The Effect of Election Administration on Voter Confidence: A Local Matter?

The 2000 presidential election was a wake-up call to elected leaders, public officials, and election scholars. The electoral fiasco—most prominent in Florida, but also taking place in states like New Mexico and Ohio—revealed many deficiencies in voting equipment (Caltech/MIT Voting Technology Project 2001). In addition to faulty equipment, registration mix-ups and problems with absentee ballots led to the loss of as many as six million votes (Caltech/MIT Voting Technology Project 2001). Confusing ballots, like the butterfly ballot in Florida's Dade County, were found to have led voters to vote incorrectly (Wand et al. 2001). While these problems have, no doubt, existed for a long time, the closeness of the 2000 presidential race and the fact that the number of lost votes had the power to change the election outcome have brought election administration questions to the forefront of policy making. Results were first presented at “The Future of Election Reform and Ethics in the States,” hosted by Kent State University, Department of Political Science, Columbus, Ohio, January 16–17, 2007, and the following paper was presented at the Midwest Political Science Association's Annual Meeting, Chicago, Illinois, April 12–15, 2007. Data were collected by monies generously provided by the University of New Mexico's Research Allocation Committee. We'd like to thank Luciana Zilberman, Lisa Bryant, Alex Adams, David Magleby, and the Center for the Study of Elections and Democracy at Brigham Young University for their assistance with this project. Development and evaluation of an allocation committee to distribute community placements on an equitable basis between universities: Our experience with the University Placement Allocation Committee

The present paper outlines the development and evaluation of an allocation committee to distribute community placements on an equitable basis between universities. Although based on our experience in South Australia with the University Placement Allocation Committee (UPAC), the primary goal is to outline the steps that would be useful if placement coordinators at other universities in Australia decided to establish and maintain an allocation committee. A survey of field supervisors was also conducted and field supervisors endorsed UPAC as a constructive mechanism for allocating community placements.

Ten Year Review of Queue Scheduling of the Hobby‐Eberly Telescope

ABSTRACTThis paper presents a summary of the first 10 years of operating the Hobby‐Eberly Telescope (HET) in queue mode. The scheduling can be quite complex but has worked effectively for obtaining the most science possible with this uniquely designed telescope. The queue must handle dozens of separate scientific programs, the involvement of a number of institutions with individual Telescope Allocation Committees, as well as engineering and instrument commissioning. We have continuously revised our queue operations as we have learned from experience. The flexibility of the queue and the simultaneous availability of three instruments, along with a staff trained for all aspects of telescope and instrumentation operation, have allowed optimum use to be made of variable weather conditions and have proven to be especially effective at accommodating targets of opportunity and engineering tasks. In this paper, we review the methodology of the HET queue, along with its strengths and weaknesses.

The author, Chairman of Omokhodion Associates Ltd and Omokhodion Group, has received his academic degrees in architecture and city planning from the University of Science and Technology Kumasi, Ghana; the Athens Center of Ekistics, Athens, Greece; Yale University, New Haven, CO, USA ; the Massachusetts Institute of Technology, Cambridge, MA, USA; and the University of Lagos, Nigeria. In his long career, he has held key posts as Technical Officer in Training and as architect in the Federal Ministry of Works & Housing; as Physical Planning Assistant to Vice-Chancellor, University of Lagos, and has been director and chief designer of major architectural, landscape, urban design and urban planning projects in Nigeria at a broad range of scales. He has been a member of the Landuse and Allocation Committee, Bendel State; the Presidential Committee on the Accelerated Development of Abuja; the UNESCO Commission for Nigeria; Director of the Western Textile Mills Ltd; and is currently a member on the Panel on the Reorganization of NNPC. Dr Omokhodion is also a Fellow of the Nigerian Institute of Architects and the Nigerian Institute of Town Planners, and a member of the Royal Institute of British Architects and the World Society for Ekistics. The text that follows is a slightly edited version of a paper presented at the international symposion on "Globalization and Local Identity, " organized jointly by the World Society for Ekistics and the University of Shiga Prefecture in Hikone, Japan, 19-24 September, 2005.

Double Star Speckle Interferometry with the 3.5-m Telescope at Calar Alto (Almería, Spain)

AbstractThe first results of speckle interferometry carried out with the 3.5-m telescope of the C.A.H.A. (Almería, Spain) during a run in July, 2005 are presented. Forty nine stars with separations between 0″058 and 2″1 were observed under good seeing conditions. On the basis of these observations three improved orbits are presented. The Time Allocation Committee's report with a high scientific qualification to our proposal is included. It confirms the relevance of binary and multiple star research in modern astronomy and the great significance of large telescopes in this kind of studies as well.

