Aim: The paper attempts to take stock and present the most significant dilemmas and challenges of cross border criminal data and intelligence exchange between law enforcement authorities of EU Member States that can be experienced by police personnel in the field at the moment. Methodology: In addition to the relevant legislation, recommendations and best practices, the paper – based on personal experience as a police professional, supplemented by insights of the members of the EU law enforcement community – describes and illustrates the various challenges of today’s international police cooperation landscape. Findings: The EU law enforcement information exchange scene is in the midst of its transformation due to globalisation and the progressive information and communication technology advancement. The evolution of the institutionalised cross border criminal data and intelligence exchange has to keep up with the world of crime and reflect the challenges which arise from the sensitive nature of the policy area itself, where any substantial development can only be reached by innovation and capacity building of the law enforcement sector. Value: This snapshot is to give a structured overview and to draw more attention to the complexity and the controversies of the international law enforcement information exchange landscape, which policy-makers and police professionals have to face nowadays in order to successfully prevent, detect or investigate cross border criminal offences.

An Ultrasensitive Programmable 2D Photoelectric Synaptic Transistor

AbstractThe burgeoning advancement of information technology has engendered a discernible surge in the examination of neuromorphic devices, notably drawing broader attention to artificial vision systems endowed with sensory recognition capabilities. Current photoelectric synapse devices employed in artificial vision systems are generally well‐suited for well‐illuminated conditions, yet exhibit diminished sensitivity in weak‐light scenarios, resulting in a pronounced deterioration of recognition accuracy. Here, an ultrasensitive photoelectric synaptic transistor based on negative quantum capacitance effect resulted from the 2D semi‐metallic graphene layer that partially enclosed within the gate dielectric layer, which manifests a noteworthy reduction in device control voltage and exhibits perception and storage capabilities for weak light of 39.4 nW cm−2 with detectivity above 1016 cm Hz1/2 W−1 is demonstrated. The voltage amplification effect and the concomitant formation of an equivalent local electrostatic field induced by the negative quantum capacitance effect engenders a robust programmable synaptic plasticity for extremely weak light by modifying the control gate. These results represent the inaugural integration of the negative quantum capacitance effect into optoelectronic devices and furnish a robust hardware foundation for developing vision systems in weak‐light environments.

IMPLEMENTASI ALGORITMA BLOWFISH PADA SISTEM MANAJEMEN SURAT DENGAN PENDEKATAN RATIONAL UNIFIED PROCESS YANG RAMAH LINGKUNGAN

In many organizations, including the Institut Teknologi Perusahaan Listrik Negara (ITPLN), letter management and organization is very important. This process is often resource-intensive and time-consuming. With the advancement of information technology, a secure digital system can help optimize letter management. The implementation of Blowfish cryptographic algorithm for encryption of important data on letter stored in a digital-based letter management system is the subject of this research. This method lowers the potential for eavesdropping and data theft. In the development process of this system, the Rational Unified Process (RUP) methodology takes the principle of green computing, which helps improve the efficiency of environmental destruction. The system adopts a paperless office paradigm, addresses the issue of operational inefficiencies, and safeguards sensitive data. The Blowfish algorithm prevents irresponsible people from compromising the database. This research produces a secure letter management information system using blowfish algorithm and developed using RUP that is environmentally friendly in contribution to the efficiency of environmental destruction caused by software development. Empowering the digital learner: Exploring the relationship between teacher support, autonomy in technology, and self‐efficacy in Chinese vocational colleges

AbstractIn Chinese vocational colleges, students often avoid classroom challenges and lack persistent academic engagement. This was perceived as a deficiency in self‐efficacy and a need for greater teacher–student engagement. The rapid advancement of information technology in educational contexts indicates that the dynamics among teacher support, technological autonomy, and self‐efficacy will become crucial for learning outcomes. Hence, this study explored the relationship between teacher support and student self‐efficacy, focusing on the mediating role of student autonomy in technology. A questionnaire survey administered to 606 first‐year students was analyzed using Pearson's correlation coefficient and Process V3.3. The results showed that teacher support and student self‐efficacy were moderately positively correlated (r = .464, p < .01). However, technological autonomy appeared to be significantly positively correlated with teacher support (r = .368, p < .01) and self‐efficacy (r = .515, p < .01). The results highlight the instrumental role of teacher support in enhancing student self‐efficacy and the important role of technological autonomy as a mediating factor. These findings confirm the need for continuing social support and interactive roles between teachers and students to enhance student self‐efficacy in higher education. Furthermore, technology should be leveraged to foster a conducive learning environment.

