This article attempts to systematically study the pseudo-market economy of the neoliberal type, which was operating in the country and which was actually subordinated to the interests of globalists with the help of financial and foreign economic instruments. On the basis of institutional analysis of the results of practical implementation of theoretical postulates of economic theory, the real efficiency (or rather, inefficiency) of the country’s economy, built as a raw materials appendage, as a technological backyard of developed countries, is clarified, and the conclusion about the need to restructure the entire economic mechanism, focused on the unconditional priority of national interests in socio-economic development is substantiated. The authors prove that real progress in the Russian Federation is associated with the transition to strategic management of the national economy, strengthening of centralized processes that allow to concentrate available resources on the main directions of economic and social growth, as well as strengthening the defense capability of the state in the conditions of hybrid war of the collective West against Russia. This is what should be the focus of the emerging model of management of the national economy, capable not only to resist economic pressure, but also to really ensure the achievement of national goals.

A systems approach to improving the organization's management quality and the manager's personal effectiveness

Subject. This article discusses a systems approach to improving the quality of management of an organization and the personal effectiveness of a manager. Objectives. The article aims to study the techniques and methods for improving the quality of management, which can be used for self-management, improving personal efficiency, ensuring the achievement of goals in professional activities and personal life. Methods. For the study, I used a content analysis, and abstraction methods. Results. Based on the analysis of publications devoted to various methods and approaches to improving the quality of management and personal effectiveness, including methods of neurolinguistic programming, the development of systems thinking and the use of a systems approach in making management decisions, the article presents the author-developed method Systems Solutions as a way to raise the effectiveness of self-management (personal effectiveness) using approaches that are successfully implemented in management. Conclusions and Relevance. Successful application of the systems approach in management is also applicable in self-management, and it can ensure the effective use of personal potential to achieve goals in various spheres of life and activity. The popularity of the systems approach is a reflection of the changes taking place in present-day society, the need to form a holistic world view in which a person feels an inextricable connection with the entire world around him.

Binding accounts propose that action planning involves temporarily binding codes of the action's unique features, such as its location and duration. Such binding becomes evident when another action (B) is initiated while maintaining the Action Plan A. Action B is usually impaired if it partially overlaps with the planned Action A (as opposed to full or no feature overlap). In Experiment 1, in which participants bimanually operated two keys, we replicated these partial overlap costs. In Experiment 2, two participants sat side by side, each handling one key. We tested whether Action B would be affected by duration overlap with the planned Action A of another person similarly as by duration overlap with a planned Action A of the participant's other hand. Here, we found no partial overlap costs. However, in Experiment 3, proposing a common reward yielded partial overlap costs. This suggests that in joint action planning, another person's action plan can impact own actions through feature binding, but only with sufficient incentives to corepresent the other's actions (i.e., when goal achievement depends on both participants' performance). EFFECTS OF BUDGET IMPLEMENTATION ON GOAL ACHIEVEMENT OF STATE OWNED TERTIARY INSTITUTIONS IN EBONYI STATE, NIGERIA

The evaluation of budget implementation on goal achievement in Ebonyi State of Nigeria prompted the specific objectives of the research work to include: budgetary control mechanism, late approval of budget, budget variance information and late release of approved budgeted funds. Survey research design was adopted and data were collected using close-ended questionnaire. The questionnaire was structured on a 5-point Likert scale statistical rating method. The total population of the study was 259 while the sample size was 157. Collected data were presented on frequency distribution tables, simple percentages and multiple regression analysis. The data were analyzed using Statistical Packages for Social Sciences, version 20, 2023. The study adopted Stakeholders Approach Theory by Edward (1984). The study unveiled that budgetary control mechanism and budget variance information had positive and significant effects while late approval of budget and late release of approved budgeted funds had negative and no significant effects on goal achievement of state owned tertiary institutions in Ebonyi State, Nigeria. The implications of the study were that budgetary control mechanism and budget variance information do not hinder budget implementation on goal achievement. Late approval of budget and late release of approved budgeted funds hinder budget goal achievement, encourage abandonment of projects and non-quality project perfection. Analysis of budget variance aids management of state institutions to adjust budget proposal in respect to deficit budget and, idle resources from surplus budget on any item(s) of budget are reinvested in achieving other goal congruence of the institutions. The study concluded that early approval of budget and timely release of approved budgeted funds facilitate budget implementation and aid in goal achievement of budget proposals of the institutions. The research therefore recommended that the management of the state institutions’ budget committee and other budget stakeholders should be familiar with the processes of budgeting and budget operation to facilitate planning and preparation of financial year budget void of errors and omissions for enablement of early approval of budget and timely release of approved budgeted funds among other measures capable of harnessing budgeting values in the State.

