DETERMINATION OF REGULARITY OF CHANGES IN INDICATORS OF INNOVATION ACTIVITY ON DEVELOPMENT AND ECONOMIC SECURITY OF AGRICULTURAL COMPLEX OF UKRAINE

The purpose of this article is to investigate the current state and dynamics of technical, energy capacities, labor resources and wages in Ukrainian agricultural enterprises, the impact of these indicators on efficiency of agricultural production, indicators of development and competitiveness of products on the domestic and foreign markets. The moral and physical deterioration of the equipment available at the farms is determined, which does not contribute to the increase of labor productivity and to obtaining consistently high economic results. On the basis of the dynamics of the analyzed statistical data, the problem of providing agricultural producers with labor resources was confirmed against the background of deepening of depopulation processes in the countryside, which led to the deterioration of quantitative and qualitative characteristics of human resources. Indicators of development and production rates of the agro-industrial complex of Ukraine have been investigated, that showed a low level of innovation implementation. Mathematical formalization of the relationship between the dynamics of changes in the gross value added indicators and the volume of sales of agricultural products is carried out. Based on the analysis of innovative activity indicators in the agricultural sector of Ukraine and the consistent assessment of the adequacy of linear and nonlinear pair equations, the model specification is presented, which is presented in the form of linear pair regression, which confirms the existence of a direct link between changes in the volume of sales in the agrarian sector.

Features of innovative processes in the agro-industrial complex

Nowadays Ukraine faces the difficult times under the influence of economic and political crises. Therefore, the only perspective way of products’ competitiveness is innovations, in the first place in the areas where there are many resources and opportunities. Agriculture is one of such most important strategic directions of Ukrainian economy. At the same time agriculture is the supporting foundation for the development of many other types of activity and it can substantially influence the development of Ukrainian economy on an international scale. The paper dwells on the nature, features and problems of implementation of innovations in the agriculture of Ukraine. The features of AIS innovation processes in current conditions are defined. Main problems and obstacles to agriculture innovative development in Ukraine are outlined. The authors emphasize the following factors of low innovation activity of agricultural entities: direct attitude of contemporary entrepreneur to innovation processes and understanding of their role in achieving success; lack of state assistance; insufficiency of legislative basis of its provision in Ukraine. Currently Ukrainian agricultural enterprises have a huge capacity for operation at competitive markets as equal partners of global agricultural leaders. Available resources and natural-climate conditions are among their factors of success. However, fast development of technologies dictates new activity conditions to strengthen and improve their positions through innovations. Despite the range of advantages, Ukrainian agro-industrial producers lag significantly behind the advanced innovations and developments in the world. However, there are some examples of successful innovative agri-food companies. Major deterrent factors that cause the low innovativeness of agricultural entities are direct attitude of contemporary entrepreneur to innovation processes and understanding of their role in achieving success, lack of state assistance and insufficiency of legislative basis of its provision in Ukraine.

Mergers and acquisitions as an opportunity getting new competitive advantages in agro business

