Abstract

Abstract The Majority of the Indian population resides in rural villages in our society. It is reported from the World Bank that 66 percent of the entire population in India is covered by rural people. Hence any services facilitated by the Indian government should reach the rural people transparently. E-governance is the application designed and developed by the government to offer its services and satisfy the basic requirements of the rural people through Information and Communication Technology (ICT). Even though the initiatives are taken by the government to offer its best services to reach the rural people, the frequency of assessing and utilizing it productively is still lacking in rural villages. This study has examined on identifying the facts that are strongly associated with the usage dimensions of rural people towards e-governance services. Based on the dimensions from the literature survey the researchers have designed the fuzzy system using R Programming Language to analyze and predict the actual usage of e-governance services. Nine fuzzy rules have been structured and tested with four different sets of examples. The results generated by the fuzzy system helps the government officials and the policymakers for identifying the outlets of the rural people for productively accessing e-governance services.
