Navigating the challenges and opportunities for adopting the Fourth Industrial Revolution (4IR) in South African (SA) Municipalities

Fourth Industrial Revolution (4IR) as the transformation agenda of the world driven by digital technologies has heralded a significant and drastic shift from normal societal ways of doing things to a more advanced well-knit society. In a bid to enhance efficient service delivery and good governance South African municipalities should also join the bandwagon and adopt 4IR technologies in its operations. The study therefore unpacks the challenges and opportunities for adopting 4IR technologies in South African municipalities. The study being qualitative relied on purposively written records to gather data which was then analysed using thematic and content analysis techniques. The study established that South African local authorities are still lagging behind in terms of investing in 4IR technologies and they also face 4IR capacity building challenges. Similarly, SA municipalities should therefore embrace the conspicuous opportunities heralded by 4IR to address the attendant challenges and enhance efficient service delivery in its localities.

The role of South Africa Border Management Authority in tackling border crime: evaluating security networks and evidence-based policing approaches

Inadequately secured national and international borders enable the influx of illicit weaponry and ammunition, as well as the transit of illegal immigrants over South African frontiers. Organised criminal factions have executed armed robberies, vehicle theft, hijacking, cash-in-transit heists, as well as human and drug trafficking throughout many places, towns, and cities in South Africa. The enlistment of security agencies and other stakeholders is essential in combating crime. This study examines the evaluation of the South African Border Management Authority, security networks, and evidence-based policing as comprehensive strategies for addressing border crime and improving safety and security in South Africa. A hybrid methodology was employed for data collecting. The porous borders facilitate the undetected entry of illegal immigrants, and certain security personnel have undermined the system. Evidence-based policing employs scientific evidence for decision-making, grounded in the principle that research should identify areas requiring law enforcement intervention. The Border Management Authority is tasked with the enforcement of South African immigration laws, as well as the protection, control, and management of borders. Recommendations include adopting evidence-based policing and security networks as comprehensive strategies for addressing illegal transnational trade, drug and human trafficking, organised crime, and terrorism; designing and implementing a multi-agency approach; and utilising criminal justice technology and security engineering to improve border security.

The Role of Information and Communication Technology (ICT) and FDI on South African Economic Growth

Information, communication, technology (ICT) and foreign direct investment plays a substantial role in various spheres of social and economic development. Therefore, changes in these variables can significantly impact a country's economy. The current study aims to assess the implication of information and communication technology (ICT) and FDI on South African economic growth. To achieve this objective, the autoregressive distributed lag (ARDL) model and Error Correction Model (ECM) were applied to time series data over the period 1991 to 2021. Findings obtained from econometric modelling and analysis indicate that besides the positive effect of FDI on South African economic growth, all the analysed components of ICT namely mobile phone subscriptions, fixed phones, and internet subscriptions are drivers of economic growth in South Africa. Based on the findings, from the policy perspective, it was suggested that South African economic authorities increase and improve investment in the ICT infrastructure while also attracting more foreign investors. Additionally, to benefit from FDI and ICT's drivers of economics, policymakers should endorse policies and strategies that enhance economic openness and the ICT's resource allocation.

A Commentary on the Jurisdictional Challenges in the Rand- Dollar Exchange Manipulation "Cartel": Competition Commission of South Africa v Bank of America Merrill Lynch International Designated Activity Company [2023] ZACT 26 (30 March 2023)