The article is devoted to the issues of mergers and acquisitions of agricultural enterprises of Ukraine, in order to gain new opportunities in competition. The main competitive advantages, which are additionally obtained by weak agribusiness enterprises in forming an integration association with more promising enterprises in this industry, are highlighted. Today, despite the fact that our country is very interested in increasing sales to foreign markets, especially EU markets, under free trade conditions, the question remains about increasing the competitiveness of Ukrainian enterprises and enlarging their volumes. That is why the topic of this research is relevant and has some practical significance for the further development not only of individual enterprises, but also of the agrarian sphere of the economy of Ukraine as a whole. The purpose of this article is to outline the importance of processes such as mergers and acquisitions to improve the competitive advantage of agribusiness. According to the objective, the task was to investigate the current trends in the development of agribusinesses in the context of mergers and acquisitions that have already taken place. The main methods of this study are the methods of empirical research, such as observation, comparison, measurement, as well as abstraction, analysis and synthesis, induction and deduction. The results of the study have drawn conclusions on the positive impact of such processes as mergers and acquisitions on the competitiveness of agribusinesses. The value of the research. Scientific and practical significance of the work. The research is of practical value, as evidenced by the recommendations, to improve the competitive position of businesses operating in the agricultural sector by consolidating their businesses and increasing their capital through mergers with other enterprises. It is defined that rural development is possible only if sufficient funding of economic, social and ecological needs reached by local producer’s capital accumulation is available. The expediency of Ukrainian agricultural enterprises level determination on the basis of a dual approach (capitalization of public agroholdings is determined by the market valuation of quoted on the world stock exchanges shares and capitalization of the rest of the agricultural enterprises is determined by the cost of the increase in assets) is substantiated. It is assumed that determinants which influence the size of capitalization are the land bank, legal form of management (as the ability to access the credit resources), equipment availability, use of innovative technologies and other factors which are able to generate profits that eventually may be capitalized in the enterprise or consumed by the owners. It is noticed that small, medium and big agricultural enterprises of Ukraine showed relatively proportional state of development in 2017: maximal invested capital, levels of debt, fixed assets availability and financial results of economic activity were received by medium enterprises, the minimal ones – by small enterprises. The multifactorial analysis of the agricultural enterprises capital cost growth pace sets up that the medium enterprises have the most stable performance as they react on systematic risks easier than the small ones and have higher mobility than the big ones.It was outlined that consequences of a sufficient level of capitalization may include enterprises capacity accumulation, social and public projects financing and development, ecological safety observance, the achievement of local territories sustainable development, etc.

The Enterprise’s Financial Condition Assessment as a Component of its Creditworthiness

The article covers aspects of financial condition analysis regarding creditworthiness of Ukrainian agricultural enterprises that had to operate in unstable economic conditions in 2009-2017. It is proposed to improve methodological approaches to financial assessment of an enterprise – a potential borrower, due to changes in the economy, in particular in the financial sector, which have been influenced by crises that have shaken the Ukrainian economy twice in the past ten years. The proposed approaches to assessing the financial condition of an agricultural enterprise as a component of its creditworthiness increase the accuracy and credibility of such assessments and help to minimize credit risks.

Realiaof accounting automation in agricultural enterprises of Ukraine

Accountancy is an integral part of any enterprise functioning. But it is impossible to keep an accounting without using a computer and software in modern economic conditions. Nowadays, the introduction of sanctions against the manufacturer and a number of dealers of one of the most popular software products, «1S: Accounting» introduced the problem of choosing accounting software before a considerable number of business entities that would be allowed for the use on the territory of Ukraine. There is a transformation of the accounting system and accounting procedures in the conditions of the use of the computer technologies and software products for accounting automation, which is accompanied by the increase in the quality and efficiency level of the management process. The application of automation software significantly increases the quality of accounting information process in organizations. We consider the main advantages of the use of modern information technology for automation of accounting procedures on the basis of the conducted critical analysis of special literature. They are: 1) processing and preserving a large number of identical units in the structural plan of accounting information; 2) the possibility of choosing the necessary information from a great number of data; 3) reliable and faultless realization of mathematical calculations; 4) operational obtaining of the necessary data for the adoption of reasonable management decisions; 5) repeated recreation of actions. It should be noted that in the conditions of the use of automated forms of accounting, the technological process of processing of records envisages the implementation of the following successive steps:1) collection and registration of primary data for further realization of automated processing; 2) the formation of arrays of records on electronic media, including: a journal of economic operations, the structure of synthetic and analytical accounts, manuals of analytical objects, permanent information etc.; 3) receiving, at the request of the user, the necessary accounting data for the reporting period in the form of registers of synthetic accounting, analytical tables and certificates of accounts. The overview of the major software products («Parus accounting», «SAP», «Master: accounting», «IS-pro»), which are widely used in Ukraine, showed that despite the restrictions, most enterprises, including those providing outsourcing services, continue to use the «1S: Accounting» program for keeping records. From our point of view, the most optimal accounting program of ukrainian production is «Master: accounting», which could completely replace the software product «1S: Accounting» in the field of agriculture. The software product «Master: agro» for keeping records of agrobusinesses meets the requirements of the current legislation of Ukraine and is fully adapted to the ukrainian market. It consists of functional modules embracing all areas of accounting and tax accounting. The important advantage of the program «Master: accounting» is also a training program for partners, which is made for 12 classes. The main purpose of this is to provide partners with practical skills in installing the program and the features of the configuration of its modules, the study of basic programming tools and settings for solving account tasks. The studying process is divided into 3 levels. The first level is «user» ‒ designed for anyone who can potentially work with the program. The second level «consultant» is for the automatic setting and training of users. The third «developer» is for those companies and partners who need aintenser adaptation of the product to the working process. Features of agricultural enterprises taxation system in Ukraine and directions for its improvement with consideration of foreign experience

