Abstract

The negative consequences of the growth of large cities is well known. Special studies have been devoted to this problem and it has been discussed quite a number of times in the press. However, what it is that prevents a solution of this problem is still an open question. Many investigators simply sidestep the issue and others proceed, in our view, on false premises. Thus in his interesting and informative article, G. L. Episkoposov cites "inadequacies in controlling the development of cities, omissions by planning authorities, and the inefficacy of their influence on the factors involved in the formation of cities" [1] as the chief reason for the present situation (the author lists about ten reasons in all). In other words, the key role of subjective means to influence the given situation is stressed.
