Who has dominated information spreading on social media during the early stage of COVID-19 pandemic in China? A temporal network analysis

In times of crisis, social media emerges as a pivotal channel for government-public communication. This study delves into the dynamics of a temporal weighted network on Weibo, analyzing 39,567,227 reposted data points related to the COVID-19 pandemic, specifically during its critical early stage. We examine the information dissemination roles of eight distinct user types: state-run news media, non-state-run news media, influential we media, normal we media, celebrities, organizations, governmental departments, and normal users. This is achieved through the application of three centrality metrics: temporal weighted degree centrality (TWDC), temporal weighted closeness centrality (TWCC), and temporal weighted betweenness centrality (TWBC), focusing on three cases (Top 10, Top 20, and Top 50) based on ranking results. Our findings reveal that while state-run news media were prolific in information publishing, their roles as central and mediator agents in information spreading were comparatively weaker than those of non-state-run news media and we media, especially influential we media. This pattern underscores potential risks in false information propagation and highlights gaps in the government's information dissemination strategy during the early stages of the pandemic. The study offers targeted theoretical and practical implications, suggesting how governments might more effectively leverage social media for crisis communication, thereby enhancing their role in combating misinformation and guiding public perception. These insights are crucial for framing more responsive and adaptive communication strategies in the initial phases of a crisis, providing a global blueprint for effective information management in public health emergencies.

Embedding Effective Communication in Early Childhood Learning in Schools: Experience from Early Childhood Teachers

ABSTRACT This study aims to strengthen the empirical evidence by analyzing the communication process between early childhood education (ECE) teachers and children during the learning process. It also aims to explore how the process occurs and how children respond. This qualitative descriptive exploratory research utilizes the content analysis method. Purposive sampling was used to select five teachers, including the head teacher, and forty-seven children who participated in this study. Data was collected through semi-structured interviews and non-participant observations to explore communication practices in the teaching and learning process, from the teachers perspective. The results emphasizes the importance of bidirectional communication, tailored to individual children for optimal engagement. It also highlights the role of language use and non-verbal cues in effective pedagogy, while acknowledging the challenges of material relevance and language barriers. The study underscores the significance of multimodal pedagogy, and adaptive communication strategies to address disparities in children’s engagement levels and language challenges. It advocates for the continuous refinement of pedagogical techniques to enhance effective communication between teachers and children, a crucial element for the overall improvement of early childhood education quality. Overall, the research provides valuable insights for both academic discourse and practical applications in early childhood education.

Analysis of sentiment in the European Central Bank’s social media activity during the Covid-19 pandemic and Ukraine War: A navigating crisis communication

To assess and comprehend the communication strategy used by the European Central Bank (ECB) throughout the Covid-19 pandemic and war in Ukraine, this study considers the crisis communication tactics of the ECB. The study analyzes 11,781 tweets from the ECB's official Twitter account using sentiment analysis to look at how the Bank interacts with the public and how it uses adaptive communication strategies in these trying times. This research innovatively employs the AFINN and NRC sentiment analysis methods to evaluate the ECB's crisis communication. NRC's use of a comprehensive lexicon for emotional identification complements the pre-computed sentiment ratings of AFINN. The ECB's use of positive, clear communication built public trust and underlines sentiment analysis's utility in strategic crisis communication. The study's detailed investigation offers insights for improving crisis communication plans for better public engagement and economic stability.

MODERN TRENDS IN MARKETING COMMUNICATIONS FOR FARMS

The relevance and significance of marketing communications in agriculture in the context of global challenges is highlighted. The importance of taking into account the seasonality of products, which requires strategic planning of promotion to the market, is emphasized. Emphasis is placed on the influence of weather conditions and regional features on cultivated crops, which necessitates the flexibility of marketing strategies. It was noted that agriculture needs an approach that takes into account the diversity of target audiences, their needs and interests. The need for strategic orientation of farms on risk management, adaptation to a specific region and development of a reliable brand is shown. Outlines key aspects of farm communications, including the role of community programs. The growing popularity of the brand as a tool of trust between producers and consumers is emphasized. It was noted that modern marketing communications are becoming more and more integrated and adapted to various groups of stakeholders. The significance of the brand for farms in ensuring consumer trust and forming a positive image is emphasized. Attention is focused on the fact that in the conditions of variability of agriculture, there is a need for adaptive communication strategies. Methods of interaction with the target audience have been determined, in particular, through regional media, social networks and partnerships. The importance of combining different forms of communication to achieve optimal interaction with the market is shown. It is shown that the adaptation of marketing communications to the peculiarities of the region, seasonality and weather conditions is the key to successful product promotion. The key modern tools of marketing communications of farms, their content, advantages and disadvantages are presented. It is shown that the analysis of modern trends in marketing communications allows farms to optimize their communication strategies, responding to market needs and strengthening their positioning.

