Theoretical foundations of the formation of a circular model of the economy in the agro-industrial complex of Ukraine

Purpose. The purpose of this article is to study the regulatory and practical aspects of improving the processes of exploiting agricultural lands in Ukraine. The article analyses the law draft «On amendments to certain legislative acts of Ukraine on supporting agriculture by land consolidation» (hereafter — Law draft) and assesses the degree of potential effectiveness of its regulations. Research methods. To set and achieve the goals of the article the authors applied known methods of scientific cognition. The most effective ones included the method of analysis, comparison, abstraction, historical and legal method, system and structural method, method of prediction, and others. Results. The scientific novelty of the research is revealed in modelling the relations between the participants of the procedure of agricultural land consolidation after the Law draft approval, providing assessment, as well as identifying the degree of the potential effectiveness of its regulations. Among other issues, the analysis of the regulatory and practical aspects of improving the processes of agricultural land use, enshrined in the Law draft provides the conclusion that, if adopted, the Law draft will help reduce problems in the Ukrainian agricultural economy, particularly those caused by strip farming, remote land, suboptimal resource utilization, etc. Although there are controversial points in the Law draft, they do not hinder the opportunity to validate the analysed standards. Rather, they highlight the need to combat negative manifestations, particularly corruption. The research findings reveal that adoption of the Law draft will stimulate the consolidation of agricultural producers and the development of large businesses in the agro-industrial complex of Ukraine, which could have both positive and negative effects. To strengthen the positive effects and weaken the negative ones, effective state regulation of agricultural production is necessary. In conclusion, the Law draft regulations show potential effectiveness in achieving the goals and expected results of the Law. However, the suggestions and proposals made during the Law discussion stage and in the article should be considered to ensure its effective implementation.

DEVELOPMENT OF THE SOWING SYSTEM OF THE SOWING COMPLEX FORINTERNAL-SOIL DIFFERENTIATED MINERAL FERTILIZER WITH SIMULTANEOUS SOWING OF CEREAL

The issue of increasing the effectiveness of post-sowing intra-soil differentiated application of the main and starting dose of granular mineral fertilizers in the system of precision agriculture is considered. The need to use differential application of granular mineral fertilizer and machines that ensure high-quality performance of this technological process, taking into account the heterogeneity of the content of nutrients in the soil in certain areas of the field, is indicated. It is also indicated the need to develop and introduce into production highly accurate automated information technologies based on the use of high-performance means of mechanization. The indicated shortcomings of modern seeding machines: lack of adaptability for simultaneous differentiated introduction of the main and starting dose, as a result of which they lack highly adapted dispensers, appropriate control and management systems. The construction and technological scheme of the seeding complex is proposed and the pneumatic seeding system of this unit is developed for post-sowing intra-soil differentiated application of the main and starting dose of granular mineral fertilizers in the precision farming system. The proposed seeding complex will make it possible to eliminate the excessive application of mineral fertilizers, which can cause an increase in the activation of microbiological processes in the soil and have negative ecological consequences, leading to the deterioration of the physic-chemical and biological properties of the soil. The use of resource-saving technologies of precision agriculture in the agro-industrial complex of Ukraine will allow to ensure the management of production processes at the expense of information technologies, robotic and automated systems, which will allow to bring domestic agricultural enterprises to a new level.

CHARACTERISTICS OF THE DESIGNS OF MODERN PICK-UP TRUCKS AND EFFICIENCY OF THEIR WORK IN THE PROCUREMENT OF STEM FORAGE FOR THE PRODUCTION OF HIGHLY NUTRITIONAL PROTEIN-VITAMIN PASTE AND PULLEY

