A historical comperative analysis of european and asian interior spaces through cultural background

Interior design entered the human life together with the need for housing, and has been developed in respect to several needs. But after a certain point, the development process has shown an improvement in their separated into different branches. Different lifestyles of different communities living in different geographies, in short, cultural differentiation have caused variation in interior design. Throughout the history, culture, by means of its elements, creates different lifestyles in the same periods of time, and influences the formation of interiors.The aim of this study is to explore cultural values, that play important role in design process of interiors, shape our daily lives and thus, to assess how they influence interior designs. The study mainly focuses on cultural differences in Asian and European societies, where these differences can be clearly observed. Examining Asian and European cultures also gives us an opportunity to understand the similarities and differences of interior design principles. The information obtained by the historical analysis was synthesized, classified and finally interpreted. In conclusion, both in western and far eastern cultures, according to the periods, many elements within the concept of culture as climate, human values, religion, thinking, trade, class distinction, type of management, personal interests, social events, industrial and technological developments were found to have influence on the lifestyles and interior design.Keywords: Culture, European Culture, Asian Culture, Life styles, Volume Design, Dwellings, Architecture-İnterior Architecture-Space

Discussions of local autonomy in Turkey

The Europen Charter of Local Self Government was introduced and initiated in Turkey in 1992 however there were reservations placed on certain articles of the agreement. This Charter can be said to be considered as an essential reference paper for the agenda of Turkish Public Administration for the discussions of “reformation in local governments”, “empowering local governments” and “creating autonomous local governments”. The Charter has continously been present in the agenda of Turkish Politics before almost every elections, during preparation of a new constitution, the peace period and democratisation issues. These discussions are in relevance to removing or maintaning the reservations placed on the articles of the Charter.The Council of Europe has initiated the Charter and has started working in 1997 towards creating similiar documents at regions. The Council initially accepted the European Draft Charter of Regional Self Government and in accordance accepted the Reference Framework Document for Regional Democracy in 2009. The Draft Charter states that the recognition of the autonomy of regional governments will not be allowed to impact the policy of loyalty to the state in any way and that the regions will not be able to negatively impact the national unity.The purpose of this study is to research and present the discussions of the autonomy of local governments in Turkey in regards to the mentioned papers. The study will be limited to the impact caused or the impact that may be caused by the above mentioned documents and agreements in regards to autonomous local government discussions in Turkey. The above mentioned articles will not be examined in detail. Factors affecting the success of the election economy in developed and developing countries (Some examples about Turkey)

Despite the risk of deterioration of the balance of budget and economy during election periods, the parties can go to election economy applications in order to remain in power depending on competition between themselves. Especially the incumbent uses fiscal policies for reelection purposes. Here the incumbent intends to secure reelection by maximizing his expected vote share at the next election and follow expansionary policies just before the elections and reverse the trend after the elections in order to smooth the negative effects of pre-election budget deficit. All these applications may cause deterioration of budget balances, budget deficit and economic instability leading to an increase in debt with a significant increase of public spending relative to tax revenues. But in terms of election economy not only the public policies but also the other factors (level of development, institutional quality and media access, level of democracy, political and economic crisis, constitutional rules, transparency etc.) play a key role which focus on the idea of heterogeneity across countries. In this study, factors affecting the success of the election economy in developed and developing countries are evaluated and some examples are given about Turkey’s 30-year period of elections from 1983 to 2015.Keywords: election economy, ruling party, budget deficit, turkey

Medium-term budgetary framework in the EU Member States: study case

The current economic crisis has called for huge fiscal efforts to avoid a deflationary spiral. In the context of the crisis, the national fiscal frameworks may play an important role in sustaining budgetary retrenchment. Therefore, the need for a fiscal consolidation, meaning a well-designed fiscal and budgetary policy is a challenge for all EU Member States. Moreover, the importance of strong and resilient fiscal frameworks has been emphasised by the October 2009 Council conclusions on the fiscal exit strategy. On this premise, the paper discusses what elements and considerations should be taken into account more carefully in designing resilient fiscal frameworks so as to support optimal policy-making and to promote the respect of the Stability and Growth Pact provisions. The unit analysis consists on several EU Member States, affected by economic crisis. Taking into consideration the aim of the paper, the research methodology is based on a case study as research strategy, and uses the triangulation method to obtain confirmation of findings through convergence of different perspective. Regarding the qualitative research, the authors use theoretical framework, legal analyses, systematic and analytical collecting data from official written sources, and macroeconomic indicators for quantitative aspects.Keywords: budgetary framework, restructuring process, governmental measures and policies.