The subject of the research is the processes and systems of taxation of agricultural enterprises, their components and principles; types and amounts of taxes in Ukraine and abroad; trends of development and possible directions of improvement. The aim of the work is to identify the peculiarities of taxation of agricultural enterprises, its principles, advantages and disadvantages for the purpose of further improvement, including on the bases of studying and taking into account foreign experience. The methodological basis of the article became general scientific methods of cognition, - system-structural analysis and synthesis, dialectical, historical, abstraction. Also, these methods are generalization, grouping, comparison, absolute and relative values, other methods of research. Results of work.It is determined that the systems, mechanisms and processes of taxation of agricultural enterprises in Ukraine are in development. They require significant improvement to optimize their inherent functions. In fact, the fiscal function is traditionally prevailing in terms of distribution and regulatory factors. For this purpose, the main types of taxes and their volumes were characterized, changes in the Tax Code were assessed, the main principles, tasks and necessary structural changes in the taxation system were determined. The experience of subsidizing, insurance and taxation of agribusiness in the United States and European countries has also been studied and summarized in detail. The forms and mechanisms of tax support for small and medium-sized agricultural enterprises are especially valuable for the domestic theory and practice. The field of application of results. The results of the research can be used in the theory and practice of accounting and taxation of agrarian enterprises, management of their financial results, development of development strategies for the future, justification of the state agrarian and tax, regulatory and regional policies, with the support of the development of rural areas and local communities. Conclusions. The taxation systems of agricultural enterprises in Ukraine have certain features in terms of the components, size and principles of collection. They often change in order to improve, but the main function is fiscal. Therefore, the study and, if possible, the introduction of advanced world experience in stimulating, insurance and taxation of agricultural production, with a view to optimizing it in the long term, is of great importance.

Investment expenditures in Ukrainian agricultural enterprises: prognosis and development of appropriate investment strategy

Increasing the level of innovation and investment support for agricultural enterprises is particularly relevant. This enables them to function effectively in a dynamic, open environment. Thus, the main purpose of the paper is to characterize the current state and sources of investment expenditures in agricultural enterprises in Ukraine, and to make predictions on the inflow of investments in the agricultural sector in the future. Basing of this prognosis the recommendation of the appropriate steps towards investment strategy development in farming firms was formulated. ARIMA forecasting method was used in the article to determine the future expenditures for investments in Ukrainian agricultural sector. It was observed that there has been an inflow of investments in the area of Ukrainian agriculture in recent years. Additionally it was forecasted that this growth will continue in the future. Different scenarios tested showed an increase from 11 to 30% in 2019. Additionally companies could attract and utilize the FDI funds, which unfortunately decreased during the period 2015-2017 in agricultural sector. It could be however expected that these trend will revert together with changing political and economic situation of Ukraine, and companies could use this resources for their development.

Eurointegration aspects of meat production in agricultural enterprises of Ukraine: problems and prospects