In the agro-industrial complex of Ukraine, all types of leafy fodder are used, which make up almost 50-60% of the cost price of livestock products. The choice of existing harvesting technologies depends on the required type of fodder, the method of harvesting the cultivated crop, the available number of technical means and machines in the farm. The use and introduction of new energy-saving means in the conditions of an acute energy crisis, which is currently observed in almost all branches of the national economy, especially in the technologies of harvesting stem fodder, is of particular importance. One of the directions for solving the mentioned problems is the use of pick-up trucks in the technological process of harvesting hay, haylage, and green mass. The research methodology is based on the application of methods of analysis and analogy, analytical methods, methods of higher mathematics and numerical calculations. When studying and comparing the design and technological parameters of pick-up trucks, it has been found that they mainly consist of a frame, a trailer, a chassis, a pick-up with a shredder, a body, an unloading device and a hydraulic system. For additional unloading of fodder in the feeder, pick-up trucks are made with a dosing device. As for the undercarriage of such machines, it can be single-axle, tandem or three-axle with forced control, depending on the load capacity. The bodies are mostly welded, in most models they are somewhat narrowed down. They can have folding or removable upper parts of the sides. The upper part of the body is covered with an awning or longitudinal synthetic ropes to prevent loss of grass mass in case of overflow. Mass pick-up is carried out according to the classic scheme, thanks to drum-finger pick-ups of different grip widths in the range of 0.55 - 2.1 m. It is noted that most models use a simple and reliable rotary feeder. This is a cylindrical drum on the surface of which curved fingers are fixed, thus forming a star-like shape. The number of fingers around the drum varies from 2 to 9, depending on the diameter. This design of the feeder allows it to be used not only in pick-up trucks, but also in press pick-ups. The rotary feeder differs in length from 1470 to 2000 mm and diameter from 600 to 880 mm, the number of rows of fingers, their design (length of the finger and the shape of the line of the working surface) and the method of mounting on the drum. The effectiveness of pick-up trucks in harvesting stem fodder for the production of highly nutritious protein-vitamin paste and pulp is studied. The dependence of changes in the operational productivity of pick-up trucks is established, which takes into account the time spent on eliminating technological violations of the work process, performing periodic maintenance operations, converting or completing the unit, and eliminating technical malfunctions.

Comparative Analysis of the Impact of the Pandemic on Agroindustrial Complex and the Financial Support of its Employees in Ukraine and EU Countries

The relevance of the topic of research is determined by the presence of problems caused by the pandemic Covid-19 in the agroindustrial sectors of the economies of Ukraine and European Union countries. The purpose of this work is to study the impact of the pandemic on the development of the agribusiness economy of Ukraine and the EU. The basis of the methodological approach is a qualitative combination of methods of systematic analysis of the impact of the pandemic, a statistical reflection of the impact of the pandemic on the development of the agroindustrial complex economy, a comparison of the impact of the pandemic on the development of the agroindustrial complex sector in Ukraine and the EU, and a study of the problems that have arisen on the agricultural sector. The results of this research are the determination of the factors that led to changes, including the formulation of problems, logistics, and ways to improve the situation in the agroindustrial complex of Ukraine and the EU.

ТHE CURRENT STATE AND MAIN DIRECTIONS OF DEVELOPMENT OF THE BEEKEEPING INDUSTRY

The article examines the current state and prospects for the development of the beekeeping industry in Ukraine. Ukraine is known as one of the most powerful beekeeping countries in the world due to its favorable geographical location and ability to produce high-quality beekeeping products for both domestic consumption and export. In the article is emphasized the special role of beekeeping in the agro-industrial complex of Ukraine. The beekeeping industry not only produces useful food products, but also forms the raw material base for the processing industry, contributes to increased productivity and is of great importance for the product market. To achieve the goal, general scientific methods of research, such as empirical, theoretical, statistical and calculation-mathematical, were used. There was conducted a review of scientific sources, articles and publications related to the field of beekeeping, honey production and the number of bee families. This analysis provided an overview of the honey market and identified key aspects for further research. Statistical data on honey production in households, enterprises and farms, as well as data on the number of bee colonies were used to assess the state and dynamics of the development of the beekeeping industry. In addition, computational and mathematical methods were used for a comprehensive analysis of the sector's problems and prospects. The general conclusion of the article is that the beekeeping industry in Ukraine is under the influence of various factors, such as the decrease in the number of bees, climate change and external threats. The lack of a scientifically based mechanism for the formation and functioning of the honey market, as well as the insufficiency of researched issues of the development of market relations between producers, processors and suppliers of beekeeping products, limited information on the economic efficiency of the production of beekeeping products - all these issues require detailed research. The prospects for the development of the beekeeping industry lie in organic beekeeping and the use of modern technologies. This article has significant scientific and practical potential, as it provides important conclusions and recommendations for the development of the beekeeping industry in Ukraine.