Competency requirements for engineering management undergraduates in the era of intelligent construction

ABSTRACT In the era of intelligent construction, engineering management requires diverse abilities that cannot be provided through traditional engineering management education. Moreover, few studies focused on the competency requirements for engineering management undergraduates. In this study, a questionnaire with 12 competency indicators, including traditional engineering management competencies and new competencies arising from the advancement of information technology and artificial intelligence (AI), was designed and distributed to 942 employees from enterprises related to engineering construction. A total of 723 responses were received, of which 514 were deemed valid. The survey results indicate that the competency in traditional engineering management is considered “strongly necessary” or “necessary” by 84.24% of respondents. Similarly, competencies in analyzing and processing large-scale construction data, and in assisting feasibility analysis with AI, are valued by 80.35% and 78.99% of respondents, respectively. The above results illustrate that the integration of intelligent construction into traditional engineering management competencies is critical for future engineering management undergraduates. Therefore, courses on intelligent construction, such as data analysis, Building Information Modeling, and the regulated use of large language models, should be included in engineering management education. This study can provide significant support for reforming the education of engineering management.

Pengaruh Harga Tiket Online dan Pelayanan Terhadap Keputusan Pembelian Tiket Maskapai Garuda Indonesia Pada Mahasiswa di Yogyakarta

The advancement of information technology and the internet has enabled the emergence of various online ticket booking platforms, providing users with a convenient and efficient way to purchase flight tickets. This research aims to analyze and determine the extent of the influence of online ticket prices and service quality on the ticket purchasing decisions for Garuda Indonesia. This study employs a quantitative method with data collection techniques obtained directly through observation, documentation, and questionnaire distribution, targeting 200 undergraduate students in the Yogyakarta province from December 2023 to January 2024. The t-test results indicate that the ticket price variable (HT) has a significant impact on the ticket purchasing decision (KPM) for Garuda Indonesia among students in Yogyakarta, as evidenced by a t-value of 2.026 with a significance value (Sig.) of 0.044. The partial test results also show that service quality (KPY) has a very significant impact on the ticket purchasing decision (KPM) for Garuda Indonesia among students in Yogyakarta, with a t-value of 6.448 and a significance value (Sig.) of 0.000. The findings reveal that both ticket price and service quality significantly influence the ticket purchasing decisions for Garuda Indonesia, with service quality having a greater impact.

Electrical automation is the foundation and support of smart city construction, and its intelligent and automated application is crucial to realize the functions of smart city. This article explores several key application areas of electrical automation in smart cities, including smart grids, smart buildings, smart transportation, smart security, etc., and analyzes how these technologies contribute to the development of smart cities, as well as the benefits they bring, and looks at future trends.

Augmenting Online Teamwork Dynamics: Investigating the Effects of a Generative AI Chatbot on Perceived Assistance and the Assessment of Team Members

Advances in information and communication technology have enabled teamwork in the online environment, and now online teamwork is an everyday encounter. Students start working in teams by contacting one another through online collaboration tools or instant messengers. However, online teamwork has a problem in which it is difficult to build relationships among team members. We conducted an experiment to identify the effects of a chatbot in messenger during online teamwork. Considering communication methods and interfaces, we divided the teamwork conditions into three cases: AI Assistant in Chatroom, AI Assistant on Web Page, and Search Engine. As a result of the analysis, we found significant differences between groups in perceived assistance in team processes and the assessment of team member effectiveness depending on the types of team methods with assistance. Specifically, the prototype chatbot proposed in this study showed more positive effects than the other methods.

A vision to the future: value-based laboratory medicine.

The ultimate goal of value-based laboratory medicine is maximizing the effectiveness of laboratory tests in improving patient outcomes, optimizing resources and minimizing unnecessary costs. This approach abandons the oversimplified notion of test volume and cost, in favor of emphasizing the clinical utility and quality of diagnostic tests in the clinical decision-making. Several key elements characterize value-based laboratory medicine, which can be summarized in some basic concepts, such as organization of invitro diagnostics (including appropriateness, integrated diagnostics, networking, remote patient monitoring, disruptive innovations), translation of laboratory data into clinical information and measurable outcomes, sustainability, reimbursement, ethics (e.g., patient empowerment and safety, data protection, analysis of big data, scientific publishing). Education and training are also crucial, along with considerations for the future of the profession, which will be largely influenced by advances in automation, information technology, artificial intelligence, and regulations concerning invitro diagnostics. This collective opinion paper, composed of summaries from presentations given at the two-day European Federation of Laboratory Medicine (EFLM) Strategic Conference "A vision to the future: value-based laboratory medicine" (Padova, Italy; September 23-24, 2024), aims to provide a comprehensive overview of value-based laboratory medicine, projecting the profession into a more clinically effective and sustainable future.

