Abstract Can governments solve America's crisis in affordable housing? Professor Daniel Mandelker, at the 1991 Land Use Institute of the American Law Institute and the American Bar Association, said that much of the crisis is due to a lack of income for America's families. That is, much of the affordable housing crisis is a demand-side problem. And, yet, he and other lecturers agreed that government can do muck more to increase the supply of affordable housing.