Vegetable production in Ukraine in conditions of economic instability: forecast and future prospects

Agro-industrial complex of Ukraine is one of the few sectors of the economy, which, despite significant problems of financial development of the state in war conditions, demonstrates relative stability of functioning. According to food traditions and the availability of fertile land in Ukraine, the sphere of vegetable farming is developed, it occupies about 20% of the total volume of agricultural production in Ukraine. The beginning of a full-scale war in Ukraine creates challenges for vegetable producers and requires them to intensify efforts to preserve production capacity and use the potential for development even in difficult conditions of economic instability. Based on the analysis of statistical data, the paper proves that in the pre-war period agriculture in Ukraine was actively developing, and Ukrainian vegetable producers have formed a positive reputation in international markets, as evidenced by the stable growth of export volumes of their products. Nevertheless, analysis of the financial indicators of key Ukrainian producers of vegetables indicates a number of problems associated with the formation of profits and the overall efficiency of their activities, so there is an objective need to strengthen the financial position of domestic vegetable producers. In order to specify the opportunities and threats to the development of vegetable producers in Ukraine, SWOT-analysis was used, according to the results of which one can point out that mainly the prospective development of the industry will depend on the dynamics of military conflict, while domestic vegetable producers have a strong financial, technological, human and resource potential.

Transformation Processes of the Business Environment in the Context of European Integration of Ukraine

Abstract. Introduction. Globalization creates the preconditions for strengthening the integration policy of Ukraine in the agro-industrial sphere (AIS) and establishing cooperation with foreign countries. Research of the global business environment and identification of major trends in transformation processes is particularly relevant given a number of issues. First, it is impossible not to pay attention to the impact of reengineering on international business processes. Secondly, the study of the US experience with the implementation of clusters in agriculture will allow us to identify additional ways for their implementation in the agroindustrial complex of Ukraine. At the same time, this experience will be useful for improving the general business climate in Ukraine. Purpose. The aim of the article is the analysis of the main transformation processes of the global business environment and identification of prospects for the implementation of US experience in the field of agriculture in Ukraine; study of transformational trends in the global business environment in the context of the COVID-19 pandemic; research of the concept of reengineering as an innovative method of business process management; analysis of the US experience in using the cluster approach in agricultural development. Results. Ukraine seeks to become a worthy player in world markets for agricultural products. Balanced agricultural management is a prerequisite for saturating domestic demand for quality food and expanding Ukraine's niche in world agriculture. Conclusions. The best basis for these purposes is the proven use of US experience in the cluster approach to agricultural development. It is advisable to coordinate and control agricultural results within the clusters of strong, medium and weak agricultural production. The obtained macroeconomic conclusions would be useful for substantiation of state programs of agricultural development.

