Proposals for the Reform of Educational Administration in England and Their Relevance for Australia

Australian educators need to be very careful not to accept uncritically the comments on educational administration made by overseas visitors, particularly those from North America, who have been inclined to emphasise the great need for more local interest and responsibility in this country. The English experience as interpreted by the recent Maud Commission on Local Government seems to show that there is much to be gained from having a relatively large unit to decide on major questions of policy and finance, provided that there can be, beneath them, smaller authorities and bodies which have sufficient responsibility to ensure that local needs are understood and that local variations can bo made within the general framework. The English model may well have important implications for the administration of education in Australia.

The Reform of Local Government in England

Abstract The traditional pattern of local government administration in England is one of considerable antiquity. However a recent Government Report has recommended its abolition and the introduction of a new system based on “city regions“, which it is hoped will be more relevant to present national needs.

Government and Resource Conservation: the Salmon Acts Administration, 1860-1886

No area of Victorian administrative history is more richly documented or less adequately explored than that concerning the development of public policy by professional or scientific “specialists” within the civil departments of Government. Traditionally, texts on the evolution of the modern state have concentrated upon the role of political philosophy, economic motivation, and parliamentary expedience in determining the direction and timing of government involvement in the private sector. In recent years, however, there has been a growing interest in the anatomy and function of institutional change within the so-called “Nineteenth-Century Revolution in Government.” Now a number of attempts are being made to describe the manner in which science, technology, and “special professional knowledge” were used administratively by the state to conserve and protect the wealth of the nation.The Salmon Acts administration reveals this phenomenon of development particularly well. These acts embodied what one contemporary observer called the first permanent attempt by Parliament to protect and regulate private property in the public interest. Their administration involved the first permanent staff appointed to supervise the fisheries of England and Wales and laid the foundations for British nature conservancy policy. Government intervention in the salmon fisheries followed different lines of development in Scotland, Ireland, England, and Wales during the course of the century. The following pages, however, will be confined to salmon administration in England and Wales during the period 1860-86, in what was essentially the “heroic age” of policy-making by the salmon inspectors at the Home Office and the Board of Trade.

The Hospitals 1800-1948: A Study in Social Administration in England and Wales

On July 5, 1948, most of Britain's hospitals were nationalized— a step taken finally with the benediction of both the British Medical Association and hospital administrators. Behind the passage of the National Health Service Act lay over a century of community responsibility providing some form of hospital care the sick. In this detailed study, Dr. Brian Abel-Smith, reader in social administration at the London School of Economics and Political Science, traces the development of hospitals for physical disease, against the broad social and economic background underlying the organization of medical care in England and Wales. In this volume the transitions from pauper to public hospitals, and the changes in social attitudes regarding the use of hospitals, are well charted by a recognized authority in the economics of medical care.