Cartels are the most egregious of competition law transgressions, because they entail a concerted effort on the part of cartel members to deliberately distort the market through price fixing, bid rigging, market allocation and constraining the supply of goods and services. Despite efforts by national competition authorities in various countries to combat cartelism, cartels have proved to have long tentacles, often extending beyond borders and morphing into "cross-border cartels". This contribution discusses one of the major challenges that cross-border cartels poses to competition authorities, that of prosecutorial and penal jurisdiction. The note focusses on the "banking cartel" that has been and still is the subject of contentious litigation. In March 2023 the Competition Tribunal (the Tribunal) handed down judgment in the matter of the Competition Commission of South Africa v Bank of America Merrill Lynch International Designated Activity Company [2023] ZACT 26 (30 March 2023). There were several questions in the matter, including the jurisdiction of the South African competition authorities to investigate and prosecute firms not incorporated or operating in South Africa (pure peregrini). The Competition Commission (the Commission) had initiated proceedings in the Tribunal against a host of banks for alleged cartel conduct, and some of the respondent banks raised objections and exceptions relating to the jurisdiction of the South African competition authorities. The note observes that while national competition authorities may have prosecutorial jurisdiction against cross-border cartels, there is still a challenge in enforcing an order where cartels are non-resident in the country. The contribution also notes potential challenges to cartel enforcement on the African continent in light of the establishment of the African Continental Free Trade Area (AfCFTA). Due to the removal of various trade barriers, there is likely to be a rise in cross-border competition issues, including cross-border mergers and cross-border cartels. The note therefore discusses a pertinent issue, that of jurisdiction, which may well be a challenge within the AfCFTA.

The Spiralling of Corporate Corruption and the Plummeting of Corporate Governance and Ethical Leadership in African Institutions

Generally, several factors around the corporate world influence different nations technologically, socially, economically, and politically. Specifically, this paper focuses on the African continent’s politics concerning corporate corruption, corporate governance, and ethical leadership. This study aims to critically reflect on and evaluate the significance of curbing and combating corruption, promoting governance and ethics in Africa, and furthering and practising those principles. It employed a theoretical, qualitative content analysis approach in which a critical evaluation of relevant in-depth literature review was used and conducted to achieve the study objective. The results of this study revealed that: Incompetent and unethical leaders succumb to corruption, causing Africa's corruption to spiral out of control. Competent and ethical leaders, on the other hand, resist corruption; African leaders and authorities should take steps to fight corruption through ethics and governance; African corporations have become increasingly corrupt; corporate governance and ethical leadership have declined in Africa; African politicians have uncurbed power to advance their private gains, and finally, African leaders need to change their mindsets and cultures to achieve economic growth. This study emphasizes and reiterates the importance of dealing effectively with corporate corruption and advancing governance and ethics to benefit the African population and the continent. It further provides a broad and deeper understanding of corruption, ethics, and governance. The conceptual, strategic model provided by this study may be selected and used by African leaders, authorities, boards of directors, shareholders, and Chief Executive Officers (CEOs), as a tool to address corruption in African organizations and institutions.

Unveiling the Hidden Power of Water Services Development Plans

South African Water Services Authorities (WSAs) have been grappling with the challenge of providing sustainable water and sanitation services which is a product of the sector’s inadequate planning and practices systems. Consequently, many communities which are the end-users endure inadequate access to sustainable water and sanitation services. Thus, establishing effective planning mechanisms becomes crucial to ensure the provision of adequate and sustainable water and sanitation services, and this is the central problem of analysis and prescription for this paper. Notably, the paper recommends an already existing systems approach to local governance that takes advantage of Information and Communication Technology (ICT) to drive the modernisation of water and sanitation planning processes which are the Municipal Strategic Self-Assessment (MuSSA) and the Water Services Development Plan (WSDP). Through an emic perspective, systematic search of literature, and document analysis, this paper examines the 2022 MuSSA reports of Western Cape and Gauteng, to identify the challenges faced by the provinces. The findings reveal deficiencies in the Western Cape's investment in asset renewal, infrastructure management, reduction of non-revenue water, and adherence to national standards. Similarly, Gauteng requires comprehensive reforms to address financial instability, asset management, and regulatory compliance. The paper also examines the progress of WSDP development in the 2022-2027 cycle, specifically focusing on the 2022-2023 financial cycle to assess WSAs' compliance. Results indicate that, of 25 WSAs in the Western Cape, only 10 have initiated WSDP development, while 15 lag behind. In Gauteng, only 2 of 9 WSAs have begun the process. Notably, both provinces are behind schedule, having been expected to initiate WSDP development in 2022. The findings of this paper, give an invaluable snippet of the water services planning mechanisms at the local government to ensure proper monitoring and adequate intervention at a local level whilst ensuring the streamlining of resource allocation and recommends that the national government reflects on its shortcomings of ensuring legislative compliance by local government.