MANAGEMENT OF ECONOMIC SECURITY OF HORTICULTURAL ENTERPRISES IN UKRAINE

The current state of economic security of horticultural enterprises in Ukraine, functioning in the agro-industrial complex of Ukraine, indicates the presence of a large number of internal and external threats that arise in the process of their financial and economic activities. Most horticultural enterprises have an insufficient level of economic security. The purpose of the study is to substantiate the algorithm of economic security management of horticultural enterprises of Ukraine. Methodology. During the study the following methods were used: analysis and synthesis (to critically comprehend the theoretical provisions of economic security); system analysis (to substantiate the economic security management system of horticultural enterprises and its subsystems); expert method (to determine the weights in the integral index of internal economic security of horticultural enterprise); methods of statistical (correlation and regression) analysis (to check the sensitivity of horticultural enterprises of Ukraine to changes in macroeconomic and other indicators); graphic and tabular methods (to visualize the results of the study). Results. The authors pay special attention to the presence of internal and external threats to the economic security of horticultural enterprises. The authors have developed a protocol for managing internal and external economic security of horticultural enterprises as a set of successive stages, which will ensure the achievement of the target level of economic security. The article substantiates the methodological approach to the assessment of internal economic security of horticultural enterprise on the basis of relative indicators, which are combined into five components. The article substantiates methodological approach to the assessment of external economic security of horticultural enterprise on the basis of four macro-indicators. Practical implications. The proposed protocol of economic security management of horticultural enterprise can be used as a technology of enterprise management to ensure its stable development. The proposed method for assessing internal and external economic security can be used by a horticultural enterprise. Value/originality. Improved the theoretical and applied bases of the study of economic security of agricultural enterprises on the example of horticultural enterprises. The methodological foundations of internal and external assessment of the economic security of enterprises were developed. The protocol of economic security management of horticultural enterprise is developed for the first time. The protocol includes interconnected and sequential stages and is adaptive to modern conditions of financial and economic activity of horticultural enterprises.

STUDIES OF THE NUTRITIONAL VALUE OF COMPOUND FEED FOR STURGEONS

Aquaculture is one of the fastest growing food industries in the world today. The share of aquaculture in world fish production is growing every year. Over the past 50 years, the volume of fish farming in the world has increased by more than 50 million tons, while the growth in the volume of world fish catch stopped in the 80s of the last century. Aquaculture is one of the most promising and at the same time underestimated areas of economic activity in the agro-industrial complex of Ukraine, which, with the rational use of water resources, is able to provide consumers with a wide range of fish and fish products in a short time. A certain increase in the production of aquaculture products, especially the cultivation of sturgeon and salmon in Ukraine, is due to the use of imported feed, which has a high cost. However, its further development cannot rely on imported feed products, at the same time, the development of industrial fish farming methods is impossible without full-fledged balanced feeding of cultivated objects. Due to the aquatic environment, the need of fish for energy, nutrients and biologically active substances has its own specificity, in comparison, for example, with warm-blooded agricultural animals: it is the need for a high level of protein, another, a special ratio of protein and total energy, fat and polyunsaturated fatty acids, sensitivity to an excess of carbohydrates. Thus, in natural feed for fish, more than 60% of the gross energy falls on protein, about 36% - on fat and only 4% - on carbohydrates. The development of domestic feed for sturgeon is an important task of the feed industry in Ukraine. The paper investigates the current state of fish farming in the country, the relevance and volume of production of compound feed for sturgeon fish, provides the advantages of growing sturgeon fish in Ukraine, analyzes the needs of sturgeon fish in nutrients, micro- and microelements and vitamins, analyzes the physical properties of compound feed for sturgeon fish recipes, an analysis of existing ones was carried out and a proprietary program for feeding sturgeon fish was developed. The developed sturgeon feeding program allows industrialists of the feed industry in Ukraine to use this information when calculating compound feed for sturgeon and their production.