The “Seventy Percent Solution”

SUMMARY Portland State University Library's fund allocation committee presented information and practical advice on the process of developing a model to reallocate funding for library materials. After experimenting with funding ratios, they decided to use their model to reallocate 30 percent of the funds earmarked for discipline-specific materials while protecting 70 percent of each discipline's original allocation.

Single-center experience with the “old for old” program for renal transplantation

THERE HAS BEEN a continuous shift towards increased organ donor ages in the last decade due both to a change in the pattern of causes of brain death and an ever increasing gap between patients awaiting transplantation and the number of organs available, thus encouraging the use of expanded donor criteria. On the other hand, the use of kidneys from elderly donors is still controversial because of age-related decline in renal function, and a higher susceptibility of aged kidneys toward damage induced by cold ischemia time. In addition, various authors have reported inferior outcomes of transplants from old donors in younger recipients. In order to enhance the use of transplants from old donors, at the same time attempting to reduce cold ischemic times and avoiding significant age-mismatches, the Eurotransplant Allocation Committee (ET) agreed on a temporary allocation algorithm for kidneys procured from elderly donors (65 years). These organs are preferably allocated to candidates 65 years of age from the procuring transplant center’s waiting list; blood group identity, first transplant, and low immunization status ( 5% PRA) are prerequisitive. HLA matching is not performed, and a T cell cross match is not mandatory. In this study, we report on our single center results obtained under the above allocation guidelines during an 18 month period. The data were compared to the results of all other patients that were grafted during the same time period following conventional ET rules, that is, based on waiting time, HLA-matching, and urgency, and also included living donor transplants. There was a special emphasis on cold ischemic time, primary function of grafts, creatinine levels, and patient survival.

Carleton B. Chapman, MD, MPH

Carleton B. Chapman, who made important contributions in 4 areas of medicine, died in Hanover, New Hampshire, on December 10, 2000. These areas included cardiovascular medicine and research, medical education, philanthropy, and medical history and ethics. His career can be separated temporally into periods when he focused on each of these areas, although he was active in all of them throughout his career. Dr Chapman was born on June 11, 1915, in Sycamore, Alabama (the same small community that produced Tinsley Harrison). He attended public schools in Talladega and graduated from Talladega High School. He was a precociously talented concert organist during his school years, and he seriously considered a career in music. Although he ultimately chose medicine, he maintained his passion for playing the organ throughout his life. He entered Davidson College in 1932 as a liberal arts major, where he became President of the Student Body and a member of Phi Beta Kappa. By the time of his graduation in 1936, he had developed an interest in human physiology, which he pursued at Oxford University after being awarded a Rhodes Scholarship. As a student of St Johns College, Oxford, from 1936 to 1939, he received his BA and MA degrees in Physiology. During that time, he worked with the famous respiratory and exercise physiologist Professor C.G. Douglas. He returned to the United States in 1939 and completed medical school at Harvard, where he received his MD in 1941 and his MPH in 1944. His training in Internal Medicine and Cardiology was received at Boston City Hospital from 1941 to 1944. Formula-Based Subject Allocation

There has long been debate in the academic library community concerning the best method of allocating funds along disciplinary, or subject-specific, lines. Central to this debate is the question of suitability of formula-driven allocation. Once a library has decided to use a mathematical formula in allocating funds, it has the responsibility of developing a fair, rigorously constructed and effective formula. This article documents the work of a subject allocation committee charged with making the allocation process more equitable at George Mason University's Fenwick Library. After a thorough literature review, a decision was made to use a formula-based procedure. The article describes how factors to be used in the formula were selected. Data collection methods are then examined and the formula itself presented.

Radioactive 'Tracers' for Germany

A CONTRACT for the supply of radioactive tracers to approved research institutes in the Bizone of Germany has recently been placed with the Atomic Energy Research Establishment, Harwell, by the Joint Export-Import Agency, following the decision of the Isotope Allocation Committee of the Ministry of Supply in January last that radioactive 'tracers' produced in the Harwell Gleep could be made available for research work in Germany, The decision of the Isotope Allocation Committee was communicated to the authority responsible for the control of research in the British Zone, who immediately informed the U.S. Research Control Group. Together they approached the board of the import agency, supported by their respective public health advisers : and with the minimum of delay the Board authorized the import of radioactive tracers from Harwell into the Bizone.