High toughness, flexible and thermally conductive fluorine rubber composite films reinforced by hexagonal boron nitride flakes for thermal management

The rapid advancement of electronic information technology has generated a substantial demand for polymer-based thermal management materials. In order to address the challenges of heat dissipation and avoid signal interference, it is essential to develop polymer-based thermal management materials with both high thermal conductivity and low dielectric properties. Herein, hexagonal boron nitride flakes (h-BNFs) with a high aspect ratio and some hydroxyl groups were prepared using the high pressure homogenization technique. Subsequently, h-BNF/fluorine rubber (h-BNF/FKM) composite films were fabricated through a simple and scalable blade coating method. During the blade coating process, most of the h-BNFs can align with their (002) crystal planes paralleling to the horizontal direction. In addition, the rest of the h-BNFs will randomly distribute and overlap with each other, combining with the horizontally aligned h-BNFs to form a distinctive three-dimensional packing network. This unique network structure enables the h-BNF/FKM composite films to have thermal conductivities of up to 0.44 W/(m·K). Moreover, the introduction of h-BNFs can effectively reduce the dielectric constants and dielectric losses of FKM films. More importantly, the h-BNF/FKM composite films also exhibit outstanding mechanical toughness, excellent flexibility, good adhesion and improved flame-retardancy, providing promising applications in the electronic device thermal management.

An in-depth PRISMA based review of cybercrime in a developing economy: Examining sector-wide impacts, legal frameworks, and emerging trends in the digital era

In today's digital age, the swift advancement of information and communication technology (ICT) has brought immense benefits to humanity, but it has also opened the door to various technological crimes, particularly cybercrime, which is becoming an increasingly significant issue in Bangladesh. This paper aspires to critically examine the nature and scope of cybercrime in Bangladesh, exploring its impact on individuals, businesses, and the economy as a whole. This study investigates the state of cybercrime in Bangladesh, its sector-wide impacts, and the effectiveness of existing legal government law in combating these crimes. a survey alongside semi-structured interviews and a variety of sources, including Scopus, Web of Science, DOAJ, Scimago, and Google Scholar databases. The study also utilized PRISMA based methodology to find out the research gaps in the context to increase deeper insights and understanding into technology-related crimes. Cybercrime (hacking, phishing and credit Card Fraud, financial fraud etc) greatly affected economic growth, emerging trends, different sectors, banking, finance and legal frameworks which are emerging economies that have the mediation process of expanding factors in Bangladesh. Additionally, financially motivated attackers, politically motivated attackers and espionage motivated attackers are the main reasons for cybercrime. As Bangladesh rapidly adopts digital technologies, the study identifies the emerging factors, patterns, underlying logic, the role of law enforcement agencies and cybersecurity measures related to cybercrime. The implication will be presented in the increasingly alarming consequences of cybercrime and suggests strengthening existing global cyber laws to more effectively fight these crimes.

Multimodal Social Sensing for the Spatio-Temporal Evolution and Assessment of Nature Disasters.

Social sensing, using humans as sensors to collect disaster data, has emerged as a timely, cost-effective, and reliable data source. However, research has focused on the textual data. With advances in information technology, multimodal data such as images and videos are now shared on media platforms, aiding in-depth analysis of social sensing systems. This study proposed an analytical framework to extract disaster-related spatiotemporal information from multimodal social media data. Using a pre-trained multimodal neural network and a location entity recognition model, the framework integrates disaster semantics with spatiotemporal information, enhancing situational awareness. A case study of the April 2024 heavy rain event in Guangdong, China, using Weibo data, demonstrates that multimodal content correlates more strongly with rainfall patterns than textual data alone, offering a dynamic perception of disasters. These findings confirm the utility of multimodal social media data and offer a foundation for future research. The proposed framework offers valuable applications for emergency response, disaster relief, risk assessment, and witness discovery, and presents a viable approach for safety risk monitoring and early warning systems.