СТРАТЕГІЯ РОЗВИТКУ АГРОПРОМИСЛОВОГО КОМПЛЕКСУ УКРАЇНИ: СУЧАСНИЙ СТАН ТА НАПРЯМИ ОПТИМІЗАЦІЇ

The article is devoted to the study of the theoretical and methodological foundations of the strategy for the development of enterprises of the agro-industrial complex in modern conditions and the development of recommendations for its formation. The research methodology is based on both general scientific and special research methods, namely: logical generalization, systematic, induction, deduction, analysis, synthesis, classification, grouping, etc. Enterprises of the agrarian sector not only ensure food, ecological and economic security of the country, but also perform important socio-economic functions related to the development of rural areas; environmental protection; sustainable development, etc. Despite the large-scale destruction of agricultural infrastructure, the mining of fields and the reduction of production volumes, leading experts claim that the agro-industrial complex is and will be the leading industry of Ukraine. In the context of making strategically important decisions regarding the development of enterprises of the agro-industrial complex, its capabilities are of primary importance. Today, the agro-industrial complex of Ukraine, like most EU countries, is represented by large, medium and small forms of business. The formation of a high-quality agricultural system is possible thanks to the symbiosis of economic entities of various organizational and legal forms and sizes and rural residents. In the agro-industrial complex of Ukraine, small business is dominant, which determines its importance for the country. It is he (in contrast to large agricultural formations) that is oriented towards the domestic market, and therefore it is thanks to him that the standards of living in the countryside are maintained, and the country's food security is ensured. It is the small enterprises of the agro-industrial complex that are the main source of employment and, accordingly, the income of the rural population. In the course of the research, it was established that the main and constant task of agriculture is to ensure the functioning of society in conditions of permanent changes. It has been proven that the functioning of agriculture ensures the viability and health of the population and the integrity of the socio-economic system. It is noted that despite the multifunctionality of the enterprises of the agro-industrial complex, the main type of their economic activity is directly the production of agricultural products. It is substantiated that the strategy for the development of enterprises of the agro-industrial complex should contribute to the development of all forms of business, but the greatest attention should be focused on the formation of the strategy for the development of small enterprises of the agro-industrial complex.

The concept of land resource potential in the economic economy

The article analyzes the conceptual and terminological support in the field of economics of nature management and environmental protection. The need for an in-depth etymological study of the terminological apparatus related to the concept of "land resource potential", namely the concepts of "resource", "potential", "land" in terms of increasing competition among businesses for resources and markets for manufactured products. In this regard, a significant amount of bibliographic and electronic Internet sources, both foreign and domestic authors and researchers. The role of resource potential in the agro-industrial complex of Ukraine is substantiated and determined. The author's interpretation of the concept of "land resource potential" as a set of land, labor, material and economic resources, endowed with the potential for the development of productive forces and characterized by indispensability in the production of dependent and territorially spheres of production. The generalization of concepts is carried out and the mathematical interpretation of the concept "land resource potential" is offered. The establishment of classification features is substantiated and the species classification of resources is carried out. In the course of the research the functional properties of land resource potential were identified and generalized. The role of land resources as one of the main ones in the structure of the nature management system is determined.

European experience in institutionalization of the agricultural complex in contact with processes of the development of rural areas

The agro-industrial complex of Ukraine is one of the most relevant segments of the national economy, which ensures the appropriate level of food security of the regions and the country in general, and also forms its significant export potential. The authors of the article investigated the essence of modern EU agrarian policy and the necessity of its implementation in our country. Methodological approaches to assessing the impact of agro-industrial enterprises on the comprehensive development of territorial communities in the conditions of decentralization of power have been developed. Solving the problem of food security, both at the national and global levels, primarily depends on the effectiveness of the use of mechanisms to ensure the functioning of the agrarian sector of the economy and related areas. The authors indicate that European agricultural policy is characterized by a long period of its formation. The prerequisites for its formation and implementation were the complex problems of ensuring food security. The author points out that the transformation of the policy for the development of agro-industrial production and rural areas emphasized the formation of a new quality of the rural landscape and ensuring the viability of rural communities, the diversification of the economy of rural areas, the improvement of the quality and safety of food products, the improvement of access to public services, the application of the policy of equalization of regional development. What contributed to the expansion of the circle of participants interested in increasing the efficiency of the economic, social and ecological development of rural areas, creating prerequisites and forming partnerships between state and private organizations, civil society with application to the principle of subsidiarity. The article indicates that the development of agro-industrial production and rural areas. First of all, it concerned the balancing of economic growth and consumption of natural resources together with the problem of waste accumulation. In the documents of the Council of Europe, issues regarding the growth of the economic and social efficiency of agro-industrial production were emphasized in parallel with the sustainable use of natural resources, the limitation of waste, and the preservation of biodiversity and ecosystems.

