State Financial Regulation of Innovations in Russia under International Sanctions

Relevance. One of the most vulnerable aspects of the development of the Russian economy is its technological and innovative component. This aspect of the Russian economy was tried to reanimate and increase its effectiveness after the 2008 crisis, in order to move from a raw material model of economic growth to a model of advanced technological development. In 2022, Russia has no choice but to carry out a structural transformation of the economy, for the success of which it is vital to intensify and increase the efficiency of innovation. In this regard, the role of state financial regulation of innovation activities for the transition period is increasing.The purpose of this study is to substantiate approaches to state financial regulation of innovative development of the economy in the context of international sanctions and to clarify specific conditions for intensifying innovations in the non-state sector of the economy.Objectives: review of the scientific literature on the impact of sanctions on the dynamics of innovative activity; analysis of innovative activity in Russia over the past 10 years; justification of the methods and instruments of state financial regulation of innovations in the current conditions for Russia.Methodology. The article uses methods of analysis and synthesis of information, an overview analysis of scientific literature, horizontal and graphic analysis of Rosstat data on the innovative development of Russia.Results. The results of the work was the systematization of methods and instruments of state financial regulation in the context of international sanctions, as well as the justification of specific conditions for the successful innovative development of Russia in the current geopolitical situation.Conclusion. The Government should use a standard set of financial incentives for innovation activity, but to develop the non-governmental sector and improve the effectiveness of innovation activities, it is also necessary to create additional conditions for creating a favorable institutional environment in which appropriate private initiatives will be possible.

Methodological bases for assessing the effectiveness of the enterprises' innovation activity from the standpoint of their competitiveness

Methods. The research methodology is based on the analysis of innovation activity, the system of general scientific and specific methods, namely: method of statistical analysis, which allowed to determine the trends of innovation activity of enterprises; method of cost analysis, which allowed to reveal the trends of investment in innovation activity; methods of logical and comprehensive generalisation of theoretical sources were used to build a sequence of assessment of the effectiveness of innovation activity of enterprises; systematisation methods – to generalise the results of the research. Results. The article analyses the specifics of assessing the effectiveness of innovation activity of enterprises from the standpoint of their competitiveness. It identifies tendencies of change in the number of introduced types of innovative products and dynamics of expenditures on innovations of industrial enterprises according to official statistics. The stages of evaluating the efficiency of the enterprise's innovation activities are analysed. The main approaches to determining the efficiency of innovation activities of enterprises from the standpoint of their competitiveness are substantiated. The system of indicators that integrate various methods of assessing the efficiency of innovation activities of enterprises is considered. The factors that hinder the development of the innovation potential of domestic enterprises are analysed. Novelty. It is proved that the evaluation of innovation performance should be based on an integrated approach that includes financial, scientific, technical, social and strategic aspects. The application of an integrated approach to assessing the effectiveness of innovation helps enterprises to analyse their achievements, identify weaknesses and make informed decisions to improve competitiveness. Practical value. The applied results of the study are focused on taking into account the specific positions and capabilities of the competitive potential of an enterprise when assessing the effectiveness of its innovation activity.

Совершенствование механизма управления развитием инноваций на промышленном предприятии

The research topic is relevant due to the fact that the innovative activity of economic entities has a significant impact on the development of the state, its economy, science, industry and society. In addition, having a high innovative potential, the organization ensures its independence, financial stability and well-being. The article considers the organization and analysis of innovation activity on the example of a specific enterprise. The system of evaluation of the implementation of the innovative development program is considered, its disadvantages are identified in the form of the lack of interrelations between the target criteria and the efficiency of the enterprise as a whole. Recommendations for improving the mechanism of innovation management in terms of assessing innovation activity are proposed. Changing the organizational structure with the allocation of a special unit to manage the implementation of the innovation program will allow coordinating the actions of employees and ensuring effective interaction to achieve a common goal. The updated system of indicators of innovation activity demonstrates the impact of the results of the implementation of innovative projects on various spheres of activity of the enterprise.