Covert signaling is an adaptive communication strategy in diverse populations.

Identity signals are those common components of communication transmissions that inform receivers of the signaler's membership in a categorizable subset of individuals. Such signals may be overt, broadcast to all possible receivers, or covert, encrypted so that only similar receivers are likely to perceive their identity-relevant meaning. Here we present an instrumental theory of covert signaling, based on the function of identity signals in social assortment. We argue that covert signaling is favored when signalers are generous toward strangers, when costs of being discovered as dissimilar are high, and when the ability to assort only with preferred partners is restricted. We further argue that covert signaling should be more common among members of "invisible" minorities, who are less likely to encounter similar individuals by chance. We formalize this theory with an evolutionary model to more rigorously explore the consequences of our assumptions. Our results have implications for our understanding of numerous aspects of social life, including communication, cooperation, social identity, humor, pragmatics, politics, hate speech, and the maintenance of diversity. Reach and Utility of COVID-19 Information and Preventive Measures for Nomadic Populations in Massangam, West Region of Cameroon.

ABSTRACT.The separation of nomadic pastoralist settlements from settled communities is a well-known challenge to the health system. Difficulties reaching these groups contribute to inequities in their health and impact the spread or control of several diseases. COVID-19 has led to the suspension of many public health interventions in Cameroon, while preventive measures including behavior change communication have been ongoing since the onset of the pandemic. The reach and utility of these campaigns in semi-nomadic population remain unclear. This exploratory qualitative study was conducted in September to October 2020 using semi-structured interviews and focus group discussions with nomadic camp heads, and their wives to explore their interactions with communication campaigns, awareness, understanding, and acceptance of behavior change messages. The study revealed a general awareness of COVID-19 and its preventive measures and a prevailing belief that they were less at risk because their camps are isolated from the main communities, and the fact that they had never met a COVID-19 case. They perceived that the women were at lower risk because of their limited interaction outside the camps. There was a common concern regarding the transmission of COVID-19 to their cattle. Routes of communication were markets and mosques frequented by men, making access to information limited to or dependent on men. Financial constraints and lack of water were the main barriers affecting the access to and use of COVID-19 prevention measures. There is need for adaptive communication strategies especially tailored to the culture of nomadic pastoralists addressing gender dynamics of this subgroup.

INTERNAL AND EXTERNAL RELEVANCE OF SPEECH INTERACTION IN THE CONTEXT OF PARLIAMENTARY DELIBERATION

The category of relevance is one of the fundamental categories of the communicative interaction. The need for harmonized and effective communication is stipulated by adaptive communication strategies and approaches used towards both recipient and the conditions surrounding the communication process.
 Purpose. The article deals with the category of relevance, seen as a condition for successful coordination of cognitive models of interlocutors. The author outlines and considers two main factors underlying miscommunication: the discrepancies in cognitive competences and the disagreement over intentions, being the internal and external aspects of relevance.
 Materials and methods. The research is based on the analysis of the official transcripts and videos of the plenary debates of the French Assamblée Nationale. Methods applied include content analysis and logical analysis.
 Results. The present study shows that the internal and external aspects of relevance prove to be decisive in the context of a deliberative dialogue in parliamentary discourse. On the basis of a massively modular view of the human mind, the author postulates various types of relevance: propositional, illocutionary, interpersonal and argumentative. The author concludes that in parliamentary debates shouts, comments and remarks resulting from intuitive inferences are caused either by cognitive resonance or dissonance when it comes to relevance of discourse. These forms of feedback are presented as a reaction to certain ostensive triggers embedded in the main speaker’s sentences and marking their (ir)relevance.
 Practical implications. Further research, development, extension and evaluation of typology of triggers and markers of relevance might be of interest for the interactive cognitive-discursive analysis of not only parliamentary communication, but also any other communicative interaction characterized by deliberations.

