Enhancing youth Voices: Exploring community participation through youth workers

The European Union and Council of Europe (hereafter referred to as the EU and CE) encourage member states to promote and stimulate the active participation of young people through the role of youth workers. However, it is worth noting that the personal perceptions of youth workers may influence the actions they take to achieve this goal. This article aims to investigate the perceptions of youth workers and the characteristics and conditions of their interventions in promoting young people's participation in the community. To this end, six discussion groups were formed, consisting of 51 professionals working in this field in Catalonia, Spain. The findings suggest that youth workers associate the notion of participation with how young people dialogue with the public institutions. Although youth workers have observed self-managed forms of participation among young people, their aim is to improve the relationship between young people and institutions. They also acknowledge that young people are often on the margins of the local political context. Rather than being viewed as active citizens and central figures, young people are frequently seen as being in a learning and development phase towards adulthood. At the methodological level, youth workers use strategies based on socio-educational relationships and identify conditioning factors that limit the development of transformative policies for civic participation in their workplaces. It is recommended that the model for local youth policies be transformed into a more collaborative approach. This would involve collaboration between youth workers, young people and adults to foster innovative public participation policies that help promote the potential of municipalities for change.

Involving Youth in the Development of Civil Society in Ukraine by Applying Mechanisms of Information Communication and Control in Times of War

The author of the study developed a structural-functional model of the development of civil society in Ukraine, taking into account the directions of active participation of young people in the modern political process and public life. This structural-functional model provides for establishing complex relations between youth as an active part of Ukrainian society and state and local self-government bodies in order to ensure an effective state-building process, stimulate volunteerism and participation of civil society organizations in socio-economic development and ensure the national security of Ukraine in conditions of European integration and the Russian-Ukrainian war. The elements of the proposed system - the structural-functional model, are information communication, political, legal, organizational control mechanisms as well as mechanism of managing the development of education and science. The author concludes that the activation of civil society in Ukraine and the strengthening of its role and importance in social and political life in 2014-2015, as well as in 2022 after the full-scale invasion of Russia in Ukraine is a decisive positive factor in improving the information communication, and control mechanisms of civil society development.

Роль патриотизма в формировании ценностей российской молодежи: теоретический анализ

This article contains an analysis of the role of patriotism in shaping the youth environment of modern Russia as an important socio-cultural phenomenon. The author examines in detail various aspects of the manifestation of patriotism among young citizens of Russia, such as pride in the country and active participation in patriotic events and actions. Attention is also paid to the factors influencing the formation of patriotic sentiments of the younger generation, including education, the media and the Internet space. Challenges and contradictions re-lated to patriotism in the youth environment are analyzed, and practical ways to strengthen and develop patriot-ic consciousness of young individuals are suggested. Specifically, the article describes the importance of edu-cational programs, support for patriotic initiatives and intergenerational dialogue. Particular attention is paid to the contradictions faced by ideas of patriotism in the youth environment of modern Russia, including the impact of globalization, diversity of values and socio-economic problems. The author emphasizes the necessity of creating conditions that promote active participation of young people in patriotic initiatives, such as patriotic events, educational programs and online resources. This article scrutinizes the role of patriotism in the youth of modern Russia and its impact on socio-cultural aspects of society. It can be used by researchers, public figures and anyone involved in organizing the patriotic education of youth in Russia. Moreover, the article offers specific recommendations and ideas for strengthening patriotic values among young people and developing their active civic role.

Engaging young Mindchangers in climate action: a case study of two European regions

To achieve the objectives in the Agenda 2030, the active participation of young people is crucial, as they will be the protagonists of the scenario that will emerge at the local and global levels. In order to support young people's active participation in these issues, it is necessary to understand what dimensions can influence their decision to start and continue participation and also to increase the level of participation. The research presented here is part of the EU project Mindchangers: Regions and Youth for Planet and People and is aimed to define guidelines to support the involvement of young people in these issues. To this aim, we analyzed some good practices implemented at regional level and interviewed some youth engaged people in Pied-mont (IT) and in Dolj County (ROM). Our article highlights the results obtained in this cross-regional analysis and puts forward a set of recommendations for all actors involved in youth engagement.