Activation of innovative and investment activities of industrial enterprises at the current stage

Peculiarities of the industrial enterprises’ investment and innovation activities implementation in Ukraine are examined. A comprehensive analysis of the investment and innovation processes development in Ukraine is carried out. In particular, the dynamics of capital investments and their relationship with Ukraine's GDP as well as foreign direct investment into the economy of Ukraine are analyzed. An analysis of innovative activity in Ukraine is carried out. In particular, the dynamics of indicators characterizing innovative activity (the number of innovatively active industrial enterprises, expenditures on innovations of industrial enterprises, the number of industrial enterprises introducing innovations (products and/or technological processes), the number of introduced innovative products (goods, services) of industrial enterprises, the volume of innovative industrial products (goods, services) sold are studied. The main factors affecting the innovation and investment activity of industrial enterprises at the present stage, in particular, military aggression, imperfection and ineffectiveness of state regulatory mechanisms, low development of the stock market, decrease in economic potential are identified. Ukraine's place in the Global Innovation Index for the period 2017-2022 is analyzed. The main problems that have a significant impact on investment activity and innovative activity in our country are identified. The problem of the impact of the war in Ukraine on investment and innovation activity in the country is studied. Measures to increase the effectiveness of state regulation of investment and innovation processes in Ukraine, the formation of a stimulating and active state investment and innovation policy through preferential lending mechanisms, state guarantees of investment attraction, improvement of the legal framework and elimination of conflicts in the current legislation regulating investment and innovation processes in the country are proposed.

Analysis of Innovation Activity in the Industrial Market of Kazakhstan

The growth of innovative potential is becoming the main driver of the competitiveness of the national economy. It is obvious that economic growth can be achieved only through the development of industrial and innovative achievements, the introduction of new technologies, and the use of modern computer technologies in production.
 Unfortunately, in Kazakhstan, the development of innovations is not sufficiently developed now. We see a small number of innovative developments, a small number of patents. Science is not related to business. All this confirms the fact that it is necessary to develop innovative potential in Kazakhstan, stimulate the demand and supply of innovations.
 Obviously, innovation is a key driver for the development of any enterprise. Only a wide assortment and high quality cannot ensure competitiveness; it is necessary to introduce innovations and new technologies. At the same time, innovative activity should be permanent and not be a one-time event.
 It is necessary to analyze the innovation market by conducting regression analysis. Regression analysis is a method of modeling measured data and examining its properties.
 To analyze the influence of the main indicators of innovative activity, 7 variables were selected, the data were considered in the context of 14 regions and two cities: Nur-Sultan (Astana) and Almaty.

Analysis of innovative activity of agriculture in the Kabardino-Balkarian republic

The scientific article determines that the global economic crisis, political and economic restrictions, various sanctions and counter-sanctions have become a catalyst for the active growth of the competitiveness of agriculture, an incentive for the further development of innovation in the agro-industrial complex, ensuring the country's food security and implementing the import substitution policy. The agro-industrial complex of the Kabardino-Balkarian Republic has sufficient natural resources and unique climatic conditions. However, in the agricultural sector of the economy of the Kabardino-Balkarian Republic, there are a number of extraordinary problems associated with the use of well-established high-expenditure technologies, principles, and technical means. In this regard, the initiation of innovative activities is being updated, contributing to the progressive strengthening of the efficiency of the functioning of the agro-industrial complex of the Kabardino-Balkarian Republic. An analysis of the innovative activity of agriculture was carried out, and the development of dominant directions for improving the efficiency of the functioning of agricultural enterprises in the Kabardino-Balkarian Republic was carried out. The total level of innovative activity of agricultural organizations in the Kabardino-Balkarian Republic amounted to 10.3% in 2020. The share of organizations involved in the introduction of technological innovations in the total number of all organizations in the Kabardino-Balkarian Republic amounted to 15.0%. Thus, in the Kabardino-Balkarian Republic, measures are being taken to build a high-tech greenhouse complex with a system of continuous vegetable production cycle. All this indicates positive, but not sufficient, shifts in the innovative development of the economy of the agro-industrial complex of the Kabardino-Balkarian Republic. Production activity in the agricultural sector of the Kabardino-Balkarian Republic is rapidly developing in the conditions of the formation of a favorable conjuncture, improvement of economic conditions in the agricultural sector. From the standpoint of potential resource opportunities, the dominant directions for improving the efficiency of the functioning of agricultural enterprises in the Kabardino-Balkarian Republic should be based on a phased balanced solution to the problems of preserving a favorable environment, the use of natural resource potential, intellectual resources and high-tech intensive and resource-saving modern industries in order to meet the needs of the population in environmentally friendly products..