Design and implementation of audio-visual learning media for volleyball passing and serving techniques in junior high school

One of the main challenges in physical education learning is the limited availability of appropriate and interesting learning media for students. This research aimed to develop audio-visual learning media products in class VIII junior high school PE subjects on specific motion material for variations in upper passing, lower passing variations, upper service variations, and lower service variations in volleyball games. The research was conducted as development research adopted the Borg Gall model: preliminary study, planning stage and initial research product development, expert validity test stage and product revision, small- and large-scale tests, effectiveness test and distribution of learning media products. Validation of learning media development is carried out by learning material experts, learning media experts, and learning media design experts. Following the expert validation of the learning content and material by subject matter experts, the validation of the learning media by media specialists, and the validation of the learning media design, further validation conducted by an online questionnaire to gather further feedback and insights. The results were obtained in the form of audio-visual learning media products that were tested to large groups receiving a validation score of 93% from learning material experts, 94% from learning media experts, and 95% from learning media design experts. For the effectiveness test, pre and post-tests on improving volleyball passing and serving skills has done and obtained the experimental class obtained a gain value of 0.62 and the control class obtained a gain value of 0.28. This research concluded that the use of audio-visual learning media in physical education showed positive results in improving understanding, motivation, and learning outcomes of volleyball games. With the right support, this media can be an effective tool to enrich the learning experience and support the achievement of physical education goals.

Subjective well-being of Russians through the prism of their identities: state and factors

The article shows the prevalence of identities of Russians related to subjective well-being (identity with people of the same material wealth, with those who are in constant need and with those who have achieved success in life) based on the research data of the Institute of Sociology of FCTAS RAS. The analysis of these identities effectively complements the traditional methods of studying well-being by assessing it not “in the moment”, but over a long period of time, since the identities are formed over a long period of time and are stable. It is shown that these three symbolic identities allow to “capture” different components of subjective well-being. Self-identification with those in constant need reflects the disadvantage caused not only by low income and experienced deprivations, but also by the gap between a person's aspirations and actual achievements. Identity with those who have achieved success is closely related to overall satisfaction with life and with one's position in the status hierarchy, reflecting the achievement of goals that are important to the individual (not necessarily related to material well-being). Identity with people of the same material well-being is more common among the well-off population, as many of the disadvantaged try to find more favorable grounds for positioning themselves in society. As these identities reflect different aspects of subjective well-being, the coexistence of apparently mutually exclusive identities is typical of Russians. It is also shown that the self-identifications of representatives of the mass strata of the country's population based on their wellbeing occupy an important place in their identification system, and that the prevalence of these identities is stable over time, although they are no longer among the “nuclear” identities. They are relatively more pronounced among representatives of polar groups in terms of their place in the system of social inequality. At the same time, as a whole, they allow to define the position of a person in the system of social inequalities quite clearly.