European integration processes have become an indispensable feature and direction of development of meat cattle breeding in Ukraine. To calculate the forecast value of gross production of livestock products, we have chosen a method based on the construction of mathematical statistical models. Forecast indicators of cattle livestock in agricultural enterprises of Ukraine are calculated by constructing a polynomial trend line, since the equation of this model has the highest correlation and determination coefficients (0.980051 and 0.9605 respectively), that is, it describes a number of dynamics most reliably. The polynomial trend model is described by the following equation: y = 35.134x2 – 1704.8x + 20748. According to the results of calculations in 2025, the achievement of the cattle population is projected at 2.243.7 thousand heads. The dynamics of the pig population also reflects the polynomial trend model described by the following equation: y = 19.638x2 – 812.86x + 10803, the correlation and determination coefficients of 0.885268 and 0.77837, respectively. In case of preservation of the current tendency, in 2025 the pig population in agricultural enterprises of Ukraine is expected to grow to 5011.2 thousand head, which is 38% more than in 2017. Based on the calculations (polynominal trend y = 148.43x2 – 2542.8x + 72000, the coefficients of correlation and determination are 0.808084 and 0.653), we forecast that in 2025 in agricultural enterprises of Ukraine, the number of all species of poultry will reach 153019,1 thousand heads. This is 1.4 times more than in 2017. According to our calculations (polynomial trend y = 3.013x2 – 134.03x1489.4, correlation coefficients and determination coefficients (0.95734 and 0.9165 respectively), the production of beef and veal in Ukraine in the coming years will gradually increase, despite decreasing volumes Due to the use of modern technologies and increased production intensification, we predict that in 2025 agricultural enterprises of Ukraine will produce 606.8 tons of pork, which is 50.1% more than in 2017. However, paying attention to the projected volumes of pork production, it should be borne in mind that agrarian production in general and pig production in particular are oriented towards market demand, therefore, its efficiency depends on the competitiveness on the domestic and foreign markets. The increased demand for poultry meat stimulates an increase in its volumes on an industrial basis, first of all, the production of broilers, as speedy and high-yielding poultry. According to our calculations (polynominal trend y = 2.1386x2 – 19.579x + 144.8, correlation coefficients and determination (0.985089 and 0.9704 respectively), using modern means of mechanization and automation of technological processes at low labor costs and facilities per unit of production, commodity producers will be able to produce in 2025 р. 2270,5 thousand. tons of poultry meat. In our opinion, the advantages of integrating meat poultry farming into the European Union are complicated by requirements and restrictions and create additional incentives for the development and improvement of production.

Modern trends for development of ukrainian enterprises in the market of agricultural machine building and the major problems for improvement of their international competitiveness

Against the background of integration into the European market, the issue of increasing competitiveness is acutely for all sectors of the Ukrainian economy. In this article the modern tendencies of development of Ukrainian agricultural machine-building enterprises and the main problems, which do not allow developing their competitiveness in full, have been analyzed. The theoretical base of Western and national scientists on the issues of competitiveness is available, but it is not enough for describing the concept within the specific field of mechanical engineering. In the process of studying the material, the volume of production of Ukraine and European countries was compared. It is revealed that in the overwhelming majority of Ukrainian agricultural machinebuilding enterprises have low competitiveness caused by inefficient management of their financial and economic activity and low quality of production. The authors also revealed and disclosed the essence of factors that hinder the development of this industry in Ukraine and hinder its development in the international market. These barriers are basically common for most agricultural producers that are faced with powerful Western rivals. Therefore, there is a need to clearly identify the problems of the functioning of medium-sized enterprises in this industry.

СТАН I ПРОБЛЕМИ РОЗВИТКУ БАНКІВСЬКОГО КРЕДИТУВАННЯ СІЛЬСЬКОГОСПОДАРСЬКИХ ПІДПРИЄМСТВ УКРАЇНИ

Досліджено теоретичні аспекти надання банківських кредитів підприємствам сільського господарства. Розкрито специфіку проблем, з якими стикаються учасники ринку банківського кредитування аграрної сфери в Україні. Акцентовано на тому, що в аграрному секторі традиційні перепони на шляху активування банківського кредитування доповнюються низькою якістю застави, високою ризикованістю агробізнесу, неефективністю кредитної політики, неврахуванням специфіки галузі тощо. Їх усунення передбачає симбіоз управлінських рішень багатьох суспільних інституцій. У цьому руслі важлива подальша імплементація ухвалених державою програмних документів з отримання часткової компенсації відсоткових ставок за залученими кредитами і поліпшення кредитного клімату. Досліджено динаміку обсягів і структури банківського кредитування сільсьгосппідприємств. Попри розвиток партнерських форм залучення позикових коштів, банківське кредитування перманентно слугує драйвером розвитку вітчизняних сільгосппідприємств. Свідченням цього є прискорене зростання обсягів кредитів, виданих таким підприємствам порівняно з кредитуванням підприємств інших секторів економіки. Доведено зміцнення позицій галузі сільського господарства на ринку кредитів та їхній позитивний вплив на виробництво сільгосппродукції. Протягом 2010—2016 рр. збільшення банківського кредитування на млрд грн призводило до збільшення виробництва продукції сільськогосподарськими підприємствами на 82 грн/га, усіма господарствами – на 57 грн/га. Економетричний аналіз виявив, що зміна ВВП України на 78,1 % залежить від зміни кредитування сільськогосподарських корпорацій. Якщо кредити сільгосппідприємствам терміном на п’ять років збільшаться на 1 млн грн, то можна очікувати збільшення обсягу ВВП у середньому на 0,164 млрд грн. Окреслено напрями поліпшення кредитування сільсьгосппідприємств, серед яких: застосування дієвого стратегічного напряму кредитної політики банківських установ – аутсорсингу; державна фінансова підтримка за рахунок компенсації кредитних ставок для аграріїв; розвиток кредитної кооперації.