Innovative Activity of Russian Tourism Enterprises

The analysis of innovation activity and its elements in the quantitative and qualitative characteristics of tourism enterprises belonging to small and medium-sized businesses has been presented. The changes taking place in the world in the tourism market, including under the influence of COVID, as well as the peculiarities of tourism as part of the service sector and industry, determine the search for new non-traditional destinations with innovative elements. The purpose of this article is to present the innovation activity in quantitative and qualitative characteristics, which allows informatively characterizing the Russian practice in general and in small and medium-sized businesses on the example of the tourism sector. The research methods used were content analysis, comparative analysis, the method of expert assessments, and statistical methods. The results of the research of innovation activity based on monitoring, taking into account the industry characteristics, characterize a low share of small enterprises interested in innovation, an insignificant connection with higher educational institutions, a low share of environmental and managerial innovations. The results of the monographic observation of tourism enterprises allow assessing innovation activity positively for most enterprises, however, there is a lack of state support for regional administration, financial capabilities, and strategic planning at enterprises. Conducting research and obtaining new information will be necessary for the development of innovative projects and strategic development of tourism in Russia in the future, in innovative activities, especially in terms of marketing. As a priority area – the interaction of small and medium-sized businesses with scientific departments of universities to integrate their joint activities.

ANALYSIS OF INNOVATIVE ACTIVITY OF LEADING RETAILERS IN THE RUSSIAN MARKET

The scientific article is devoted to the research analysis of innovation activity and activities of large companies in the retail market of the Russian Federation. The relevance of the study is due to the fact that innovation is the main tool that contributes to increasing the competitiveness of the trading business. At the same time, taking into account the modern conditions of digital transformation, innovative activity is a mandatory attribute in the development strategy of enterprises. Within the framework of the article, the main directions of digitalization of the activities of retail enterprises are considered The main trends of innovations and digital technologies in the retail sector of the Russian economy are described. The most pressing problems of ensuring innovative activities of the leading retailers in the Russian market are listed.

Analysis of innovation activity and strategy of development in the services sector (an example of hotel industry of Chernivtsi agglomeration)

It is determined in this paper that hospitality sector plays an essential role in economic development of the country, in particular, in the hotel business. Small regional companies still play an important role in innovational development and variety of hotel/tourism services. The present-day economic reality in difficult conditions of pandemic and uncertainty requires creativity and innovation. The hospitality sector is forced to look for new ways of raising attractiveness and accessibility of its services. Based on the analysis of innovational activity and expert reports, the authors emphasize the stable dynamics in the development of hotel business and conclude that the market of tourism industry depends on the following influence external factors such as style trends, novations and popularization of the scientific-technological progress results, residents and tourists’ attitude, and national policy focus. The problem of innovation in the hospitality sector is analyzed and s its major components are revealed in this paper. The strategy of development of tourism activity of some hotels in Chernivtsi agglomeration is investigated, leaders in introduction of innovations are defined, their competitive advantages are characterized. The majority of companies in the hospitality market of Chernivtsi are functioning according to the traditionally defensive type of innovative perception, and basically manifest the most optimal «imitation» strategy (following the market leaders). In Chernivtsi, such strategy is applied by those companies who look for improvement and pay close attention to novelties in the sphere of scientific-technological progress. The authors conclude that following the innovative way of development the company improves its own mechanism of functioning and the system of material support, optimizes the structure and the spectrum of services adjusting them to changes of situation in the market. At the same time, organizational structures of company management are rebuilt, the company employees, specialists and managers gain new experience, partnership links are established, company image is created and strengthened, that is, the company raises its innovational potential.

Innovation policy as a basis for sustainable development of industrial regions

The purpose of the study is to develop approaches to the development of regional innovation policy, which will allow to create a more effective trajectory for the implementation of the innovation paradigm of industrial regions of the Russian Federation, taking into account the specificity of their scientific, engineering, manufacturing and innovative potentials. The article defines the role of innovation policy, which serves as the foundation for sustainable development of the industrial region. The article presents the analysis of innovation activity in the region. Paper develops the models of static and dynamic reproduction of intellectual capital. Authors used them to design a mechanism for incorporating the results of intellectual activity into an economic turnover. Authors examined the efficiency of the regional economy, its economic growth, as well as sustainable development of the industrial region. Its economic activity is determined by the development of the innovation policy of the region, which identifies the investment priorities in preference of intangible assets over tangible ones.

In the conditions of modern realities for Russian economy development, the main element that ensures the competitiveness of the economic system is the innovative component. The innovative nature of the development of the agro-industrial complex will allow Russia to ensure long-term food independence, which is very important, if not paramount in modern conditions.