Does administrative division adjustment reduce air pollution? Evidence from city-county mergers in China

Administrative division adjustment plays a crucial role in transforming the spatial layout of cities and effectively contributes to green transformation and high-quality regional economic development. We empirically investigate the impact of administrative division adjustment, exemplified by city-county mergers (CCM), on air pollution using the difference-in-differences method. Our results demonstrate that CCM significantly reduces air pollution, which passes a series of robustness tests including heterogeneous treatment effect tests. Mechanism analysis reveals that CCM reduces air pollution by optimizing industrial structure, promoting market allocation, and constraining government size; geo-climatic conditions significantly moderate the haze reduction effect of CCM. Further analyses indicate that the haze reduction effect of CCM is more pronounced in the eastern and western regions, the southeast regions of the Hu Line, and non-resource-based regions. Moreover, CCM not only alleviates air pollution in border areas and mitigates the pollution boundary effect but also yields the social welfare effect. This paper provides valuable insights for maximizing the haze reduction potential of administrative division adjustment, understanding the role of Chinese-style decentralization in regional air pollution management, especially in border areas, and supporting the achievement of carbon emission reduction and sustainable development goals.

Performance Management Systems and Employee performance in Selected Ministries in Enugu State, Nigeria

The broad objective of this study is to investigate performance management systems and employee performance in selected ministries in Enugu state, Nigeria. Two hypotheses were formulated in line with the objectives of the study. The study adopted a descriptive research design and survey method for data collection. The population of the study was 637. The study sampled the entire population due to the size of the studied population. The instrument for data collection was a structured questionnaire. Data presentation was on tabulated frequency and statistical Mean Score. Hypotheses were tested using a t-test. The results of the findings revealed that Performance planning has significant positive effects on employee performance levels in selected ministries in Enugu state(this is where the t-value = -796.442, and p-value = 0.00); that performance target setting systems do significantly drive positively employee performance level (where t-value = -295.988, and p-value = 0.00); and that Performance monitoring does significantly propel positively employee performance rate (where t-value = -128.604, and p-value = 0.00). The study, therefore, recommends that the Enugu state government should prioritize PMS through proper planning of work and work-related activities by adopting a friendly work environment and by setting clear, measurable goals, setting achievable goals for individuals and organizations; continuously monitoring the level of goal achievement and providing feedback.

A 2x2 achievement goals orientations model in the light of some variables among postgraduate students

The aim of this research is to determine the prevalence of achievement goal orientations among university postgraduate students, how these orientations correlate with their grades, and how they vary based on age, gender, and stage of study. A quantitative descriptive approach was employed, surveying 320 postgraduate students from King Saud University's College of Education. The findings revealed that students had a very high mastery approach orientation, whereas their performance avoidance, performance approach, and mastery avoidance orientations were moderate. There was no significant relationship between academic achievement and performance approach orientation. However, a positive correlation was found between mastery approach orientation and academic achievement, while performance avoidance and mastery avoidance orientations showed significant negative correlations with academic achievement. The study also found that performance approach and performance avoidance orientations did not significantly differ by study stage. Conversely, significant differences were observed in the mastery approach and mastery avoidance orientations, with Ph.D. students demonstrating a higher mastery approach orientation but M.A. students demonstrating a higher mastery avoidance orientation. Male students exhibited higher performance approach and performance avoidance orientations compared to female students, although no gender differences were observed in mastery approach and mastery avoidance orientations. Additionally, older students performed better in performance avoidance orientation when the results were analyzed by age.

Examining the effect of economic complexity on energy justice

A clean and healthy environment is necessary to achieve other Sustainable Development Goals. Policymakers must find ways to minimize carbon dioxide emissions and global warming before the Sustainable Development era expires. These ills are compounded by chronic inequalities in access to clean energy and the distribution of energy infrastructure, costs, and benefits. This underscores the importance of examining, addressing, and preventing various inequalities in the energy sector. Thus, this paper endeavours to examine probably for the first time the effect of economic complexity on energy justice in a panel of 62 countries over the past decade. The measure of energy justice in this study is a rarely used indicator constructed from a range of 21 sub indicators. We also use three sub-indices of energy justice: distributive justice, procedural justice, and restorative justice. The empirical analyses based on a range of robust estimation approaches consistently provide strong evidence that, on average, economic complexity improves energy justice and its three sub components. Finally, the results from the mediation analysis show that the positive effect of economic complexity on energy justice mediates through income, and human capital. Based on these results, some policy recommendations are made for the achievement of Sustainable Development Goals 7, 8, and 16.