An Overview of the Extent of the Powers of South African Competition Authorities in the Regulation of Price Discrimination under the Competition Act 89 of 1998 in the Context of Digital Transformation

The purpose of the Competition Act 89 of 1998 as amended (the Competition Act) is, among others, to promote the efficiency, adaptability and development of the economy as well as to provide consumers with competitive prices and product choices. In line with this purpose, the Competition Act provides that a dominant firm is prohibited from engaging in price discrimination if such conduct will likely substantially prevent or lessen competition, which would be to the detriment of consumers. Notably the Competition Act has established various bodies to regulate competition and act against any conduct prohibited by this Act in South Africa. These bodies include the Competition Commission, the Competition Tribunal, and the Competition Appeal Court. Notwithstanding the prohibition of price discrimination, the Competition Act does not expressly provide adequate enforcement tools for competition authorities to combat uncompetitive practices in the digital era. Moreover, the Competition Act does not expressly grant these statutory bodies clear roles and mandates on providing consumers with adequate and suitable redress when they have been victims of algorithmic price discrimination. With recent technological developments, electronic commerce (e-commerce), and digital transformation, consumers have become vulnerable to various challenges such as excessive pricing, data breaches and algorithmic pricing. The online and digital markets are characterised by complex transactions, innovative technologies and business practices which expose all consumers, including vulnerable consumers, to different risks. As such, the role of the competition authorities needs to be recalibrated to enhance consumer protection on the pricing of goods and services. To this end this paper seeks to investigate the role and ambit of the powers of these competition authorities in the regulation of price discrimination in the context of digital transformation and the digital economy. This is done to assess whether the competition authorities have the necessary tools of enforcement to ensure that markets are competitive and to combat uncompetitive conduct in the digital economy and online markets.

Exploring the development of regulatory framework for crypto assets in South Africa

This paper explores the need for, and forms of regulatory framework and laws established to guide and control the growing number of individuals and firms investing and trading in crypto assets in South Africa. The step taken to regulate crypto assets was necessitated by the 2021 report of the Paris-based intergovernmental organisation referred to as the Financial Action Task Force (FATF) which revealed that there is apparent lack of crypto assets regulation in South Africa. In rising to this challenge, the South African regulatory authority known as the Financial Sector Conduct Authority (FSCA) in October 2022 indicated that crypto assets are digital representation of value and therefore could be categorised as financial product which are to be subjected to FSCA regulations with reference to Section 1(h) of the Financial Advisory and Intermediary Services Act (FAIS). The method adopted was to review the regulatory framework and laws governing crypto assets in South Africa. It was found that relevant regulatory framework and laws are needed to provide adequate protection for the investing public and to provide avenues for the sustainability and stability of the crypto assets business sector. The paper concludes that providing an efficient regulatory framework for crypto assets in South Africa will assist in limiting the risk of volatility and cyber-attacks to which individuals and firms trading and/or investing in crypto assets are exposed to. Moreover, an awareness of various regulatory controls and laws governing investments in crypto assets will ensure that individuals and firms in this sector tread in the path of caution.

Using practitioners’ voices in developing a business rescue practitioner expert profile

The study explored how business rescue (BR) practices can inform the development of an occupation profile needed to lay a foundation for developing business rescue practitioners’ occupation-specific qualifications. There are 11 professional organisations whose members qualify to serve as business rescue experts. The relevant occupation cannot have more than one occupation expert profile. The study employed qualitative approaches that entailed semi-structured interviews with 20 informants (12 business rescue practitioners, four short skills development programme (SSDP) managers, and 4 SSDP facilitators) and qualitative document content analysis of 30 court cases settled on the BR. The 12 business rescue practitioners (BRP) were randomly selected. However, other informants were accessed through a purposeful sample selection process. The field findings show that the BRP occupation in South Africa is a regulated practice area without an occupation expert profile. The BR practices have not been incorporated in a qualification framework registered on the Qualification Framework (NQF) governed by the South African Qualifications Authority (SAQA). Development of pipeline talent is limited, and the monitoring of SSDPs encounters limitations without an occupation expert profile and an occupation-specific qualification. The BR practices can be categorised into 11 tasks linked to practitioner training disciplines. The existing SSDPs provide an important mechanism for continuing professional development. However, the contents should be linked to BR practices and an occupation profile embracing the BRP role as an interim managing director in a business rescue process. The uniqueness of this article resides in its documentation of BR practices generated from multiple data sources that should be used to develop an occupation expert profile that reflects BRP’s capability. The setting of the BR process requires experts to operate in the capability realm. Energy poverty and shadow economy: evidence from Africa