ANALYSIS OF THE MAIN DETERMINANTS OF THE SHADOW ECONOMY BASED ON SELECTED COUNTRIES OF CENTRAL ASIA

This article focuses on assessing the determinants of the shadow economy in Kazakhstan, Kyrgyzstan, and Uzbekistan from 2010 to 2020. Examining the experience of these countries reveals the full range of problems associated with the shadow economy and its impact on economic growth. One of the objectives of the article was to examine the causes of the shadow economy and highlight the highest-income but most vulnerable sectors of the economy. Three Central Asian countries were selected to determine the importance of some factors on the shadow economy in developing countries. To assess the importance of the factors, data for these countries were collected from www.data.worldbank.org and www.theglobaleconomy.com. Empirical research shows that more than 80% of the size of the shadow economy in these countries can be explained by factors such as the total number of employees, the tax rate as a percentage of commercial profits, GDP per capita and imports of goods and services as a percentage of GDP. At the same time, the correlation analysis proves that the increase and active participation of young people of working age reduces the volume of the shadow economy.

In Russia, the social policy of the state is aimed at actively involving young people in the implementation of economic and social reforms. Young people are mobile, mobile, socially active and socio-demographic representatives of the population. The active participation of young people in the spheres of activity of society (agricultural and industrial sectors) leads to the realization of the resource potential of the country, its social and cultural development. Rural youth is the main vector of strategic stable development of rural areas in the field of agricultural specialization. Therefore, today it is relevant to study the processes and phenomena of youth, the problems of their economic situation and social development and their readiness for working life.

LECTURAS DEL INFORME DE LA COMISIÓN DE LA VERDAD. POSIBILIDADES PARA LA CONVIVENCIA ESCOLAR

The text addresses the complexity of the current situation in Colombia, a country at a critical moment of social and political change after more than half a century of armed conflict. The signing of the peace agreement with the FARC-EP in 2016 is highlighted as a crucial milestone, although not without challenges, including the reintegration of former combatants and the security of the signatories. The creation of the Commission for the Clarification of Truth, Coexistence, and Non-Repetition is mentioned as an attempt to tell the complete history of the conflict and its victims, facing political obstacles such as the stance of President Iván Duque. The text also focuses on the importance of education for peaceful coexistence, especially within educational communities. It emphasizes the need to review and update school curricula to include a more complete and contextualized history of Colombia, from its history of violence to its struggle for peace. Additionally, it addresses the importance of challenging social norms that perpetuate violence and conflict, such as gender stereotypes and bullying. The role of youth leadership in building a new narrative is also discussed, as well as the active participation of young people in public debate about the country's future. The article underlines the need to remember and honor the slain social leaders, as well as to understand the deeper roots of conflict that include systemic violence and drug trafficking. It suggests that truth and justice are imperatives for coexistence and that society must strive for truth-seeking through different mechanisms such as coexistence committees and programs like Hermes. Additionally, it points to creativity and literature as ways to resignify the past and construct new narratives of coexistence. In summary, the text offers a multifaceted analysis of social and political change in Colombia, highlighting the complexity of transitioning from a state of prolonged conflict to a more peaceful and equitable situation. It proposes a series of strategies and approaches to address these challenges, from the educational system to public participation, with truth and justice as pillars for coexistence.

Movimientos sociales y redes sociales: La participación de los jóvenes en el Perú

Social movements throughout history have been catalysts of great social changes. In some cases, their achievements were notable, achieving changes in public policies, expanding social rights, as well as the defense of various social sectors. In other cases, the result of the mobilization was less tangible. In the present article a review of the transcendence and evolution of the so- cial movements of the past is carried out, focusing especially on those that implied the active participation of young people. In the same way, the current social mobilization involving the use of social media is presented. Networ- king is a virtual meeting point between citizens who seek to express their disagreements. In the final part, the study focuses on the case of the move- ment against the so-called Pulpín Law in Peru. Social networks are consider as important as the variables of the context in which the protest is generated.

YOUTH ORGANIZATIONS OF THE OUN OF THE KAMIANETS-PODIL REGION IN THE STRATEGY OF THE UKRAINIAN MOVEMENT OF RESISTANCE TO THE SOVIET REGIME

Annotation. The purpose of the study is to characterize the place of youth in the development of ideological practices of the Organization of Ukrainian Nationalists. Highlight the tasks of youth organizations, in particular youth groups in the territory of Kamianets-Podilskyi region. To evaluate youth organizations as one of the key elements of Ukrainian resistance in the coordinate system of the Ukrainian movement of resistance to the totalitarian regime. The research methodology is based on the principles of historicism, objectivity, comprehensiveness, integrity, systematicity, and methods of analysis and synthesis, historical-genetic, historical-comparative, historical-typological, problem-chronological. The scientific novelty lies in the fact that the author shows the connection between the activities of youth organizations and the implementation of the tasks of spreading and establishing centers of the national liberation movement by the Main Branch of the OUN. A number of archival sources and scientific intelligence testify to the active participation of young people in the struggle for independence and sovereignty of Ukraine. This can be clearly observed in the history of Ukraine starting from the Battle of Kruty and in the modern Russian-Ukrainian war. The article proves the importance of the functioning of youth organizations and the specifics of their activities and tasks. From the above, we can conclude that the youth played an important role in the struggle, development and functioning of the OUN, and at the same time strengthened the Ukrainian spirit and in the future was able to keep the desire to fight in their families and pass on the idea of Ukraine's independence to the future generation.