Efficient adsorption and selective separation of high value-added chemicals from simulated expired energy drinks by metal-organic frameworks

Expired energy drinks contain a certain amount of high-value chemicals, such as caffeine, that possess biological activity. The recovery and recycling of these valuable chemicals plays a crucial role in promoting the achievement of carbon emission reduction goals. In this work, 11 kinds of water-stable MOFs with different pore channel structure were synthesized and used for the first time to adsorb caffeine, nicotinic acid, or taurine from water. It has been found that the size effect of the topological structure of MOF adsorbents is the fundamental factor governing their adsorption performance. The optimized adsorbent UiO-67 exhibits excellent adsorption performance for caffeine and nicotinic acid, with respective adsorption capacities of 830 mg/g and 583 mg/g. The investigated MOF has a very low adsorption capacity for taurine (48 mg/g); therefore, selective separation of caffeine/taurine and nicotinic acid/taurine was achieved. The adsorption process can be accurately described by both the Langmuir model and pseudo-second-order model. Adsorption mechanism reveals that the main driving forces of the adsorption process are π-π interaction between UiO-67 and CN in caffeine, as well as hydrogen bonding interactions between the N atom of caffeine’s two CO groups and μ-OH of UiO-67.

The mitigating effect of social protection on undernourishment during economic downturns: A longitudinal study of 46 low- and middle-income countries over the last two decades

BackgroundLow- and middle-income countries (LMICs) are particularly vulnerable to the adverse effects of economic downturns on the Prevalence of Undernourishment (PoU). Our study aimed to evaluate the impact of Social Protection and Labor Programs (SPL) on PoU in 46 LMICs from 2001 to 2019, and to estimate SPL mitigating effects during economic downturns. MethodsThis cohort study used a multi-country ecological design with two-ways fixed effects multivariable linear regression models, adjusted for relevant demographic, socioeconomic, and contextual variables. Interaction terms between economic downturns and SPL were used to evaluate SPL mitigating effects. FindingsOur study cohort displayed an average 15.30% PoU and 34.34% SPL coverage in the initial year, contrasting with 8.58% PoU and 43.81% SPL coverage in the final year. A 10% SPL coverage was associated with a 0.51% PoU reduction (95%CI: 0.04–0.99) across all countries and 0.78% reduction within the poorest subgroup. SPL have been able to prevent an estimated 1.01 billion (95% UI: 0.16–1.86) cases of undernourishment over the study period in the 46 LMICs. Economic downturns were associated with a 4.55% PoU increase (95% CI: 1.28–7.81) in all countries, and a 6.06% PoU increase in the poorest subgroup. High SPL coverage during the downturns had significant mitigating effects, reducing an overall 1.17% PoU for every 10% SPL coverage in all countries, and 1.81% PoU in the poorest nations. InterpretationAmid the ongoing multiple global crises, expanding the coverage of social protection could effectively mitigate the potential increases in undernourishment during economic downturns, contributing to the achievement of nutrition-related Sustainable Development Goals in LMICs.

Adherence to long-term telemonitoring-supported physical activity in patients with chronic heart failure