ОСОБЛИВОСТІ СІЛЬСЬКОГОСПОДАРСЬКОГО ВИРОБНИЦТВА В ЖИТОМИРСЬКІЙ ОБЛАСТІ

Direct review of the specifics of agricultural production in our case – in the Zhytomyr region, in our opinion, requires prior consideration of the following provisions: a) modern agricultural enterprises – is a fundamentally new type of agricultural production, the nature and character of the organization of production processes in which radically different from those that existed in collective ownership of land, radically changed virtually all external and internal conditions of their operation; b) personal peasant farms are a separate type of agricultural production, the main purpose of which is to act as a good ground for the emergence and gradual expansion of the sphere of influence of market relations in the agro-industrial complex and in the economic complex of Ukraine as a whole; c) perhaps the main prerequisite for the effective functioning of farms is the degree of consideration of the specifics of this type of agricultural production to the realities of today. In the process of considering the features of agricultural production in this case – Zhytomyr region, the main emphasis was on the analysis of such indicators. First, data on the place of agriculture in this area in the agro-industrial complex of Ukraine as a whole by considering its share in the production of major types of both crop and livestock subsectors are given. Secondly, the structure of agricultural production in the region is relatively detailed, in particular, in terms of existing groups of producers, as enterprises of this industry, from the total production of peasant farms are separately separated farms. The specifics of one or another of these forms of land use was considered mainly by considering the relationship between such industries as crop production and animal husbandry. Third, for a number of reasons, the specifics of the production of major crops, ie crop products, in certain, major categories of farms were considered separately. It was supplemented by data on the yield of the main ones. In the context of the above, I would like to dwell on this. In the process of considering the specifics of production in such an important component as agricultural enterprises in this case, Zhytomyr region, the presence of a significant difference in the amount of its volumes in terms of districts was particularly highlighted. In this regard, the article examined in detail the possibility of a relationship between the volume of production in agricultural enterprises of the region and changes due to this factor in its structure in terms of the most important sub-sectors, such as crop production and animal husbandry. The conclusions of the analysis are quite interesting and revealing, they significantly deepen the understanding of the specifics of production in agricultural enterprises both within the region and in the scale of certain districts.

Approaches to the analysis of enterprise’s financial state on the example of Cargill Animal Nutrition LLC

The article analyzes the financial statements of Cargill Animal Nutrition LLC, which aims to become a leader in feed production. The urgency of the need to find optimal ways to assess the financial state of enterprises to take the necessary measures in case of instability of the firm is substantiated. The main methods of analysis of financial statements of companies have been identified and substantiated, which will allow agricultural enterprises to analyze their financial state and take measures to optimize their activities. Various approaches have been applied to the analysis of the company's financial position, including horizontal analysis of balance sheet indicators and statement of financial performance, vertical analysis of the balance sheet structure, and coefficient analysis of profitability, liquidity and solvency of the company, with a comprehensive assessment of bankruptcy. Vertical analysis is used to track the structure of a company's assets and liabilities over a period. This analysis makes it possible to draw conclusions about the liquidity and solvency of the company. Horizontal analysis helps to analyze the growth rates of various indicators presented in the financial statements. Finally, the ratio analysis is a system of ratios that allows you to analyze the liquidity, profitability, solvency and investment attractiveness of the company compared to other companies. According to the results of the study, it was concluded that the financial state of Cargill EN LLC has improved. In particular, the net profit margin of Cargill EN LLC improved from 3.1 % in 2018 to 10 % in 2020. According to the value of Altman's Z-score, the probability of bankruptcy is very low. Perspective directions of researches in a part of an estimation of the generalized indicator of instability of the company taking into account features of an agro-industrial complex of Ukraine are substantiated.