Actively supporting youth participation and autonomous decision-making in health matters

The adolescent's process of brain maturation has important consequences for their ability to reason in decision-making processes. The notion of evolving capacity, for which age is not a sufficient indicator, implies a progressive vision of the nature and degree of participation according to the level of maturity. Health professionals are at the forefront of actively promoting young people's participation, supporting their decision-making about their own health, and seeing them as true partners and agents of change. The active participation of young people in all decisions that concern them is essential to make real progress in the field of adolescent health. This step implies a paradigm shift from "thinking for them" to "thinking with them".

THEORETICAL AND METHODOLOGICAL FUNDAMENTALS OF FORMING CIVIL SOLIDARITY IN FUTURE PRIMARY SCHOOL TEACHERS OF THE NEW UKRAINIAN SCHOOL (NUS)

The features of the process of forming civil solidarity of student youth are highlighted in the article and the influence of such skills on their future professional activity is outlined. Introduction. Given that the New Ukrainian School (NUS) is a center of forming a new quality educational environment, the sphere of development and formation of conscious citizens of Ukraine, the professional skills of primary school teachers in this educational direction require detailed study. The priority task of the state and society is to educate young people who can combine self-care with responsibility for the development of the country, to ensure the active participation of young people in public affairs. Purpose. The article analyzes theoretical, methodological fundamentals and features of development of professional skills of future primary school teachers of the New Ukrainian School (NUS). Methods. Synthesis of scientific approaches by leading scientists allows establishing the key characteristics of civil solidarity in the context of building professional skills of future teachers. Analytical studies have been conducted in the context of establishing and substantiating major challenges that are increasingly complex and large-scale. Results. The author highlight globalization processes in the modern world, which have an impact on the educational space of the Ukrainian state. Ukraine’s geopolitical situation, global instability, the complexity of internal state-building processes raises the issue of solidarity, namely civil, national and cultural one. Originality. The main principles of forming civil solidarity in future primary school teachers of the New Ukrainian School (NUS) are theoretically substantiated. Conclusion. Thus, the system of education in Ukraine is undergoing numerous transformations, which are reflected not only in its structure, but also in its functional capabilities. This article identifies that the modern educational process requires mobility, plasticity, erudition, patriotism, in the face of constant changes, goals of teaching and education, improving the content for the training of future primary school teacher from all its participants. The author sees the prospects for further scientific research in the detailed development of technology for the formation of civil solidarity in the student youth of pedagogical universities.

Социальный портрет сельских старшеклассников

The constructed social portrait of rural high school students provided an opportunity to identify a systemically integrated set of characteristics of the studied social group (terminal and instrumental values, lifestyle, attitude to the small motherland, patriotism, social activity, structure of free time, presence in virtual space, cognitive needs, life plans, structure and content of communication of high school students in the family and school, proposals of young people to improve the cultural potential of the local community, etc.). This allows us to find solutions of many pressing problems faced by rural youth. The authors come to the conclusion that the problems of youth at the municipal level should be solved with the active participation of young people themselves in the systemic interaction of government structures, business, family, school, mass media, and public organizations of the socially active population.

BEZBEDNOSNA KULTURA MLADIH I SAVREMENI RIZICI

In this paper, the authors consider the position of young people in the context of the impact of contemporary security risks and in this regard analyze the situation regarding the security culture of young people. In modern conditions, young people are exposed to various risks, some of which can be considered traditional because they have always existed, in all times and societies, they only change the modalities of manifestation, unlike the risks that have arisen in modern times as a result of changes in society. Tackling challenges and risks presupposes a developed security culture, so in that sense the authors consider the existing strategic-normative framework in the Republic of Serbia, which is the basis for improving this important segment of risk control when it comes to young people. The authors point out the problem of misperception of certain security risks, which is the result of a distorted media image of the problem that leads to the creation of misconceptions and stereotypical images that do not correspond to reality. In this regard, the authors emphasize the phenomenon of pedophilia as a specific risk that affects young people, pointing to the many problems that exist in understanding the characteristics and size of this phenomenon. In the end, the authors conclude that coordinated and continuous activity of all actors involved in improving the position of young people, especially families and schools, is necessary, with the inevitable active participation of young people who develop their capacity to counter security risks and contribute to improving security in society.

