The purpose of the study was to investigate and analyze the work characteristics of the housing welfare professional in the permanent rental housing, and to identify problems in the performance of the work to suggest improvements. As for the analysis data, 197 cases of housing welfare counseling conducted by the housing welfare professional were analyzed from April to September. In addition, interviews were conducted with housing welfare professionals on the work performed. The results were as follows: 1) Counseling work is most often conducted in the resident’s house, but is desirable to take place in an official and dedicated counseling space where confidentiality can be guaranteed. 2) It appears that the general counseling is more common than the housing-related counseling, so the boundary between the housing welfare and the social welfare work seems to be ambiguous. In order to solve the ambiguity, a specific work manual that can be used by housing welfare professionals is needed. 3) It is necessary to revise the regulations of the relevant institutions so that the housing welfare professionals can actively participate in the improvement and renovation of housing. 4) It has been found that a number of cases of counseling are solved through the work of ‘building and linking a housing welfare network’.