An adaptive V2R communication strategy based on data delivery delay estimation in VANETs

Considering the high delay and packet loss ratio caused by vehicular dynamic topology in pure vehicle-to-vehicle (V2V) communication, vehicle-to-roadside unit (V2R) communication is an important strategy to improve the performance of vehicular ad hoc networks (VANETs). However, it still remains a challenge for vehicles to select the destination uplink node among roadside units (RSUs) deployed in VANETs due to complex and dynamic influence factors such as RSU coverage, traffic density, and vehicle moving distance during uplink. To establish a benchmark for selection of RSUs, we first analyze the data delivery delay quantitatively. Based on a V2R communication classification approach, we estimate the data delivery delay caused by dynamic influence factors. Second, we propose an adaptive V2R communication strategy to provide the most suitable routing choice for minimizing the delay. We also analyze the complexity of the proposed algorithm. Extensive simulations via Network Simulator 2 (NS-2) and NS Scenarios Generator 2 (NSG2) show that proposed algorithm outperforms two basic algorithms, i.e., the shortest distance selection and random selection algorithms and two related methods, i.e., trade-off method and predicted connection method in data delivery delay and packet delivery ratio.

Preparing for effective, adaptive risk communication about per‐ and polyfluoroalkyl substances in drinking water

AbstractDrinking water contamination and the potential subsequent long‐term adverse health outcomes is an issue of high importance and personal interest to affected communities. Per‐ and polyfluoroalkyl substances (PFAS) further complicate these issues through their technical complexity; evolving scientific and public health data; and inconsistent, incomplete, and evolving governmental guidance on screening and mitigation. The use of a community‐specific adaptive risk communication strategy can allow municipalities to assess and mitigate PFAS while addressing community concerns. Utilizing demographics data and the qualitative observations of the community's concerns based on social media and news activity, the study team prepared two outreach strategies for PFAS assessment and mitigation. Overall, application of this strategy to two different case studies revealed that the framework is sufficiently flexible to meet specific community needs. Evaluation of the communities' risk perception factors showed that while there were some commonalities, sufficiently different risk perception factors existed, which necessitated a community‐specific strategy.Article Impact StatementCreation of a community‐specific outreach plan for drinking water per‐ and polyfluoroalkyl substances issues is necessary for effective risk communication and outreach.

An Adaptive Communication-Efficient Federated Learning to Resist Gradient-Based Reconstruction Attacks

The widely deployed devices in Internet of Things (IoT) have opened up a large amount of IoT data. Recently, federated learning emerges as a promising solution aiming to protect user privacy on IoT devices by training a globally shared model. However, the devices in the complex IoT environments pose great challenge to federate learning, which is vulnerable to gradient-based reconstruction attacks. In this paper, we discuss the relationships between the security of federated learning model and optimization technologies of decreasing communication overhead comprehensively. To promote the efficiency and security, we propose a defence strategy of federated learning which is suitable to resource-constrained IoT devices. The adaptive communication strategy is to adjust the frequency and parameter compression by analysing the training loss to ensure the security of the model. The experiments show the efficiency of our proposed method to decrease communication overhead, while preventing privacy data leakage.

Hybrid Optimization Model for Multi-Hop Protocol of Linear Railway Disaster Wireless Monitoring Networks

The multi-hop protocols are proved effective in the railway disaster wireless monitoring system. However, farther transmission distance with the larger data will decline the valid lifetime and reliability of the system. Most existing studies focused primarily on the communication protocols optimization, and some works tried to utilize the limited computation ability at the network-level or node-level, which are insufficient for the stiff disaster information monitoring demands. This paper presents an adaptive hybrid computation and communication strategy to fully taking advantage of the sensor processing ability, and improve the energy efficiency at the link-level. Furthermore, an adaptive optimization model is designed to meet the different monitoring demands of the system, and the valid lifetime is improved accordingly. Numerical examples with various operational scenarios are developed to demonstrate the superiority and practicality of the proposed protocol in the lifetime improvement, energy consumption minimization and equalization compared with other outstanding protocols.