Perspicacity Customer Satisfaction of Online Banking: A Study in India

The usage of online banking by the banking sector has been expanding quickly as a practical and effective way to add value for customers. Faster and more dependable services for online consumers is one of the well-liked offerings from traditional banks. Online banking has the potential to draw in more clients to affiliated banks by taking use of the swift advancements in information technology. But the primary issue that providers of online banking are dealing with is that many bank customers are unwilling to use the services that are available for online banking. This occurred as a result of the fact that customers are still not satisfied with the services provided by online banking. A crucial component in assisting banks in maintaining their competitive advantages is customer satisfaction. Thus, the goal of this study is to identify and investigate the variables that affect customers' satisfaction with online banking. Customer satisfaction with online banking can be influenced by five factors: convenience, speed, security and privacy, web design and content, and service quality. 216 working adults who took part in the study were asked a series of questions (questionnaire), and their answers and comments on the aforementioned elements that affect customers' decisions to utilize online banking were very insightful. The study's findings revealed that the top three factors influencing consumers' satisfaction with online banking are ease of use, speed, and web design and content.

Directions for the development of higher education aimed at stimulating students' creative abilities and self-education in scientific research: developing a model of interpersonal learning

In academic education, particularly in the context of collaborative research, the interaction between academic faculty, students, and scholars through electronic information media presents both innovative opportunities and challenges. While these technologies offer enhanced learning methods, they also raise concerns about the erosion of interpersonal connections, which are crucial to the educational process. This study aims to explore the dynamics of informational self-education and its impact on both faculty and students, recognizing the dual influence of positive and negative factors. Academic learning and collaborative research are complex processes that encompass cognitive, motivational, emotional, and behavioral dimensions, all of which are influenced by economic and financial mechanisms. The primary goal of this research is to identify and develop a model of interpersonal learning that can enhance the effectiveness of higher education. Through a comprehensive analysis, the study concludes that while informational self-education offers new avenues for improving the quality of academic teaching, the role of interpersonal learning, particularly when supported by advanced information technologies, is of paramount importance. This study underscores the need for a balanced approach that integrates the benefits of informational self-education with the essential human elements of interpersonal learning to foster a more effective and holistic educational experience.

Person's Temperament and Character Type Detection Based on Modern Information and Communication Technologies

The popularity of e-learning systems is growing because of their effectiveness. It is necessary to adjust learning/training scenarios for every trainee, using advanced information and communication technologies (ICT) tools to achieve this. However, it is not often respected that people have different perceptions of information. A learning system should consider the temperament and character of an applicant/trainee. Since people with the same temperament have approximately the same ability to perceive and process information, as well as similar labour skills, the learning system must first determine the applicant's temperament and after that, based on this, determine how long it will take him to absorb a certain amount of information from the training course. Testing is used for recognition of the applicant’s temperament. But traditional tests–questionnaires are long and the applicant can manipulate with answers. Apart from those, there are other types of tests: color tests, picture tests, figures tests, drawing tests, etc. The advantage of such tests is that they are based on the subconscious processes and thus, are more free from manipulations with answers, take far less time, and less depend on the mood swings. Moreover, according to S. Dellinger, the applicant's temperament type represents a fuzzy set, because a person has one dominant temperament and one secondary temperament, with relevantly different credibility levels. This means, that the determination of a person’s temperament should be implemented in a fuzzy environment, not in a classical environment. For this reason, we want to implement the first part of the teaching system, using this paper. Particularly, we aimed to create a quick and free-from-manipulations test-program, which would allow, determine the type of applicant’s temperament for e-learning individualization needs and determin the innate working skills. The specific fuzzy method is applied. The program was successfully tested on different people.

Security authentication scheme based on chebyshev chaotic mapping for library network

With the rapid advancement of information technology, the security of digital libraries, as critical platforms for modern knowledge dissemination, has become increasingly significant. User identity authentication in digital libraries is pivotal to ensuring system security. Traditional authentication methods often have security vulnerabilities and cannot effectively prevent unauthorized access. Therefore, this paper proposes a security authentication scheme based on chebyshev chaotic mapping for library. It addresses security issues in identity authentication in digital libraries. The proposed scheme integrates smart card, password and biometric factor, leveraging the chebyshev chaotic mapping algorithm to achieve stringent user authentication and generate secure session keys, thereby effectively countering security threats. Additionally, the scheme employs physical unclonable function (PUF) to enhance the protection of stored confidential data. The security of this scheme is rigorously analyzed using the Scyther. Security analysis and performance experiments indicate that the scheme not only ensures security but also optimizes authentication efficiency.