PurposeEnergy poverty is a global phenomenon, but its prevalence is enormous in most African countries, with a potential impact on quality of life. This study aims to investigate the impact of energy poverty on the shadow economy.Design/methodology/approachThe study uses panel data from 45 countries in Africa over a period of 1996–2018. Using panel cointegrating regression and panel vector auto-regression model in the generalized method of moments technique.FindingsThis study provides that energy poverty deepens the size of the shadow economy in Africa. It also documents that there is a bidirectional causality between shadow economy and energy poverty. Therefore, the two variables can predict each other.Practical implicationsThe study suggests that lack of access to clean and modern energy services contributes to the depth of the shadow economy in Africa. African authorities are advised to strengthen rural and urban electrification initiatives by providing adequate energy infrastructure so as to reduce the level of energy poverty in the region. To ensure energy sustainability delivery, the study proposes that the creation of national and local capacities would be the most effective manner to guarantee energy accessibility and affordability. Also, priorities should be given to the local capital mobilization and energy subsidies for the energy poor. Energy literacy may also contribute to the sustainability and the usage of modern energy sources in Africa.Originality/valuePrevious studies reveal that income inequality contributes to the large size of shadow economy in developing economies. However, none of these studies analyzed the role of energy poverty and its implications for underground economic operations. Inadequate access to modern energy sources is likely to deepen the prevalence of informality in developing nations. Based on this, this study provides fresh evidence on the implications of energy deprivation on the shadow economy in Africa using a heterogeneous panel econometric framework. The study contributes to the literature by advocating that the provision of affordable modern energy sources for rural and urban settlements, and the creation of good energy infrastructure for the firms in the formal economy would not only improve the quality of life but also important to discourage underground economic operations in developing economies.

The function of power: A herstorical model of power, trauma, and policing African Americans.

Transmitting trauma narratives is intergenerational by nature. Few studies have taken a qualitative approach to analyzing the most pervasive trauma of the United States: the chattel slavery of Black people. Examining the lived experiences of the formerly enslaved, through their childhood and adult narrative memories of personal and second-hand interactions with White authority figures, is critical to the recognition of today's ongoing impact of policing, generational trauma, and mental health in the African American community. Using interviews archived in the Library of Congress from women (N = 19) who were identified as being members of the last living generation of formerly enslaved African Americans, researchers used a feminist-forward grounded theory methodology to understand the following: (a) What are the historical relationships between African Americans and White authority figures? (b) What are the memories associated with the interactions between African Americans and White authority figures? (c) How did these interaction processes come to be? and (d) How did these memories get passed on? The analysis of childhood memories and interactions between enslavers and African Americans close to home (i.e., on the plantation) produced six themes: (a) enmeshment with enslaver, (b) enslaver as good, (c) caretaking by enslaver, (d) enslaver control, (e) violent control by policing figures, and (f) following orders. Theoretical coding led to the formation of a full model of the function of power within the herstorical policing of African Americans close to home. The themes uncovered highlight the potentially traumatic violence and control that characterized the environment in which enslaved children lived and the systems through which White power was maintained. The herstorical analysis and results confirm the ways police violence has sought to control and harm African Americans for over 400 years and underscores the role that police violence has played in the perpetuation of intergenerational trauma and the maintenance of White power. Critical factors to consider in the trade–security nexus of the African Continental Free Trade Area: A catalyst for establishing peace