Implementation of State Youth Policy at a New Stage of Development of Uzbekistan

The socio-political activity of youth is an indicator of the processes taking place in modern society. Since the young generation is the main mobilization resource of society, which determines the future of the state. This article is devoted to youth policy, international legal documents developed by the UN, the growing relevance of this issue in connection with the deepening of globalization processes and the ensuing dangers and challenges covering all countries, the solutions of which are impossible without the active participation of young people, a question that is always one of the priority tasks of the international community and in particular the UN. The international legal documents regulating the youth sphere are considered, since this issue has been an object of state policy in more than 130 countries of the world since the middle of the 20th century. The article comprehensively surveys the new course taken by Uzbekistan to increase the role of youth in the socio-political life of society. In this regard, emphasis is placed on the comprehensive support of youth initiatives, both from the state and from youth organizations. Based on this, it can be argued that an open dialogue with youth has become a strategic direction at a new stage in the development of Uzbekistan. In this strategy, a key place is given to increasing the social activity of youth, their involvement in the processes of formation of a modern, democratic state.

Youth Centres as Foodscapes and Informal Learning Environments in Finland

Although not adequately studied in the research on youth work, food is and has been an integral element of youth centres. This article examines what characterizes youth centres as foodscapes and explores which aspects of youth centres support the food-related learning of young people. We merge the traditions of youth work research, food education and learning. The data of the study consist of two rounds of focus group interviews ( N = 14) conducted with young people aged 13 to 17. The data are qualitatively analysed using the five aspects meal model, which was developed to analyse foodscapes. The results of this study suggest that when youth centres, as foodscapes, are based on the active participation of young people and offer them opportunities to have an influence on the activities and work with peers, it is easier for young people to be inspired and learn.

Youth Civic Participation in Local Government

The pertinence of t topic stems from the growing importance of research into the formation and development of social institutions of civic participation of youth in local government. Based on the empirical data obtained, the study aims to analyze forms of civic participation of young people in socio-political processes at the municipal level. It also attempts to determine the factors that promote and hinder the active participation of young people in socio-political processes and to identify the main trends and forecasts of civic engagement of Russian youth in municipalities. The article presents an analysis of theoretical, regulatory and legal sources that empirically reveal the main factors that determine the expansion of the participation of Russian youth in the activities of municipalities. The paper describes the results of an empirical study conducted in October-December 2020 on the inclusion of young people in the management of processes in different municipalities. The data collection method is a questionnaire survey of young people aged 14-30 (n = 2026 people) living in the territory of the Russian Federation. In addition to quantitative research methods, qualitative ones were also used: in January 2021, the author conducted an expert interview with ten experts in youth policy and civic participation of Russian youth. Finally, the author formulates conclusions and recommendations aimed at strengthening the social institutions of civic participation of young people, increasing their civic engagement in municipalities. The results of the study allowed the author to conclude that currently there is the active participation of young people in socio-political processes in municipalities. In the opinion of most experts, soon, dominant positions will be occupied by political forms (including illegitimate ones); new forms of civic activity, such as performances, flash mobs, street events, and online activities, will become popular. There are trends in the development of digitalization of youth civic engagement. As for recommendations for enhancing civic participation in local self-government, the authors propose to develop an appropriate social and civic infrastructure, a legitimate and working legal field, create community centers and platforms for organizing an effective and mutual dialogue between local governments, youth, public organizations for productive dialogue in solving issues of participation in socio-political processes.

Self-regulation of students’ public activity during the digitalization of the social space