Shaping duo binary turbo-coded BICM scheme for JPWL image transmission using a link adaptation strategy over wireless channels

In order to guarantee a robust transmission of JPWL (JPEG Wireless: Joint Photographic Experts Group Wireless) images through time and frequency selective wireless channels, an efficient adaptive communication strategy is proposed. It is based on an optimization of a closed-loop adaptive multiple-input multiple-output, orthogonal frequency division multiplexing (MIMO-OFDM) scheme associated with a shaping BICM (bit-interleaved coded modulation) technique composed of a duo binary turbo code (DBTC), high-order modulations such as 64–256 QAM (Quadrature Amplitude Modulation) and a shaping code. According to the CSI (channel state information) knowledge at the transmitter side, an algorithm based on unequal error protection (UEP) and unequal power allocation (UPA) is used to select the transmitter key parameters (source/channel encoder rate, modulation order, power, number of quality layers and number of iterations of the Turbo decoder) to achieve the target Quality of Service (QoS). The proposed DBTC-shaping BICM scheme reaches a shaping gain of 1.2 dB for a 256 QAM modulation over a SISO Gaussian channel, whereas only 0.7 dB of shaping gain can be achieved in a scheme that uses the LDPC shaping BICM scheme for the same modulation order. Based on a DBTC shaping BICM scheme and an adaptive algorithm, the proposed MIMO-OFDM strategy achieves better performance compared to a strategy using an iterative process between an RS (Reed-Solomon) and arithmetic decoders. As a result, and on the one hand, a gain of 5.38 dB can be achieved in terms of PSNR (peak signal-to-noise ratio). On the other hand, a gain of 78% in terms of power consumption is obtained for the same QoS level. Moreover, the adaptive number of iterations in the proposed strategy can minimize the computational complexity of the turbo decoding compared to a scheme using four iterations whatever the channel conditions.

Shaping Pedestrians’ Trust in Autonomous Vehicles: An Effect of Communication Style, Speed Information, and Adaptive Strategy

AbstractCompared with conventional vehicles, autonomous vehicles (AVs) are featured by increased energy efficiency and road safety, yet hardly meet with much success without enough human trust. Designing appropriate interactions between AV and human, such as communication with pedestrians, could help enhance trust and public acceptance. In this work, we examine design characteristics of AV interface, including communication style, explicit display of vehicle speed, and adaptive strategy, and study their effects on pedestrians’ trust behaviors. It is found that any communication style could improve pedestrians’ trust in AV and decision alignment with AV expectations. Among the three communication styles, commanding and advisory are significantly better than informative, in terms of trust improvement (commanding versus informative: t = 3.61 and p < 0.001; advisory versus informative: t = 2.78, p = 0.005) and decision alignment ((a) in expected cross scenarios, commanding versus informative: t = 0.35 and p < 0.001; advisory versus informative: t = 11.71, p < 0.001; (b) in expected not cross scenarios, commanding versus informative: t = −7.61, p < 0.001; advisory versus informative: t = −6.40, p < 0.001). Adding speed information on top of explicit message communication does not change the relative effectiveness of individual styles, even though the display of speed-only information has significantly improved both measures (trust: F = 9.39 and p = 0.002; decision: F = 6.04 and p = 0.015). In addition, applying an adaptive communication strategy when yielding would significantly improve pedestrians’ trust (t = 9.33 and p < 0.001) and decision alignment (t = 14.78 and p < 0.001). This study demonstrates the influence of design characteristics on the formation of trust relationships between pedestrians and autonomous vehicles and paves the ways for developing more advanced AV communication mechanisms.

Multiple ant colony optimization using both novel LSTM network and adaptive Tanimoto communication strategy

Ant Colony Optimization (ACO) tends to fall into local optima and has insufficient convergence when solving the Traveling Salesman Problem (TSP). To overcome this problem, this paper proposes a multiple ant colony optimization (LDTACO) based on novel Long Short-Term Memory network and adaptive Tanimoto communication strategy. Firstly, we introduce an Artificial Bee Colony-based Ant Colony System (ABC-ACS), which along with the classic Ant Colony System (ACS) and Max-Min Ant System (MMAS), form the final proposed algorithm. These three types of subpopulations complement each other to improve overall optimization performance. Secondly, the evaluation reward mechanism is proposed to enhance the guiding role of the Recommended paths, which can effectively accelerate convergence speed. Besides, an adaptive Tanimoto communication strategy is put forward for interspecific communication. When the algorithm is stagnant, the homogenized information communication method is activated to help the algorithm jump out of the local optima, thus improving solution accuracy. Finally, the experimental results show that the proposed algorithm can lead to more accurate solution accuracy and faster convergence speed.