ABSTRACT This study examines the geostrategic importance of the African Continental Free Trade Area (AfCFTA), discusses its potential trade impacts on African states, and considers whether it could support regional peace. Regional integration is crucial for achieving industrialisation, promoting trade across African borders, and preserving regional peace and security. Inextricably linked to regional integration is a security community comprising a distinct group of individuals for whom the likelihood of large-scale conflict or violence has diminished. A comparative analysis was conducted using Africa’s trade patterns, milestones, and achievements during 2015–2017 and 2022–2023. Subsequently, the key causes of insecurity on the African continent were explored, focusing on the Regional Economic Communities and states embroiled in coups during 2020–2023. The findings suggest that African authorities view the AfCFTA positively and believe economic integration may bring about peace. However, African authorities would require a strong continental strategy – supported by robust regional and national programmes – to promote investor confidence and trade, considering Africa’s high levels of intercommunal violence, civil unrest, violent extremism, terrorism, and transnational crime. The AfCFTA delayed trade liberalisation to protect Africa’s less developed economies, resulting in poor working conditions, intellectual capital loss, and decreased tax collection.

Case Study Protocol to Evaluate the Impact of Training Intervention on Cleaners' Knowledge Level, Perceptions and Practices regarding Correct Cleaning Techniques at Selected Care Facilities in Limpopo Province, South Africa.

Despite being preventable, healthcare-associated infections are known primary causes of patient mortality and morbidity, threatening global public health. Though it is believed that one competent and dedicated cleaning staff member given the right tools and enough time can prevent more health-care-associated infectious diseases than a room full of doctors and nurses can cure, it was discovered in Letaba Hospital of the Limpopo Province, South Africa, that knowledge and practices of infection control among cleaning staff were not optimal. The proposed study aims to evaluate the impact of training interventions on cleaners' knowledge levels and practices. In Phase 1, cleaners' pre-training knowledge level, practices, and perceptions regarding correct cleaning techniques will be assessed through qualitative, individual, in-depth interviews. The initial question will read, "Describe the steps you follow when cleaning at this health facility and why?" In Phase 2a, a cleaning training program will be developed based on the South African Qualification Authority ID 118730 Healthcare Cleaner: Occupational Certificate Curriculum and the Center for Diseases Control and ICAN's Best Practices for Environmental Cleaning in Healthcare Facilities in Resource-Limited Settings. In Phase 2b, a cleaning training intervention will be implemented. In Phase 3, cleaners' post-training knowledge level, practices, and perceptions will be reassessed and compared to pre-training findings. The Standard Protocol Items: Recommendations for an Interventional Trial, commonly known as SPIRIT, guided the development of this protocol. This protocol received ethical clearance number FHS/22/PH/04/3005 in August 2023 from the University of Venda Human and Clinical Trials Research Ethics Committee. The protocol approval was granted by the Limpopo Provincial Department of Health (LP_2022-05-028) in October 2023. This protocol is registered with the South African National Clinical Trial Registry. The findings of this study may provide baseline data upon which healthcare facilities' cleaner training qualification curriculum may be developed. In addition, this protocol contributes to the application of qualitative methodology in an intervention trial.

The Effect of Tax Avoidance and Tax Evasion on the Performance of South African Economy

Using a quantitative longitudinal trends analysis, this study analysed the link between tax evasion and avoidance. The main aim was to assess the implications of evasion and avoidance of taxes on South African economy progress from 1994-2021. Publically secondary data available from South African Revenue authority were gathered. The data gathered provided us with basis of longitudinal statistical analysis of the extent of tax evasion and or tax avoidance affected the economic growth in the years 1994-2021. The Eviews 10 Results was used to estimate elasticities and buoyancies for major taxes with respect of South Africa’s economic growth for years 1994-2021. The natural logarithm of the gap between total budgeted tax income and realised tax income was also employed as a metric of tax evasion and avoidance in South Africa for this key research work. Ordinary Least Squares Regression (OLS) regression analysis was employed to evaluate whether the link between Gross Domestic Product (GDP) and tax evaded and avoided is strong or weak. Test for stationarity to see whether the parameter does not vary over time and for OLS was performed. The overall analysis of tax evasion and avoidance upon South African economy showed the increased tax revenue resulted in surpluses between tax revenue budgeted, tax revenue collected and economic growth (GDP), meaning tax evasion and avoidance in South Africa are minimal. The study's findings disprove prior studies that suggest that tax evasion and tax avoidance seriously affect Gross Domestic Products (GDP) and refute the null hypothesis of this study. However, the study’s results further revealed that increasing tax rates was said to have triggered a positive trend towards economic growth or GDP (actual revenue collected is more than expected taxation revenue annually to cover tax evaded and avoided. As far as policy is concerned the conclusion is reassuring that tax evasion and avoidance has minimal effect upon economic growth as long as tax rates are being risen. The results of this study provide implications for government that specific insights should allow policy makers to gain a better understanding on the key variables that are potentially associated with tax evasion and avoidance. Finally, the study contributes knowledge that is pertinent to an emerging country and provides much needed insights into the magnitude of the extent of tax evasion and avoidance on the county’s economic growth progress.