Statistical evaluation of plant-growing branch

The reformation of methodological and organizational components of agrarian statistics requires the complex evaluation of agriculture in general the plant-growing branch, in particular. The article deals with the peculiarities and tendencies of statistical evaluation for the plant-growing branch at agricultural enterprises in Ukraine. To determine the state, structure and the use of agrarian fund the author has calculated the system of statistical indices, which characterize the efficiency of the agrarian fund use. The article determines the average production volume of agricultural products in 2012–2016, which made (on the chronological average) 125941,2 mln. hrv. Using the linear equation of the trend and the polinomial equation of the second degree the author forecasts the average production volume for 2017, and 2018. According to the calculations made, the coefficient of regression has been determined, which points out that the production volume of crop products on a hectare of agricultural lands was annually increasing at 0,34 thous. hrv. on the average.

Institutional forms and state support for innovation and technological modernization of inter-farm and farm facilities in the area of drainage land-reclamation

In the context of approximation of European and domestic legislation and within the framework of the Association Agreement with the European Union, the issue of efficient use of water resources in the agro-industrial complex is becoming particularly acute. The article considers the mechanisms of state support for modernization of inter-farm and farm facilities in the area of drainage land-reclamation. The article analyzes the negative impact of reducing the amount of financing, which has led to a significant reduction of the areas of draining lands of agricultural enterprises in Ukraine, in particular, within the budget decentralization. The peculiarities of the formation of water management and land-reclamation infrastructure at the regional level are considered. The directions of state regulation of innovation and technological modernization of inter-farm and farm facilities in the zone of drainage land-reclamation are proposed. The author develops the mechanisms of fiscal and monetary-credit nature, which will promote the activation of the processes of innovation and technological modernization of the water management and land-reclamation subcomplex of Ukraine.

DEVELOPMENT OF THE SCIENTIFIC THOUGHT OF ACCOUNTING AND ANALYSIS IN AGRICULTURE IN SCIENTIFIC WORKS OF EUGENE ARKHYPENKO

Introduction. Eugene Arkhypenko is among the activists, whose results of scientific and practical activity are not properly investigated. Nevertheless, he is one of those scientists who promoted the development of accounting and analysis of the agricultural enterprises in Ukraine. Article is devoted to the main directions of the Eugene Arkhypenko’s activity. He aimed at improving the accounting and analytical practice in the sphere of agriculture by using special cards in the publishing activity. The historical experience, which is in this research, has a perspective to be used nowadays in the process of development of accounting and analysis in management of agricultural enterprises. It will promote the effective function of accounting and analytical systems of the subjects of commercial activity in this sphere. Purpose. The article aims to elucidate and evaluate the scientific thought of Eugene Arkhypenko in accounting and analytical activity of agricultural enterprises. Methods. In the process of the research the methods of system and complex analysis have been used to elucidate historical facts of formation of Eugene Arkhypenko’s scientific thought, which deals with accounting and analytic support of agricultural enterprise functioning. These methods enabled to define and display the methods of accounting in agriculture, which have been suggested by E. Arkhypenko. Results. Analysis of Eugene Arkhypenko’s scientific and practical works gave us a possibility to trace the evolutional development of the accounting practice in agriculture during the 30-s of the XX century. It will promote the establishment of regularity of objects of accounting change and accounting operations. Summing up the results of the research, we can come to a conclusion, that the historical experience of the accounting practice, which has been analysed, can be effectively used when creating the relevant software not merely for the farms but also for the big agricultural companies.