This article studies the problem of social activity of the students of the Sverdlovsk Region in the context of intensified digitalization of the social space caused by the forced self-isolation. The purpose of this paper is to analyze the self-regulation of students’ social activity in the conditions of digitalization of the social space. Following the traditions of the Ural scientific sociological school and the concepts of multidimensionality and self-organization of youth, as well as using community, activity, and other sociological approaches, the authors use a terminological series of concepts of the student educational community and its social activity. They distinguish the terms “classical (traditional) community”, acting in a real socio-cultural space, “virtual community”, the social action of which is transferred to cyberspace, and “digital community”, occupying an intermediate position and acting in a multidimensional real-virtual sociocultural space. The social activity of students is considered as one of the types (along with educational and professional) social activity and a form of actual general cultural socialization. Employing the materials of empirical research in 2020 and with the involvement of data from the secondary analysis of regional monitoring, the authors study the factors, intensity, and dynamics of social activity of students. The results reveal the ideas of students about people serving as role models and multidirectional tendencies in value attitudes — to help society and specific people and to material success and comfort. New data were obtained on the social problems of concern to students, the preferred type of public activity, attitude towards the citizenship of the Russian Federation, the dynamics of participation in electoral processes, collective actions, participation in the work of public organizations and charitable events. The attitude of students to youth public organizations and conditions for active participation of young people in social and political activities is revealed. The authors conclude on the reorientation of a significant part of the student body towards the priority of the personal over the public and about the further stratification and atomization of the student community.

Theoretical and methodological basis of studying state youth policy in Uzbekistan

The results of further deepening democratic reforms and the development of civil society in Uzbekistan are reflected in the active participation of young people with scientific potential in making important decisions. Further expansion of its institutional boundaries will increase the number of actors in the political process that can mediate between the state and civil society. President Shavkat Mirziyoyev's concept of "dialogue with the people" has become a political basis for increasing the participation of citizens in the political process. An order of democratic order and freedom was introduced in the society. Citizens' trust in government agencies has been formed. People began to view government agencies and civil society institutions as protective institutions for themselves. Much attention was paid to the formation of an active civil position in society.Young people are directly involved in the process of state and society building, the process of improving the political system of society and the modernization of all spheres of society. The task is to develop a model for the implementation of state youth policy, which can be integrated into youth policy, and to study scientific and practical developments related to the improvement of mechanisms and technologies used in it.

Mass popular movement “Hirak” in Algeria - a new “Arab Spring”?

Serious changes are taking place in socio-political life of Algeria. The mass protest movement "Hirak", which began in 2019, after the country's president announced his decision to run for a fifth term, continues to these days. Despite his resignation, a prompt change of political leadership and elections to a new parliament, hundreds of thousands of demonstrators in all cities of Algeria insist on further democratization and genuine modernization of socio-political and socio-economic structures, taking into account the interests and needs of young people. Indeed, more than half of the population of Algeria is under 30 years old, and unemployment among them reaches 24%. A distinctive tendency of the protest movement was the active participation of young people, which, according to the new leadership of the country, is the true real wealth of the state. Analysts note the awakening of collective consciousness in Algeria. Hirak's ability to make quick decisions during a pandemic shows that demonstrations are an instrument of extremely broad public momentum. Certain positive shifts towards changes have taken place - the president, who has been in power for 20 years, has resigned. However, the political situation can hardly be called stable. Including the majority of popular revolutionary protest actions in African countries ended with an immediate deepening of conservatism, the strengthening of traditionalism and the surge of radical Islamism. Probably, only in a fairly long-term perspective we can expect a real modernized stabilization of the socio-political situation, without which progressive economic development and its derivatives: an increase in the standard of living of the population and a decrease in unemployment are unrealizable.

YOUTH AS A LEADING POWER OF UZBEKISTAN

The article examines the features of effective interaction between government agencies, NGOs, and other civil institutions on youth issues. State youth policy in Uzbekistan considers revealing the potential of young people and promoting their effective socialization. The article shows the importance of modern education and upbringing, social support of young people in Uzbekistan. The political activity of youth is an indicator of the processes taking place in modern society. The article considers youth policy, the UN international legal documents regulating the youth sphere. The urgency of the youth issue is growing in connection with the deepening of globalization. The solutions to the problems and challenges are impossible without the active participation of young people. Therefore, this issue was always one of the priority tasks of the international community and the UN. Since the middle of the 20th century, the youth issue has been the object of the policy of more than 130 countries in the world. The article examines the policy in the youth sphere of foreign countries and Uzbekistan. And the article notes general aspects and features. In the way the state organizes youth policy, two models stand out – the European and Anglo-Saxon. The European model implies the leading role of the state in the feld of youth policy. The Anglo-Saxon model characterizes an approach to exclusive support volunteer activities and youth organizations. But government agencies have not to take systematic participation in the implementation of youth policy. The article comprehensively surveys the new course of Uzbekistan to increase the role of youth in socio-political life. In this regard, it emphasizes comprehensive support of youth initiatives, both from the state and youth organizations. Open dialogue with youth has become a strategic direction at a new stage of development of Uzbekistan. This strategy gives a key place to increasing the public activity of young people. The process of forming a modern, democratic country involved youth.