Chronic heart failure (CHF) is one of the most common diseases with a prevalence of 1–2% in adults, disproportionately affecting the elderly. Despite consistent drug therapy, physical activity (PA) is an integral part of current guidelines. Yet adherence to regular PA and exercise interventions is poor and potential predictors and barriers to PA remain elusive. We examined the effects of a telemonitoring-based exercise intervention in 699 CHF patients in a prospective, randomized-controlled (1:1), multicenter trial. The study was registered in the German Clinical Trials Register under DRKS00019022 on 28.05.2020. For both, the exercise and control group, self-reported PA (MET*h/week) increased and sedentary behavior declined during the 12-month intervention period. In the exercise group, daily step count as analyzed via activity trackers remained stable (pre: 6459 [4016] steps/day, post: 6532 [3858] steps/day; p = 0.621). The average number of completed exercise instruction videos provided via an online application was 1.50 [1.44] videos/week at the beginning and gradually decreased to 1.00 [1.50] videos/week; p < 0.001). Multivariate regression model revealed that exercise-related PA (MET*h/week) and exercise capacity (Wmax) at baseline, CHF severity, atrial fibrillation and age predicted changes in self-reported exercise-related PA (R2 = 0.396). Furthermore, the BMI and the average number of completed videos per week at baseline were associated with the change in completed videos over the course of the study (R2 = 0.251). Our results show the influence of certain baseline characteristics as barriers and predictors of PA progression. Therefore, exercise programs should pay attention to patients’ individual conditions to set achievable goals, and eventually affect the adherence and sustainability of exercise-focused interventions.

The Sustainability of the Therapeutic Cannabis Sector in Colombia

The medical cannabis industry in Colombia is recognized as an emerging industry, and the development of the regulatory framework stimulated the interest of entrepreneurs in creating companies for medicinal purposes. The objective of the work was to examine the key components of the sustainability of the therapeutic cannabis sector in Colombia. In this sense, the study with a mixed approach and analytical scope included a review of the theoretical aspects and regulatory framework. A statistical analysis was carried out to determine the perception of potential clients of the medicinal cannabis industry. A downward projection was found in the number of licenses granted. In conclusion, the therapeutic cannabis sector in Colombia shows promising potential, and its long-term sustainability requires addressing the gaps identified in the implementation of policies, improving social inclusion, promoting innovation for the development of high value-added products, and ensuring environmentally sustainable practices. From a social perspective, the industry promises to generate employment and boost rural development. Environmentally, the industry could contribute to reducing deforestation associated with illicit crops. The sustainability of the sector is an achievable goal, but it will require coordinated efforts in the regulatory, economic, social and environmental spheres to materialize its potential.

Non-communicable diseases: Opportunities to promote future health during the first 1000 day of life

The Developmental Origins of Health and Disease (DOHaD) framework now underlies the evolution and epigenetics of many non-communicable diseases that develop in adult life. Type 2 diabetes, obesity, hypertension, heart disease and stroke in particular have links back to events during the first 1000 days of life, and as the world is witnessing an epidemic of these conditions, identifying measures able to contribute to reducing the potential for these NCDs to develop in our aging populations becomes all the more important. Parental health at conception and good maternal health and nutrition throughout pregnancy are known to be integral to normal infant development and health in later life, but more recently the central importance of infant nutrition that achieves healthy weight gain has become recognized. In this context, achieving growth patterns for infants that avoid either the onset of obesity or development of stunting during the first 1000 days of life appears to be an achievable goal with significant potential for the avoidance of many NCDs in later life. Hence the relevance of health promotion initiatives to share this knowledge among health care providers and educate parents on the benefits of optimal infant nutrition.

Guidance for goal achievement in knowledge-intensive processes using intuitionistic fuzzy sets

Throughout the execution of a knowledge-intensive process (KiP), knowledge workers need to make critical decisions such as skipping a task or canceling a process instance. These decisions significantly impact the efficiency and effectiveness of KiP execution and should, therefore, be made in a well-informed manner. When historical data, such as event logs, is available, it can be leveraged to support knowledge workers in making these decisions. However, KiPs often lack useful historical data, as each KiP instance is unique and hardly repeatable. To address this issue, this paper proposes the novel concept of potential goal achievement, i.e., the extent to which a goal can be achieved at the end of the process, considering the collected (but incomplete) data, to support knowledge workers in efficiently executing KiPs. An approach based on Intuitionistic Fuzzy Sets (IFSs) is introduced to calculate the potential goal achievement without relying on historical data. The use of potential goal achievement in supporting knowledge workers’ decisions is demonstrated, and the effectiveness of the approach is evaluated through simulations. The results demonstrate that modeling and calculating potential goal achievement support knowledge workers in achieving goals more efficiently.