4.A. Round table: Points of entry in light of the COVID-19 outbreak – a European perspective

Points of entry (PoE) have a crucial role in responding to a public health event of international concern (PHEIC) such as COVID-19. Border measures such as entry screening, quarantine and communication are implemented to stop or slow down the spread of COVID-19. Temperature screening at airports, denied access to ports for cruise ships with suspected cases on-board, long-lasting quarantine on board of a cruise ship or temporary suspending cross-border train traffic are just some examples of how PoE are affected by the current outbreak situation.Using the network of the EU Joint Action Healthy Gateways group (JAHG) on preparedness and action at PoE, this workshop aims to highlight strategies and experiences across Europe with respect to awareness, prevention, detection and control of COVID-19 at PoE. The workshop will give a short overview of the current situation in Europe and briefly elaborate on expected and unexpected roles of PoE during the COVID-19 outbreak. Selected key aspects and case-based reports regarding COVID-19 management at PoE will be lined out and discussed: Experiences, challenges and needs of PoE in Europe.Communication and information strategies are crucial in an outbreak situation. The workshop will display case-based examples and emphasize on the challenges and efficacy of different strategies during the COVID-19 outbreak. In addition, the need for and experiences of information exchange between POE will be stressed and illustrated.An outbreak situation with a formerly unknown, novel virus such as Sars-CoV-2 requires specific education and training at POE. Practice examples of educational measures (such as e. g. personal instructions, written material, webinars etc.) as well as challenges in rapid development of training material and in assessing specific training needs will be highlighted.What can we learn so far from COVID-19 outbreak management at PoE in Europe? Some preliminary practice recommendations for PoE will be put to discussion. Preliminary results of a survey on how POE dealt with COVID-19 and the specific training needs PoE encountered in this situation will also be presented at the workshop.PoE in Europe, and all over the world, play an important role in the COVID-19 outbreak. This session provides the opportunity to discuss experiences and challenges of COVID-19 outbreak management at PoE from European countries and thereby contributes to skill building and knowledge exchange among experts from the field to learn for future outbreaks.Key messages COVID-19 is a major challenge for PoE across Europe. The doctor in my pocket: examining mobile approaches to personal wellbeing.

Today's democratized media access, online engagement, and digital clout offer global opportunities for individual influence and customized messaging strategies. As such, public health initiatives are dramatically changing as target audiences decide where to place their time and attention regarding health information. This article reports on ways in which health professionals and mobile techies are teaming up to create pocket platforms for personal wellbeing. The following work also considers how healthcare digitization and mobilization operate in relation to public wellbeing. Using a double round Delphi survey, nine industry experts were asked about the impact of new media tools on health initiatives and subsequent healthcare behaviors. The panel also addressed the impact and efficacy of the mobile health movement. Expert testimony identified ways in which millennial media can encourage (and sometimes prevent) improved patient, community, and population health outcomes. Industry leaders further addressed strategic moves healthcare professionals are making to ensure personal healthcare communication remains relevant, accessible, and attainable for the general public. Clear themes emerged throughout the iterative Delphi process, resulting in the overarching categories of information access, information literacy, patient privacy, patient accountability, physician engagement, and healthcare quality. This work connects theory with practice by examining developing health communication strategies through compliance-gaining choice models and modern marketing research. Findings delineate best practices for health communication and administration in the digital age, providing both a critical account of and practical approach to healthcare messaging within the millennial context. Results call attention to the impact of media platforms on information distribution, adaptive communication strategies, and overall health communication processes. The study invites further discussion regarding digital shifts in healthcare messaging and subsequent influences on patient/consumer compliance.

A Distributed Swarm Optimizer With Adaptive Communication for Large-Scale Optimization.