Safeguarding South African Consumers’ Socio-Economic Rights During COVID-19: Competition Commission v Babelegi Workwear and Industrial Supplies

AbstractThis article explores the responses of the South African competition authorities to the impact of the COVID-19 pandemic on the socio-economic rights of consumers in relation to the price gouging of essential and medical supplies. After discussing the constitutional and legislative context of socio-economic rights and excessive pricing, it examines the first case in which the competition authorities were called upon to decide on the excessive pricing of medical supplies during COVID-19. The article finds that, while the competition authorities were swift to interpret the Competition Act widely and act against suppliers charging excessive prices, there remains a gap in South Africa's legislative framework as there is no specific legislation regulating price gouging during states of pandemic or disaster. The article identifies the need for legislative development and concludes by offering recommendations for addressing future incidents of price gouging.

Threshold effects of inflation on the FDI – growth nexus: evidence from inflation-targeting countries in sub-Saharan Africa

The purpose of this study is to examine the threshold effect of inflation on the foreign direct investment (FDI) – economic growth nexus in sub-Saharan Africa using panel samples of countries that have adopted an inflation-targeting regime. The study sourced data from the World Bank’s World Development Indicators over a period of 1982–2020 and adopted the fixed-effect panel threshold model approach for its analysis. The findings reveal two separate thresholds of inflation in the FDI – growth nexus. The growth-enhancing effect of FDI is largely realized when inflation is below the optimal threshold level of 7.26%. Beyond the second threshold level of 16.49%, the beneficial effect of FDI on growth is seen to diminish in terms of effect-size. This study provides new insights into the growth effect of FDI and the role of inflation levels in this nexus. The thresholds of inflation and the attendant size-effect of FDI on growth can be benchmarks for Africa and other developing and emerging economies in assessing their situations. As African monetary authorities choose which inflation targets to set for their monetary policies, the findings raise significant implications for them.

Navigating regulatory landscape: A qualitative exploration of medical devices and in vitro diagnostic medical devices oversight in Zimbabwe through key stakeholder perspectives.

Medical devices and In Vitro Diagnostics (IVDs) are vital for public health and accessible healthcare. Still, there is an imbalance in high-quality products in Low and Middle-Income Countries (LMICs). Zimbabwe's regulatory framework for medical devices and IVDs is unclear, leading to ineffective compliance and surveillance. As a result, there are knowledge gaps regarding pre-market and post-market regulatory elements to ensure the safety, quality and performance of medical devices and IVDs used in Zimbabwe. Our study aimed to explore the current status of medical devices and IVD regulations in Zimbabwe. Semi-structured interviews were conducted with 12 regulators from the Medicines Control Authority of Zimbabwe (MCAZ) National Microbiology Reference Laboratory (NMRL), Medical Laboratory and Clinical Scientists Council (MLCScCZ) to understand the current status of medical devices and IVD regulations in Zimbabwe. Three participants completed a questionnaire to understand the regulatory landscape in Zimbabwe. Three key informant interviews were conducted with three regulators from the South African Health Products Regulatory Authority (SAHPRA), Tanzanian Medicines and Medical Devices Authority (TMDA), and World Health Organization Regulatory Systems Strengthening (WHO RSS) to learn best practices to create a roadmap for Zimbabwe. We analyzed qualitative data using a thematic analysis. The findings reveal significant deficiencies and gaps in the legal framework for regulating medical devices and IVDs, highlighting the need for a legal framework and the absence of more comprehensive regulations. Regulatory entities face capacity limitations, especially in regulating medical devices and IVDs. Conformity assessment processes, medical devices, IVD classification criteria, and post-market surveillance also represent challenges, highlighting the need for a well-defined framework and regulatory procedures. The Zimbabwean regulatory system pathway is reactive, prompting several regulatory initiatives to address needs. Despite facing challenges, there is recognition of the importance of collaboration among regulatory authorities, emphasizing a shared commitment to improving and strengthening medical devices and IVD regulations for improved patient safety. By advocating for a proactive, comprehensive, and legally sound approach, indicating the potential for collaboration and synergy, this study provides a foundation for well-informed policy recommendations to guide enhancements and build a framework for a resilient, efficient, and transparent regulatory environment in the Zimbabwe and African regions as a whole.

