institutional structures and procedures. Quality of BPS services guidelines focuses on planning processes and the nurturing of a quality culture of anti-corruption.

THE ANALYSIS OF ANTI-CORRUPTION BEHAVIOR (CASE STUDY: BATAM CENTRAL BUREAU OF STATISTIC (BPS) SERVICES)

Anti-Corruption Behaviour Survey is a national programme that measures individual Indonesians' anti-corruption knowledge, attitudes and experiences. The Survey also assesses the nationwide implementation of the National Anti-Corruption Strategy for the Prevention and Eradication of Corruption (STRANAS-PPK) to establish a culture of zero tolerance for corruption in the country. A key activity in support of this assessment is to set the baselines for the STRANAS-PPK anti-corruption strategies.This study is aimed to analyze the mainly determined the anti-corruption behavior on Batam Central Bureau of Statistic (BPS). This research used descriptive statistical analysis method. Data collected in this research use interview technique, observation, and questioner. This sample of this research has been taken from government institution/ Regional Work Unit (SKPD)/ Research and Education Institution : National and International/ Mass Media/ Banking/ Private.The result of the analysis indicates that Batam Central Bureau of Statistic (BPS) is relatively high compared with the average score of hope, The low average score of expectation shows that anti-corruption conditions in Batam Central Bureau of Statistic (BPS) services are clean enough

ANALISIS TINGKAT KEPUASAN PELAYANAN KONSUMEN MELALUI KUALITAS DATA DAN PERILAKU ANTI KORUPSI PADA BADAN PUSAT STATISTIK DKI JAKARTA TAHUN 2015

This study analyzed customer satisfaction level toward variables of service quality, data quality, and anti-corruption behavior along an effect relationship among three through Path Analysis in Statistics of DKI Jakarta Province. The research method is a survey of 50 respondents were taken by purposive sampling using 44 indicators relating to customer satisfaction toward service quality, data quality, and anti-corruption behavior. The instrument used was an instrument of service satisfaction, quality of data, anti-corruption behavior developed through the 44 indicators. Hypothesis testing is done by using the F test, t test, and sig.α=0,05 values or Asymp.Sig (two-tailed). The study result show that satisfaction levels of service, quality of data and anti-corruption behavior in Statistics of DKI Jakarta Province 2015 predicated to B as Good Category. Through path analysis and regression methods known that there was a strong positive relationship. The quality of data significantly influence to service satisfaction in Statistics of DKI Jakarta Province 2015.

BUILDING AN ANTICORRUPTION MORALITY AMONG CARETAKER OF THE ORETICAL LAW IN INDONESIA

Corruption has been an acute crime. It spreads into various lines. Impact of the corrupt behaviors is very complex. Corruption is not only impacting economy and well-being of people but also mentality. Such condition must be repaired and morality bases of people should be strengthened. This article used viewpoint of law as reality. Law does not start from perspective of norms. Seeing the law in its perspective of reality, the writing was made inductively and analyzed qualitatively. As a part of caretakers of theoretical law, higher education has been most potentially able to raise and to ingrain anticorruption morality as well as to fight against corrupt behaviors. The greatest challenge is the corrupt behaviors have been committed by educated individuals. The corruptors knew that corrupt behavior is forbidden, but they are not able to avoid of doing it. With the logic, careless and powerless of a person to reject corrupt behavior is not caused by education level but anticorruption behavior.

This article about theoretical and practical aspects of forming lawful persons of law enforcement bodies exactly education for them anti-corruption conscious and behavior.
 The analysis of literature is showed that in this moment is not widely using effective methods for creating and utilizing strict system of psychological and pedagogical methods for forming anticorruption conscious among law enforcement bodies officers.
 Estimated such shortages in anticorruption education as law informing of employees about corruption and its signs, declarative of legal documents about forming anticorruption behavior.The problem is showed – how and what to diagnose from hypothetical briber by psychological methods, which features of person will be in most possibility to detect his /her corrupt conscious.
 The conclusion is made about necessarily creating and approbation education program for forming anticorruption conscious with using psychological and pedagogic methods which can producing anticorruption behavior among law enforcement bodies officers.

Федеральные государственные образовательные стандарты как элемент антикоррупционной политики

In this paper the author draws attention to the role of the federal state educational standards as the element of the anti-corruption state policy. Elements of anti-corruption behavior are reflected in the education plans of educational institutions, are becoming the part of the education plans for the secondary and higher educational institutions. They play the important role in the federal state educational standards.

Современные аспекты антикоррупционного поведения сотрудников органов внутренних дел

The article deals with modern aspects of anti-corruption behavior of police officers. Unquestioning execution of governmental commitments, adherence to the principles of duty, oath of professional honor and dignity should be referred to such behavior. The author outlined the main factors that determine the relationships of corruption in the police department. Specificity of corruption in the system of internal affairs bodies is shown, which is reflected in the behavior of employees. The author assigns limitations of corruption component to control of power on the part of citizens and civil society organizations.

PENDIDIKAN ANTI KORUPSI BAGI SISWA SEKOLAH DASAR DI KECAMATAN GUNUNGPATI

Schools can take a strategic role in the implementation of anti-corruption education, especially in a culture of anti-corruption behavior among students. This study has the objective to know the anti-corruption education for elementary school students in the Kecamatan Gunungpati. This research was conducted using qualitative methods, descriptive analytical. Data collection techniques used were interviews, observation and documents. Analysis of data using qualitative research phases according to Spradley. While in checking the validity of the data using a data triangulation techniques. The results showed that the implementation of anti-corruption education for elementary school students in the Kecamatan Gunungpati divided into two strategies that are inclusive (inserted in various subjects) and exclusive (extracurricular student). Implementation of anti-corruption education for elementary students in the Kecamatan Gunungpati have not been maximized due to various constraints, such that not all teachers follow the dissemination of anti-corruption education so have limited knowledge about planting and how effective anti-corruption education and efficient for elementary students and the lack of facilities and infrastructure supporters of anti-corruption education for students in elementary school. The impact of the implementation of anti-corruption education for elementary school students is increasing student achievement both in the classroom and outside the classroom, because students are accustomed to being kind, including honest, disciplined, caring, brave, responsible, and so forth. The conclusion is that the implementation of anti-corruption education should be internalized to the students at an early age in order to get used to conduct anti-corruption measures.
