Abstract

This research aims to identify the compabilitieis and incompatibilities by analyzing the Guidance and Inspection Guide of Education Institutions based on the literature and legal documents. The study material consists of the Special Education Institutions Guidance and Inspection Guide. Document analysis technique, one of the qualitative research designs, was used. The data were analyzed by content analysis tehchnique. The inspection guide consists of four parts. The expressions in the subheadings in each section of the guide were analyzed separately to form meaningful wholes. As a result of the research; numerous inconsistencies of the inspection guide with legal documents have been identified. Although the inspection guide is generally consistent with the literature and the information produced about the science of inspection is included in the guide, inconsistencies were found in the lack of content, contradiction/incompatibility, and conceptual inconsistency codes. The most inconsistency with legal documents, the uncertainty of legal basis, legal gap, and outdated according to legal documents were found in codes. Findings were discussed and suggestions were developed, supported by related theories and literature findings.