ECONOMIC EFFICIENCY OF MILK PRODUCTION IN AGRICULTURAL ENTERPRISES

Introduction. The development of dairy production, which the consumption of milk and dairy products depends on, should be based on the effective functioning of market-oriented agrarian formations. The experience of the recent years indicates the creation of a powerful group of dairy farms, whose share in production is constantly increasing. The article analyses the dynamics of the main indicators of the economic efficiency of milk production in agricultural enterprises of Ukraine. The structure of production costs is considered. The directions of their reduction are determined. Grouping of agricultural enterprises is made depending on the number of cows, their productivity, concentration and specialization of production. Purpose. The article aims to develop methodological principles for estimation the impact of some factors on the economic efficiency of milk production in agricultural enterprises in Ukraine. Results. It has been established that milk production as a whole has become profitable during the last decade, especially for groups of farms with 500 and more cows. It has been proved that in case of impossibility of influence on the purchase price, one of the directions of maintenance of profitability is the increase of cows’ productivity. The main factors that influence the economic efficiency of milk production have been identified. They are the concentration and specialization of production, the deepening of which will provide profitability to ensure expanded reproduction, intensification of production, introduction of innovative technologies, increase the competitiveness of domestic dairy farms.

PERSONNEL MANAGEMENT SUBSYSTEM AS A COMPONENT OF AGRICULTURAL ORGANIZATIONS MANAGEMENT

Introduction. The practice of modern enterprises activity suggests that it is impossible to ensure the efficiency and competitiveness of the organization as an integral system without effective personnel management. However, in the agrarian enterprises of Ukraine, the formation of an effective system of personnel management remains without due attention. Purpose. The article aims to identify the features and to find out the ways to form an effective subsystem of personnel management in agrarian organizations. Method (methodology). We have used the following methods in the course of the research: methods of critical and structured analysis; monographic method, method of trend analysis. Results. The problems of personnel management in agricultural enterprises of Ukraine have been investigated. The components of the personnel management subsystem in the organization management have been determined. Hierarchical levels of personnel management functions subordination have been selected. The directions of the personnel management system improvement in agrarian enterprises have been offered. Scope of results. The results of the research can be applied to improve the management of agrarian organizations through the formation of an effective personnel management subsystem.

ДЕТЕРМІНАНТИ ЕФЕКТИВНОГО УПРАВЛІННЯ ІННОВАЦІЙНИМ РОЗВИТКОМ ПІДПРИЄМСТВ

The article examines the modern realities of innovative development of agribusiness enterprises in Ukraine and substantiates the need for its further intensification and the need for thorough research. The theoretical basis of innovative activity of enterprises is considered with detailing on subjects of agrarian business and characteristic features of such activity for the specified subjects of managing that is caused by features of agriculture where the main factor of manufacture is the earth. The flowing factors and factors that caused technological and technical degradation against the background of weak investment attractiveness, reduction of innovation activity are determined. The rating of the most successful agricultural enterprises of Ukraine by the level of innovation implementation and costs for innovation activity is presented. The article presents a scheme of key determinants of the impact on innovation activity of enterprises in the agricultural sector of the Ukrainian economy. The authors give directions of innovative development of agro-industrial production of Ukraine with the separation of four groups of innovations: technical- technological, organizational-economic, social-managerial and informational with detailed examples of directions of innovations for each of the groups. The general algorithm of the process of risk management, which determines the current level of investment and innovation activity of agricultural enterprises, based on the systematization of the main stages of detection and evaluation. Activation of innovative activity of agricultural enterprises is one of the main prerequisites for stability and sustainable development of the agricultural sector of the economy, as it allows not only to change the nature of production activities, but also to fill it with new meaning and practical content. The practice of innovation, on the one hand, shows that there are still many obstacles in their way, which significantly hinder innovation development in the country; on the other hand, that innovative development is becoming, and in some places has already established itself as strategic for the development of industries and regions.