RATIONALE PARAMETERS SOIL TILLING MACHINE FOR STRIP-TILL TECHNOLOGY

The agro-industrial complex of Ukraine is a branch of the national economy designed to ensure the production of sufficient food for the population at high quality. The dynamic growth of the country's population leads to an increase in the gradual need for food, thus the agro-industrial complex will be a relevant industry for a long time, one of the key areas of economic development. The basis of agricultural production is agriculture, the main subject of which is land. Today, agriculture in the country is experiencing a very serious problem associated with the rapid decline in potential soil fertility. Effective development of agriculture in Ukraine does not do without the introduction of innovations in agriculture. Namely, the introduction of rational technologies with minimization of tillage and new design solutions for tillage units, focused on preserving and increasing the potential fertility of the country's lands, which is the key to a highly efficient process of crop production. Industrial tillage technology The impact on the soil, in addition, the violation of the technology of fertilizers, both organic and mineral, leads to a high level of plowing, deterioration of soil structure and reduced humus content, so research aimed at finding alternative, modern technologies tillage, which will preserve and restore the potential fertility of soils, which determines the relevance of this article. Thus, in order to preserve the main indicator of soil fertility of Ukraine, the authors of the article conducted theoretical studies of the parameters of the tillage unit for tillage technologies Strip-till, preceding the design and design, the main results of which are presented in the article.

METHOD OF PLANNING THE REGISTER OF STAKEHOLDERS OF AGRO-INDUSTRIAL PROJECTS TAKING INTO ACCOUNT THEIR RISKS AND MENTALITY

The application of the project approach in the agro-industrial complex of Ukraine helps to increase the efficiency of management of agricultural enterprises. Climate change and water scarcity pose significant challenges for the farmers. The introduction of innovations in the processes of agricultural production should be resource-oriented. The success of agricultural projects directly depends on the competencies of the project manager in managing the stakeholders. The stakeholders of agricultural projects have their own characteristics, which are related to the specifics of the projects. In order to reduce the misunderstandings and conflict situations between the project stakeholders, the author proposes to pay attention to the analysis of the mentality of such stakeholders. Knowledge, social position, cultural level, interest, value system, practices and skills of the project stakeholders, as the components of personality mentality, are the most important factors that can have a significant impact on the project. The authors developed a method of planning the register of stakeholders of agro-industrial projects taking into account their risks and mentality, which involves identifying the stakeholders of agro-industrial projects, creating a database of alternatives for the project stakeholders, assessing stakeholders’ impact on the project, identifying and assessing risk, as well as identifying and assessing mentality of each stakeholder. Then the formation of a database of all possible combinations of alternative stakeholders shall be carried out. For each combination, it is necessary to calculate the total risk and calculate the total mentality of such stakeholders, based on such results to select the optimal combination with minimum risk and maximum total mentality. Applying the developed method in counter-risk management of stakeholders of agro-industrial projects will help to increase the efficiency of management of the stakeholders, as well as to reduce the risks associated with them and to reduce the overall risk of the project.

The experience of the organization of repair and maintenance in foreign countries, which is based on reducing the cost of agricultural mechanization. It is established that in modern economic conditions one of the main resources is information about the market, production technologies, various "know-how", which are the result of combining the efforts of scientists and specialists in various fields of production, etc. It is determined that for the effective implementation of scientifically sound methods of management, promotion of knowledge-intensive technologies in production, analysis of the information environment in which the enterprise operates, it is necessary to have a separate subject of market relations, which could perform such work. The set of services provided to the consumer is called a technical service. The motivating motive for improving the technical service is not to lose a potential buyer of its products, to attract a new buyer, to win a competition with a competitor, to ensure its survival and prosperity.
