Abstract
Summary. The defeat of the Ukrainian national forces in the liberation struggles of 1917–1921, as well as the confrontation between two centers of the state ‒ the Ukrainian People՚s Republic and the Western Ukrainian People՚s Republic, put сolonel Ye. Konovalets before the choice of what should be done next. Until August 1920 he formally remained in the Army of the Ukrainian People՚s Republic and made attempts to lead the Ukrainian Rifle Brigade in Jablonné v Podještědí. At the same time, Ye. Konovalets did not support the union of the Ukrainian People՚s Republic with Poland at the cost of the Western regions of the UPR. Similarly, he did not prop up the policy of the Western Ukrainian People՚s Republic into rapprochement with Bolshevik Russia. He began to create a revolutionary military-political organization, distancing himself from the state centers of the Ukrainian People՚s Republic and the Western Ukrainian People՚s Republic and relying on the Riflemen՚s Council. The goal of this activity was a continuation of the struggle for the revival of statehood. This work was carried out by some members of the Rifle Council in Lviv. At the same time Ye. Konovalets supported attempts to create an all-Ukrainian political center in the conditions of emigration. The principal aim of this center would be over the confrontation between the governments of the UPR and ZUNR, and leading the process of revival of statehood in the future. As a result, the All-Ukrainian National Council was established in Vienna in January 1921. Ye. Konovalets was invited to join its development. He estimated the creation of the national council positively and was a member until its dissolution in April 1921. The principles of historicism, objectivity and critical approach form the methodological basis of the research. Scientific novelty. For the first time, factual material about the activities and attitudes of Ye. Konovalets to the All-Ukrainian National Council was introduced into scientific circulation. Conclusions. Thus, it was another unsuccessful attempt to join the initiatives to create an all-Ukrainian national center in the emigration with the aim of consolidation of the military, politicians and public figures to overcome the contradictions between the UPR and ZUNR. The next stage of activity would be return to Lviv and work on the development of a revolutionary underground Ukrainian military organization which would be headed by Ye. Konovalets.