Mapping the Path of Digital Transformation: The Role of Leadership in Building Adaptive Organizational Culture

The development movement continues towards the digital transformation era, marked by rapid advances in information and computer technology (ICT) and the emergence of social media platforms that change the order of life to be more practical and accessible and deny the geographical distance between people. These changes require universities to adapt to the demands of rapid development. This study aims to explore the strategies carried out by university leaders in facing the challenges of the digital era and map the extent to which the transformation of university organizational culture is operated in the face of digital technology pressure. The research used a qualitative approach with a multi-site format in three private universities. Data analysis applies constant comparative analysis, which ends with a simultaneous analysis step. The results showed that university leaders are ready to implement an open strategy in facing the challenges of the digital era by utilizing these technological advances. However, there are differences in the utilization of network assets owned by institutions and the knowledge and experience of leaders. Organizational culture transformation is operated to the extent that institutions can master digital technology to optimize the performance of institutional services. Universities' engagement with digital technology does not disrupt the resilience of their organizational culture because it only leads to an adaptive surface layer.

Multiple Valley Modulations in Noncollinear Antiferromagnets.

Two-dimensional valleys and magnetism are rising areas with intriguing properties and practical uses in advanced information technology. By coupling valleys to collinear magnetism, valley degeneracy is lifted in a large number of magnetic valley materials to exploit the valley degree of freedom. Beyond collinear magnetism, new coupling modes between valley and magnetism are few but highly desirable. By tight-binding calculations of a breathing Kagome lattice, we demonstrate a tunable valley structure and valley-contrasting physical properties in noncollinear antiferromagnets. Distinct from collinear magnetism, noncollinear antiferromagnetic order enables valley splittings even without spin-orbit coupling. Both the canting and azimuthal angles of magnetic moments can be used as experimentally accessible knobs to tune valley splittings. Our first-principles calculations of the Fe3C6O6-silicene-Fe3C6O6 heterostructure also exhibit tunable valley splittings in noncollinear antiferromagnetism, agreeing with our tight-binding results. Our work paves avenues for designing novel magnetic valley materials and energy-efficient valleytronic devices based on noncollinear magnetism.

Организационные аспекты мониторинга беременных в Тульской области.

In recent decades, there has been an increasing use of modern technologies and information systems in order to increase the accessibility, effectiveness and quality of medical care. The issue of organizing medical care using digital technologies in the Tula region is relevant. The purpose of the study is to determine the main organizational aspects of the work of the situational center of the Tula Regional Perinatal Center named after V. S. Gumilyovskaya for monitoring pregnant women. Materials and methods. The structure and mechanisms of operation of the situational center of the GUZ «TOPTS named after V. S. Gumilyovskaya» are analyzed. Research methods: empirical, analytical, descriptive. Results. The situation center inside the perinatal center represents a new direction, where the collection, visualization and processing of data from various services play a crucial role in optimizing and improving the level of medical care for pregnant women registered in the regional women’s clinics. One of the main pillars is such a division of the perinatal center as the obstetric remote consultation center. In addition to the ADCC, the situation center receives data on the state of the service from the regional information subsystem for monitoring maternity care in the Tula region (RISAR) and reports from the BARS-Web-Vaults information and analytical system. The main visualization tool obtained from all data sources used by the situation center is a component of the information and analytical system of the Situation Center of the Governor of the Tula Region interactive analytical panels with a graphical interface – dashboards. Conclusion. Creation of a situation center in the State Institution «TOPC named after. V. S. Gumilevskaya» is designed to increase the efficiency of the obstetrics and gynecology service in the region through the prism of modern technologies. The combination of modern technologies and medical knowledge in the situation center makes it a relevant tool for improving medical care for pregnant women and newborns, providing medical institutions with solutions based on advanced information technologies and data analytics. The introduction of a situation center made it possible to reduce the number of errors in routing pregnant women at the regional level.

Perubahan Sosial Fenomena Media Sosial Digitalisasi terhadap Minat Belajar Siswa Sekolah di Depok

Advances in information technology have had a significant impact on students in the learning process, especially through the use of social media which is an important part of the current digital era. The younger generation, especially those who are still pursuing formal education, feel very helped by this development. One very beneficial aspect of the digital era is the ability to use search engines to quickly and efficiently obtain the latest information, knowledge and news related to the world of education. The use of internet technology and social media has also penetrated the teaching and learning process in schools. Intensive use of social media influences student development, which can have positive or negative effects, depending on the individual's awareness in using it. It is important for students to use social media wisely, perhaps with parental supervision, as not all content available on social media is useful or accurate. This research is based on a literature study and methodology that involves collecting sources from currently relevant scientific journals. This approach involves analyzing various previous studies regarding the influence of social media phenomena on students' interest in learning. This phenomenon shows that social media can provide a positive boost to students' interest in learning by making access to information easier. However, the influence of social media can also have negative impacts, such as addiction, exposure to pornographic content, and access to information that is not filtered wisely among students.