LOGICAL AND COMPONENT CONSTRUCTION OF ANALYSIS OF ORGANIZATIONAL AND ECONOMIC POTENTIAL OF REGIONAL DEVELOPMENT

The development of an economic system is determined by its potential, the effectiveness of which depends on the assessment of its current state and the possibilities of forming competitive advantages in the future.The purpose of this study is to substantiate the necessary and feasibility of analyzing the organizational and economic potential from the standpoint of logical sequence and consistency.To achieve the goal, the following tasks were accomplished:1. The essence of the organizational and economic potential and its system components is shown.2. Based on the identified main system components to build a logical chain and analysis sequence of the main compositional parts of the organizational and economic potential. Analysis of the organizational and economic potential, as well as any other phenomenon, depends on the nature of the object of study, its structure and features of functioning. At the second step, the innovative component of regional development is investigated – the current competitiveness is examined. And at the third stage, it is studied the position of the region regarding to strategic development opportunities.

The article highlights the results of the analysis of innovative activity of Russian organizations in 2011–2019, conducted on the basis of statistical data of Rosstat. The factors of innovation activity are determined. Conclusions are drawn about the dynamics of innovation activity in the regions and industries of the Russian Federation. The dynamics of patenting in Russia is investigated. The indicators characterizing the production of innovative products are analyzed.

Analysis of Innovation Activities in Aviation Industry

Innovation activities represented by Six Sigma (6σ) led to improvements not only in manufacturing industries but also in various business fields. In the aviation industry, Six Sigma has been used as a tool of innovation since the beginning of 2000, and it has developed into a comprehensive form of innovation activity that includes various improvement tools. In this study, the innovation activities in K company that is a representative company of aviation industry are summarized in the last 10 years, and the effectiveness of the innovation tools and the performance of the tasks are also analyzed. The results of 2,091 projects over the past decade have been analyzed from various perspectives. First, we found out the tools that were used frequently at each DMAIC step, showed their frequency, and analyzed the evaluation results for the project. The project was evaluated from grade 1 (highest level) to grade 7 (lowest level) with an average grade of 4.1 for the overall project. The evaluation grades of the projects were compared and analyzed in terms of the qualifications of the leader, the roadmap for the implementation of the project, the financial effect, the size of the financial effect, the business classification, and the project execution period. These results may suggest new perspectives for companies considering or adopting innovation programs.

Analysis of innovative activities of small and medium-sized enterprises as fundamentals of their sustainable economic development

This article seeks to address the pressing issue of developing the innovative activity of the domestic economy through the use of the potential of small and medium-sized enterprises, which has to do with the possibility of application of existing experience of the more developed foreign countries in order to achieve economic success. The purpose of this study is to examine the trends in the development of innovative activity of small and medium-sized enterprises in Ukraine, as well as to determine the distribution of the total amount of expenditures by areas of innovation. Analysis of the literature on this issue has shown that the economic development of a country depends on many factors, and the use of intellectual potential is quite a significant factor in modern society. The relevance of this issue is supported by the fact that the majority of developed countries that have high levels of national income and are distinguished by the quality of life of the population are introducing the latest innovative inventions and using them appropriately in: production, agriculture, trade and other fields of activity. The research of the development of innovation activity of small and medium-sized enterprises in the article is carried out in the following logical sequence: analysis of small and medium-sized enterprises in Ukraine, analysis of small and medium-sized enterprises of EU countries, evaluation and comparison of innovation activity of Ukraine and EU countries. The methodical tools of the study included methods of statistical analysis. The study period was 2010-2018. The object of analysis is the process of development of innovation activity of small and medium-sized enterprises, as they are the majority of enterprises in Ukraine. The article presents the results of the analysis of the state of innovation the activity of small and medium-sized enterprises, which showed that our country needs significant transformation in this direction. Studies show that increasing the turnover and the production of small and medium-sized enterprises depends on the level of innovative development. The results of the study may be useful for small and medium-sized enterprises.

Innovative development of the socio-cultural sphere of the region

The paper discusses the features of the socio-cultural sphere in conjunction with the trends of economic development. For example, such as organizational and technological, creating a system to support their development and implementation. The paper presents the factors influencing the appearance of innovations in the socio-cultural sphere. The analysis of innovative activity of regional organizations is carried out. The assessment of existing gaps in innovative development is given. The prerequisites for the enhancement of regional differences in the innovative development of socio-cultural organizations have been identified. Based on the conducted analysis, the problems of innovative development are systematized, associated with globalization, the presence of protectionist barriers, and the underdevelopment of tools for goal-oriented planning of innovative development.