PARADOXES OF SELECTED CULTURAL INTERVENTIONS IN THE FIGHT AGAINST HIV IN SOUTH AFRICA: AN AUTOETHNOGRAPHIC REFLECTION

Using an autoethnographic methodology, and guided by my publications from 2009 to 2023, I reflect on the paradoxes of selected cultural interventions in the fight against HIV. I established that culture aided the fight against HIV through inculcating desirable behaviours, the work of traditional healers, and embracing the principles of ubuntu. Yet, culture was also a liability through advancing cultural stereotypes that promoted male promiscuity, GBV, ulwaluko becoming a vessel of HIV infections, patriarchy, and the rite of ulwaluko condoning excessive alcohol consumption. I have implored South African authorities to accept circumcision as an avenue for reducing HIV/AIDS, with social workers leading the advocacy campaigns. Exploration and description of certified and non-certified rock climbers’ attitudes, perceived social pressures and control over certification

The current lack of knowledge of certification by South African rock climbers often leads to unclear career paths and untrained and illegal guiding that can ultimately prove fatal. This study explored recreational and certified rock climbers’ attitudes regarding certification, social pressure to obtain certification and the extent of control over certification. A qualitative design was used to interview a total of 28 participants; 11 participants were Mountaineering Development and Training Trust (MDT) certified and five participants were South African Qualifications Authority (SAQA) qualified. The remaining 12 participants had no formal training and were non-certified. Data were collected in-person through semi-structured one-on-one interviews. The theory of planned behaviour was used as a theoretical framework to analyse the perceptions of rock climbers of certification in South Africa. The findings showed that the perceptions of non-certified rock climbers might be based on incorrect information. This may lead to certification being considered unnecessary when social pressure is not present. Furthermore, participants argued that only professional guides need proper training; in contrast, instructors teaching climbing did not need the same qualification. Ultimately, a change in the attitude of rock climbers towards the need for training could result in an internationally recognised South African rock-climbing industry with higher safety standards and fewer accidents.

A more than 21-year odyssey of developmental local government in South Africa

This paper is an assessment of 21 years of developmental local government as advocated through the 1998 White Paper on local government. In the 21st century, local governments have developed into hubs for developmental objectives. This suggests that they are now expected to go beyond the fundamentals of providing services. For instance, the agenda of local governments has automatically adopted South Africa's idea of a developmental state that primarily prioritises economic development and the need to consider the most suitable intervention scales. With the implementation of the National Development Plan (NDP) in 2012, South African authorities formalised their intention to pursue a developing state. The authorities' conviction that the developmental state approach is a factor for development is evident from reading the NDP. Because of the vertical connections between regional, sub-regional and local processes of change, strategies must be well-suited to one another, different interventions may be most effective at various spatial scales, and strategy and implementation may also be most effective at particular scales. This study used a multi-site case study as the sole type of research methodology. The study took an exploratory approach, because it constituted contextual research, allowing the researcher to investigate and record research phenomena in line with diverse participant interpretations. The study discovered that despite the ideals outlined in the 1998 White Paper, National Development Plan, and District Development Model, emphasising the influence of the local sphere as closer to citizens, and thus more responsible for their welfare and development, factors such as public participation, a lack of skills, and sub-par infrastructure delivery have negatively impacted developmental local government outcomes. In the end, local government is unable to fulfill its responsibility for development. The paper contends that local government's performance, assessed against its constitutional purposes, hinders the realisation of a progressive state in South Africa against a backdrop of local government incapacity.
