Abstract

‘Health authorities are to boost nursing services for older people in their own homes to avoid a winter crisis’ (Nursing Times, 1997). The winter crisis occurs when an increase in the numbers of elderly people requiring admission to acute beds becomes too much for the hospital to cope with. It is manifest by queues of elderly people waiting in accident and emergency departments and people with few health problems but many social problems ‘blocking beds’ on acute wards while they wait for their social circumstances to be reviewed and sorted. Frank Dobson said the money should be targeted at rehabilitative care (Nursing Times, 1997).
