Abstract
Texas municipal officials responded to a survey by prioritizing improvements in EEO/Affirmative Action below other changes, while indicating openness to both systematic and scientific approaches to personnel innovation. The officials place a low priority on increasing EEO activities, a preference divergent from the emphasis given EEO in recent years by some scholars. When innovating, Texas municipalities have placed more emphasis on screening out problem applicants, than on seeking ideal hires.