Large-scale optimization with high dimensionality and high computational cost becomes ubiquitous nowadays. To tackle such challenging problems efficiently, devising distributed evolutionary computation algorithms is imperative. To this end, this paper proposes a distributed swarm optimizer based on a special master-slave model. Specifically, in this distributed optimizer, the master is mainly responsible for communication with slaves, while each slave iterates a swarm to traverse the solution space. An asynchronous and adaptive communication strategy based on the request-response mechanism is especially devised to let the slaves communicate with the master efficiently. Particularly, the communication between the master and each slave is adaptively triggered during the iteration. To aid the slaves to search the space efficiently, an elite-guided learning strategy is especially designed via utilizing elite particles in the current swarm and historically best solutions found by different slaves to guide the update of particles. Together, this distributed optimizer asynchronously iterates multiple swarms to collaboratively seek the optimum in parallel. Extensive experiments on a widely used large-scale benchmark set substantiate that the distributed optimizer could: 1) achieve competitive effectiveness in terms of solution quality as compared to the state-of-the-art large-scale methods; 2) accelerate the execution of the algorithm in comparison with the sequential one and obtain almost linear speedup as the number of cores increases; and 3) preserve a good scalability to solve higher dimensional problems.

Chinese Modern Cartoon. A transcultural approach to Modern Sketch

Since the second half of the XIX century, Chinese print media have been involved in intercultural exchanges that permanently modified the editorial production in Shanghai, the Chinese capital of modern press. The evolution of the visual language of cartoon (single-panelled, mainly satirical vignette) has to be located in this context, i.e. in a liminal space characterized by the contact and the intermingling of semiotic systems as well as genres and interests. On one hand, the cartoon format is by itself a hybrid genre, born as a complex iconic-verbal construction. On the other hand, Chinese modern cartoon, which emerged and developed at the turn of the XX century along with the evolution of journalism and entertainment in semi-colonial Treaty Ports, reflects and participates into the process of bridging cultural boundaries through adaptive and integrative communication strategies (metissage). The present essay will firstly examine the asymmetrical cultural exchanges between European-American (Punch-and-Puck format) and Chinese culture, and inside the Sino-Japanese 'interliterary community' of the late XIX century. Besides synthetizing the state of the art, the paper will also elaborate on the possibility of a Punch/Puck legacy in 1920s-1930s China. Secondly, through the analysis of selected exempla from the cartoon magazine Modern Sketch (Shidai Manhua, 1934-1937), I will present significant aspects of the transcultural processes occurred in China during the golden years of cartooning.

Exploiting Temporal Correlation in Wireless Channel for Energy-Efficient Communication

Widespread adoption of Internet-of-Things (IoT) technology depends on cost-affordability of the devices and convenience of their usage in terms of long life. Energy-efficiency of the miniaturized wireless IoT devices is a key to the cost and convenience factors. While there have been a few prior studies on wireless channel adaptive communication strategies, in this paper we relook at the problem aiming at effectively characterizing the wireless fading channel and devising energy-efficient link-layer retransmission strategy suitable for IoT devices. In particular, we propose a new channel-adaptive strategy that depends on the rate of variation of wireless channel irrespective of the underlying channel fading distribution. We further show that the concept of average fade duration dependent retransmission is a special case of the proposed strategy. Extensive simulations show that the proposed scheme most effectively characterizes the temporal variations of wireless channel in comparison with the other existing schemes. Performance of the proposed retransmission strategy is compared with the competitive protocols using the Markov model. Numerical results demonstrate that, the proposed scheme offers a gain of about 9% in terms data throughput and about 12% in terms of energy efficiency in comparison to its nearest existing benchmark scheme.

WCS: The Adaptive Wireless Communication Strategy for Mobile Electronic Commerce

Mobile e-business, with a full use of its mobility, makes information exchange and commercial transaction anytime anywhere become possible. But in the transmission technology and terminal handling ability, there is a huge gap to the traditional e-commerce. According to the existing wireless network communication technology, this paper introduces a new communication control algorithm to the mobile e-commerce transmission control. This algorithm can adjust data sending time according to the user’s needs and the constant change in the wireless communication and channels status. In this way, it can reduce the number of redundant data and network energy consumption, and makes the fusion between network and technique under the time requirements become possible.
